Finance Standard We have developed this service to be appropriate for the needs of the majority of primary, nursery and special schools. It combines regular strategic support from your school financial adviser with the operational backup provided by our helpline and budgeting support service. HR Advisory & Policy LGSS HR Advisory and Policy Team consists of qualified senior HR professionals with significant experience of providing expert advice and guidance on a range of employment issues within the education sector. They have a detailed understanding of the employment legislation governing schools and academies, and strive to add strategic and operational value, delivering effective business-focused solutions. Advising on and managing risk to your school/academy, by providing meaningful pragmatic HR solutions and maintaining good employee relations. The team are responsive to changes to national conditions of service for teaching and support staff, providing guidance and updating policies and keeping you updated via regular communications. The HR Advisory and Policy service includes access to a comprehensive suite of regularly reviewed policies which comply with employment legislation, offer a best practice and straightforward approach, and have been subject to full consultation with recognised trade unions. Additionally we offer timely advice on Occupational Health reports and guidance about absence issues and return to work, as well as recommendations about ill-health retirement. Hourly rate services Mediation – We can conduct independent mediation sessions which aim to resolve conflict between two or more parties and can help to reduce formal grievances and restore working relationships. Training -Deliver HR skills training on a number of key HR topic areas including investigations, absence management, etc and Employment Law updates. Recruitment – Support with Leadership recruitment including adverts, reviewing job descriptions and person specifications. We can also support with facilitating an assessment day for senior positions and/or undertaking the administration in relation to recruitment to senior posts (from advert to appointment) and psychometric testing. HR Advisory & Policy HR Advisory and Policy Annual Core Package You will be supported by a named HR Assistant Business Partner, who will provide advice, guidance and support with HR issues, via the phone, email and face-to- face. You Business Partner will build a strong relationship with you and your school, really understand your unique context and offer you prompt, reliable and pragmatic advice. Your Business Partner will visit your school whenever appropriate, to support you with formal meetings with employees and trade unions. In addition, you will have access to our online suite of policies covering all HR issues. Crucially, these policies have been subject to consultation with the relevant trade unions meaning they are ready for you to adopt. They are regularly updated according to developing law, best practice and your feedback. HR advice covered by this package includes the following areas: Employment terms and conditions and pay Absence (sickness, leave and special leave) Disciplinary, grievance, bullying and harassment Employee performance/capability and appraisal Restructures, redundancy and redeployment TUPE transfers, including support with your academy conversion (subject to continued buy-back) Working hours and flexible working Industrial action (strike and action short of strike) Advice on Occupational Health referrals and reports Provide advice in relation to Job Evaluation using HAY/NJC (as applicable). The LGSS Transactional team provides a comprehensive employee life cycle payroll administration for new starters, contractual changes, internal movers, leavers, and manage your payroll records. The LGSS Payroll is a team of CIPP qualified payroll professionals and both teams have extensive knowledge of local government terms and conditions. They deliver a seamless, customer-focused service to schools and academies to ensure your staff are paid accurately and on time. Supported by a dedicated payroll helpdesk that facilitates a quick and efficient query resolution process. The team provides an end-to-end payroll service with monthly payroll runs, including the administration of travel and expenses claims, as well as sickness and maternity pay. All third party payments (such as tax and pensions) are fully administrated, paid, and reconciled on the school’s or academy’s behalf. Pension reporting is completed on a monthly basis or annual as required on your behalf. Insurance LGSS Insurance provides advice, guidance, and assistance in securing the right level of insurance cover based on the individual circumstances. The team will also assist with the claims management process and risk management. Insurance Annual Package Quotations for the standard cover for the 2019-20 financial year will be sent to schools in February 2019. The quotation letter will also provide details of the optional covers available and how to purchase them. Quotations will only be sent to Nursery and Special schools. Cambridgeshire primaries have formally agreed a de-delegation for the insurance provision. Insurance Additional Support Additional support for the provision of property and liability risk management advice is available. One day desktop provision is included within annual insurance arrangement fee, further desktop provision or a site visit can be purchased as required. 15
Procurement LGSS Procurement specialists provide simple end-to-end procurement solutions to support schools and academies. This includes expert help on any procurement related matter from availability of contracts to advice on tendering for services. They provide professional, independent advice to help schools and academies obtain optimal value for money from every pound spent on goods, works and services.
