Swim England East Region Plan 2019-2020 Introduction The committees, and groups, which sit under the Swim England East Region Management Board, are tasked with submitting an annual plan and budget for each financial year. The Management Board meets each year, in March, to discuss and approve all plans and budgets. Each committee or group is responsible for delivering their annual plan and budget, with assistance from regional staff for any development activities. Each plan is broken down into the following sections: Operational: Any activities undertaken to manage the Discipline or group, e.g. committee meetings. Annual: Any activities that are undertaken on an annual basis, e.g. championships. Development: Any activities that are undertaken in order to move the discipline forward, e.g. camps. This document contains the plans approved by the Swim England East Region Management Board, in March 2019, for the 2019-2020 financial year. The individual plans, and supporting budgets, will be carefully monitored throughout the year by Regional Managers and committees. The Management Board and Management Committee will receive regular reports from regional staff on budgets and delivery, to ensure that everything contained within the regional plan is delivered. Where changes are necessary during the year, these will be considered by the Management Board, and appropriate budget adjustments made. Swim England East Region Plan 2019-2020 Club Development Operational Following the dissolution of the Club Development Group, in 2018, a smaller SwimMark Panel was established. The SwimMark panel will meet via quarterly conference calls, to discuss matters related to clubs submitting evidence for SwimMark accreditation. The Regional Staff Team will continue to support club, coach, athlete and volunteer development across all disciplines through East Region, with the Regional Development Manager being the first point of contact for Club Development. Information about development opportunities will be posted on the regional website and through social media. All communications with the region’s members relating to workshops and courses, will continue to be directed through bookings@eastswimming.org. Development The Region will run a range of courses and workshops during 2019/20 to ensure workforce training needs are met: Workshops - Safeguarding courses – 24 to run throughout 2019/20 - Time to listen – 3 to run in April, October and February - Team Manager (Modules 1 & 2) – 16 courses Coaching Courses - Swimming Assistant Coach x 3 - Swimming Coach x 2 - Diving Assistant Coach x1 - Diving Coach x1 - Synchronised Swimming Assistant Coach x1 - Water Polo Assistant Coach x1 - Open Water Coach x1 Other Development Activities - Tutor Training Support – One potential trainee tutor has been identified in the region, a new intake is expected in April 2019. Disability Swimming Operational The Disability Committee will meet three times a year at the East Region office in Kentford, with all additional correspondence being conducted by email. The committee plan to continue the Disability Newsletter to promote and signpost athletes to further opportunities and celebrating successes. Annual The Regional Para-Swimming Championships will be moved to June in 2019 (instead of March 2019) to avoid a clash with the National Junior Para-Swimming Championships, which have been rescheduled from June to March. The Regional Para-Swimming Championships will be held in Newmarket, and an officials’ CPD will take place on the same day, with practical training during the competition. 3
Swim England East Region Plan 2019-2020 Funds have been allocated in the budget for classification, if requested by the National Classification co-ordinator and/or Para-Swimming Talent Coach. The committee will aim to secure a classification opportunity for the benefit of athletes within the region. Development Five regional training camps, comprising of land and pool sessions, will be run for athletes who are classified or on the classification waiting list. These will be run in five different locations around the region to make them more accessible to a greater number of athletes and coaches. The camps will also serve as a coach development opportunity both for those coaching at the camps and for coaches wishing to shadow more experienced coaches and learn more about disability and Para-Swimming. Diving Operational The Diving Committee will meet four times per year (February, June, September, November), with all meetings continuing to take place in Harlow. The committee has working groups to effectively plan for the needs of diving in the East: Competition Working Group - This group will review competition conditions at all levels, plan, prepare and deliver these events Officials Working Group - This group will maintain and review the Regional technical officials training programme, technical officials list and discuss identified development topics. Officials Training Group – This group is responsible for the initial training of Regional Technical Officials (Judge1) and supporting the Officials Working Group when required. Athlete Camps Working Group – to identify selection criteria, appointment of coaches, topics to be included, invitation to selected divers and coaches Budget Preparation/Programme Planning Review – Completed by Finance officer in January for presentation for agreement by committee and presentation to the board The budget includes a depreciation charge for repair costs for JPADS and an equipment purchase to upgrade to second set of JPADS and replace battery packs. Annual The Diving Committee will run three competitions a year, Skills, Age-Groups and Club Champs. All events will be held at Southend, and provisional bookings for all events have been made. However, the Diving Committee would like to hold events at Luton, if arrangements can be made with the pool operators. Pool hire charges will be higher if this is achieved. In May 2020 the Diving Committee would like to promote, and deliver, on behalf of Swim England East Region, the Swim England National Skills Finals and have secured approval from the Regional Board. The budget does not reflect any necessary pre-event expenditure, or the Swim England grant for this event, should approval be given by Swim England. Development Diving Development in 2018/19 was well presented and well delivered. The East Region has demonstrated a pathway for officials’ development that has been endorsed, and now implemented nationally, by Swim England. In 2019/20 we aim to continue this successful formula and add further development opportunities for athletes and officials. Financially, this has implications, as most of the deficit on our budget is contained within this area. However, 4
Swim England East Region Plan 2019-2020 we feel it is important to deliver a tailored development strategy and therefore submit this budget for approval. Officials’ Courses Judge Development: Judge Level 1 workshop: suitable as an introduction to judging at regional level. FINA update of new rules: will be delivered to update new, and established, judges. Recorders Course: This will be delivered as a one-day course that will include manual recording, computerised recording and competition set up/networking. The course will be followed by in-house training at our regional galas. Coach Development A one day conference, with invited guest speakers, covering a variety of topics to include the latest development topics and techniques, to coach from skills to elite level; to cover additional topics e.g. strength and conditioning, nutrition. Seminars on conditioning, nutrition and psychology will also be made available to parents at the June Athlete Camp when many parents and coaches will be present. This ensures athletes, coaches and parents all receive the same information. A coach forum, led by a regional senior coach, will provide a platform for coaches of all levels to share experiences, ideas and concerns on training techniques. These will be linked to regional diving athlete camps which coaches are encouraged to attend as a development opportunity. Athlete Development Three, one day development camps, will be held at Southend and Luton. Divers will be selected into two squads using National Age Group results: - Team A for Elite or Elite Development Divers - Team B for National Age Group or National Age Group Development Divers Coaches will also be invited to assist, or observe, therefore also providing coach development opportunities. Camps will be run in June 2019, September 2019 and January 2020. Masters Operational The committee will meet twice a year at the Regional Office in Kentford. All other correspondence will be conducted by email. Annual The Regional Masters Championships will run in Newmarket on 29th September 2019. The committee will continue to trial different venues around the region for the Masters Inter- County competition. The annual decathlon competition will continue to run, with regional results pulled from the results of the national decathlon competition. Awards will be given to the top three in both the men’s and women’s individual competition, and men’s and women’s relay competition. Development A development day will be run in the region for masters swimmers. The content of the day will be planned by the committee, based on the views of masters swimmers in the region. 5
Swim England East Region Plan 2019-2020 Open Water Operational The committee will meet up to three times per year within the Region to identify and discuss objectives and items that arise to ensure effective delivery of its responsibilities. The intention is currently for all meetings to be face-to-face, however the option to use conference calls will be considered. Committee members will attend clubs, competition venues, conferences and external events, in order to promote and develop East Region Open Water. Annual The committee are responsible for delivery of the Swim England East Region Inter-County Open Water Championships; the current venue for these being Whitlingham Great Broad, Norwich. The event structure is to give regional athletes the opportunity to qualify for the Swim England Open Water Championships; accordingly, the specific format of the regional championships will be amended each year if necessary to achieve this. Currently this means we will run qualifying age group events over 2000m, 3000m and 5000m distances, plus a novice level event over 1000m. All our events will be competitions open to all other ages under the usual Regional competition format. All ages will be as at 31 December in the year of competition. Development Athletes Two day camps will run, and be aimed at regional Open Water athletes who qualified for the Swim England National Open Water Championships (12-16 years) (except those on the National Talent Camp roster). In addition, athletes from the same age groups who finished 4th -6th at the Regional Event, will be given an opportunity to attend part of Day Two of the camp, in order to gain a racing opportunity. Athletes aged 15-18 years, who finish in first of any regional athletes in their age group at the National Open Water Championships, will be eligible for selection to attend the Great East Swim (subject to meeting the entry criteria) in order to provide them with extra racing experience. Coaches Coaches will have the opportunity to both coach at the regional open water camp for 12-16 year olds, and also to shadow other coaches, to learn more about open water coaching. To try and encourage more coaches to get involved with open water swimming, the committee would like to run an open water-specific coach development day in early 2020. This would allow coaches to learn more about open water swimming, with enough time to plan opportunities for their clubs before the start of the open water season. Officials Officials’ training will run alongside the open water development camp, and will use the camp as an opportunity to give officials practical experience whilst on the course. The committee has identified the need to encourage more officials to become trained and also increase the number of young officials, as part of succession planning for officiating in the region. The OW Judge 1 and Judge 2 qualification process has been simplified to aid completion of training at a faster pace; there is now opportunity for licensed pool officials’ experience to be recognised to aid completion of the practical training element. A new qualification of Open Water Safety Officer is still under development and once the syllabus is finalised, an 6
Swim England East Region Plan 2019-2020 announcement will be made to seek suitable candidates for training. Swimming Operational The Swimming Committee will hold four meetings in the year at the Regional Office. The meetings will include an update from the Regional Talent Officer on development activities, and a discussion about future development activities. The swimming committee will plan regional swimming competitions, discuss issues arising from competitions that have taken place and look at the future calendar of events in the context of the national swimming calendar. The committee will also receive updates from the Regional Licensing Officer and the Swimming Officials Manager. In 2018, a small number of regional committee members attended regional development activity days, and very much valued the opportunity to gain additional understanding of the region’s development work. They also assisted with administrative duties on the day. Provision has been made in the budget to assist with the cost of supporting such visits. Provision has also been made in the budget to update the IT equipment used at swimming meets, to manage the entries and results. Annual During this year the Swimming Committee will run the following regional swimming events: Regional Long Course Championships 4th to 6th May and 18th May at Inspire; Luton Sports Village, 25th to 27th May at Sportpark, UEA Norwich Intercounty Competition – 7th July at Norwich Regional Short Course Championships 1st to 3rd November at Basildon Sporting Village Due to changes in the qualifying window for national championships from 2020, the Swimming Committee will amend this structure of events from 2020. The intention in 2019 is to tighten the qualifying times for the Regional Short Course Championships. This should result in a dip in income for this meet. The changes are necessary to raise the standard of swimming in the region, and also to ensure that the event fits at Basildon Sporting Village, which has less poolside space compared with Luton. At this event, we will also pilot an online entry system. There will be a slight increase in the entry fee to cover this. Over the course of the year, the Swimming Manager will also be exploring going cashless on the door too, with a trial expected in 2020. Looking further ahead, it is looking likely that in 2020, the region will host a July ‘Summer Meet’ – whilst this falls into the next year, it will undoubtedly boost income, and more than make up for the small decline in income from the 2019 November Short Course event. It is also likely that the Inter County event will be discontinued after 2019 – resulting in a further saving as no income is received from this event. Development In accordance with the Board’s decision to invest in swimming development by employing a Regional Talent Officer, the potential range of development activity has increased. If we are to achieve a step change in swimming performance in our region, it is essential that a wider range of development opportunities be offered to our athletes and coaches, and that parents also be taken on the journey with us. 7
Swim England East Region Plan 2019-2020 The following activities are proposed for the ensuing year. If further opportunities arise during the year, we will endeavour to incorporate these in the plan with appropriate approvals. Regional Talent Camp, two, one day camps for selected athletes 2007 born (athletes, coaches and parents) Nationals Development Days – Development Day for those athletes who have qualified for British nationals (excluding those who have attended SE Camps) ‘International’ Camp – takes a regional team, selected from those likely to medal at the British Nationals, to a high quality meet in the UK as preparation Performance Seminars – two to three seminars, with relevant guest speakers, each open to 250+ swimmers, parents and coaches from across the region Parent talks – parent education talks at regional championships – open to all parents of competing swimmers Regional Performance Foundation Camps – two camps (one youth/one age group) open to those swimmers who have just failed to qualify for the summer nationals – intended outcome retain in sport and qualify in following year Early Traits Athletes – an initiative to identify young swimmers with the traits to be successful (as defined by the SE OAD Programme), pilot for this year, if successful expand in partnership with counties for 2020/21 Athlete Development Fund – Discretionary ad hoc funding to enable talented athletes to access one off development opportunities where financial hardship may otherwise prevent this. East Region Coaches Forum – presentation by an external speaker, which would then be cascaded to all coaches via county coach forums Coach Development Day – A development day open to all coaches, SE provide the speaker, ER facilitate the day. Bitesize Coach Workshops –Three or four workshops on specific areas, open to all coaches 12 for 12 Programme - coaches from clubs with national qualifiers, visiting other performance clubs and coaches from other sports Coach Newsletter – regular newsletter sent to all coaches Coach Development Fund – Additional targeted coach development opportunities that arise during the year Regional Coach Mentor – replicate the current SE Coach Mentor scheme (one per region), by funding a second coach mentor in ER to provide support and training to new and developing coaches University Student Links – recognise and extend the links that are being built up with universities in our region, by providing internship/ event management opportunities at regional competitions and development events. Project 2028 – this umbrella project is in its early stages, but will need some specific publicity to our members. Swimming Officials Operational The Swimming Officials Group may meet up two times per year within the Region, to discuss the objectives and items that arise to ensure effective development of Swimming Technical Officials (STO’s), with guidance and direction from the national Swimming Officials Group. Up to 11 members of the committee are eligible to attend each meeting, 6 of those from County Associations / sub regional bodies. Further meetings can be scheduled if required by telephone conference calls. 8
Swim England East Region Plan 2019-2020 The Swimming Officials Manager will manage centrally the administration of all regional STO courses undertaken within the region, manage the availability and allocation of STO’s for all regional galas together with gala support, provide general administration and support for the region as required and attend national meetings, as required. Development Referees The following training opportunities will be provided to develop referees in the region: - British Swimming Referee Trainee candidates will be provided with extra theory training opportunities by referee course leaders at Kentford. This will be in the form of four structured days of training, offered to all applicants within the region (subject to approval by their course leader), providing a minimum of three regional candidates agree to attend the first training session. - Referee practical poolside assessments, provision of paying travelling costs for assessors and trainers. - Referee refresher day every two years centrally to update on rules, procedures, British Swimming news etc. - CPD for Starters who act regular as a Referee to run 2019. Para-Swimming A one day, British Swimming CPD “Introduction to officiating at events that include swimmers with a disability” to run at the Regional Para-Swimming Championships in June 2019. Licensed Swimming Technical Officials The Swimming Officials Groups plans to achieve sufficient licensed officials to continue to run the Regional meets. To aid this, the SOG approved criteria for identifying and selecting officials who regularly help out at the regional championships to pay the renewal cost of the license registration fee (licences are valid for four years). Workforce/Volunteers The Group aims to continue to develop a comprehensive programme of official education in line with the British Swimming programme, to increase the number of active officials at all levels for the benefit of clubs, counties, region and national bodies. This will include: Increase the number of registered officials at Judge L1, JL2 and JL2S Ensure continuous development of existing officials and to enable them to meet the requirements of the licensing scheme Running a mentor’s course for JL1, JL2 & JL2S. Synchronised Swimming Operational The regional synchronised swimming committee will meet in September 2019 and January 2020 at the Regional Office in Kentford. Annual Competitions The national competition season will come into effect from January 2019 and therefore the 2019/20 plan will be the first to incorporate the new structure. Three competitions will run annually in June 2019, February 2020 and March 2020. These will cover all age groups and abilities, including masters. 9
Swim England East Region Plan 2019-2020 Grading Days Three grading days will be run in accordance with the national synchro calendar in May 2019, November 2019 and January 2020. It was agreed that an increase in fees for athletes would apply nationally, from £15 per swimmer to £17.50, to enable Regions to cover the cost of buying grading certificates. Development Athletes A regional development squad will be formed for 12&U swimmers and 13-15 swimmers with the aim of helping them qualify for National Age Groups (NAGs) in 2020 and/or 2021. The squad will train four times a year and may move on to routine work if swimmers meet the required qualification standard for NAGs. Swimmers will then compete as an East Team at NAGs. A third group of swimmers in the 15-18 age group will be put together to form a combination team to enter the Combo Cup in July 2020 as an East Team. This will be aimed at swimmers who have grade 3 or above and therefore are eligible to compete in Division Two of the Combo Cup. Coaches Each club will be able to claim mileage for one car to attend the National Synchro Conference for coaches in December 2019 in Loughborough. Land grades that were initially intended to be released nationally in 2018 have now been confirmed for 2019 so a coach development day will run to support coaches in delivering those grades. Coaches, both Level 1 and Level 2, will also continue to be encouraged to attend regional squad training sessions. Officials The following courses will be run: - Level 1 Judge courses - April and September 2019 - Level 2 Judge course - November 2019 - Scorers course - May 2019. A new element of officials’ development is planned for October 2019. A Judges Seminar will be run to help develop the region’s judging workforce which has grown rapidly in recent years. Water Polo Operational The Water Polo Committee will meet three times during the year in Chelmsford. All other correspondence will be via email. Annual Three boys teams and three girls teams will be sent to play in Inter-Regional tournaments in the U14, U16 and U18 age groups. An allocation of £500 has been added to the 2019/20 budget to purchase two new sets of hats as the current hats are over ten years old and can no longer be repaired. 10
Swim England East Region Plan 2019-2020 The committee plans to re-instate the Junior Inter-County Competition. This is as a result of a greater number of clubs, and players, being engaged through the past two years of the Grand Prix, which should enable counties to put teams together. Development Athletes Regional Academy training will run at a reduced frequency in 2019/20 due to a very busy water polo calendar, it proved difficult to find enough available dates in 2018/19 to meet the plan. A development day will be run in October half term to target younger athletes in the region to develop their skills. The day will comprise of a mixture of classroom, land and pool sessions for the athletes. The Grand Prix tournament will be cut from four days to two with the heats and finals being held on the same day (they were split for each age group previously). This will target two different age groups with no limits on how teams are put together, they can be same-sex, mixed-sex, from the same club or from multiple clubs. This flexibility ensures that the tournament is as inclusive as possible and encourages smaller clubs to participate. Officials and Coaches The Grand Prix will also continue to encourage clubs to send unqualified coaches and officials (referees and table officials) to be mentored during the tournament. Subsequent to this, new table officials and referees have undergone training and the committee believe there will only be the need for a referee’s course in 2019/20. A referee will also be sent to each of the three Inter-Regional competitions which is a great opportunity for development. 11
