20-23 / 05 / 2021 1 INTRODUCTION AND WELCOME Welcome to the 54th Vodafone Rally de Portugal, held between May 20th and 23th, on the North and Centre of the Country. Following the success of previous years, the WRC Rally de Portugal’s 54th edition will be the sports and touristic event which will contribute the most to the placement of the Country as tourist destination and to the territory’s cohesion. With its headquarters at Exponor, in Matosinhos, the Automóvel Club de Portugal has, once again, selected Coimbra as the starting point of the Rally, with the traditional Ceremonial Start. Portugal’s image abroad is clearly one the strongest impacts generated by the WRC Vodafone Rally de Portugal. As a promoter of the Country as a tourist destination, the revenue generated by the 2019 edition surpassed 67.7 millions euros of AEV (Advertising Equivalent Value). This valorisation results from the international exposure of the event’s and the North and Centre of the Country’s image through TV, Print, Web-TV, online and social media over more than 150 countries, such as France, Finland, Belgium, Spain, Japan, Poland, Sweden, Germany, Czech Republic and Bulgary. Along with the full media coverage of the event, done by the WRC Promoter, the 2021 Vodafone Rally de Portugal has already assured six international live TV broadcasts during the three days of competition. The Vodafone Rally de Portugal is eligible for the World Rally Championship with the Rally1 cars (former WRC), the WRC 2 with the Rally2 (former R5 cars), and to the returned Junior WRC with the Rally4 (former R2). The event is also included in the Portugal Rally Championship calendar and in the 2020 Peugeot Rally Cup Ibérica, with the Peugeot 208 Rally 4. A word of appreciation for the essential support of the sponsors – Portugal Tourism, North and Porto Tourism and Centre Tourism boards, as well as Vodafone, BP, Hertz and KontraProduções - and a very special thanks to the entities working towards the safety of the event, without which it wouldn’t be possible to have the Rally: GNR, Police, Civil Protection and INEM. The International Olympic Committee considered the 2019 Vodafone Rally de Portugal as the first successful motorsports event in terms of environmental sustainability. Through its environmental accreditation programme, the FIA has the goal of reducing the WRC’s events environmental impact, therefore, the Automóvel Club de Portugal has, yet again, elected the environment preservation on the Rally as one of its main priorities. Last but not least, a very relevant issue to the success of the Rally de Portugal: the safety of the event and, particularly, the safety of spectators. The huge popular enthusiasm stirred by the Rally de Portugal should always be an added value to national sport and tourism. FIA, the Promoter and Automóvel Club de Portugal are also working on formulating COVID guidelines, which will be published as soon as details can be confirmed. Only with the commitment of all the WRC Vodafone Rally de Portugal will be crowned with success. 20-23 / 05 / 2021 WRC Teams will be able to access the Service Park from 09.00 a.m. on Friday, 14th May, 2021. Should any team need to access the park before this or should they arrive at night, when normal access is closed, please contact the Rally Organisers, by e-mail nuno.vieira@acp.pt or call +351 963 929 021. Service vehicles arriving at Service Park on Sunday, 16th May, in the morning, i.e., before teams have attended the administrative checks to get the corresponding documents and necessary vehicle plates, will be able to access the Park without a plate. From Tuesday, 18th May, at 09.00h, all vehicles will have to be duly identified with the corresponding plates. From that moment on, there will be an exhaustive control in order to guarantee that all vehicles parked or trying to access the Service Park carry the necessary plate. Trailers are not allowed to park inside the Service Park. Only vehicles with “SP – Service Park” plate will be authorised to stay inside the Service Park. 5.2 Facilities at Service Park The following services will be available on different locations within the Service Park: • General Lighting in the whole Service Park • Toilets for public use • Waste containers – Selective waste collection • Collection of: used oil tanks, brake fluid, polluted containers • General security in the whole Service Park • Spare parts and wheels washing area Additional services may be provided to teams in the service area upon request. Information on costs of these services will be provided upon reservation. Teams requiring these services are requested to complete the Service Park Application Form. This form will be available on the rally website www.rallydeportugal.pt under the section “Competitors/Docs”. Additional services are the following: • Chemical Toilet for the team’s private use • Water • Power • Motorhome / Hospitality Unit liquid waste • Chemical Toilet cleaning • Exclusive security service for the team • Rental of Forklifts, Generators and Cherry pickers Telephone lines (ISDN / ADSL / Analogue) must be requested to the Rally Organisers. 5.3 Space Requests Teams that, due to logistics, need to stay together or have any special request must send them by e-mail to nuno.vieira@acp.pt. The Organiser will make all reasonable efforts in order to satisfy the needs of all Teams. Additional space requests, when available, are subject to a fee whose amount shall be indicated directly to interested parties. To request additional services and/or spaces please complete the forms at the end of this Rally Guide. Forms must be sent until 30th April 2021. 20-23 / 05 / 2021 8 IMPORT OF VEHICLES AND SPARE PARTS Competitors from the European Union do not need to make any special custom clearance for temporary import of cars and equipment for the purpose of participating in the 2021 Vodafone Rally de Portugal. Vehicles from outside the European Union must show their ATA (Admission Temporaire/Temporary Admission) carnet, which normally is applied for at the Chamber of Commerce in the country of origin. 9 HELICOPTERS 9.1 Registration Procedure Complying to the requisites imposed by FIA on the safety and use of helicopters at the Rally, helicopters wishing to operate at the rally will have to register with the Organization. A protocol for controlling the restricted airspace over the SS’s (Special Stages) prevents any unregistered helicopter of operating in that airspace. The registration fee for each helicopter is € 2460,00 (VAT included). Registration deadline is the 30th of April 2021. 20-23 / 05 / 2021 18.2 Accreditation procedure / criteria and deadline Media accreditation and media attendance for the Rally de Portugal is subject to FIA confirmation given the particular context caused by the COVID-19 pandemic. FIA, the Promoter and Automóvel Club de Portugal are working on formulating guidelines, which will be published as soon as details can be confirmed.
