West Yorkshire Fire & Rescue Service 02 INTRODUCTION Welcome to West Yorkshire Fire and Rescue Service Plan 2015-2020. This plan outlines our key priorities and objectives and builds upon the delivery and achievement of the Service Plan 2011-2015. We continue to face significant challenges not least of which is financial challenge, however our determination to provide an efficient and effective fire and rescue service still remains as strong as ever. Our work with partner organisations continues to strengthen. We continuously foster excellent links and relationships with local authority services as well as our traditional blue-light emergency colleagues. It is these relationships that have greatly assisted us with introducing a targeted approach to Fire Prevention, enabling us to identify the most vulnerable people in our communities and provide resources accordingly. ABOUT THIS DOCUMENT We are committed to building on our achievements over the five INTRODUCTION years from 2015 to 2020 and will continue to report on our progress as we work towards achieving our strategic priorities and objectives. West Yorkshire Fire & Rescue Service 03 THE NATIONAL PICTURE West Yorkshire Fire and Rescue Service (WYFRS) is one of 46 fire authorities in England. It serves a population of more than two million people over an area of more than 800 square miles. The service is governed by the Fire and Rescue Authority which is made up of 22 local councillors. The Fire Authority takes direction from the Department for Communities and Local Government (DCLG) which sets the overall structure of 46 fire authorities in England, and is responsible for the legislation and guidelines we are required to work within. The Local Government Association (LGA) works with fire and rescue services to represent them on a wide range of issues from pensions and industrial relations through to local government resources. The Chief Fire Officers Association (CFOA) provides a professional voice for United Kingdom fire and rescue services (FRSs) and assists the government when developing both strategic and technical guidelines for FRSs to adhere. The Department for Communities and Local Government (DCLG) is the UK Government department for our communities and local councils in England. DCLG is the lead government department for fire and rescue matters. They publish a national framework (guidelines) which is agreed by Parliament, to explain what they expect fire and rescue authorities to achieve with the government funding they receive. DCLG provide funding to the fire authorities through an annual grant from central government in order for fire and rescue services to meet their on-going costs. The Fire Service has its own minister in central government. Each fire and rescue service is required to produce an annual Statement of Assurance. The purpose of the statement is to provide independent assurance to communities and the Government that the service is being delivered efficiently and effectively. Although DCLG is the government department that directs the fire service; they also require guidance on more technical matters. For this reason they employ a Chief Fire and Rescue Adviser (CFRA) who provides strategic advice and guidance to ministers, civil servants and all fire and rescue authorities in England on the structure, organisation and performance of fire and rescue services. The CFRA is particularly important to central government during major incidents which may include; major flooding, chemical incidents, natural disasters or even terrorist threats. Arrangements are in place to ensure that the ministers receive the necessary advice, guidance and support to ensure that the impact of such events on the wider community are minimised.
The Fire and Rescue Service is an integral part of keeping our communities safe and secure. Even with greatly reduced financial resources, the sector continues to deliver robust, professional and innovative front line services for local communities. The Local Government Association (LGA) works with the sector to represent them on a wide range of issues from pensions and industrial relations through to local government resources.
Chief Fire Officers Assocation (CFOA) is the professional voice of the UK fire and rescue service, supporting members to fulfil their leadership role in protecting local communities and making life safer through improved service delivery. Providing professional advice to inform government policy, CFOA is committed to developing both strategic and technical guidance and sharing notable practice within the wider fire and rescue service. CFOA is the driving force in managing change and implementing reforms in the service.
NATIONAL DEPLOYMENTS National deployments are governed through the National Co-ordination and Advisory Framework (NCAF). This introduces a structure for co-ordinating assistance during incidents that are of national significance or require national co-ordination. THE NATIONAL CO-ORDINATION AND ADVISORY FRAMEWORK (NCAF)
West Yorkshire Fire & Rescue Service 04 THE REGIONAL PICTURE The UK Fire and Rescue Services are grouped into regions with West Yorkshire Fire and Rescue Service (WYFRS) being one of four fire and rescue services (FRSs) making up the Yorkshire and Humber Region. WYFRS has arrangements in place with each of its neighbouring fire and rescue services to assist each other when incidents occur close to or over the border. West Yorkshire Fire & Rescue Service 05 THE LOCAL PICTURE West Yorkshire Fire and Rescue Service (WYFRS) is governed by West Yorkshire Fire and Rescue Authority (WYFRA). The Authority is made up of 22 West Yorkshire Fire & Rescue Authority councillors appointed by the five constituent district authorities within West Yorkshire; Bradford, Calderdale, Kirklees, Leeds and Wakefield. WYFRS is divided into five district management areas. We work closely with the local authorities to deliver WYFRS is managed by the targeted services at a local level thereby ensuring we meet the specific needs of individual communities. Local Resilience Forums (LRFs) are multi-agency partnerships made up of representatives from local public services, including the emergency services, local authorities, NHS, Environment Agency and others that work together to prepare for emergencies. LRFs also work with other partners in the military and voluntary sectors who provide a valuable contribution to LRF work in emergency preparedness. Throughout the UK, we are ready and able to deal with potential emergencies and disruptive events; these can range from natural disasters like flooding or heavy snow to deliberate acts or attacks. LRFs are the principle conduit for organisations that respond to emergency incidents to provide collaboration and co-operation with one another.
West Yorkshire Fire and Rescue Service (WYFRS) works closely with other emergency services which enables the sharing of information and expertise when incidents occur. Working closely with our blue-light partners ensures: • A greater understanding of partners roles, capabilities and ways of working • More efficient use of resources • Collaborative ventures using shared property and systems for resilience if needed • Improved identification and protection of vulnerable people in the community • Opportunities to plan and train for events together • Clarity of communication between organisations
