Statewide Launch of CA Notify: Smart Phone Tool to Help Track COVID-19 Exposures Governor Newsom announced the statewide launch of CA Notify, a new digital tool that will help reduce the transmission of COVID-19. Starting Thursday, December 10, Californians can opt in to receive COVID-19 notifications informing them if they have been exposed to someone who has tested positive for the virus. The tool was developed in partnership with Google and Apple and piloted with the help of the University California, San Diego and the University of California, San Francisco. How it works – starting Thursday, December 10, Californians can enable CA Notify in their iPhone settings or on Android phones by downloading the CA notify app from the Google Play Store. When individuals voluntarily activate CA Notify, the tool uses Bluetooth technology to exchange random codes between phones without revealing the user’s identity or location. Users who have tested positive for COVID-19 will get a text from the California Department of Public Health at 855-976-8462 with a code that they can enter into CA Notify triggering an alert to phones of people who may have been exposed in the previous 14 days. CA Notify users who have been within six feet for 15 minutes or more of the COVID-19 positive individual will get an anonymous notification of possible exposure. CA Notify is completely voluntary and free, and is designed to protect your privacy. It does not use device location to detect exposures and does not share your identity to other users. Individuals can securely report if they test positive, so that others can be notified of exposure without indicating their identity. New Regional Stay Home Order and San Mateo County’s Status The State announced a new region-based framework for applying restrictions on activities and non-essential travel to stop the spread of COVID-19 in its Regional Stay Home Order. The new criteria applies restrictions to regions with less than 15% intensive care unit (ICU) capacity. San Mateo County falls under the Bay Area region, which includes the counties of San Mateo, Alameda, Contra Costa, Marin, Monterey, Napa, San Francisco, Santa Clara, Santa Cruz, Solano, and Sonoma. San Mateo County is not currently impacted, with an ICU capacity of 20.9%, however it is expected the Bay Area region may reach the 15% ICU capacity threshold soon. Many Bay Area counties have implemented additional restrictions in advance of the State restrictions.
As other Bay Area health officials announced that they would impose new local stay-at-home orders, the County of San Mateo remains focused on following the State’s existing metrics and process, while reinforcing the public’s responsibility to comply with existing safety measures. While the County understands and appreciates the measures taken by the other Bay Area counties, a new local stay-at-home order, for now, will not be issued by San Mateo County. The County remains in the purple Tier 1 on the State’s four-tier, color-coded system for restricting and loosening activities. The County will continue to work with business and community leaders on adherence to existing guidelines and urge all residents to act assertively to prevent the spread of the COVID- 19 by stepping up vigilance about all health and safety measures, especially avoiding gatherings, to slow the spread of COVID-19. New Health Officer Statement December 7 San Mateo County Health Officer Dr. Scott Morrow issued a new health statement December 7 providing reasons why at this time San Mateo County will not join the preemptive stay-at-home order other counties have implemented. According to Dr. Morrow, modeling data show there are an estimated 8-15,000 active cases in San Mateo County capable of transmitting the infection to others. Based on modeling data, the overwhelming majority (80-90 percent) of people in this county are still susceptible and at risk of contracting the virus. Dr. Morrow asks everyone to: • Stop moving around, stay at home except for essential activities, and avoid all travel that is not essential. • Don’t enter an indoor environment without a mask if that environment has people outside your household. • Get tested if you have symptoms or are concerned, and isolate yourself immediately from your family and others if you have symptoms. Free Stress Management Resources from Headspace Headspace and San Mateo County Behavioral Health and Recovery Services are working together to provide free resources that can help residents manage stress brought on by the pandemic. Sign up to access meditations, sleep sounds, and movement exercises designed to help you care for your mind. Headspace resources are available free to new members through August 2021. PCE Small Business Bill Credit Application Deadline Extended to December 31 Peninsula Clean Energy (PCE) recognizes that many small businesses throughout San Mateo County have been impacted by COVID-19 and is offering a $250 credit on electricity bills for qualifying small business customers. Bill credits are limited to the first 6,000 respondents and the deadline for applying for the credit is December 31, 2020. How to apply. Qualifying small business customers should have received a letter mailed from PCE in September with instructions on how to complete the application for the bill credit. The letter included a unique ID needed for the bill credit application. Upon validation that your application is complete, a $250 bill credit will be issued on the Peninsula Clean Energy portion of your bill within the next 1-2 months. Comcast Extends COVID Support through June 30, 2021 Comcast has announced that it will extend its commitment to help people connect to the Internet during the COVID-19 pandemic as millions continue to stay home and operate virtually. Comcast will continue to provide free Internet service for the first 60 days for new Internet Essentials customers, and free access to more than 1.5 million public Xfinity WiFi hotspots, the largest network of its kind in the country, through June 30, 2021. COVID-19 Testing for Adults and Children Available Testing for COVID-19 is one way to slow the spread, receive early care, and protect loved ones. The test is safe, easy, and available at various locations in San Mateo County at no-cost to you regardless of which testing site you choose. Adults age 18 and over can schedule a test Tuesdays through Saturdays at the San Mateo County Event Center or at a rotating series of neighborhood locations. Information on testing options, including at the San Mateo Event Center, Jefferson Union High School District Office, and at neighborhood mobile sites in San Mateo County, can be found at smcgov.org/testing. Testing for Children Testing for children ages 5 to 17 is also available at the San Mateo County Event Center and at the Jefferson Union High School District Office in Daly City. San Mateo Area Chamber of Commerce Testing The San Mateo Area Chamber of Commerce has partnered with Virus Geeks and the San Mateo Marriott to offer drive-thru COVID-19 testing now through December 31 from 7:00 a.m. to 6:00 p.m. Testing is free if you have insurance and federal funds will be used for those not insured. No appointment is necessary, but you may make an appointment at my.virusgeeks.com/gettested.
