2 Welcome… Thank you for your interest in Tai Calon. It’s a great time to be joining us. We have lots of ambitious plans, that will encourage us to have fun along the way. HOWARD Chief Executive This recruitment pack will hopefully give you a clear sense of why we exist, what we are going to achieve over the next five years, and how we are going to do it. For me it is the scale of our ambition and how we are going to do it that will make it fun, but the result, our shared achievement for our customers is what inspires us to do it. I hope it inspires you to apply. Tai Calon is going through a period of transition. We have a draft Corporate Plan that takes us to 2025, and it builds on what we have achieved in the previous 10 years since we were formed. Now I could go on about those past achievements and don’t get me wrong, they are important, but the time period that matters is now and looking forward. What the Board has set is the aim that we must have the highest level of customer satisfaction and that will require the combined efforts of everyone who works and supports Tai Calon. And how are we going to do that? It is about our culture, it is about our colleagues, it is about our financial resources and value for money, it is about the systems and IT that support us and it is about future colleagues such as our next Director of Resources. We are looking for an energetic and driven person to lead our Resources team. You will be someone who can inspire, engage and mentor teams that are working hard to bring developments that span our whole organisation. The Resources directorate has big ambitions, and the teams within all have big plans that are closely linked to the delivery of our Corporate Plan. These include areas of Culture Change, IT Improvements, Customer Service and Value for Money. We need someone who will confidently embrace future finance challenges; demonstrate problem solving and innovative thinking to deliver decarbonisation of the Tai Calon homes by 2030; enable teams that are supporting all of us working at Tai Calon to develop our culture of empowerment, teamwork and trust.

4 Choose Tai Calon Now is an excellent time to be joining Tai Calon. We have recently appointed a new Chair and several new Board members who, together with the remaining experienced Board members, are bringing excellent strategic leadership, new levels of ambition, broadening our focus and inspiring confidence in our staff for a bright future. Tai Calon was established on 26th July 2010, following the transfer of homes from Blaenau Gwent County Borough Council. We are a not- for-profit, community mutual organisation and Blaenau Gwent’s largest social housing provider, with over 6,000 homes comprising 5,685 general needs homes, 215 sheltered homes and 337 leaseholders across the County Borough. We are a major employer in the local area, with over 260 well trained and committed staff who all contribute to our annual turnover of over £25 million. To date we have invested over £120 million in our homes to ensure they reached and are maintained to the Welsh Housing Quality Standard. For the first time in October 2019, we were assessed against the Government’s “Customer Service Excellence” award, and we successfully gained the accreditation. In addition, we entered the “Best Companies” for the first time and achieved a place in the Sunday Times Top 100 Companies to work for.

8 Board Members Our Board sets the strategic direction of the business. Our Board is made up of six Independent Members, two members nominated by Blaenau Gwent County Borough Council, three Tenant Board Members (one current vacancy) and two Co-opted Members. Independent Board Members Prof. Sir Adrian Webb - Chair Born in Newport, Adrian has had an academic career spanning 25 years and has held numerous ad- visory positions in local and central government. Currently he is Chair of the Big Lottery Fund Wales Committee and a NED on the UK Board; a Non-Executive Director of the Wales Government Board; and Chair of the Public Policy Institute, Wales. He is a Visiting Professor at Cardiff Business School. Adrian has an affinity with the communities of Blaenau Gwent, having spent part of his early life in the area. Katherine Howells - Vice Chair Katherine worked in the social housing sector for 15 years in strategic and operational positions. Her experience includes housing management, tenant participation, equality and diversity and tenant satisfaction. Katherine has been Vice Chair since 2017 and a member since 2013. Kelly Reynolds Kelly has over 20 years senior management strategic and executive experience in regeneration, housing and Welfare to Work, within the voluntary, private & public sectors working in the most deprived communities within Wales. Kelly joined the Board in 2016. Neil Harries Neil is a chartered accountant and director at South Wales firm, Harries Watkins and Jones. He gives business, accounting and tax advice to SMEs and in addition undertakes company audits. He is pas- sionate about social housing and is the former Board Chair of Valleys to Coast in Bridgend. He was co-opted to the Board in July 2018 and has now been appointed a full Member. Mike Santon Mike has recently retired as Director of Development at Sanctuary Housing, where he was responsible for delivering new homes across England. He has 24 years experience in residential development and asset management and maintenance. Ian Hughes Ian was previously a Housing Association Group Chief Executive for over 20 years. He has extensive knowledge and experience of community services and social housing. He qualified as a Chartered Surveyor before holding a number of senior executive positions in the public sector and housing as- sociations.
9 Tenant Board Members Gemma Badham Gemma has been a resident of Tynewydd her entire life, she has been a tenant of both Blaenau Gwent County Borough Council and Tai Calon and is keen and motivated to play an active part as a Tai Calon board member, and aims to strive for a better community and access to better facilities for all. Andrea Teague Andrea is a known and trusted resident of Newtown, Ebbw Vale and has been on the Tenants and Residents Association for four years. This work has impacted significantly on her local community and the area, and gives her an insight into the wants and needs of her community. Council Board Members Malcolm Day Malcolm is a Blaenau Gwent County Borough councillor who has previously worked for British Telecom. Malcolm joined the board in 2017 following his nomination by the local authority. Gareth Davies Gareth joined the Board from April 2020 and represents Blaenau Gwent County Borough Council. He is Councillor for the Rassau ward. Having recently retired from working in the charitable sector, Gareth brings wide knowledge of support services to the people of Blaenau Gwent. Co-opted Members Ross Maude Ross has a strong background in strategic leadership and has delivered organisational transformation utilising current technologies in a number of industries. Ross is pleased to be on the board, as hous- ing associations are at the forefront of public service delivery in the UK, providing, as they do, safe, clean and supportive accommodation. He joined the board in July 2018. Chris Jofeh Chris has recently retired after 45 years with Arup, a global firm. He was a Director at Arup for twenty years and for the past ten years he was Arup’s global buildings retrofit leader. He has been a Board Member of Charter Homes and the Gwent Young People’s Theatre. He is currently the Chair of the Welsh Government Advisory Group on the decarbonisation of existing housing.
10 Our Executive Team Howard Toplis Chief Executive Prior to Tai Calon, Howard has been Chief Executive for a couple of housing associations in England. He is delighted to now be working in Wales. Howard believes that access to good quality affordable housing is essential for the success of healthy and resilient communities. He passionately believes in putting tenants and residents at the very heart of everything we do. Martyn Price Interim Director of Resources Martyn is an experienced accountant having worked in both the public and private sectors for over 30 years. His experience includes the development and implementation of financial strategies, housing association funding and financial management, while ensuring the delivery of a customer focused service which delivers value for money. Andrew Myatt Director of Communities and Housing Andrew has worked for Tai Calon for nine years and has responsibility for front line services to tenants. He has worked in the social housing sector for 27 years in a range of senior roles for both Local Authorities and Housing Associations and he is a Member of the Institute of Housing. Ian Atkinson Director of Assets and Property Ian is a Chartered Building Surveyor with 30 years’ experience in surveying, construction and maintenance. His experience spans the housing, retail/commercial, private practice and health sectors.

12 Job Description Job Title: Director of Resources Salary: Circa £85,000 Location: Flexible but based at Solis One Reports to: Chief Executive Job Purpose • To deliver the effective management of the organisation’s finances. • To ensure that there are appropriate strategies are in place to create the most appropriate culture and behaviours are in place to deliver the Corporate Plan. • To deliver the IT and Data Strategy, with systems improvements that support the customer focused Mission . • To act as Company Secretary, with statutory and regulatory requirements. • To hold executive responsibility for the day to day operations for: finance and procurement; human resources and organisational development; IT and business intelligence; compliance and internal control. • Member of the Executive and Leadership teams. Core Responsibilities & Accountabilities • To develop and consult on business planning, budgets and financial viability across the organisation. • Executive lead for the HR/OD function. • Executive lead for Organisational Development ensuring ongoing and effective staff engagement and internal communication by the Leadership Team. • Executive lead for ICT, ensuring that the ICT and Digital strategies are key enablers driving business transformation. • To provide effective treasury management. • Manage relationships with debt funders. • To develop and monitor performance and compliance against a Procurement Framework. • Implement a strong internal control framework to ensure that all business is conducted in accordance with relevant legal and regulatory requirements. • Manage the relationships with internal and external auditors. • Develop, maintain and monitor a Risk Management Strategy ensuring a risk management culture is in place which is consistent with the Board’s appetite for risk. • Develop and maintain the organisation’s approach to stress testing. • To support the development and maintenance of an effective approach to business intelligence. • Act as Company Secretary, ensuring compliance and reporting obligations are met.
13 Management Responsibilities Performance • The development, delivery, monitoring and review of strategic and operational action plans for the Resources Directorate to meet agreed corporate objectives and Key Performance Indicators. • Effective Directorate service management to internal and external customers. People and Management • Demonstrate the highest personal standards of integrity and conduct. • Develop and lead a highly competent, motivated and professional directorate which can deliver a range of high quality cost effective services, through the performance management framework, coaching and motivation. • Ensure that all relevant processes and procedures, including monitoring systems, are in place and that all members of the team are fully trained in their roles. • Responsible for: Head of Finance, Head of Procurement and Internal Control, Head of Human Resources/Organisational Development, Head of IT, Business Intelligence Manager. Financial Management • Ensure that all business within the Directorate is conducted in accordance with relevant legal and regulatory requirements, Tai Calon’s standing orders, scheme of delegation and financial regulations. • Ensure all compliance risks and issues that arise within the Directorate are addressed in the appropriate manner. • Manage all allocated cost centres within approved budgets and in compliance with agreed procedures.
14 Procurement • Ensure all programmes of work including the preparation of briefs, specifications and tender documentation within your delegation comply with Tai Calon’s tendering and procurement processes. Risk, Health & Safety • Ensure the Directorates of the Executive team appoint contracts which are managed in a safe manner and risks are mitigated. • Ensure the Resources Directorates work proactively with the Health and Safety Advisor to minimise Health and Safety incidents and ensure that lessons learnt are fully and properly embedded. Organisational Responsibilities • Take the lead in the highest professional representation of Tai Calon at all times. • Ensure that all Tai Calon policies and procedures are adhered to. • Comply with the Organisation’s Health and Safety Policies and Procedures. • Demonstrate and deliver the highest principles of confidentiality. • Observe and continually promote Tai Calon Community Housing’s Equality & Diversity Framework. • The duties and responsibilities are difficult to define in detail and may vary from time to time without changing the general character of the duties or level of responsibilities entailed. 15 PERSON SPECIFICATION ROLE TITLE Director of Resources 1. QUALIFICATIONS Educated to degree level or equivalent. Accountancy qualification with full Professional Membership of a recognised accountancy body. An additional post graduate qualification in a relevant field is desirable although not essential. 2. EXPERIENCE AND KNOWLEDGE Strong leadership experience, with experience of leading staff through change. Experience of business planning, financial and risk management, and stress testing at a senior level within a complex organisation including treasury management. Proven experience of excellence in service delivery that focuses on the needs of the customer (whether internal or external). Experience of collaborative working across the public, private and community sectors. Experience of assessing existing systems and/or technology to improve work processes for the end user. Experience working at a strategic level with non-executive Boards and Committees. Experience in a Company Secretary role. Desirable: Experience in organisational cultural development
