SDIC MANDATORY COMPLIANCE By Dan Mazzella SDIC Vice President Scout Safety / Youth Protection ---------------------------------------------------------------- California Assembly Bill 506 became effective January 1, 2022. Pursuant to AB 506, an administrator, employee, or regular volunteer of a youth service organization SHALL complete training in child abuse and neglect identification............Additionally, an administrator, employee, or regular volunteer of a youth service organization SHALL undergo a background check pursuant to Penal Code 11105.3 AB 506 defines a Regular Volunteer as anyone 18 years of age or older, and has Direct Contact with, or supervision of children for more than 16 hours per month, or 32 hours per year. AB 506 is now the law At the BSA National Annual Meeting last year Rex Tillerson, past President of BSA, and past Secretary of State said ‘SCOUT SAFETY IS OUR LICENSE TO OPERATE’. In order for us to earn our LICENSE TO OPERATE we must deliver a safe environment for our youth. In order to deliver that safe environment our volunteers must Be Prepared. The AB 506 training is the path to Be Prepared. Our Scouts always recite the Scout Oath saying I PROMISE TO DO MY BEST TO DO MY DUTY........... As a volunteer you need to do your best and do your duty to comply with AB506. Our Scouts always recite the Scout Law saying A SCOUT IS TRUSTWORTHY, LOYAL, OBEDIENT....... As a volunteer you will earn Council trust by complying with AB506. You will demonstrate your loyalty to Scouting by complying with AB 506. Ignoring this law is contrary to the Scout Law. Keeping Up With Council It is Springtime and here we GROW again. There are great things happening right now all throughout our council. A big congratulations to our units and the commissioner corps that supports them. The San Diego–Imperial Council had the highest rate of unit recharter in our National Service Territory. Alone, that would be cause for celebration, but we did it without having any District Executives assigned to units. Everyone knew what needed to be done…and then did it. We are poised for even more growth in our Scouts BSA troops for girls. We have FIVE new troops scheduled to start in the next two months and more in the works for later this year. More and more of our troops for boys are hearing the demand from sisters, friends and others and they are responding. Can you hear it? An Exploring Explosion is happening. Exploring is the vocational training side of our program and it was perhaps the most dramatically affected by COVID closures. Law enforcement, fire & medical, aviation posts and more have reopened and even new ones are forming. We have NINE posts preparing to start. Perhaps one of the most unexpected, but wonderful things happening is the strengthening of the relationships between units and their chartering organizations. Our recent challenges have made many of the organizations seriously question their partnership with Scouting. The answer is repeatedly coming back, “WE ARE IN.” They reaffirmed to themselves the benefits of Scouting as a part of their programs and are engaging with new vigor. Many organizations who had packs close during COVID are expressing the desire to restart the units. It is a great time to be in Scouting and the Imperial and San Diego Counties are a great place to do it. COPE Course Sister Troops 500 (boys) and 555 (girls) from Point Loma celebrated the reopening of the awesome Mataguay Scout Ranch COPE course with a joint campout. The Scouts got to work on team-building on the Low COPE course, conquered their fears on the High COPE course and experienced the thrill of nighttime ziplining. PACK 280 SPONSORED BY ST. They recently had a new litter born so all the Scouts got to hold their own goat, milk a mama goat by hand, taste some items made from goats' milk (i.e., milk, cheese) and see a future baby goat via a sonogram. Pack 11 explored Agua Caliente during their recent Feb 11-13 campout. The Cubs enjoyed hiking, swimming, climbing, stargazing, nighttime hikes, and a campfire complete with flag retirement. u t c o 6 S 88 Get More Info e a 1 on Sea Scouting S hip S The day started with a long car ride, a short time to socialize, Scout It! and an orientation. Our ship decided to collaborate with another ship, as we set off to our first activity. This activity involved Jenga but with trivia by Colin B. and Zander K., Sea Scout Ship 1886 questions marked on the underside of each block. The next activity was called wooden blocks and two lines. Our objective was to get everyone in our group to the other side of the lines without touching anything. This was difficult with two people on one block! Thankfully, we could complete it without anyone falling off the blocks. Another activity we participated in involved two long wooden beams with lots of ropes on each one. This time, we were to walk on the beams like they were two long feet to a marker, turn around, and go back. This Long Beach Invitational Regatta challenge was probably the hardest because coordination was tricky to get down. These activities, especially the more difficult ones, are an entertaining way to get to know each other while also laughing at the fact that you just fell off of one of the beams and nearly flipped everyone over. There were several other events that were twists on Sea Scout stuff, like a monkey's fist cornhole game and a canoe race without paddles! EAGLE SCOUT SCHOLASTIC ACHIEVEMENT AWARDS APRIL 20 SCOUTING EVERYDAY ACTIVITIES: Everyday activities are low-pressure pack or troop events where units invite non-Scouting families to join them for an afternoon or evening of fun. An everyday activity might be a hike, a picnic, an ice cream party, a service project, a trip to a local sporting event or anything else you can dream up. At these activities, Scouts and adult volunteers should dress in normal “street” clothes instead of uniforms — a tactic that will help visitors feel more included. In addition to the unit and zone level programming that you provide, the International Relations Committee is working harder than ever to provide unique experiences to local youth starting with the 2022 International Camporee. For the first time in over 3 years, Mataguay Scout Ranch will be host to a major event, as we combine forces and efforts with our brothers and sisters across our nation’s borders. It is with an immense pleasure that we announce the 2022 International Camporee scheduled for September 16th to 18th 2022! None of this could happen without the help of magnificent volunteers who always make International Camporee a reality. We are extending an invitation to you to participate in this fun and ambitious event, either as part of the organizing committee, the STAFF that will help during the event or both! This year’s event is set in ancient Rome… legions, barbarians, and gladiators will be the bread and butter of the 2022 GAMES OF ROME. As you might know, this event was originally scheduled for 2020 before global lockdowns changed our plans. Boy Scouts of America Troop 51 Celebrates Its 75th Anniversary at St. Martin of Tours Catholic Parish Boy Scouts of America Troop 51 is celebrating its 75th anniversary of Scouting at St. Martin of Tours Catholic Church. Troop 51 was originally chartered in La Mesa, California in 1921 and has been continuously chartered at St. Martins of Tours Catholic Church since April 2, 1947. In 2020, we added a girl’s troop to allow Scouting opportunities for boys and girls ages 11 through 17 years of age. “Scouting provides a values-based program focused on preparing young people to make moral and ethical choices over their lifetime. St. Martin of Tours Troop 51 in La Mesa, CA will continue to support our youth and build our future!” MM Kissel – Charter Organization Representative. The San Diego–Imperial Council is pleased to share with you that we are ready to roll out phase two of California Assembly Bill 506 compliance. We have selected to partner with Biometrics4All to provide Livescan services. Phase one is the Volunteer Mandated Reporter Training. Phase two is the LiveScan Background check. You can register for your background check at www.ApplicantServices.com/SDIC . There is a fee of $41.00 for this service, which you will be asked to pay during registration. Unfortunately this is something that our state government has imposed upon all youth organizations without consideration for the economic burden. Our council does not have the resources to pay for approximately 4,000 registered volunteers. We recognize that this is a burden on many, but it is small in comparison to the value of keeping youth safe.
