1. PROPOSING ORGANISATION New Life for Children is an international humanitarian organisation based in Italy that has been operating on 3 continents for 10 years. The goal of our projects is to counter the cycle of child poverty by encouraging access to schooling for the population groups who are in need. New Life for Children give priority to activities in contexts characterised by structural poverty in which girls and boys live in conditions of social, economic, physical and psychological distress. New Life for Children supports any local entity that plays a role in education, believing that education is the key factor to guarantee that each child has a future that is free of poverty and violence. 2. OBJECTIVES OF THE CALL FOR PROPOSALS The "Schools around the World 2019" call for proposals is part of the international "Schools in the World" programme which has been operating in support of infant schooling on 4 continents since 2004, promoted by New Life for Children and Fondazione Patrizio Paoletti1,. The overall objective of the call for proposals is to implement child protection and development initiatives in contexts of extreme poverty and social vulnerability through access to integrated schooling, health care and services for food security. The target population are children from the ages of 3 to 14, while schools are the preferred space for the implementation of these initiatives, which have positive effects on both families and communities. Thanks to this call for proposals, New Life for Children wishes to strengthen its network of medium and long- term international partners by carrying out activities aimed at achieving its mission in the following countries: Botswana, Ghana, Kenya, Namibia, Tanzania and Zambia. 3. FUNDING The call for proposals provides for the allocation of funding in the form of the grant of a minimum of € 20,000 up to a maximum of € 40,000 for each individual initiative, up to a maximum duration of 12 calendar months. As part of this call for proposals, funding will be provided for a single organisation based in one of the following countries: Botswana, Ghana, Kenya, Namibia, Tanzania or Zambia. 1Fondazione Patrizio Paoletti for development and communication is a research organisation in the neuroscientific and psycho-pedagogical fields specialised in the training of educational personnel, in particular teachers and educators. 4. CALL FOR PROPOSALS: GUIDELINES 4.1 APPLICANT ELIGIBILITY APPLICANTS: (a) Projects may be proposed exclusively by local private and non-profit organisations with registered and operational offices in the countries covered by the call for proposals; (b) Partnerships and/or consortiums are permitted as defined in the following paragraphs; (c) Applicants must be established as legally responsible for the preparation and management of the activities and funding, including in the event of co-implemented actions with partners; (d) Projects of organisations that already have operational initiatives in the countries included in the call for proposals are eligible for funding. ACTIVITIES: Only projects submitted by local private and non-profit organisations that have been operating for at least 5 years in the sectors included in the call for proposals shall be admitted. PARTNERS AND CONSORTIUMS: The only type of consortium permitted is the following: in association with a public or private school as beneficiary or co-executor. Other types of consortiums are not permitted. LEGAL NOTICES: Eligibility shall be deemed invalidated if an applicant or their legal representatives are involved in: (a) Court proceedings in progress or concluded with charges against them; (b) Dispute proceedings involving other donor organisations; (c) Definitive judgments of a criminal, civil or administrative nature. 4.2 ELIGIBILITY OF THE PROPOSED ACTIVITIES Activities with the following characteristics are CONSIDERED ELIGIBLE for funding: (a) Activities that are structured and included in the institutional activity of one or more public or private schools located in one of the countries involved in the call for proposals; (b) Activities that are scheduled to be performed within a 12 calendar month timeframe; (c) Activities that lead to a strengthening, extension and/or improvement of school activities, aimed at children aged 3 to 14 who find themselves living in precarious and vulnerable socio-economic conditions; (d) Improvement and/or extension of access to health care services for the benefit of school children aged 3 to 14; (e) Activities to counter malnutrition in age groups ranging from 3 to 14 and/or to improve access to a healthy diet for the beneficiary child population; (f) Activities for the partial renovation, enlargement or improvement of school infrastructure; Pagina 4 di 8 New Life for Children Associazione non lucrativa di utilità sociale Via Nazionale 230, int. 21 00184 Roma Tel. + 39 06 93563790 - Cod.Fisc. 97530640586 www.NewLifeforChildren.org
(g) For any activity that involves the use of real estate, the applicant organisation shall provide information on the characteristics and state of the buildings involved in the project and provide proof of entitlement to use (either direct or indirect). (h) Teacher training is an indispensable part of the initiative: the methodology, contents and costs of the training will be brought by New Life for Children and by Fondazione Patrizio Paoletti in compliance with the expectations and the mission of the organisation. (i) Generally speaking, proposed activities must meet the criteria of importance and relevance specified in the problems analysis and in the logical framework. The following activities are deemed NOT ELIGIBLE for funding: (a) Activities that do not meet the objectives of the call for proposals; (b) Activities that are merely a support to the ordinary operating activity of the applicant organisation; (c) Activities that exclusively or mainly provide for the activation of internships/scholarships; (d) Activities solely for the purchase, construction, maintenance or renovation of buildings, assets or equipment; (e) Activities that promote the interests or strategies of political parties; (f) Activities that promote any type of proselytism; (g) Other general costs of the applicant organisation. 4.3 ELIGIBILITY OF TYPES OF EXPENDITURE ITEMS An illustrative, but not exhaustive, list of expense items is shown below. 1. Local staff (for example, project coordination, educational staff such as teachers, educators, etc.); 2. Travel costs and accommodation (for example, fuel, etc.); 3. Utilities (for example, costs related to telephony, internet, stationery, etc.); 4. Improvement of school infrastructure; 5. School material for direct beneficiaries (for example, pens, notebooks, books, etc.); 6. Medical services for direct beneficiaries; 7. Medical supplies for direct beneficiaries; 8. Training activities; 9. Local charges (bank commissions, administrative costs), 7% of the total. Funding of types of activities other than those listed, when justified by the implementation of the initiative, can be discussed during validation (for example, water purification, construction of a well, etc.). All costs shall be exclusively related to the activities funded by this call for proposals. In the event of a negative assessment, funding shall be suspended with immediate effect. 5. PROJECT PRESENTATION and SELECTION The assignment process is divided into 5 steps: 5.1 FIRST PHASE: PRESENTATION OF THE CALL FOR PROPOSALS The presentation of the CALL FOR PROPOSALS, by 31 May 2019, shall concern the eligibility of the project idea, its completeness and consistency with respect to the contents and the purposes specified in the call for proposals. The following documents shall be submitted in this phase: (a) Annex 1 – Information on the organisation; (b) Annex 2 - Summary Project Profile; (c) Act of incorporation translated and validated in English; (d) Statute translated and validated in English; (e) Financial statements for the last three years translated and validated in English. 5.2 SECOND PHASE: PRESENTATION OF THE CALL FOR APPLICATION The presentation of the CALL FOR APPLICATION, by 31 July 2019, to which only ideas that passed Phase 1 can gain access, is focused on the comparative assessment of final projects. The following documents shall be submitted in this phase: (a) Annex 3 - Project Form (b) Annex 4 - Budget 5.3 PRELIMINARY APPROVAL OF THE CALL FOR APPLICATION Following the positive outcome of the individual Call for proposal, the individual CALL FOR APPLICATION shall be assessed by a commission composed of: 1. Chairman of New Life for Children - Onlus; 2. 1 project manager; 3. 1 member external to the organisation. Assessments of the eligible candidacies received shall be carried out at the sole discretion of New Life for Children by 30 September 2019. 5.4 VALIDATION OF THE CALL FOR APPLICATION Those successful in the CALL FOR APPLICATION shall then go through a validation procedure that represents the last selection step: (a) One or more meetings to gain mutual understanding and further information with the examining commission at the location of the initiative (or at the offices of the proposing organisation, New Life for Children); Pagina 6 di 8 New Life for Children Associazione non lucrativa di utilità sociale Via Nazionale 230, int. 21 00184 Roma Tel. + 39 06 93563790 - Cod.Fisc. 97530640586 www.NewLifeforChildren.org
(b) Signing of a collaboration agreement with special mention clauses on: Guidelines for financial reporting, narrative reporting, audio-visual communication and on-site monitoring. Definition of the procedure for carrying out on-site training by New Life for Children, the proposing organisation; Should the assignees not be deemed suitable during validation, the funding can be assigned to other organisations via a new validation procedure. 5.5 COMMUNICATION OF THE ASSIGNMENT OF FUNDING The communication will be given by email starting from 7 October 2019. 5.6 COMMUNICATION AND INFORMATION For any further clarification, please write to the following e-mail address: grant@newlifeforchildren.org As a private organisation, New Life for Children is not obliged to observe public procedures and has the right not to assign all or part of the budget. English shall be the language used for communications and monitoring activities.
