SCoRE Cymru Supporting Collaborative Research and innovation in Europe __________________________________________ Call: 1. Maximising engagement in Horizon Europe 2. Increasing Irish Sea co-operation June 2021 DEADLINE: 09:00 UTC Friday 20 August 2021 Background This document describes a call for applications from organisations in Wales to deliver certain aspects of the Welsh Government’s SCoRE Cymru grant scheme and International Strategy, with a particular focus on expenditure by the end of March 2022. The call goes beyond the standard SCoRE Cymru conditions in terms of eligible costs, the grant rate, and the type of activity funded. The call has two separate strands: 1. Maximising engagement in Horizon Europe, and 2. Increasing Irish Sea co-operation 1. Maximising engagement in Horizon Europe: Horizon Europe is the European Union’s ninth framework programme and the Union’s largest ever transnational programme for research and innovation, spanning 2021 to 2027 with an EU budget of €95.5 billion. Participation in Horizon Europe provides a major opportunity for Wales to remain active and influential as an international partner, increasing our attractiveness to talent and the effectiveness of our research. 2. Increasing Irish Sea co-operation: Ireland is a priority country under the Welsh Government’s International Strategy. Wales and Ireland have agreed a Joint Statement and Action Plan. Furthermore, Wales’ Regional Investment Framework builds on our ambition to raise Wales’ profile and competitiveness on the global stage, including through evolving activity established through Wales’ participation in a range of European Territorial Co-operation (ETC) programmes, in particular the Ireland-Wales cross-border programme. There
is also potential to broaden collaboration to include partnerships with organisations in the other nations and regions bordering the Irish Sea, including Scotland, Northern Ireland and areas of England. Call Summary Applicants can submit projects that contribute to one or both strands of the call. There is no need to submit an application twice (for example a Horizon Europe application involving Ireland need not be concerned about which part of the call it selects). While we anticipate that £5,000 per application will be sufficient for most projects, strategic activities that represent a whole sector and have a strong route to economic or social impact can apply for up to £10,000. No “match funding” is required, but leverage of other funds and evidence of applicants’ buy-in will be considered if there is competition for funding. The budget allocated for this call is up to £60,000, £30,000 for each of the two strands (the exact budget will take into account other budget commitments and underspends at the time of decision). The deadline for applications is 09:00 UK time on Friday 20 August 2021. (Applicants are welcome to submit earlier). 1. Maximising Engagement in Horizon Europe International cooperation is a central theme of Horizon Europe. Participation offers a unique platform for Wales to build its strategic research and innovation partnerships, boost research capacity, and have a positive impact for the people of Wales. With Horizon Europe likely to be as competitive as ever, establishing a strong consortium, with a complementary blend of world-class scientific excellence, research infrastructures, industry and policy know-how, coupled with experience in co-ordinating multilateral research projects, will be key to successful collaborative proposals. This strand of the call provides funding to address barriers such as staff time and expertise when accessing Horizon Europe. SCoRE Cymru funding might strengthen existing and develop new strategic partnerships between Wales and leading European research and technology institutions. It could identify mutual research ambitions with a longer-term view to applying to Horizon Europe, contribute staff time to directly develop a specific Horizon Europe proposal, or fund relevant training. Taking a long-term view, activity could also include increasing Welsh presence on the committees, associations, boards, and technology platforms that influence UK, EU and other international R&I funding.
2. Increasing Irish Sea cooperation This strand of the call has a specific focus on Ireland and relationships around the Irish Sea. These relationships are not restricted to research, innovation and Horizon Europe and may include any aspect of the Joint Action Plan. Activity may involve relevant partners from Ireland, Northern Ireland, Scotland and other jurisdictions/countries, provided the costs claimed are incurred by the Welsh partner. Eligible Costs Unless explicitly stated in this call, SCoRE Cymru rules and procedures apply. You must spend the grant by 31 March 2022 at the latest. Where annual or long term activity is foreseen, we will take a separate decision on the activity for next financial year. While travel is restricted due to COVID-19, applicants are invited to carry out other types of activity to support collaboration. The eligible costs are those that are necessary for the promotion, implementation and dissemination of the projects agreed through the application process and written offer of grant. In order to encourage innovation, we do not specify a closed list of eligible costs, but costs must be reasonable and verifiable and spent by the applicant. Examples could include: Consultancy (as per SCoRE Cymru guidance). This covers a range of potential services, such as match-making, coordination of a consortium, translation, webinar hosting and chairing, dissemination and communication materials. Fees, charges necessary for the implementation of the project, e.g. access to Intellectual Property, membership of interest groups. In-house staff costs. These could allow staff to dedicate time to starting joint research or pilot lines, to investigate opportunities for joint applications or negotiating a strategic relationship between institutions. A rationale will be needed as to why the activity would not be carried out without a grant. We will require apportionment calculations for the hourly rate. The claim must be backed by time sheets and verifiable in payment and payroll records. In cases not covered by current SCoRE Cymru guidance, we will seek to apply the WEFO structural fund rules in a proportionate manner. If you seek travel funding, applicants should include a “plan B” in case COVID travel restrictions prevent this activity. When travel restrictions are reduced or removed, we will be receptive to changes in the approved costs in order to make the most of opportunities that arise. Costs incurred before the date of approval are ineligible unless the Horizon Europe Unit confirms otherwise in writing. Incurred costs are commitments to pay, such as flight and hotel bookings which cannot be reclaimed in full upon cancellation.
Submission of applications The Welsh Government’s Welsh European Funding Office will make funding decisions in accordance with the selection criteria (see below), taking into account the advice of colleagues in departments that are relevant to the respective applications, forming a virtual panel. We will apply a portfolio approach in order to manage the balance of risk and range of outcomes.
