Mayor’s Message Dear Friends, These are critical times for cities such as ours as we move boldly toward a future full of opportunity, but with great challenges as well. The cost of providing essential municipal services has never been more complex, and we simply can’t operate the way we always have. In this regard, Rialto has been and continues to be an innovator, developing partnerships and identifying funding streams that will support essential services and bring added value to our community. That’s really what it’s all about – community, and the willingness of all of us to work together to ensure the best quality of life for our residents. Over the years, voters in our City have been extremely generous in their support of revenue initiatives. We appreciate that very much. At the same time, we have done everything in our power to operate leaner and with a sharper strategic focus. We don’t spend money where we don’t need to, but we are committed to ensuring that the level of services we provide is worthy of your trust in us. We’ve also been aggressive in pursuing economic development opportunities that not only bring jobs and additional retail options to our community, but much-needed revenue streams to support City services as well. The Renaissance project is the latest example of this kind of added community benefit we’ve been able to create with the support of our partners. The challenges moving forward are formidable. The cost of doing the City’s business is growing. The level of support cities receive from the state and federal governments is declining. Every dollar we don’t spend maintaining our infrastructure today leads to a much bigger repair or rebuilding expense tomorrow. In the weeks and months ahead, we’ll keep you up to date on how all of this is progressing. We also appreciate any thoughts or suggestions you might have. MEAS U RE Spotlight Article - Measure U Update (TANK FARM TAX) U P D AT E On November 4, 2014, Rialto voters approved Measure U and imposed a tax of up to $1.00 per cubic foot of liquid storage capacity for any wholesale liquid fuel storage business. The primary targets for the new tax were the businesses that operate the “tank farm” on Riverside Avenue, south of the I-10 Freeway. The businesses scheduled to pay the tax included, among others, Kinder Morgan, Tesoro and Shell Oil. The tax did not apply to retail service stations. Immediately upon approval, these various liquid storage businesses sued the City of Rialto alleging a variety of constitutional violations. What is that status of the Litigation? On February 22, 2017, the Superior Court for the County of San Bernardino ruled in favor of the City of Rialto that the tax was a valid business license tax. The plaintiff businesses then filed an appeal with the Appellate Court of the State of California. The parties expect to present the case to the Appellate Court in May 2018, with oral briefings approximately 6-9 months thereafter (late 2018 or early 2019). The City expects a decision before June 2019. Depending upon the outcome, either party could appeal to the California Supreme Court, lengthening the time before a final determination. Is the City Collecting the Tax in the Meantime? Yes. The City and the affected businesses entered into an agreement that requires payment of the tax pending settlement of the litigation. The City may not use the funds, but must hold them in escrow until the courts render a final decision. As of January 2018, the City holds $21.5 million in escrow. If the court rules in favor of the plaintiff businesses, the City must refund this money plus interest. If the City prevails in the Litigation, will it fulfill its promise to reduce the Utility Tax? Yes. The City Council committed to reduce the current Utility Tax rate from 8% to 6% for all customers upon implementation of the fuel storage tax. Originally, the City expected the fuel storage tax to generate approximately $10 million per year in general fund revenue. The reduction in the Utility Tax rate from 8% to 6% would decrease Utility Tax revenues by about $4 million in the current fiscal year, so the City general fund would net approximately $6 million in new revenue assuming both taxes remained applicable. What did or does the City intend to do with this New Fuel Storage Tax Revenue? Besides tax relief for Rialto residents, the City Council pledged to spend the additional funds on expanding public services, including public safety, public works and recreation, among others. The City Council also pledged to increase expenditures on capital outlay, including replacement of vehicles and equipment, street and park repairs, and other major infrastructure improvements. Cities across California struggle to reinvest in capital improvements and the City slated these monies to help address deferred maintenance yourrialto.com of core governmental facilities. What happens if the Courts overturn the Fuel Storage Tax? The City will refund the monies held in escrow, and the Utility Tax will remain at the current rate of 8% for all customers. Depending upon the ruling, the City will need to decide the next steps. The City prevailed in the Superior Court and it expects to prevail in the Appellate Court. 8

Spotlight Article - Coming This Summer to Rialto Coming this Summer Renaissance Marketplace… will open at the southwest corner of Ayala Drive and the 210 Freeway. The shopping center will build out with 460,000 square feet of retail and service space anchored by Cinemark Theaters (opening in July 2018), 24 Hour Fitness (opening in June 2018), Old Navy, Burlington, Ross, Blaze Pizza, the Habit, Chick-Fil-A, Olive Garden, Panera Bread, and Septembers Taproom & Eatery. Starbucks Coffee and Panda Express have already opened. Renaissance Plaza… will commence construction at the northeast corner of Ayala Drive and Renaissance Parkway, across from the Renaissance Marketplace in May 2018. The project includes a Cracker Barrel restaurant, Sonic Drive-Thru, and a Holiday Inn Express hotel. Future construction phases include three multi-tenant buildings. The City expects Cracker Barrel and Sonic to open in the fall, 2018. The City commenced construction on street improvements along Renaissance Parkway during the first week of April 2018. Spotlight Article - Frisbie Park City of Rialto Development Project Frisbie Park Expansion The City of Rialto is pleased to announce the planned expansion of Frisbie Park. The City expects to begin construction in the fall of 2018 with a grand opening date approximately one year later. The Frisbie Park Expansion consists of expanding the remaining undeveloped 8.5-acres of an existing 27.4-acre site located at 598 E. Easton Street. The improvements include: • Installation of new prefabricated restroom and concession buildings serving the .Rialto baseball league • The design and construction of path of travel improvements to improve accessibility for disabled persons in accordance with the Americans with Disabilities Act (ADA) • Significant expansion of the park property, including amenities such as the tot-lot play areas, child-lot play areas, exercise stations, a skate park, multi-purpose courts, tennis courts, restroom facilities and picnic shelters • Installation of new MUSCO baseball field lighting. All of these improvements will modernize and upgrade the entire park, positioning the park to increase service levels to local residents, organized baseball and softball leagues, and park users, well into the 21st century. Project Summary CENTER Upcoming Capital Projects Fire Station 205 The City intends to construct RACQUET & FITNESS a new fire station on Willow Avenue, between San Bernardino Avenue and Valley Boulevard, to improve delivery of emergency services to South Rialto. The project includes construction of temporary housing and apparatus storage for immediate improvement of emergency service delivery pending completion of the permanent facilities. Improvement Upon completion of the permanent fire station, the Fire Department will use the temporary facilities for training and educational purposes. Phase 1, which includes the temporary quarters and apparatus storage building, will commence construction in Summer 2018. The permanent fire station will begin construction in 2019. SEPTEMBER Randall Avenue Widening The City of Rialto proposes to widen Randall Avenue between Cactus Avenue and Riverside Avenue to allow for planned growth and make this section consistent with previously widened sections along the corridor. The widening project includes new pavement, curb, gutter, and sidewalk. In addition, the City will install turning lanes at the intersections at Cactus Avenue, Bloomington Avenue, Lilac Avenue, and Riverside Avenue. The project also includes improvements at the Randall Avenue/Bloomington Avenue/Lilac Avenue intersection to enhance visibility and upgrade the intersection to current accessibility standards. Anticipated construction commences in Fall 2018. Capital Street Overlay Project The City Council appropriated $3.2 million funding for the FY 2017/18 Annual Street Overlay Project, including Senate Bill 1 (SB1) Road Maintenance & Rehabilitation Act (RMRA) Funds of $606,500. The statewide SB1 funding is $5.2 billion, including $1.5 billion apportioned to local cities and $1.5 billion to counties for local streets and roads repair. Rialto received a formula allocation of $1.8 million for basic road maintenance, rehabilitation, and critical safety projects on local streets and roads system. Anticipated construction commences Summer 2018. This budget includes a first time allocation of $1 million of Pavement Maintenance Funds. The Pavement Maintenance Funds derive from a $2.50 per month charge per residential account and $2.08 per yard for commercial refuse accounts to maintain Rialto’s local streets. The $1 million received from the collection of the Pavement Maintenance funding will improve 20 miles on 60 local streets in the southwest 12 portion of Rialto. Construction started in April 2018 and will be complete by Summer 2018.
Wastewater Project City of Rialto/Rialto Utility Authority Project Wastewater Treatment (Sewer) Plant Improvements On February 27, 2018, the Rialto Utility Authority approved a $30 million landmark project to construct numerous improvements at the City’s Wastewater Treatment Plant. Construction will commence this summer with completion two years later in August 2020. Originally constructed in 1955 with several subsequent expansion, the City’s Wastewater Treatment Plant (also known as the Sewer Plant) consists of five distinct treatment facilities each with a specific and necessary role in the processing and disposal of the City’s sewage. In 2015, the City began the process to develop a viable project that would ensure the continued operation and reliability of the Sewer Plant. The project team evaluated the Sewer Plant’s improvement needs and in September 2016, the City Council authorized the project team to develop a report and the recommended project scope. The improvements will result in a more efficient treatment process, and enable the City to save approximately $500,000 annually. This savings will help keep sewer treatment rates as low as possible. The Fire Explorers are sponsored by the Rialto Fire Department and Learning for Life. We will teach you the necessary skills needed to RIDE the engines. You will learn all aspects of the Fire Department - training, and day-to-day operations. You will be able to do most of the training maneuvers alongside professional Rialto Fire Fighters. Explorers must be 14 years old to enter the Ride Program. You must also be able to prove you have a 2.5 GPA or higher and maintain it throughout your time as an Explorer. Rialto Police Explorers Post / Volunteers RIALTO POLICE Explorers Post #200 Volunteers The Rialto Police Department is fortunate to have Explorer Post #200, a career exploration program, sponsored by our department and which is affiliated with the Boys Scouts of America. The Explorer Post began in 1975 and has been the starting point for many law enforcement officers. The program is one of career exploration and education for youth ages 14 to 21, interested in learning and The Rialto Police Volunteers are involved excelling in a professional career of law enforcement.
