BACKGROUND The Guidelines for Return to Play outlined in this document were made in consultation with the Curling Canada Return to Play Guidelines, CurlON Guidelines and the Eastern Ontario Health Unit (EOHU). The guidelines take in to account all Orders from Public Health and the Provincial Government of Ontario. On July 28, 2020, the Provincial Government of Ontario confirmed that curling club buildings are separate from the ice shed, due to the physical barrier of the glass and separate HVAC systems. This allows curling clubs to host up to 50 players (not including staff) in the building and up to 50 players in the ice shed consecutively – as long as there is no crossover between the groups. The COVID-19 pandemic has evolved quickly, as such; the CCC Return to Play Guidelines will need to be adjusted to reflect the most current Public Health orders and Government guidelines. An up-to-date document will be available in the Member Documents section of the website. The date the document was revised can be found on the cover page of this document. Additionally, in the event that changes are made, the document will be re-distributed to the membership via email. As we are a not-for-profit organization, the financial ramifications of not complying with Public Health Orders and Provincial Guidelines are great. It is imperative that each player ensures they are adhering to the rules outlined in the CCC Return to Play Guidelines. Cornwall Curling Club is approaching return to play in the 2020-2021 season with a cautious approach and is working under the following principles: All appendices will be added when the complete document is reviewed by EOHU. 1. The return to play must create a safe environment for ALL members. SAFETY FIRST. The club must adhere to: a) The laws of the Province of Ontario (REG. 364/20) b) The bylaws of the City of Cornwall 2. The Board must follow: a) The recommendations of the Eastern Ontario Health Unit (EOHU) b) The guidelines for Return to Play published by Curling Ontario, including addendums and clarifications which have been developed in consultation with the province and public health officials. The Board has set out to make Curling at the CCC in 2020-2021 as orderly as possible while following these principles. The Board realizes that some measures are strict and will make the game of curling as we know it very different from what we are accustomed to. The members are our priority and the board appreciates your cooperation in making this a safe and enjoyable season for everyone. Finally, it must be noted that our government and public health bodies can change their requirements on a moment’s notice by either easing, modifying, or further restricting our policies, in response to the status of the virus in our community. As such, policies and rules will be updated, including this document, as necessary, throughout the season. It is imperative that while we curl at the curling club, all members continue to follow the advice of our public health officials. These responsible behaviours are fundamental to maintaining a safe environment for all members. There are many requirements and challenges to navigate in order to compose to compose a return to play plan. The government of Ontario has limited indoor occupancy to a maximum of 50 persons in a room, while always subject to distancing requirements of 2 meters, and providing separation of groups with no crossover. The Cornwall Curling Centre is required to collect information on everyone who enters the facility. This is for contact tracing in the event that a member tests positive for COVID-19. The Board is currently researching multiple options to handle this task and will communicate the final procedure closer to the start of the season. Members, who have made a complete payment for 2020-2021 and who decide that they do not want to participate this season must notify CCC by Friday October 30, 2020 (Note: this date will be confirmed and finalized once registration is confirmed). Members can either request that their payment be assigned to the 2021-2022 season or request a refund. Members who opt for a full refund will not be considered as members for any club activities during the season. • Any seniority positions may apply within the rules of their leagues and the club (Applies only to daytime men and ladies leagues). Our plan focus is to guide our members to avoid and reduce risks. To that end, the Board suggests each member limit his/her exposure to a single sport and club. September 23, 2020 -- DRAFT Page 4
GENERAL PROCEDURES • Only members who are playing will be permitted into the club. • A mask covering the mouth and nose must be worn at ALL times when inside the club. Your mask may be removed when eating, drinking and during game play. • No spectators will be permitted, including parents or coaches at this time. Chairs near the glass have been removed. • The direction of traffic flow will be clearly marked by barriers, ropes and/or arrows. All players must strictly adhere to the direction of traffic, even when an identified route may not be the shortest route. • The Spares Policy will be amended to ensure adherence with proper contact tracing protocols, as outlined by Public Health. o The CCC Board of Directors is currently waiting for more information from CurlON, Curling Canada and Public Health agencies before outlining the amended spare policy. • At this time, the Club will not be hosting a Youth, Learn to Curl or Little Rocks League. The Board of Directors will discuss the option of re-starting these leagues for the second half of the season. • The Board will be contacting the rental leagues that take place at the CCC. If you are a member of one of these leagues, please contact your league convenors directly for information on whether you will be returning to play. September 23, 2020 -- DRAFT Page 5
HYGIENE All high touch surfaces in the clubhouse will be sanitized every two (2) hours, or as outlined in Public Health Orders. Curling stones will be sanitized before each game. Players are asked to keep their hands clean. Wash your hands often with soap and water for at least 20 seconds (or a good rendition of “Happy Birthday”!). When soap and water is not accessible, use the sanitizer stations set up throughout the club. Here are some great steps we can all take to keep everyone healthy: • Avoid touching your face, but especially your eyes, nose and mouth. • Cough or sneeze into the bend of your arm. • If you feel ill, stay home. • Avoid touching surfaces people touch often, door handles, chairs, and the bar. • Maintain social distancing even when wearing a mask. • Don’t return to play after being sick unless you are symptom-free and feeling better without the use of medication. PLEASE STAY HOME IF: You have had symptoms of an enteric illness, including vomiting and/or diarrhea in the last 48 hours. OR You have had symptoms of a respiratory illness, including fever, cough, sore throat and/or congestion in the last 24 hours. Players MUST follow Provincial Guidelines on quarantining after travel. Provincial Guidelines as of July 30, 2020, state that an individual who has traveled out of the country must quarantine for a period of fourteen (14) days. September 23, 2020 -- DRAFT Page 6
MEMBERSHIP Members must be in good standing to play. All members will be required to sign and submit the following (where applicable): 1. Each Adult member to sign a Declaration of Compliance 2. Each Adult member to sign a Return to Play waiver 3. Each member to sign Rowan’s Law waiver if under 26 Members, who have made a complete payment for 2020-2021 and who decide that they do not want to participate this season must notify CCC by Friday October 30, 2020 (Note: this date will be confirmed and finalized once registration is confirmed). Members can either request that their payment be assigned to the 2021-2022 season or request a refund. Members who opt for a full refund will not be considered as members for any club activities during the season. • Any seniority positions may apply within the rules of their leagues and the club (Applies only to daytime men and ladies leagues). The club is committing to you, our members, by committing the funds necessary to put the ice in and get the club up and running for the season. In return, the Board will be hosting a pre- registration and asking for a $100 deposit to be use on this year’s or next year’s membership fees. Based on the responses the club will be able to determine the cost per member to re-open the club in November and/or January. FACILITY DETAILS The Board will minimize access to certain area of the building and reduce the opportunity for exposure to potential common touchpoints. Extra items like cloth chairs, sharing brooms and club owned stabilizers will be removed and placed in storage. Water dispensers both on the ice and on the bar will be removed. Please plan accordingly by, for example, bringing your own labelled water bottle (please fill at home). Traffic flow throughout the curling centre over the course of multiple draws will be governed by bar, executive members, and volunteer Safety Coordinators. September 23, 2020 -- DRAFT Page 7
UNTIL FURTHER NOTICE THE FOLLOWING AREAS WILL HAVE RESTRICTIONS: 1. Board room and storage area off the Board room will be closed to all members. 2. Kitchen: closed and locked except for safety checks by authorized personnel. This space and all its contents will remain off limits to all members. 3. Locker rooms: closed and locked except for safety checks by authorized personnel, this space and all its contents will remain off limits. 4. Bubba’s ice control room is off limits except for House Chair, Head ice technician and his assistants. 5. Bathroom off the kitchen will be closed and locked to all members. We have also made the following additions adjustments in order to meet COVID restrictions: 1. When the wet weather arrives followed by winter, all boots must be removed and placed in racks available. Bring a pair of shoes if desired but they may not be left at the club. 2. There will be no lost and found bins or any items left in the cloak room as it must be cleaned every night. 3. Maps will be visible to indicate movement throughout the club. The direction of the flow will be clearly marked by barriers, ropes and or arrows. 4. Only restrooms will be open to all members. We ask that only 3 members be in the area at the same time. Always make sure to wash your hands thoroughly with soap and water. LEAGUE OPERATIONS Spares: all spares must come from within your league. There will be no extra ends or tie breakers. Odd numbered sheets (1, 3, and 5) will begin at the regular end. All even numbered sheets (2 and 4) ice will begin at the scoreboard end. Note: Sheet 6 will not be currently used at this time for game play. Sheet 6 will be used as an area for the second draw for curlers to prepare for their game and to hang jackets. BEFORE THE GAME: ➢ UPON ENTERING THE BUILDING There are two different procedures depending on if curlers are in the first draw or the second draw of their league. Both procedures are outlined below. FIRST DRAW OF THE LEAGUE STEP 1 • Curlers are asked to arrive no more than 20 minutes before a game and perform a COVID self-assessment before arrival. • Please arrive dressed and ready to play except for your curling shoes. The change rooms will be closed. • Players must be wearing a mask upon entry. • Curlers will remove their boots and place them on the boot rack designated for their draw. • After removing their boots/shoes, curlers are to proceed to the table where their team will sit after the game and place their jacket on the chair they will occupy on completion of their game. • There will be no warm up or practice on the ice allowed before games. STEP 2 • Players are asked to congregate in their teams at the appropriate table while maintaining social distancing. • 5 minutes before play, decide on colours and select hammer by a Coin Flip app or Rock Paper Scissors. (A rep for each team will arrange this before going to the ice.) • No players are to enter the ice shed until the bell or signal is given by the ice technician or Safety Coordinator. STEP 3 • Players will be asked to enter the ice shed in single file through Door #1 (North End) while distancing starting with the players on sheet 5. All rocks, score boards and ice measuring equipment and counter tops behind the hack will have been sanitized. September 23, 2020 -- DRAFT Page 9
• You may use the boot cleaner and sticky pad. Please use hand sanitizer at each sheet and dispense with the shaking of hands. • Social distancing is required when taking practice slides. • Players must select two rocks at the beginning of the game and cannot switch them out at any time. • Each sheet must leave the ice one at a time and distancing. • Two tables of 8 will be joined and will make the distancing of both teams possible, including the possibility of having a beverage. There is no requirement or obligation for members to remain in the lounge after the game. • The main entrance will have been sanitized; you put on your outdoor coat and your boots and leave by the main entrance. Do not leave any items in the cloak room or on boot rack. All equipment must leave with you. SECOND DRAW OF THE LEAGUE STEP 1 • Curlers are asked to arrive no more than 20 minutes before a game and perform a COVID self-assessment before arrival. • Please arrive dressed and ready to play except for your curling shoes. The change rooms will be closed. • Players must be wearing a mask upon entry. • Curlers will remove their boots and place them on the boot rack located in the hallway going out to sheet 6 by Door #2 (South Door) designated for their draw. • After removing their boots/shoes, curlers are to proceed directly onto sheet 6 (it will be covered). They can remove their coats and place them on the coat hooks located along the sheet. STEP 2 • Players are asked to congregate in their teams at the appropriate table while maintaining social distancing. • 5 minutes before play, decide on colours and select hammer by a Coin Flip app or Rock Paper Scissors. (A rep for each team will arrange this before going to the ice.) September 23, 2020 -- DRAFT Page 10
STEP 3 • Players will be asked to go to their assigned sheet. All rocks, score boards, ice measuring equipment, as well as counter tops behind the hack, will have been sanitized. • You may use the boot cleaner and sticky pad. Please use hand sanitizer at each sheet and dispense with the shaking of hands. • Social distancing is required when taking practice slides. • Players must select two rocks at the beginning of the game and cannot switch them out at any time. • Players cannot leave the ice until the lounge area is clear and all participants from the previous draw have left the table and chair area in the lounge and they have been sanitized. The signal will come from the bartender on duty. This may facilitate the playing of additional ends for practice. Use time wisely. • Each sheet must leave the ice one at a time after retrieving their coats and maintain distancing. • Two tables of 8 will be joined and will make the distancing of both teams possible and create the possibility of having a beverage after the game. There is no requirement or obligation for members to remain in the lounge after the game. • The main entrance will have been sanitized; you put on your outdoor coat and your boots and leave by the main entrance. Do not leave any items on the boot rack. All equipment must leave with you. ICE OPERATIONS The following equipment will be removed from the ice playing area: Only one dial measure and one biter measure will be available. All other items will be removed. Hand pump sanitizers and garbage bins will be provided on each sheet. The House Chair, Ice Chair, Head Ice Technician, and their assistants are the only persons allowed within the compressor and electrical rooms. Only these persons are allowed to handle/touch all equipment associated with maintenance of the ice surface, sticky mats and garbage cans in the ice area. September 23, 2020 -- DRAFT Page 11
The Ice Chair, Head Ice Technician and their assistants will abide by strict procedures to limit the potential for transmission of COVID-19 between each other and CCC members. They must wait for all curlers to exit before commencing a draw change or maintenance cycle, and they must be the only personnel on the ice during this draw change or maintenance cycle. The Head Ice Technician and their assistants are responsible for the following cleaning duties: • All rock handles on a per-draw basis • All scoreboards and used posted end markers (or other scoring items) on a per-game basis • All benches on a per-game basis • All door handles facing into ice playing areas on a per-game basis • All measuring devices on a per-ice-maintenance • Checking all sanitizers to ensure none are empty on a per-draw basis • Empty all garbage bins on a per-ice-maintenance basis • Maintaining logs of all the above activities GAME PLAY DETAILS Game play will follow the guidelines laid out by Curling Canada/CurlON. These guidelines include only a single sweeper on all delivered stones, and no sweeping by the skip/vice skip (aka third) of either team on either the delivered stone or stones set in motion by the delivered stone. • Please refer to Curling Canada’s diagrams in Appendix I. • One sweeper only regardless of family or social circle • The skip and third may not sweep the delivered stone or any stone (both colours) set in motion by the delivering team. • Only one third will post the score for both teams. • Measuring devices: remove gloves, sanitize your hands, conduct measure, return device to its proper location, and sanitize hands. • During the game, players may only use a glove hand or brush to remove any debris on the ice. Bare hands may be used to deliver the rock as rock handles will be cleaned in between each draw. • Let the player delivering the next stone retrieve their own stone. • All stones must be returned to the appropriate end at the end of your game (home or away, depending where you started) to ensure that the following draw will start with proper social distancing between sheets. • Players stand on ice markers as outlined in Appendix I. • The ice area will have any required signage and posters from EOHU, City of Cornwall, the province of Ontario and or Curling Canada. NON-DELIVERING TEAM • The two sweepers of the non-delivering team should be positioned on markings near center ice. • Once the delivering team’s sweepers have passed center-ice, the non-delivering team may move into the delivering team position. • The player of the non-delivering team whose turn it is to deliver next should be positioned at the hog line. • The Skip (or Third) will stand on the backboards, but no closer than the hack. • The Skip (or Third) must remain in the hack or back boards area, until all stones have come to rest. They are not allowed to sweep the opposition stone behind the tee-line, nor are they allowed to sweep one of their own stones that may have been promoted. Stones of any colour may not be swept by the non-delivering team. Lessening of physical distancing restrictions would/could allow this guideline to be removed. DELIVERING TEAM • The Skip (or Third) has control of the house. They cannot sweep at any time. • The person who is delivering the stone is first in the hack; the sweepers may be at the tee- line. • Once the stone has been released, that player should either: o Return to the hog line if it is his/her turn to throw again o Or proceed down the centre line of the ice and come to rest at halfway point markings. • Two sweepers may accompany the rock down the ice. However, only one player may sweep the rock. The same player will sweep the entire shot; there may be no switching during the shot. September 23, 2020 -- DRAFT Page 13
• The second sweeper may travel with the rock down the ice, while maintaining social distancing. This is to encourage joint communication and keep everyone warm. • The second sweeper must stop at the second hog line. Once the shot is complete, they must proceed to either the first hog line or the center ice position, depending on whether it is their turn to deliver next. The primary sweeper may continue into the house. • To assist see Appendix I The ice area will have any required signage and posters from EOHU, City of Cornwall, Ontario Government, Government of Canada, and or Curling Canada. POST-GAME RITUALS Players may stay up to one and a half (1.5) hours after the scheduled end time of their game. • For example; for games that are 8 ends, you’ll have 1.5 hours to socialize after your game. This means you would need to leave by 9:00 pm for a 5:30 pm start. (5:30 pm + 2 hr for game + 1.5 hr. social = 9:00 pm). Draw 2 would start at 8:30 pm in this example. Due to traffic flow Appendix II, social distancing and building capacity regulations, there can be no exceptions. • Bartenders will provide a twenty-minute warning. • Players from the second draw game are excluded from this as there is no incoming draw. BAR AND LOUNGE DETAILS • All sanitation of touchpoints will occur using approved cleaner at all times. • No use of the kitchen or upper washroom will be allowed. • No pitchers of beer will be sold; bottles of wine may be sold provided the bartender pours the wine into individual glasses. • Sharing of food is strongly discouraged. • All remotes for the televisions will be stored behind the bar and for the exclusive use of the bartenders. • Payment will be made using contactless options, as much as possible (debit cards, bar tabs). Cash will be accepted but is discouraged at this time. • Masks must be worn at all times, except to drink or eat. September 23, 2020 -- DRAFT Page 14
• The only food items will be for individual use. No large bags of chips or popcorn are allowed. • Tables and chairs will be arranged as you exit the ice and no re-arranging is allowed. • There will be signage and marking on the floor to aid in social distancing. • Mixing of participants from a draw coming off the ice with those going on the ice is NOT ALLOWED. • The members in the lounge must vacate the facility at a specific time to allow the lounge to be properly cleaned prior to the draw coming off the ice. FOOD & DRINKS • Purchasing a drink for another player has been a long-standing tradition, unfortunately with COVID-19 regulations; you may not touch the glass of another player. To allow for this, all food and beverage services will be conducted at the table. Staff will come around to take both drink and food orders. • To limit traffic, players are not allowed approaching the bar, unless required to do so. LEAVING Players are asked to practice social distancing, follow the outlined traffic flow and leave through the main door. As locker rooms cannot be used at this time, please ensure that you take all your belongings with you when you exit the building. Please note that the Cornwall Curling Centre cannot control what other activities our curlers take part in, nor can we control where people travel. We do require people to self-monitor, and if you are having any symptoms, that you follow guidelines as set by Public Health Ontario and the Eastern Ontario Health Unit.
