2021 MAKE SMOKING HISTORY Targa West Rally Guide 16-19 September 2021 INTRODUCTION AND WELCOME Welcome to 2021 Make Smoking History Targa West, the 17th running of WA’s most prestigious tarmac rally. This event is recognised as one of the top tarmac rallies in Australia. The event will run on 16-19 September time when the scenery of WA is magnificent, ensuring competitors drive in some of the most beautiful parts of Perth’s surrounding shires of Toodyay, Chittering, Mundaring, Perth Hills and the Cities of Kalamunda and Swan when they are at their best. We are grateful that the authorities and residents allow the competitors to enjoy their magnificent surroundings and use some of the best stretches of tarmac this huge State has to offer. The grand finale of the event will be the City of Perth Super Stage, preceded by the awesome 9 km Special Stage in Malaga. Our Rally HQ will be in the Hyatt Hotel, come through the front door of the Hyatt and turn right down the stairs. Parc Ferme will be in the undercover car park of the Hyatt Hotel. With the Presentation Dinner also at the Hyatt Hotel it will make it easier for all and encourage more competitors to stay at the Hyatt and enjoy the total social atmosphere of the event. All the stages are detailed in the Road Book for what promises to be another hugely exciting and challenging event for both Classic and Modern entries in both the Competition and Targa 130 categories. The Two Day Rallye is now open for everyone. Once the action gets under way, the Northbridge café strip Show’N’Shine on the Friday night will be a fabulous chance to relax, meet up with other competitors and show off your cars to admirers in the closed street environment. The Sunday Night Gala Presentation Dinner will be a fitting grand finale after the pressure of competition is over. As in previous years our key goals are to provide a highly enjoyable ‘5-Star’ event for competitors where the spirit of the event is centred on taking part and enjoyment of the thrill of the open road in a controlled and competitive environment. With this in mind, we would draw to the attention of all competitors that it is their sole responsibility to ensure that they drive to suit the prevailing conditions and within their own and their vehicles’ capabilities. This includes awareness of the road conditions, the level of safety equipment and that they fully acknowledge the risks and exposure while competing. They also need to review their level of personal and vehicle insurance cover and be satisfied they are adequate for their specific needs and circumstances. Finally, Make Smoking History Targa West would simply be unable to run without the enormous support and help from so many of our event sponsors, individuals, organisations, car clubs, volunteers and supporters who so generously give their time, expertise, resources and commitment to make the event run. We would like to extend our thanks to all of them and to ask you to recognise and thank them for their input whenever you get the opportunity over the course of your time with us in 2021. 2021 MAKE SMOKING HISTORY Targa West Rally Guide 16-19 September 2021 HEALTH POLICY 2021 will be the 17th Anniversary of the annual Make Smoking History Targa West Tarmac Rally from the 16-19 September 2021. The event is run and supported by a huge number of volunteers and supporters for which the organisers are very grateful. With tarmac rallying of this type being one of the fastest growing forms of motor sport in the country combined with the huge variety of competing vehicles ensuring that it appeals to the widest possible audience of motor sports followers; we believe that this offers all parties the opportunity to be involved with a long term, sustainable and major WA based event for many years to come. Tobacco Policy including E-Cigarettes The Organisers of Make Smoking History Targa West recognise that smoke free environments protect non- smokers from the harmful effects of environmental tobacco smoke (ETS) and contribute to reducing tobacco consumption levels. The organisers encourage everyone to Make Smoking History and discourage the uptake of smoking - particularly by young people. All areas of Rally Headquarters and Rally Offices will be 100% Smoke Free. The function venue used to hold the Presentation Dinner will be 100% Smoke Free. Outdoor smoke free areas will be promoted. This will include Forrest Place for the start of the event, Service Parks and designated Spectator areas. Tobacco products will not be sold by Make Smoking History Targa West Organisers in any venues under the control of the rally organisers. All officials at Make Smoking History Targa West will be strongly advised not to smoke or carry tobacco products whilst carrying out their official duties or wearing sponsors clothing, and definitely not in an area where they can be viewed by the general public or the media. Anti-smoking messages will be actively promoted at all spectator points via public announcements and signage. Sun Protection Policy Make Smoking History Targa West recognised that exposure to ultraviolet radiation (UVR) has negative health effects and have introduced measures to minimise exposure. Make Smoking History Targa West strongly recommends and supports sun safe practices for all activities. Natural shade will be utilised to protect participants and spectators, wherever available. All officials are informed via their team leaders and information pamphlets about safe sun practices. Where possible functions and activities will be scheduled outside of peak UV periods (10am-3pm). The sun protection policy will be reviewed annually. Alcohol & Other Drugs Policy In the interest of health and safety, the organisers of Make Smoking History Targa West will actively seek to promote, encourage and support strategies to minimise harm from alcohol and other drug use. Make Smoking History Targa West is governed by the rules and regulations of Motorsport Australia. Motorsport Australia have an Illicit Drugs in Sport (IDiS) program (https://motorsport.org.au/regulations/safety-integrity/policies/idis ) and the Motorsport Australia Anti-Doping Policy follows the guidelines from the Australian Sports Commission's doping policy (https://motorsport.org.au/regulations/manual/general-regulations ). Lower strength and non-alcoholic beverages will be available and promoted at all Make Smoking History Targa West functions and venues. Alcohol will be served in accordance with the requirements set out in the Liquor Licensing Act 1998. This includes no alcohol being served to patrons under the age of 18 years or to intoxicated patrons. Page 4 of 24
2021 MAKE SMOKING HISTORY Targa West Rally Guide 16-19 September 2021 Officials will not be allowed to consume alcohol or other drugs whilst on duty and for eight hours prior to commencing their official duties. Under Motorsport Australia' doping policy any competitors found to be using illicit and performance enhancing drugs or alcohol will face harsh penalties. These could include immediate exclusion from competition, and loss of competition license for up to three months for the first offence (higher penalties apply if it is not the persons first offence). Active promotion of responsible alcohol use will occur. Excessive amounts of alcohol will not be used as prizes. Make Smoking History Targa West will not engage in any activities or promotions that encourage excessive consumption of alcohol i.e. free or discounted drinks, happy hours etc. Sport Safe Policy Make Smoking History Targa West is committed to improving the health of the community through safe participation in sport and physical activity. Motorsport Australia have very specific safety regulations relating to not only protective clothing and equipment to be used by competitors but also safety procedures to be followed by officials. The Medical Teams will be located in strategic positions close to the active competitive sections. New and Existing Competitors will complete a Medical Statement and Declaration when applying for a National Rally License. Competitors applying for an International Rally License will be required to pass a medical examination prior to receiving the license. The Sport Safe policy will be reviewed annually. Food and Catering Policy Make Smoking History Targa West understands and recognises the importance of good nutrition and the role it plays in maintaining good health, ensuring that healthy food options are available throughout the event and at all official functions. This includes the provision of foods low in fat, high in fibre and with a substantial fruit and vegetable content. Targa West will not provide prizes that encourage unhealthy eating. Mental Health Promotion Mental health promotion involves any action taken to maximize well-being in individuals and communities. It involves fostering a sense of belonging through improving social, physical and economic environments as well as enhancing the coping capacity of individuals and communities. While mental health promotion opportunities can occur at any time, Make Smoking History Targa West will proactively support positive mental health promotion of individuals and the community through supportive strategies which: • actively encourage individuals to participate in Make Smoking History Targa West activities (ACT) • actively encourage individuals to become volunteers in the organization (BELONG) • actively encourage individuals to be more broadly involved in other community events and environments (COMMIT) • encourage removal of economic or social barriers to participation • encourage positive role modelling of values, behaviour and interests • encourage participants, volunteers and organizers to treat people with respect, equality and openness • proactively address instances of bad practice • proactively reward instances of good practice Encourage the support for building capacity in mental health promotion through proactively supporting training and developmental workshops and programs. The time allowed for service will be indicated in the Itinerary. This vehicle must be clearly identified by means of a “Service Crew” windscreen sticker issued by the Organisers and affixed to the centre top of the windscreen. This vehicle is the only service vehicle that will be permitted into the Service Parks per competing car. Page 13 of 24
2021 MAKE SMOKING HISTORY Targa West Rally Guide 16-19 September 2021 6.2 Up to eight (8) Service Crew Members per competing car starting the rally may register. (i) Time to service the vehicles will be allowed in Service Parks provided on route. It is recommended that all servicing is done within the Service Park. The length of time available for each Crew to service may vary. All services may be used to close any gaps which have appeared between vehicles. The Organisers will endeavour to provide Crews with a minimum of 20 minutes at each Service Park. (ii) The speed of the cars in the Service Park shall not exceed 10kmh; failure to comply with this limit shall result in a penalty applied by the Stewards. (iii) When necessary, as part of service (i.e., changing a fuel tank or pump), emptying and/or refilling of fuel is permitted in a Service Park provided that: • the work is carried out under the supervision of a marshal; and • no other work is carried out on the car during the emptying and/or refilling operation; and • a suitable safety perimeter is established around the car; and • two (2) fire marshals are present with fire extinguishers sufficient in capacity and suitable for use on flammable liquids; and • only sufficient fuel is added to reach the next refuel zone. 6.3 Service Parks are designated as either Major or Minor Services (See Itinerary). • Major Service − Crews will be able to park adjacent to their service vehicle and may perform any work necessary. The Organisers will endeavour to provide Crews with a minimum of 20 minutes • Minor Service − Crews will be parked separately from their service vehicle and may perform limited service using hand tools only. 6.4 With the exception of suburban roads/streets and all built up areas refuelling is not restricted, subject to the following conditions: (i) Up to two (2) Service Crew Members per competing vehicle are permitted to assist with refuelling. Accreditation for both Crew Members must be always displayed. (ii) Roadside refuelling must not block, impede, disrupt, or otherwise affect normal traffic in any way. All vehicles involved in conducting roadside refuelling must be positioned off the road surface and off the road shoulder. (iii) Electric fuel pumps must comply with the relevant Standards Australia standard for pumping the specific fuels. (iv) Decanting of fuel between containers may only be done in a refuel zone or bunded storage area. (v) Any action inside a refuel zone not directly involved in the refuelling of the competing vehicle is prohibited. (vi) In all refuel zones, a 5kmh speed limit applies. (vii) The Organisers strongly recommend either refuelling from service station pumps or a closed hand pump system. The responsibility for refuelling is incumbent on the Crew alone and must be done in a manner which ensures that no fuel is spilt. (viii) Engines must be switched off throughout the refuelling operation. (ix) It is recommended that the Crew remain outside the car during refuelling; however, should they remain inside, the safety belts must be unfastened and doors open. (x) The Organisers recommend that all Service Personnel wear neck to wrist to ankle fire resistant clothing, balaclava, and fire-resistant gloves, all to an appropriate standard, during refuelling. (xi) It is also recommended that an anti-static/grounding strap be connected between any fuel containers and the vehicle being refuelled. (xii) In the Event of a breakdown, the car concerned may be pushed out of the refuel zone by the Crew Members, Officials and Team Members without incurring any penalty. An external battery may be used immediately before the exit of the refuel zone away from any refuelling activities. (xiii) Refuel points have been set with the Fuel Consumption of 1.20km/litre during Special Stages and 5.00km/litre on Liaison with a tank holding 45 litres of useable fuel. Competitors must be able to meet these requirements. (xiv) Any breaches of the refuel regulations (parts i to xiii) will be reported to the Stewards for consideration of exclusion or other penalty. 6.5 Electric Vehicles (EVs) may recharge at any time and location outside of the closed special stages, including Assembly Areas. They are permitted to miss Service Park Time Controls as listed in the Supplementary Regulations. Page 14 of 24

Apparel must be presented at Pre-Start Scrutiny. Failure to wear appropriate apparel when competing on a Special Stage will result in a recommendation to the Stewards of the Meeting of a penalty which may go as far as exclusion from the Event. Targa 130 Category Apparel: Crews must wear, as a minimum, the apparel outlined in Schedule D Rally/Road Tarmac Multi-Club of the current Motorsport Australia Manual of Motor Sport. Apparel must be presented at Pre-Start Scrutiny. Where a tow is further than a reasonable distance back to the service park then a flat fee of $3.50 plus GST per km. A ‘Call Out Fee’ will not be charged. We do not want other tow trucks being called out onto a stage as that will jeopardise the future support we have from our current teams. Crews and stage teams are advised that other towing companies will NOT have access to the stages until the roads have been opened to the public. We are starting to have trouble finding trucks willing to support our event, so it is important to support those that support us. Page 16 of 24

2021 MAKE SMOKING HISTORY Targa West Rally Guide 16-19 September 2021 OFFICIALS HELP BOARD Refer to Targa West Sporting Regulations and the following diagram Officials Help Board The organisers will be providing Road Closures with an emergency board; this will have the word HELP printed in red on a white background. If urgent medical assistance is required or the safety of the stage may be seriously compromised and the officials have no other means of communications, they are to display the HELP board to passing rally cars. The rally crew must then notify the Stop Control that an official has displayed the board and the Stage will be stopped while a FIV is dispatched to investigate. If the official is showing signs of extreme emergency, waving arms etc., it is expected that the competitor will stop to investigate and hit the SOS button on their RallySafe. Normal rules will apply for compassionate time compensation. HELP Only to be used in an emergency situation if you require medical assistance or safety of the stage is seriously compromised and you cannot get through to the Stage Commander, Rally HQ, Chief Medical Officer or the Clerk of Course by either radio or by telephoning one of the numbers shown below. Please show this board to the passing rally cars. They will then notify the Stop Control that an Official is displaying the HELP board and the FIV will be dispatched to assist you. This will require the Special Stage to be stopped. Under NO circumstances should you drive onto the stage to seek help as you will endanger you own life and that of the competitors and never leave your location unattended. 2021 MAKE SMOKING HISTORY Targa West Rally Guide 16-19 September 2021 ACCIDENT, EMERGENCY, MEDICAL & SAFETY ACCIDENT PROCEDURES / YELLOW FLAGS YELLOW FLAGS If for any reason a Special Stage is stopped, SOS operators, who will be located at approx. five (5) kilometre intervals or mid-point of the stage, will wave a yellow flag. These flags will be displayed to crews still on the stage after it has been stopped. When the flag is displayed, each crew must slow to a non-competitive speed, exercise extreme caution and proceed to the end of the stage, or obey the instructions of the marshals. ACCIDENTS/RED SOS In the event of an accident where injuries are sustained that require immediate medical attention or where assistance is required with a fire the red SOS sign should be displayed to the following car, which is required to stop. The crew of this vehicle should assist and assess the requirements. Where mobile telephone coverage is available the first crew should ring the emergency number and advice of the situation. If RallySafe is fitted, the first crew should also press the emergency button on their unit to alert the command centre. The second and third cars to arrive should proceed to the next SOS radio point to notify the Organisers of the situation. The third car should then proceed through the stage at a safe speed to provide a buddy to any other cars still on the stage. All other vehicles should then stay with the crew of the vehicle involved in the accident and continue to render assistance as required. Any crew who stops at a SOS radio point to report an accident is not to leave that location until Rally HQ has given approval for them to proceed to the end of the stage and the SOS official has indicated it is safe to move onto the stage. Rally Safety Briefing Video - https://www.youtube.com/watch?v=o1EZPIXDFAE STOPPED VEHICLE/OK SIGN If a car stops in a special stage as a result of mechanical failure or after an accident a warning triangle must be displayed in a conspicuous position at least 50 metres behind the car except where the car is not in a hazardous position. Crews sighting a warning triangle must drive with caution and reduce speed until the stopped car has been passed. If no immediate medical attention is required the OK sign must be clearly displayed to at least the three following cars. The OK sign and the warning triangle must be left on display for the whole length of the period that the car is stopped on the course regardless of whether or not the crew remain with the car. Failure to adhere to these regulations will be reported to the Stewards of the Meeting for consideration of exclusion or other penalty. Ambulance We will have an Ambulance on the start of every Stage using a combination of Wilson Medic One, Toodyay SJA and Bullsbrook SJA. We also have the provision to call in emergency helicopters if required. Fire & Rescue There will be Fire & Rescue Teams on standby at strategic locations equipped with state of the art fire and rescue equipment, Jaws of Life. This service will be provided by Ashendon First Intervention, a local based volunteer group who provide a service to rallying. They will be supported by local FESA units in Toodyay and Lower Chittering. SOS We track all the vehicles through every stage by recording when they have started and also as they pass monitoring points known as SOS points which are located at regular intervals throughout the stage. If any car does not go through a point or if a following car notifies the SOS point that a competitor requires medical assistance we stop the stage and send in the Medical Intervention Vehicles. RallySafe RallySafe is an innovative vehicle to vehicle communication system that transmits hazard warnings via in-car units in competitive motor sports events such as a rally. The RallySafe unit is a small electronic module fitted to a vehicle for use by the navigator and driver. It incorporates a full colour display, key pad, accelerometer, a radio transceiver, GPS and GSM Satellite communications capabilities. The RallySafe electronic device utilises satellite technology to automatically transmit warnings and vehicle status data from unit to unit and to Race Control. The system includes an automated hazard warning generated in the event of an accident. This signal is transmitted immediately to following competitors’ vehicles and race controllers. Each in-car unit indicates a competing vehicle’s speed and location in reference to the designated course. The driver or co-driver is able to over-ride or downgrade the warning that their vehicle transmits when the system identifies an extraordinary event. An example could be if a vehicle unexpectedly stops on course but does not present any danger to itself or following competitors. Push to pass functionality is also a feature allowing a competitor to warn forward vehicles of their intention to overtake greatly eliminating risks taken in dust or hazardous passing locations. The RallySafe device provides automatic following vehicles notification if a competitor stops or crashes on course. The system utilises a combination of currently available technology in multiple ways to greatly improve the safety of competitors in motorsport. The system also allows Race Control to view the location of all competitors on course in real time in addition to monitoring stage times.
