LETTER FROM THE CHAIR Greetings Delegates, We are pleased to welcome you to Richmond Green Secondary School’s second Model United Nations conference! My name is Sachi Bharwada and I am currently a grade 11 student at RGSS. I have been a part of MUN since grade 10 and it has been an absolutely amazing experience. I am very delighted to announce that I will be your chair for the Harry Potter Crisis Committee. Besides being in MUN, some of my interests include swimming, reading, long-distance running, poetry as well as watching Netflix. This year I am a member-at-large for our team. MUN is one of the extracurriculars that I put a lot of time and effort into, but the whole experience is unquestionably worth it. Participating and being part of Model UN has taught me a lot about a lot of the pertinent issues that have occurred and the ones happening currently. I would like to thank all of you for taking the time to participate and attend our conference and I am very excited to see all of you and the amazing ideas you all will bring! LETTER FROM THE CRISIS DIRECTOR Hello Delegates, Welcome to the Richmond Green Model United Nations conference! We are incredibly excited to host Richmond Green’s second ever conference. My name is Natalie Leung, a grade 11 student at RGSS, and member-at-large of RGSSMUN. It is an honour to be the Crisis Director of the Harry Potter Crisis this year. I have been a member of Richmond Green’s Model UN club since grade 10, it has been an amazing experience. My hobbies include reading, painting, and binge watching kdramas. I am a huge fan of Harry Potter and my favourite character is Hermione Granger. Model UN is a great club to be in and it is an extracurricular that I’m passionate about. Model UN allows for a unique take on issues all over the world, as well as fictional scenarios. Model UN provides a platform for applying public speaking skills, creative problem solving and interacting with fellow delegates that come from different backgrounds. I hope this conference will be an exciting and memorable event. I look forward to meeting you all and observing a day of engaging debate! This year, the Harry Potter Crisis will be tackling the disaster in the wizarding world as the children of Voldemort threaten the peace of society years after the defeat of the Dark Lord. I hope that this crisis induces a stimulating debate. INTRODUCTION The wizarding world had never faced an enemy so sinister before Lord Voldemort. Tom Marvolo Riddle was a malevolent, villainous wizard who took the lives of countless heroic wizards and witches and nearly infiltrated the Ministry of Magic, considered the most powerful Dark Wizard of all time. Splitting his soul in eight Horcruxes, he attempted to take over the wizarding world by taking the life of Harry James Potter on 31 October 1981. Failing to do so as the Unforgivable Curse was rebounded onto himself, he was ripped from his physical form, eventually returning in June 1995. His Horcruxes were destroyed and he was killed at the hands of the Chosen One, Harry Potter, on 2 May 1998. Less than three months ago, it has come to the attention of the wizarding world that a witch acting as a caregiver for Amos Diggory was none other than Delphi Riddle, the daughter of Lord Voldemort and a notable Death Eater, Bellatrix Lestrange. Though both were killed in the Second Wizarding War the child they bore has proven to be a considerable threat to us all. Unbeknownst to the wizarding world prior to six days ago, Voldemort’s bloodline lived on through another child. On 3 December 2020, a new Dark Wizard emerged, making himself known as Anatole Riddle, the twin brother of Delphi Riddle. He made a daring attempt to break out his sister from Azkaban Prison, and as of 4 December 2020, they both have gone into hiding. STATEMENT OF THE ISSUE The English magical society faces two threats, as the two children of Voldemort threaten the peace of our society and may provoke another wizarding war. The Minister for Magic, Hermione Granger, declared a National State of Emergency on 5 December 2020, when it was found that Delphi Riddle had formed a new group of Death Eaters, publicly revealing themselves as “The Augurey”. As of 7 December 2020, the Augurey members, led by the twin Riddles, have hunted and brutally murdered 9 non-pureblood witches and wizards across the United Kingdom. Hogwarts students Albus Potter, Scorpius Malfoy, Rose Weasley and James Potter join forces with fellow students and 5
the living members of both Dumbledore’s Army and The Order to defeat Delphi and Anatole. They have collectively named themselves The Accord, as they are tasked with restoring the unity and harmony of the entire Wizarding World. They gathered on 8 December 2020 at the British Ministry of Magic headquarters in Whitehall, England, to assess and work together to resolve the nation’s state of distress and chaos. HISTORY THE FIRST WIZARDING WAR The first Wizarding War was a significant battle and conflict amongst wizards, with beginnings from as early as the 1940s and 1970s, and ending in 1981. This marked the rise of the mightiest Dark Wizard in all of wizarding history, Lord Voldemort. This major conflict stemmed from the blood superiority, where pure-bloods discriminated against muggle-borns. Lord Voldemort gathered followers called Death Eaters who supported his cause of wanting to rid the wizarding world of muggle-borns. Voldemort and his followers reigned terror throughout the world, anybody who stood against them ended up dead or missing. The Order of the Phoenix was formed by Albus Dumbledore to fight against evil, which plays a crucial role in the defeat of Voldemort. The war ended with Voldemort’s defeat at the hands of the infant Harry Potter on October 31st 1981, hence Harry being known for being “the boy who lived.” After more than 10 years of peace, Voldemort returned to power and waged a violent campaign in both wizarding and muggle communities. Voldemort sought revenge for his demise, and wanted to conquer the wizarding world. The Order of the Phoenix was regrouped and Albus Dumbledore discovered the secret to killing Voldemort, Horcruxes. A Horcrux was an object in which a Dark wizard or witch has hidden a fragment of his or her soul in order to become immortal. Voldemort had made 7 horcruxes and accidentally made Harry Potter the 8th horcrux, who is prophesied to be “the Chosen One” and the only person who could defeat Voldemort. 6

Prior to this, his fractured soul was discovered by Quirinus Quirrell, who helped him infiltrate Hogwarts School of Witchcraft and Wizardry in the school year starting in 1991. Harry Potter, the Chosen One, started his education at Hogwarts during this school year and consequently defeated both Quirrell and Voldemort, defending the Philosopher’s Stone from the Dark Wizard in the process. Throughout Harry Potter’s time at Hogwarts, Voldemort made several attempts to infiltrate the school and kill the one wizard who had the power to destroy him. This included significant events such as the second opening of the Chamber of Secrets, where one of Voldemort’s Horcruxes was destroyed by Harry Potter with a Basilisk fang. In 1994, it was revealed that Peter Pettigrew, a wizard believed to have been killed at the hands of his schoolmate Sirius Black, was an Anigamus. Though his disguise as a pet grey rat was discovered by Harry Potter, Remus Lupin and other acquaintances, he evaded capture and was able to return to his master, helping Voldemort gain bodily form once more, predicted by Professor Trelawney, of the Hogwarts divination department. "The Dark Lord lies alone and friendless, abandoned by his followers. His servant has been chained these twelve years. Tonight, before midnight... the servant will break free and set out to rejoin 7
his master. The Dark Lord will rise again with his servant's aid, greater and more terrible than ever he was. Tonight... before midnight... the servant... will set out... to rejoin... his master." —Professor Trelawney The Triwizard Tournament, hosted by Hogwarts School of Witchcraft and Wizardry during the Chosen One’s fourth year, ended with a duel between Voldemort and Harry Potter, marking the former’s return to power. From 1995 to 1996, there were casualties and conflicts that resulted in the weakening of the Ministry of Magic and the formation of Dumbledore’s Army. This led to the Battle of the Department of Mysteries, where Hogwarts students Harry Potter, Hermione Granger, Ron Weasley, Neville Longbottom, Luna Lovegood and Ginny Weasley tried to rescue Sirius Black in the Ministry of Magic building. They were met with Lucius Malfoy, who fought alongside eleven fellow Death Eaters against the students. The members of the D.A. were joined by Kingsley Shacklebolt, Nymphadora Tonks, Remus Lupin, and Alastor Moody of the Order. Sirius Black was killed when his cousin Bellatrix Lestrange hit him with a blasting spell, causing him to fall into the Veil, an enigmatic structure in the Department of Mysteries. It is speculated that the Veil is a manifestation of the barrier between the land of the living and the land of the dead, where going through the Veil would result in guaranteed death. Open war started in 1996, and in two years, Voldemort had formed alliances with the Giants, Dementors and Werewolves, bringing his new force to Hogwarts and causing the Battle of the Astronomy Tower. "The lightning-struck tower. Calamity. Disaster. Coming nearer all the time..." — Professor Trelawney In June 1997, the Wizarding War suffered the significant loss of Albus Dumbledore, who was killed by Severus Snape during the Battle of the Astronomy Tower. Death Eaters left the school following Dumbledore’s death, as their goal for infiltrating the school has been accomplished. The Battle of the Seven Potters involved the death of Alastor Moody, as Harry Potter and his Polyjuice-d escorts were ambushed by over two dozen Death Eaters as they travelled from 4 Privet Drive to the Burrow. Later that year, the Ministry fell under the control of Lord Voldemort; the Minister at the time, Rugus Scrimegeour, was murdered. Many Ministry officials worked for Voldemort under the 8
influence of the Imperius curse, though Harry Potter, Hermione Granger, and Ron Weasley were able to sneak into the Ministry to save several Muggle-born wizards and reclaim Salazar Slytherin’s Locket. The trio was able to uncover, obtain and destroy all of Voldemort’s presumed Horcruxes before the Battle of Hogwarts. The Second Wizarding War ended with this infamous battle, in which all the Horcruxes were destroyed, including Harry Potter, who entered limbo and came back to life to kill his life-long enemy once and for all. Notable wizards and witches lost during the Second Wizarding War: Cedric Diggory Sirius Black Albus Dumbledore Alastor Moody Bathilda Bagshot Ted Tonks Nymphadora Tonks Remus Lupin Severus Snape Fred Weasley 1998 - PRESENT Delphi Riddle, born in secret at Malfoy Manor on 4 January 1998, was orphaned with both Bellatrix Lestrange and Lord Voldemort were killed in the Battle of Hogwarts. Euphemia Rowle took her in, but raised her only because she was offered monetary compensation. In November 2019, Rodolphus Lestrange was released from Azkaban and told Delphi about her true heritage and the prophecy she was thought to fulfil. By the following year, Delphi had disguised herself as Amos Diggory’s niece who took care of him at St Oswald’s Home for Old Witches and Wizards. Having tricked Albus Potter and Scorpius Malfoy, the three began a harrowing journey of time-travel and mystery in September of 2020. They infiltrated the Ministry of Magic and left with a Time-Turner, a magical object that allows the user to go back at any point in time. The first attempt to save Cedric Diggory’s life involving the altercation of past events, resulted in two alternative realities. The first 9
was experienced by both Albus and Scorpius, and the second only lived through by the young Malfoy. Scorpius saw a world where the Order and Dumbledore’s Army lost the Battle of Hogwarts, and make valiant efforts to restore the correct timeline. Once it was restored, the two boys told Delphi that the Time-Turned had to be destroyed, as it was much too dangerous to try and change the past. However, Delphi revealed her true nature at this time and killed Craig Bowker Jr in front of Albus and Scorpius. The two were taken back in time against their will to the Triwizard Tournament, and were unbound by Cedric Diggory himself, who thought it was part of the Task he was competing in. Albus and Scorpius were transported to 30 October 1981, the day before Lily Evans and James Potter were to be murdered by Voldemort. The Time-Turner destroyed, they realized that Delphi had travelled here with the purpose of preventing her father from murdering Harry’s parents, as this caused his destruction. In St Jerome’s Church, Albus and Scorpius, as well as their parents, Hermione Granger-Weasley, and Ron Weasley - who had travelled to 1981 using another Time-Table upon seeing a message from them - Delphi was overpowered and stopped before she could confront her father. She was imprisoned in Azkaban with charges of first-degree murder and abuse of forbidden relics. Not much is known about Anatole Riddle. He was also born on the 4th of January in 1998, to his mother Bellatrix and father Voldemort. Unlike his sister, he was put in care homes in the UK and matured to become an extremely intelligent, manipulative boy. He did not attend Hogwarts, as no one even knew he existed, and found his way around magic in his own way, getting help from the Dark wizards and witches he encountered in France and Ireland. It is presumed that Rodolphus Lestrange, once released, located him and explained to him the same prophecy he told Delphi - he believed that one of the two was destined to fulfill it. Anatole, in shock about his parentage and the fact that he had a twin sister, planned a break-in at Azkaban which later proved successful, as he met his sister for the first time on the third of December and escaped with her that same evening. 10
RELEVANT PAST ACTIONS After the events that took place at both Hogwarts School of Witchcraft and Wizardry as well as Godric’s Hollow, Delphi Riddle was put under trial by the Wizengamot, the British wizarding world’s high court of law and punishment. Those who testified include: Albus Severus Potter, Scorpius Hyperion Malfoy, Harry Potter, Ron Weasley, and Draco Malfoy. Hermione Granger, current Minister for Magic and the head of the Wizengamot, sentenced Riddle to Azkaban Prison for life as she was found guilty on all charges. Delphi Riddle was effectively transferred to Azkaban on 17 September 2020. Significant changes have been made to augment and better the security of Azkaban Prison. As a fortress on an island in the middle of the North Sea, it is already quite isolated and difficult to break into. Since the daughter of Voldemort was sentenced to Azkaban, more Aurors have been added to guard the prison, with some assigned to Azkaban full-time, while the rest rotate with fieldwork. Harry Potter, Head Auror, facilitated this increase in security of Azkaban, and has further plans to better security via spellwork and magical jinxes. Despite the increase in safeguards, Anatole Riddle freed his sister as well as 109 other convicts from Azkaban the evening of 3 December 2020. Previous notable Azkaban escapees include: Bartemius Crouch Jr. (1982), Bellatrix Lestrange (1996), Sirius Black (1993), Antonin Dolohov (1996), Lucius Malfoy (1997), and Rodolphus Lestrange (2020). It was Rodolphus Lestrange that revealed to Delphi her parentage, and eventually did the same to Anatole. The latter killed three Aurors on the early December night, so both the Ministry and public are seeking immediate arrest and trial for his actions. 11
CHARACTER GUIDES ALBUS SEVERUS POTTER Albus Severus Potter is the half-blood son of Ginny Potter (nee Weasley) and the Chosen One, Harry James Potter. Sorted into Slytherin upon his arrival at the Hogwarts School of Witchcraft and Wizardry, Albus is cunning, adaptable, and ambitious. He is the middle child of his immediate family, with elder brother James Sirius Potter and younger sister Lily Luna Potter. On the 1st of September 2019, Albus and Scorpius Malfoy made a dashing escape from the Hogwarts Express and they soon embarked on an adventure with Delphi Riddle (who unbeknownst to him, had ulterior motives to use their stolen Time Turner to bring her father Voldemort to power again). Albus Severus Potter witnessed the murder of Craig Bowker Jr., committed by the daughter of the Dark Lord, and consequently was part of the Defeat of Delphi Riddle, that took place in Godric Hollow in October 1981. He leads the Accord alongside his father and is determined to take down Delphi and her brother Anatole at whatever cost. SCORPIUS MALFOY Scorpius Hyperion Malfoy is the pure-blood son of Astoria Malfoy (nee Greengrass) and Draco Malfoy. He began his schooling at the Hogwarts School of Witchcraft and Wizardry in September 2017, and was sorted into the Slytherin house. Scorpius is a sharp-witted, brave, and kind individual. Scorpius was one of the six wizards who testified against Delphi Riddle at her hearing with the Wizengamot. He is also the only person to have experienced an alternate timeline where Voldemort defeated Harry Potter during the Second Wizarding War. Along with his best friend Albus, he helped to defeat Delphi Riddle and restore the original timeline. Scorpius is ready and willing to sacrifice anything to save his found family as they prepare to fight against two of the darkest wizards he has ever come across in his entire life. 12
ROSE GRANGER-WEASLEY Rose Granger-Weasley is the eldest child born to Hermione Granger, the Minister for Magic, and Ron Weasley. Since she has entered Hogwarts, she has proved herself to be an intelligent, bright student, with an exceptional talent in Quidditch, for which she plays on the Gryffindor house team. Like her mother, she shares the same competitive drive for academic excellence, placing her at the top of her class in the three years of school she has completed thus far. Rose will stop at nothing to take down the Augurey, and make sure justice is served. HARRY POTTER Harry Potter, also known as “The Chosen One” is the Saviour of the second Wizarding War. He is the only child of James and Lily Potter who both died during the first wizarding war, thus making him an orphan who was forced to live with his Uncle and Aunt growing up. Voldemort spent most of the second wizarding war determined to hunt him down due to the prophecy that “neither could live while the other survives” Harry Potter was a Gryffindor at Hogwarts, he is extremely brave, loyal and selfless to those he loves. He is already ready to put his friend’s needs and best interests before his own, and even sacrifices himself to Voldemort multiple times. However, Harry does have a bit of an obsessive personality and is very head strong, he can lose his temper and make impulsive decisions. One of his greatest strengths is his strong sense of self, proven when he was able to thwart the Imperius curse. Along with talents of Defense Against the Dark Arts, he was able to produce a corporeal patronus at the age of thirteen, which is an incredible feat. Harry is facing the current situation with the same determination and resilience that has gotten him through the countless battles and endeavours he has undergone in his youth and adulthood, and is confident that the Accord will take down the Augurey. 13
JAMES SIRIUS POTTER James Sirius Potter is the eldest son of Harry and Ginny Potter (nee Weasley). He was named after Harry Potter’s father and godfather. James Potter was sorted into the Gryffindor House to no one’s surprise. He resembles his uncles Ron Weasley, Fred and George Weasley with his inherited sense of humour and love for mischief. James Potter is appeared to be independent and confident with himself, with popularity amongst his fellow classmates. He has a very strong connection with both his parents and enjoys teasing his siblings Albus and Lily. James Potter is the current owner of the Marauder's Map and the Cloak of Invisibility. Though he is mischievous and lighthearted with most things, James’ Gryffindor-inherent courage and bravery stands out as he works alongside the other members of the Accord to take down Delphi and Anatole. HERMIONE GRANGER The current Minister Hermione Jean Granger is a Muggle-born who learnt about her magical nature and was accepted into Hogwarts School of Witchcraft and Wizardry at age 11. She was sorted into the Gryffindor House and has proven time and time again of her brilliant academic mind as she excelled in all courses during her years at Hogwart. She even went back to Hogwarts to continue her education after defeating Voldemort. Unlike most wizards who solely depended on their magical ability, due to her background she often relied on logic as well, saving Harry and Ron countless times during their escapades. Hermione Granger is compassionate, always caring for her loved ones along with standing up for those in need. However, due to her opinionated, interfering nature, she is sometimes known to be a bossy know-it-all, feeling a need to constantly prove herself. Hermione Granger is an integral part of the Golden Trio. She marries Ron Weasley and has two children with him. As the Minister of Magic, Hermione must listen to her fellow Accord members and try to find and defeat Delphi and her brother, all the while taking into account the state of the British Wizarding World and the wellbeing of all the wizards and witches in the UK. 14
RON WEASLEY Ronald Billius Weasley is a pure-blood wizard, the sixth and youngest son of Arthur and Molly Weasley and a current co-owner of Weasley’s Wizard Wheezes with his brother George. He is married to Hermione Granger and father of Rose and Hugo Granger-Weasley. He was sorted into Gryffindor House with his best friends Harry and Hermione. Although not the brightest student, he is very loyal, strong and humorous, making light of the darkest times. Ron never hesitated to put himself into dangerous situations along with his friends, even at the age of 11 when he sacrificed himself for Harry’s sake. Ron Weasey is also marked by occasional jealousy and insecurity rising from feeling overshadowed in his family. He is always willing to stand up for his friends and family even when angry with them, constantly protecting Hermione when she faced prejudice. Ultimately, his friends and family are the most important things to him and he will go to great lengths to protect them. GINNY POTTER Ginerva Molly Potter (nee Weasley) is the youngest sibling and only girl in the Weasley family. She attended Hogwarts one year behind Harry, Ron and Hermione, and was placed in Gryffindor House. She is now a professional Quidditch player, and has demonstrated exceptional flying skills since adolescence. Ginny Potter is wife to Harry Potter and mother to James Sirius, Albus Severus and Lily Luna. Ginny is a forceful, independent woman who was always confident in herself, she has an energetic lively personality, leading to her popularity during her time at Hogwarts. Ginny is never afraid to stand up to anyone, friends and foes alike. Notably, she was difficult to intimidate or frighten, being one of the few who could stand up against Harry during his moments of rage and anger. Furthermore, she can be harsh towards those whom she disliked. Just like her husband, she has exceptional defensive skills, especially with the spell “Reductor”, managing to bring down the entire Department of Mysteries. Ginny is no stranger to confrontation, and will readily work with the Accord to win the forthcoming war, protecting her family and loved ones as best she can. 15
EDWARD “TEDDY” LUPIN Edward “Teddy” Lupin is the only child of the late Remus Lupin and Nymphadora Tonks, who were murdered shortly after he was born. Harry Potter was named as his godfather and helped raise him. Teddy Lupin was sorted into Hufflepuff house and was appointed Head Boy during his final year at Hogwarts. Victoire Weasley, daughter of Bill and Fleur Weasley is his current girlfriend. Teddy Lupin is kind and considerate, valuing his friendships above all else, and is especially grateful to those who take care of him. He inherited his mother’s rare trait of being a Metamorphmagus, being able to charge their physical appearance through sheer will, without the need of potions or spells. VICTOIRE WEASLEY Victoire Weasley is the eldest child of Bill and Fluer Weasley (nee Delacour), older sister to Dominique and Louis Weasley. She is currently the romantic partner of Edward “Teddy” Lupin. Born on 2 May, 2001, she was named “victory” in French because her birthday fell on the anniversary of the Battle of Hogwarts, one of the most significant events in the history of wizards and witches. Victoire is one-eighth Vella through her maternal great-grandmother. She is very similar to her aunt Ginny Weasley, as they both fell in love with a war-orphaned man, and are often described as ambitious, resourceful, and daring. DRACO MALFOY Born on the fifth of June in 1980, Draco Malfoy is the pure-blood son of Lucius and Narcissa Malfoy. Though he was raised by a Death Eater and grew up with the ideal of blood purity at the front of his mind, he has noticeably changed in adulthood. He has one child, Scorpius, with his late wife Astoria. Draco cares for his son greatly, and has shown immense trust in Albus Potter, Scorpius’ best and only friend. He is quite civil and tolerating, and is a very talent wizard. He is especially skilled in Occlumency, the magical art of blocking out outside attempts to read one’s mind. He is also a very competent duelist, likely a skill inherited from his parents. 16
NEVILLE LONGBOTTOM Professor Neville Longbottom is the only child of Frank and Alice Longbottom, who were both tortured into insanity by Bellatrix Lestrange (Notable Death Eater) when he was just sixteen months old.. Neville Longbottom was sorted into Gryffindor House. Throughout his school years, he was mostly a clumsy, introverted boy. However, in his later years he showed great perseverance and bravery, destroying the final and seventh horcrux when he beheaded the snake Nagini. He has always struggled academically, but had remarkable talents in Herbology. He is now a professor of Herbology and godfather of Harry’s second son, Albus Potter. DOMINIQUE WEASLEY Dominique Weasley, born to Bill and Fleur Weasley, is the younger sister of fellow Accord member Victoire. She is one-eighth Veela, and is in her last year at Hogwarts School of Witchcraft and Wizardry. She is quiet, but caring for her siblings and family members. Though she is timid, she is a powerful witch and is very protective of her siblings and cousins, and will do anything to shield them from danger. LORCAN SCAMANDER Lorcan Scamander, born 9 November 2006, is one of the sons of Luna Lovegood and Rolf Scamander. Lorcan is a thoughtful and studious individual. As a third-year student at Hogwarts, he still has much to learn about magic and how to reach his full potential. However, he shows great skill in Transfiguration and Potions, and is desperate to help the escalating situation with the two Riddles’ in any way possible. LYSANDER SCAMANDER Lysander Scamander is the twin brother of Lorcan Scamander. Lysander can be a perfectionist, often critical of himself more so than others, but is also loyal and honest. He has shown consistent talent in Charms and an 17
