Sunshine Stars – Pasco Hernando’s Quality Rating Improvement System Sunshine Stars is a voluntary rating system that reviews early learning programs according to clearly defined, high quality standards. Sunshine Stars utilizes a five (5) star rating system that evaluates and offers support and training to assist providers in reaching their goals. Sunshine Stars is a Quality Rating Improvement System for all providers contracted with the Early Learning Coalition of Pasco and Hernando Counties. Sunshine Stars will assist willing providers by offering a comprehensive system of rating and support for quality improvement that will help create high quality early learning programs. The support in quality improvement is critical to addressing your program’s strengths and needs in order to improve the quality of care and education being offered to the children enrolled in your programs. The Quality Rating Improvement System is designed to benefit: Children Providers Practitioners Parents Caregivers The rating can be a useful tool for providers, as well as for families who are deciding where to enroll their children in care. Once your program has earned its stars, this information may be posted on your website and published in your newsletter to parents. The Coalition will also provide information on star rated providers to parents who are seeking this information through the Resource & Referral process, as well as post star ratings on our website and social media pages. Vision: To create a high quality, market-based approach to Early Learning programs in Pasco and Hernando counties. Mission: To raise the quality of our early learning centers by identifying strengths and weaknesses within the programs to allow for coaching, professional development and technical assistance. Goals: Continuous improvement of early learning centers. Parent awareness of quality centers. Create a path toward quality that will increase family engagement and community knowledge. Expectations for Providers and Coalition: The Expectations of participating providers for “Sunshine Stars” include, but are not limited to the following: Commitment to continuous quality; consistently keeping up with star rating expectations. Cooperation with coalition in completion of Sunshine Stars. Completing all required paperwork and submitting same in a timely manner. Implementing the Quality Improvement Plan as outlined by Provider Specialist. Displaying the Sunshine Stars banner. The expectations of the Coalition for “Sunshine Stars” include, but are not limited to the following: Ensuring quality programs. Respecting and supporting families. Supporting programs through training, coaching, technical assistance and development of a Quality Improvement Plan supervised by a Provider Specialist. Completing Evaluations in a timely manner. Awarding of stars for successful completion of Sunshine Stars program in a timely manner. Sunshine Stars Provider Manual Page 5
Quality Standards and Star Rating: The Early Learning Coalition of Pasco and Hernando Counties will have its Sunshine Stars focus on four (4) standards: Staff Qualifications and Professional Development Learning Environment Teacher-Child Interactions Infant CLASS (Classroom Assessment Scoring System) Toddler CLASS (Classroom Assessment Scoring System) Pre-K CLASS (Classroom Assessment Scoring System) Family Engagement The Center-Based Program and Family Child Care Home Validation Checklist is available in the manual appendix and on the Coalition’s website – www.phelc.org Sunshine Stars Rating Process Once application is submitted and Coalition has approved it, provider can choose one of the following options: 1. Choose technical assistance/coaching, not to exceed six (6) months or no more than 20 (twenty) hours of coaching per provider; whichever comes first. OR 2. Schedule assessment with no prior technical assistance/coaching. Depending on the outcome of your assessment score totals, your program will receive a Star Rating consisting of 5-stars, 4-stars, 3-stars, 2-stars or 1-star. Once a Star rating has been given the provider has a choice to either: 1. Accept star rating and publish OR 2. If score is no more than 2 points away from a higher star rating, provider can enter into a QIO (quality improvement option). With QIO, provider may improve points in standards 1 and 2 if full points were not achieved already. QIO shall not exceed (45) days from the original date of Sunshine Stars assessment. It is up to provider to submit evidence of additional information to be used by coalition staff to determine if any additional points will be awarded. Examples may include: receipt of purchase, updated DCF transcript, updated in-service tracking form, etc. Final star rating will be determined, published, and banner will be presented to provider. The Process Eligibility Any licensed child care facility, religious-exempt child care centers, and family child care homes are eligible to participate in Sunshine Stars. In order to be eligible to participate, a program must meet the following criteria: Hold a School Readiness and/or VPK Provider Contract with the Early Learning Coalition and have a program based in Pasco and/or Hernando County. Be in good standing with an applicable School Readiness and/or VPK Contract. Be in good standing with the Department of Children and Families/Child Care Licensing. Be in good standing with other accredited licensing agency (if applicable). Provider must have been in operation for minimum of 1 year. Meet Sunshine Stars Licensing Policy: a. Zero (0) Class 1 licensing violations within the last 12 months. b. No more than two (2) of the same Class 2 licensing violations within the last 12 months. Benefits to Providers Support services programs will include: Technical Assistance for Quality Improvement: Each Sunshine Stars program participant will be assigned a Provider Specialist who is dedicated to support the program during the quality improvement process and beyond. The Provider Specialist will work closely with your program staff, specifically your instructional staff. Coaching offered by Provider Specialist is intended as a guide that will outline the goals that may be utilized in order to promote a quality-based learning environment for the children in your program. Career Advisement: Coalition Staff will help program participants identify what is needed to increase knowledge, skills, and qualifications for staff members teaching in early learning and education settings. Educational Training: The Coalition will provide trainings on a variety of topics designed to increase the classroom knowledge of all instructional staff. The Provider Specialist will work with program staff members to help them develop a plan to meet their educational goals. Recognition/Marketing/Advertising: Banners will be provided to programs that have achieved their star rating (upgrading will yield an updated banner). These may be displayed inside or outside the program and used as a marketing and advertising tool. The ratings are also beneficial when placed on the program’s website. The Sunshine Stars Provider list will appear on the Coalition’s website for parents to view. Sunshine Stars Provider Manual Page 7
The Application The Sunshine Stars application may be found on the Coalition’s website under Sunshine Stars at www.phelc.org (Please see Appendix). After the Coalition has received and verified the information supplied on the application, provider will be notified within 3-5 business days of receipt of the application, as to whether or not they are eligible to participate in Sunshine Stars. Our timelines to your evaluation is dependent upon staffing and funding. Terms of agreement are for two (2) years from the star award date, wherein the program and Coalition will work together to complete the process. Calculation of Star Rating The following standards were carefully reviewed through extensive discussion and for a variety of reasons they were included in our Sunshine Stars program. The Coalition recognizes the value of continuing professional development. We want to acknowledge the hard work of child care providers and encourage them to continue learning and growing. The CLASS assessments will be completed by a trained, reliable assessor. To determine the tool to be used, at least 60% of the children enrolled must be between the ages of the applicable CLASS tool. A good relationship between the family and the child care program is an essential part of providing quality care and is a key of developmentally appropriate practices. Building this relationship involves many tasks, such as ample opportunities for clear communication between families and caregivers and parental involvement in the classroom. The Assessment Tools Assessment Tool – Center-Based Providers Sunshine Stars will address Staff Qualifications and Professional Development, Learning Environment, Teacher-Child Interactions, Family Engagement and optional Bonus Points. Assessment Tool Summary for Center Based Programs S1.1 - Staff Qualifications: 10 points possible. This standard will give evidence of program’s staff certifications and educational levels. The director and 100% of the instructional staff files will be reviewed to show up to date documentation on DCF Training Transcript. The standards designate how many points will be achieved depending upon training and educational levels. S.1.2 - Professional Development: 5 points possible. The Director will document the number of in- service hours that have been completed by staff and Director. 100% of the instructional staff files will be reviewed and completion of in-service hours pertaining to the teacher’s care level will be verified. S.2.1 - Learning Environment (Quality Environment Assessment): 10 points possible. This standard will recognize providers who maintain an environment where experiences are developmentally appropriate and have been created with the child’s needs in mind. This includes center set up, curriculum implementation, and developmentally appropriate materials. S.3.0 - Teacher-Child Interactions (Classroom Assessment Scoring System): This standard recognizes providers who have developed meaningful relationships and who understand how powerful they are and how effective interactions impact children’s development and learning. S.3.1 - At the Infant level: 10 points possible. Responsive Caregiving refers to specific teaching behaviors that help infants develop warm, supportive relationships, experience enjoyment and excitement about learning, feel comfortable and secure in the classroom, and develop and extend communication attempts. S.3.2 - At the Toddler level: 10 points possible. Emotional and Behavioral Support refers to specific teaching behaviors that help children develop warm, supportive relationships, experience enjoyment and excitement about learning, feel comfortable in the classroom, experience appropriate levels of autonomy or independence, develop behavioral regulations, meet behavioral expectations, and fully participate in classroom activities. Engaged Support for Learning refers to specific teaching behaviors that include the facilitation of activities that enhance children’s thinking, reasoning, and verbal skills, build their knowledge of the world, and encourage persistence, attention and motivation. S.3.3 - At the Pre-K level: 15 points possible. Emotional Support refers to behaviors that help children develop warm, supportive relationships, experience enjoyment and excitement about learning, feel comfortable in the classroom and experience appropriate levels of autonomy or independence. Classroom Organization describes specific teaching behaviors that help children develop skills to regulate their own behavior, get the most learning out of the day, and maintain interest in learning activities. Instructional Support refers to specific teaching behaviors that help support children’s cognitive development and language growth. S.4 - Family Engagement: 5 points possible. Child development occurs in a variety of environments including family, culture, community, and learning centers. Effective programs use both the general and family-specific practices to ensure that all families become engaged in their child’s early learning and development. This standard will recognize providers who have developed meaningful connections with families to form effective partnerships in the child’s learning. Optional Bonus Points: 5 points possible. Stipulations for Star Ratings The Early Learning Coalition of Pasco and Hernando Counties, Inc. and its program, Sunshine Stars, reserve the right to take any action necessary for the betterment, preservation and validity of this initiative. The Coalition can initiate the removal from the program AFTER the provider has received an opportunity to have a meeting for due process and explanation. Grounds for immediate removal from Sunshine Stars One (1) Class 1 violation during the past 12 months. Placed on a probationary status by DCF during the past 12 months. Any other major DCF non-compliance issues which endanger the health and safety of children at the program. Change in owner or locations If there is a change, notification by owner must be submitted to Coalition in writing within five (5) business days. The star rating is non-transferrable to another location. If ownership change occurs star rating may be transferred if staff retention rate is 80% or above of original Sunshine Star rating assessment. The Coalition staff will visit the program to evaluate continued participation. Change in Director Must notify Coalition within five (5) days of change. The Coalition staff will visit the program to evaluate continued participation. Re-application may be necessary. Limitations of Participation Participation is voluntary. Either party may discontinue participation, but should give the other thirty (30) days written notice. The Early Learning Coalition of Pasco and Hernando Counties, Inc. will give prior notification and justification in the event that participation is to be terminated. Our timeliness of your participation is dependent upon our staffing and funding. Reapplication Providers that have had their Sunshine Stars revoked, may re-apply after one year. Renewal Process Process for Renewal for Sunshine Stars The Star designation shall be valid for a period of two years (24 months). Ninety days (90) before the expiration date, it will be the responsibility of the Provider to renew for Sunshine Stars. This can be done with completing the application found in the Appendix of the Provider Manual. Once the application has been filled out, it can be submitted to the coalition for review. The Coalition has 14 days to acknowledge the application and inform the Provider of the next step to take to complete the process. It should be noted that a new application, evaluation, and possible Quality Improvement Options will be part of the application process, as nothing carries over from the prior contract. This is to ensure that quality has been maintained. Sunshine Stars Provider Manual Page 14

QUALITY RATING IMPROVEMENT SYSTEM CONTRACT This contract is between the Early Learning Coalition of Pasco and Hernando Counties, Inc. and the following Provider: _____________________________________________________________________________. Please review the options below and choose one of the following: ______1. The above Provider will publish and will NOT complete any Quality Improvement Options. ______2. The above Provider can begin the Quality Improvement Options and may publish immediately after receiving their Star rating. The Star rating is in place for two years from the award (validation) date. ______3. The above Provider can begin Quality Improvement Options and NOT publish.
