Peña passed away peacefully under the care of a nursing home in San Juan, Texas, at the age of 87. Peña was El Paso’s Bishop from 1980 until 1995, when he was assigned by St. Pope John Paul II to serve the faithful in the Diocese of Brownsville. He was a strong advocate for immigra- tion rights along the border and a fierce critic of the raising of the border fence in El Paso. Peña was a strong leader in the com- munity and a friend to many of the faithful. He will be missed in all the areas in which he served the people of God. During his 15 year tenure as the 4th Bishop of El Paso, Bish- op Peña founded the Tepeyac Institute in 1988 as a formation center for the lay faithful of the diocese.
