Learning Programmes Indicium Changes introducing the paperless system (INDICIUM) • FP&M SETA faces a challenge with the process of learner capturing. The Person Details are captured; however, the capturer does not finish the process to the stage of linking the learner to a learning programme. This impacts on reporting, certification and discretionary grant payments. • The change to the system will put controls in place to ensure that the process is followed for accurate reporting (this process will include supporting documents and learner agreement upload). • The main changes will be as follows: o SETA Evaluation Process (approval and declining of Learning Programmes agreement) o New report added in the system (system will have reporting capacity)
Learning Programmes Implementation Learning programmes Implementation • Registration of Learner/s (will be done systematically by companies) ₋ Timeframes (learners are registered within a month of commencement ) • Registration Restrictions (late registration/s of agreements will not be accepted by the system) • Learnership Duration – 8 months minimum • Skills Programmes Duration – 03 months minimum • Apprenticeships Duration – 03 years • Learner Allowances – Sectorial Determination no.5 NB: Any project resulting to Ghost learners will not be tolerated by the FP&M SETA
Assessment and Moderation Assessment Process • Assessment to be performed within 5 working days on completion of unit standards • Feedback to learners • Achievements captured on the system Moderation Process - within 5 working days of assessment • Minimum of 25% of learner POEs • All components of the Learning Programme must be moderated by a registered constituent Moderator
Verification Verification is a planned and systematic process for validating learner achievements and ensuring compliance to QCTO and FP&M SETA certification criteria After completion of the learning programme – 14 days after completion A verification will only be scheduled once the assessments and moderations have been captured into the MIS (Indicium) SSA verification visits scheduled by Regional QA Specialists Verification reports submitted to Regional QA Specialist within set timeframes – 7 days after verification
Certification Certification covers the issuing of Certificates and or Statement of Results by FP&M SETA All learner/s who are deemed competent and have met the Learning programme requirements through a verification process • Certificate issued directly from the Indicium • Within 21 days of receipt of verification report A statement of results will be issued to a learner found competent in some of the unit standards or skills programme • Statement of results issued directly from the Indicium • Within 21 days of receipt of verification report
Apprenticeships Implementation Original Agreements in triplicate – signed within 30 days of commencement of employment Medical questionnaires Certified copy of identity document – not older that 3 months Certified copy of educational certificate – not older that 3 months Captured on the Indicium – within 30 days of commencement OFO Codes as per latest version available on Government Gazette
Trade Test request • Application form for Trade Test - Proof of: Theoretical Knowledge Work experience - Logbook Certified copy of ID (clear, valid) Educational certificates (TT or N) Proof of years of employment (ARPL)

Certification (Continues…) All persons who are contracted on a learning programme agreement will be allowed three trade test attempts –to be completed during the agreement period If not found competent in the three attempts during the agreement period the applicant must be referred to the ARPL process A Trade test report must be supplied within three working days of completion of the trade test. HOWEVER, if a person has completed the learning programme or a POE three years before applying to undergo the trade test, they MUST undergo a pre-trade test evaluation
Certification (Continues…) Five working days before month end the accredited trade test centre must submit a schedule of trade tests to be conducted during the month to NAMB. Trade test results must be submitted once a week to NAMB and the SETA. NAMB must recommend certification of qualifying learners to QCTO within twenty-one working days after verifying the results. Provided that the relevant criteria for certification have been met the QCTO will issue and distribute the National Trade Test certificate within twenty-one working days of receipt of the recommendation from NAMB.

Quality Assurance of Historically Registered Qualifications 1.Quality Assurance of Historically registered qualifications and skills programmes. 2. Development of Occupational Qualifications and skills programmes. 3. Accreditation of Skills Development Providers (SDPs) and Assessment Centers. 4. Quality Assurance of Assessments. 5. Certification of qualified learners.
Realign all HRQ to Occupational Qualifications • Realignment confirmation is obtained from SETAs. • No more qualifications developed exclusively by SETAs from 1 April 2020. • SETAs will be consulted in the development & realignment process of Occupational Qualifications.
Accreditation of SDPs • Circular 1 of 2017 implemented. • QCTO has issued a Letter of Intent Template for use by SDPs • SETAs will recommend accreditation of SDPs for HRQ to QCTO (Interim). • QCTO will sample recommendations for accreditation. • QCTO will issue all accreditation letters. • QCTO fully responsible for accreditation of all Occupational Qualifications.
Final Integrated Summative Assessment • White Paper directive for a national assessment. • Final Integrated Summative Assessment is an interim standard for assessment of Historical Registered Qualifications (Full). • Task Team already set up with SETAs to discuss implementation. • QCTO to negotiate common Frameworks & Templates with SETAs. • FISA will be discontinued when HRQ are realigned to Occupational Qualification. • Standardised of Trade Tests to be finalised between NAMB and QCTO. • Final dates to be negotiated in the SLA per SETA.
Quality Assure of Historically Registered Qualifications • QCTO to Quality Assure all HRQ until phased out. • QCTO will issue a standard template for reporting. • SETAs to submit standard reports to QCTO. • QCTO to sample processes and QA.
Quality Assure of Historically Registered Qualifications (Cont’) • SETAs will continue to issue certificates on approval by QCTO starting from 01/01/2020. • By 2021 all SETAs shall submit results to QCTO for approval. • SETAs to maintain learner enrolments until last achievement date of the qualification. • QCTO to Quality Assure issuing of certification by SETAs. • All historical data to be submitted by SETAs to the NLRD. • QCTO to issue Occupational Qualifications Certificates.
Workplace Quality Assurance QCTO will generate workplace standards and reporting templates for work place QA as per the SDA 26 J & NSDP . Work Place QA will be formally delegated to SETAs. QA of workplaces will remain with the SETAs, but delegated by QCTO [26 J (h)], and this is expected to increase drastically due to a renewed focus on SME workplace. National Artisan Moderating Body will focus on moderating all Engineering and Related Tests and External Integrative Summative Assessments under QCTO, in accordance with SDA 26A and NSDP. The successful implementation of the quality assurance system for workplaces must be further interrogated with business, labour and government.
Qualifications Development Summary • 52 of 148 Occupational Qualifications of the FP&M SETA are registered with SAQA through the QCTO; • 96 Occupational Qualifications recommended and in a process for registration with SAQA; • 18 qualifications are being developed by the CEPs.
