CHAPTERII I. THE PARTICULARS OF ORGANIZATION, FUNCTIONS AND DUTIES: New & Renewable Energy Development Corporation of Andhra Pradesh Ltd., (NREDCAP) formerly known as Agro Pumpsets & Implements Ltd., (APIL) and subsequently renamed as Non-conventional Energy Development Corporation of AP Ltd., (NEDCAP) is a Nodal Agency of Government of Andhra Pradesh. The Corporation was incorporated on 21.10.1969. Later, it was renamed as NEDCAP in the year 1986 and as NREDCAP during June 2011. OBJECTIVES: 1. To survey, develop and implement renewable energy programmes of State and Central Governments. 2. Generation of electricity through renewable sources like wind and solar on decentralized and centralized methods. 3. Conservation of energy in rural areas. 4. Ensure post-installation service and adoption viable technology. 5. To impart viable technology and machines in the area of non-conventional energy sources. 6. To impart training and to promote research and development in the field of non- conventional energy sources. 7. To ensure proper utilization of funds provided by the State and Central Governments with efficient management system. FUNCTIONS AND DUTIES OF THE ORGANIZATION: NREDCAP is implementing all non-conventional energy programmes sponsored by both State and Central Governments and are as follows: National Biogas and Manure Management Programme Improved Chulhas (State Government Programme) Wind Energy Solar Energy 2
Biomass production, conversion and utilization technology Power Generation through Non-Conventional Energy Sources – Mini Hydel Projects. Power Generation through Non-Conventional Energy Sources – Industrial & Municipal solid waste based power projects Energy Conservation Programmes The programme /activitywise brief details are : 1 NATIONAL BIOGAS AND MANURE MANAGEMENT PROGRAMME(NBMMP) (CENTRALGOVERNMENTPROGRAMME): “NREDCAP” is the State Nodal agency for Andhra Pradesh State to implement all Renewable Energy Programmes. The Ministry of New and Renewable Energy (MNRE), Govt. of India, New Delhi is providing Central Financial Assistance (CFA) under National Biogas & Manure Management programme (NBMMP). NREDCAP has installed around 4.22 lakh Biogas plants up to 2012-13 in the State. The Unit Cost and Subsidy Details are as follows: Size of the Biogas Plant Unit Cost Subsidy 1 cum Deenabandhu Biogas plant 15,000.00 4,000.00 2 cum Deenabandhu Biogas plant 20,000.00 8,000.00 For the year 2012-13, an amount of Rs.15,16,71,800 was utilized for construction of 15,328 nos. of Biogas Plants. 3
2 IMPROVED CHULHAS (STATE GOVERNMENTPROGRAMME): The Government of Andhra Pradesh has sanctioned and released an amount of Rs. 86.00 lakhs to take up the Improved Chulhas Programme during the year 2012-13. The cost and subsidy available details for different models of chulhas are as follows. A. Portable Chulha 1. Solid Biomass portable Chulhas – type –I 1 No. Rs. 453-60 as per IS 13152(part I 91) 2. Less: Govt. of AP subsidy Rs. 50-00 3. Beneficiary share Rs. 403-60 B. Fixed Chulha 1. TNAU model Chulhas 1 No. Rs. 150-00 2. Less: Govt. of AP subsidy Rs. 125-00 3. Beneficiary share Rs. 25-00 NREDCAP has constructed/distributed 74336 Nos. of Improved Chulhas during the year 2012-13. 3 WINDNERGY PROJECTS POTENTIAL: Andhra Pradesh is one of the Wind Power potential states in the country. As per the assessment made by Centre for Wind Energy Technology (C-WET), the Wind Power potential in the A.P. is estimated at 14,497 MW at 80 Meter above ground level, which is second highest in the country after Gujarat state. 32 potential sites have been notified which are having wind power potential of 200 watts / sq.mtr at 50 M level for development of wind power projects. Further, 15 wind monitoring stations have been established at potential pockets to collect the wind data at 80 M level during the year 2011-12. In order to assess the actual potential at micro level, wind masts ar e bei ng i nst al l ed at 10 selected locations in the state to collect the wind data at 100Metre level. The wind power potential identified in the State is mostly in the Southern Region consisting of Anantapur, Kadapa, Kurnool, Chittoor and Nellore 4
districts. Detailed Wind Resource Assessment studies are in progress in various districts in private sector also as per the MNRE guidelines. PRESENT STATUS: The cumulative installed capacity as on 31.06.2013 is 498.62 MW, leaving opportunities for further development in the wind power sector in view of the available huge unexploited potential in the State. The private investors are now coming forward to develop large scale wind power projects in the State in IPP mode. So far, 2851.67 MW capacity projects have been allotted and proposals for another 4800 MW capacity projects are under consideration. The State Government a n n o u n c e d t h e W i n d P o w e r P o l i c y vi de G.O.Ms.No.48 d a t e d : 11.04.2008 of Energy (RES) Dept. The capacity allotments made so far are based on this policy. TARIFF: The AP Electricity Regulatory Commission(APERC) in its order dt: 15.11.2012 has determined the preferential tariff of Rs.4.70 / KWH for a period of 25 years from the date of commissioning of the projects to wind power projects being set up in the State which enter into PPAs between the date of issue of this order and 31.03.2015. 4 SOLAR ENERGY: I. SOLAR WATER HEATING SYSTEMS: Government of Andhra Pradesh have announced various policies for encouraging use of solar power in the State vide G.O.Ms.No.26, dated 19.6.2013 for the year 2013-14 and as far as solar water heating system is concerned, Government have decided to provide 20% additional subsidy for capacity upto 200 LPD only for residential users. Full subsidy minus the eligible Central Subsidy, however will be provided for installation of Solar Water Heating System in respect of Government Hostels and residential Schools which are on the Government Buildings only. The party installing the solar water heating system will submit their claim to NREDCAP for disbursement of subsidy. 5
II. OFF- GRID SOLAR POWER PLANTS IMPLEMENTED BY NREDCAP Under Jawaharlal Nehru Solar Mission, MNRE, Govt of India New Delhi is promoting off- grid Solar power plants of smaller size capacities under project mode for individual/ Community/ Institutional/ Industries. Various capacities of off- grid solar Photovoltaic power plants up to a maximum of 500 KWp per site to meet/ supplement the power/ electricity for different applications are being provided capital subsidy by MNRE as follows. 1. Individuals:- (A) All applications max of - 1 KWp capital subsidy upto 30% of the project cost (B) Pumps for irrigation & - 5 KWp capital subsidy upto 30% of the project cost Community for drinking water max of 2. Institutions /Industrial/ Commercial estates (A) All applications max of 500 KWp capital subsidy upto 30% of the project cost The approximate cost of 1KWp Solar Power plant is Rs: 1.90 Lakhs with battery support and Rs. 1.00 lakh per Kwp for systems without battery support which includes supply & installation as per MNRE specifications III. SOLAR PUMPSETS PROGRAMME: Ministry of New & Renewable Energy, G.O.I., New Delhi have announced 30% subsidy to the solar pumpsets programme and the same is being implemented by NREDCAP. For the year 2013-14, Government of Andhra Pradesh have announced various policies for encouraging use of solar power in the State vide G.O.Ms.No.26, dated 19.6.2013. As per the Government Order, the focus area of Solar Pumpsets programme would be areas where grid connectivity does not exist as well as Indira Jala Prabha Blocks wherein it would be implemented on cluster basis for SC & ST beneficiaries only. In respect of the SC&ST beneficiaries of these two categories of areas, the State Government would provide 70% of the solar pumpsets as subsidy in addition to central Government subsidy. For other areas & beneficiaries 20% additional subsidy from the State Government side would be provided for installing solar pumpsets. 6
In respect of solar pumpsets, in Indira Jala Prabha for SC & ST farmers, Commissioner, Rural Development will be the Nodal Agency for finalizing the list of eligible beneficiaries. After finalizing the list, Commissioner, Rural Development will forward the list with his recommendations to NREDCAP for release of cost as subsidy. In respect of other farmers, Commissioner, Agriculture will act as Nodal Agency and furnish the list to NREDCAP along with his recommendations for release of subsidy. IV. 5. BIOMASS PRODUCTION,CONVERSION AND UTILIZATION TECHNOLOGY : 1. Biomass Power Projects: 42 Biomass Power Projects of various capacities have been installed/ commissioned upto 31.07.2013 in Andhra Pradesh State. The total installed capacity is 238.00 MW 2. Bagasse based Cogeneration power projects: 24 Bagasse based Cogeneration power projects of various capacities have been installed / commissioned upto 31.07.2013 in Andhra Pradesh State. The total installed capacity is 324.95 MW 3. Biomass cogeneration (non-bagasse) Power Projects: 16 Biomass Cogeneration (Non-bagasse) Power Projects have been installed / commissioned up to 31.07.2013 in Andhra Pradesh State. The total installed capacity is 49.45 MW 6. POWER GENERATION THROUGH NON-CONVENTIONAL ENERGY SOURCES / MINI HYDEL PROJECTS: Status of Small Hydel Power Projects in Andhra Pradesh: The activity was transferred from erstwhile APSEB to NREDCAP vide G.O Ms.No.37 dated 01-02-1999 of Energy (power I) Department, Government of Andhra Pradesh. The assessed hydro power potential is 1000 MW (approx). The status report on SHP projects is shown below. The total no of projects sanctioned are 58 of 181.103 MW. The capacity harnessed so far is 100.653 MW through the Projects of 36 nos under private sector participation. The proposals/detailed project reports refereed to Irrigation Department for issuance of No Objection Certificate are aggregating to a total capacity of 300 MW. The Government of Andhra Pradesh has announced policy on establishment of Mini Hydel Power Projects vide GO Ms.no.165 dated 11-07-2007 of I&CAD (Performs) Department. As 9
per GO, future registrations/allotment of sites to the private developers shall be under bidding process only. The Government has entrusted the work of selecting private developers for establishment of Mini Hydel Power Projects under bidding process to APGENCO on behalf of NREDCAP Ltd., Status on small hydro power projects: S.No. Description No. of projects Capacity in MW 1 No. of projects sanctioned 58 181.103 2 No. of projects commissioned 36 100.653 3 No. of projects under progress 22 80.453 7. POWER GENERATION THROUGH NON-CONVENTIONAL ENERGY SOURCES /INDUSTRIAL & MUNICIPAL WASTE BASED POWER PROJECTS: Objectives: i) To assess and upgrade various conversion technologies. ii) To create conducive conditions and environment, with fiscal and financial regime to develop, demonstrate and disseminate utilisation of wastes for recovery of energy. iii) To harness the available potential of MSW/Industrial Waste-to energy by the year 2017. NREDCAP is authorized by the A.P. State Government vide . G.O. Ms. No. 253, E & F (RES) Department, dated 15-11-94 to sanction the Municipal Solid Waste/Industrial Waste based Power projects of capacity up to 20 MW. Andhra Pradesh is having various Industries which generate effluents. 10
These effluents are to be treated to have value added product. The waste generated from Industries like starch, palm oil, distilleries, dairy, poultry, furfural etc., can be treated to generate Electricity. The details in respect of Industrial Waste / Municipal Solid waste based power projects and Biomethanation Power Plants are furnished here under: 1. Industrial Waste Power Projects: 14 Industrial Power Projects of various capacities have been installed/ commissioned upto 31.07.2013 in Andhra Pradesh State. The total installed capacity is 38.51 MW 2. Municipal solid Waste Power Projects: 04 Municipal solid Waste Power projects of various capacities have been installed / commissioned upto 31.07.2013 in Andhra Pradesh State. The total installed capacity is 24.75 MW 3. Biomethanation Power Plants: 02 Biomethanation Power Plants have been installed / commissioned up to 31.07.2013 in Andhra Pradesh State. The total installed capacity is 26040 Cum Per day Biomethanation Power Plants. 8. ENERGY CONSERVATIONPROGRAMMES2013-14: To take up the Energy Conservation Activities during the year 2013-14, the State Government has allotted an amount of Rs.50.00 lakhs under Plan schemes. Accordingly, the amount is being utilized by duly taking up the following activities. 1. Creation of Energy Efficient Govt/PSU/Local Body Buildings by installing energy efficient lighting devices. 2. Creation of Energy Efficient Hostels every year 2 nos. of SC and 1 no. of ST hostel per each district. 11
3. Energy Conservation Day & Week 14-21 December every year. During the National Energy Conservation Day & week celebrations, State Energy Conservation Awards are being distributed in 9 sectors. 4. Essay Writing Competition to the school children and paper presentation to the Engineering students. 5. Energy Audit Scheme. 6. Publicity material/Advertisements and Training Workshops. The details of tentative head wise allocations are enclosed at Annexure –I (EC) An amount of Rs. 87.50 lakhs received from BEE, New Delhi, to meet the expenditure of the following deliverables under BEE action plan budget for the year 2013-14 and accordingly the programmes will be taken up. The details of BEE - AAP is enclosed at Annexure –II (EC) State Energy Conservation Fund (SECF) Bureau of Energy Efficiency, New Delhi has sanctioned and released an amount of Rs.400 Lakhs towards matching grant of SECF. The State Government has also sanctioned and released an amount of Rs.200 lakhs as matching grant to the SECF. The activities being taken up as sanctioned by BEE for the specific programmes as shown in Annexure III(EC) on approval of State Level Steering Committee headed by the Spl Chief Secretary to Govt., Energy Department. BEE has sanctioned an amount of Rs.100 lakhs towards demonstration projects as detailed below: 1. Lighting Energy Efficient Project (LEEP) in Suryapet Municipality with an estimated cost of Rs.100 lakhs and sanctioned a grant of Rs.50 lakhs and the balance will be borne by the Municipality. 2. Creation of Energy Efficiency Villages in 30 nos. of Rehabilitation and Resettlement Villages with estimated cost of Rs.100 lakhs. An amount of Rs.50 lakhs was sanctioned by BEE under 11th Plan and the balance is to be met from the SECF funds subject to approval of State Level Steering Committee. II. The powers and duties of the officers and employees: 12
The Chairman, Board of Directors are appointed by the Government of Andhra Pradesh. The Chairman and Board of Directors are the Policy Making Body of the Corporation. Vice-Chairman and Managing Director is being appointed by the Government of Andhra Pradesh and he is the Executive Head of the Corporation. VC & MD issues directions and closely monitors the activities of the corporation to achieve the objects for which the Corporation is incorporated. He convenes the Board Meetings as per the applicable provisions of Companies Act from time to time also appraises the Board on the issues to take decisions as required. The Vice-Chairman and Managing Director is assisted by the Function Heads. The following functions are headed by the Officers at Head Office as shown below: GeneralManager This post is having the status of top management level. He is the functional Head of Corporation. GeneralManager(EC) This post is having the status of top management level. He is the Functional Head of Energy Conservations and Solar Grid Sections. Dy.GeneralManager (Finance&Accounts) This post is having the status of top management level. He is the Functional Head of Finance, Accounts & Secretarial Matters Sections. Asst. General Manager (Admn.) This post is having the status of top management level. He is the Functional Head of Administration and Legal Wing. 13
Project Directors/Executive Engineers: This post is having the status of management level and each activity is headed by a Project Director/Executive Engineer at Head Office. Project Directors/Executive Engineers/DistrictManagers at Districts: This post is having the status of management level and each district is headed by a Project Director/Executive Engineer/District Manager. All the above officers are supported by Middle, Junior, Supervisory and Supporting Staff. The Organization Chart is enclosed. III. The procedure followed in the decision making process, including channels of supervision and accountability. All important decisions are taken by Government / Board / Vice- Chairman and Managing Director. The proposals will be initiated by Middle, Junior, Supervisory and Supporting Staff and will be processed through the concerned functional head, who gives its recommendations and finally decision will be taken by the Vice-Chairman and Managing Director or by Board after going through the agenda / or by Government as the case may be. The Vice-Chairman and Managing Director has delegated some of the administrative powers to the General Manager & other Functional Heads viz. Dy. General Managers, Project Directors, Executive Engineers & District Managers of the Corporation. IV. The norms set by it for the discharge of its function Since the programmes are being sponsored by Ministry of New & Renewable Energy and Bureau of Energy Efficiency, Government of India, such as National Biogas and Manure Management Programme, Solar Energy, Mini Hydel Scheme and Energy Conservation, certain incentives are being extended. The norms set by MNRE, Government of India is being f o l l o w e d i n t h e i r r e s p e c t i v e f u n c t i o n . Similarly, the instructions of State Government for the programmes of Improved Chulhas and as well as Energy Conservation are being followed. 14
V. The rules, regulations, instructions, manuals and records, held by the corporation under its control or used by its employees for discharging its function. The rules as approved by the Government and as per statute are followed. Further, Service Rules as approved by the Government are being extended to the corporation employees for discharging of functions. VI. A statement of the categories of documents that are held by it or under its control. a. Personal files of Officers, Staff and other related files to them. b. Employees welfare files c. Legal files d. Disciplinary case files e. Files relating to scrutiny of proposals and implementation of programmes f. Miscellaneous VII. The particulars of any arrangement that exists for consultation with or representation by, the members of the public in relation to the formulation of its policy or implementation thereof The Government of AP at its discretion appoints Chairman and Directors from public representatives on the board of the corporation. Therefore, they are also part and parcel for policy making and further implementation. VIII. A statement of the Board, Councils, Committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meeting of those boards, councils, committees and other bodies are open to the public or the minutes of such meetings are accessable to public. The Government has constituted a Board with Directors as per the provisions and it is regular practice by the Government. 15
