ARB METHOD STATEMENT Cwmbran 1.0 EXECUTIVE SUMMARY A survey of the existing trees has been undertaken on and adjacent land to the existing Stagecoach Bus Depot and the adjacent undeveloped area north of Edlogan Way and between Heol Dewi Sant to the west and Somerset Road to the west. With Fox Removals abutting the undeveloped land to the north. The survey has been carried out by David Rice Forestry a suitably qualified and competent Arboriculturist in accordance with British Standard 5837: 2012 Trees in relation to design, demolition and construction – Recommendations. The purpose of the survey and of this report is to identify the impact of the proposed developments which are the new Stagecoach Bus Depot and a Lidl Store both with associated parking.The survey of the trees immediately adjacent the site will be undertaken in accordance with the provisions of BS5837: 2012. 2.0 INTRODUCTION The Tree Survey was undertaken 11 December 2018 by David Rice Forestry after a landscape assessment was made by Corscadden Associates. DOCUMENTS The following documents should be referred to with reference to this statement. CA 2018-106 Existing Features and Tree Survey CA 2018-107 Tree Protection Plan and Overlay. Tree Survey Stagecoach , Cwmbran NP44 1PD 11 Dec 2018 The documents used in preparing the Tree Survey were The Topographic Surveys and proposed layouts for the proposed Lidl Store and Stagecoach Depot. 3.0 EXISTING SITE The site slopes from north to south and is to be developed separately into by Stagecoach for the northern section as a new bus depot and in the southern section by Lidl for a proposed store. STAGECOACH PROPOSED AREA This area is the current undeveloped site and part of the original bus depot. Stagecoach Section with approximately a 1.40m fall north south for a length of 152m. The site varies in width but is generally approximately 90m wide. To the north is a green palisade fence abutting Fox removal with an internal boundary strip of colonising scrub with buddleia dominant. To the west is a green palisade fence with a narrow strip of existing vegetation of seedling trees, hazel, holly and some bramble which widens in the lower southern section and is gapped in places. There are two oak trees T18 and T19 in this strip. A footpath abuts the narrow vegetation strip by the fence and there is a wide grass verge with trees up to Heol Dewi Sant. Internally on the west side of the site is a strip of scrub vegetation and debris which is wide in the central section and lower section and a few trees have been felled. To the east is the green palisade fence with two gate access points alongside the tarmac footpath of Somerset Road. Internally the northern upper section has rough grass verges on either side of the gates with seedling trees. The gate is locked and has a line of boulders behind it. The central section has a rough grass verge by the second gate and south of the gate the verge widens and there are 4No Norway Maples T1-4 with scrub vegetation and bramble. The southern boundary is an open boundary with the original bus depot parking area. The proposed bus depot are is split into three sections. The upper undeveloped site is old concrete bases and is separated from the central section by a line of felled Cypress trees with the stumps still in place. The central section has a wide scrub block on the west side and and the Norway Maple block on the east side the remainder of the area is a hardsurfacing used for parking. The central area is separated from the lower area by a narrow strip of low scrub. The lower area is all hardsurfacing. Prepared by CA and DR January 2019 2a
ARB METHOD STATEMENT Cwmbran LIDL STORE PROPOSED AREA This area is currently the existing bus depot building and part of the parking areas. The Lidl Store Section hasa 1.40m fall north south for a length of 117m. The site varies in width but is generally approximately 89m wide. To the north is open to the Stagecoach Proposed Area and is all a hard surfaced area. To the west is a green palisade fence with a of existing vegetation of seedling trees, hazel, holly and some bramble and is gapped in places. There are trees within the wide Heol Dewi Sant verge whose roots spreads reach the site boundary T14-17 Norway Maples. T6 ad T8 Sycamores whose roots extend into the site area.The west boundary by the old depot building is a line of felled Cypress species, Ash and Norway Maple outside the palisade fence. To the east is the green palisade fence with two gate access points alongside the tarmac footpath of Somerset Road. The first gate is in the upper section and the palisade fence insets around a derelict building and its parking area centrally on the east side. The lower section of the east side has the second gate. The lower east boundary by the old depot building is a group of felled Cypress species and Norway Maple both inside and outside of the palisade fence. The southern boundary is an open boundary of grass areas south of the old bus depot building up to Edlogan Way. 3.1 TREE PROTECTION ORDERS : STAGECOACH AND LIDL AREAS No TPO trees within the site boundaries. 3.2 TREE REMOVALS STAGECOACH AREA No tree removals within Stagecoach Area. LIDL STORE AREA No tree removals within Lidl Area There is an Off-Site tree removal recommended in the tree survey T10 Norway Maple where the recommendation is to consider the removal of the tree and as much stump as possible to reduce fungal spread. It is advisable to let the Newport Tree Officer know of the situation as they may wish to fell the tree to reduce the infection of adjacent healthy trees in what is an important amenity group. 3.3 TREEWORKS Only trees within the site area or immediately adjacent will be listed below. STAGECOACH AREA T1 Norway Maple – Kill Ivy T2 Norway Maple – Cut out deadwood. Tidy snags T3 Norway Maple – Kill Ivy. Monitor weeping necrotic spots T4 Norway Maple – Curt out deadwood. Tidy snags. T18 Oak – Kill Ivy T19 Oak – Kill Ivy Note when clearing the vegetation around the 4No retained Norway Maple retain 3.5 brambles cut back to 150mm above ground level by the fence. LIDL AREA T6 Sycamore – Kill Ivy NOTE All the trees where the ivy is to be killed are to be checked for evidence of bats by an ecologist and guidance provided by the ecologist on the required procedure and timing to manage the ivy if bat evidence is found. 3.4 ROOT PROTECTION AREAS OF RETAINED TREES The Root Protection Area’s (RPA’s) of trees to be retained where possible will be within the protective fence line kept in place for the length of the construction period. ARB METHOD STATEMENT Cwmbran STAGE COACH AREA Protective fencing is required around T1-4 Norway Maples on the east boundary. Small sections of the roots of T1 and T4 will be cut in implementing the bus depot proposals. The chassis wash unit is to be located by the edge of the tree area. Great care is required to ensure that minimal excavations are required beyond this edge line to minimise damage to tree roots. The tree area has uneven ground. It is to be cleared of vegetation and debris and can be graded as necessary beyond the tree root area. The ground can be minimally graded and low points infilled for ease of future maintenance. T18 Oak is offsite but the RPA Roots spread significantly into site are to be fenced off. T19 Oak only a mall area of roots are likely to extend into the site and will be cut back during the parking space construction. A protective fence to be placed to protect the tree canopy during general construction works. LIDL AREA The Roots of T6 And T8 Sycamore extend into the site area and are to be fenced off. Small section of the roots of T8 Sycamore will be cut back to facilitate the carpark construction. 4.0 SITE ACTIONS This (AMS) Arboricultural Method Statement is set out for the implementation of any aspect of the development that has the potential to result in the loss or damage to a tree. This AMS sets out the work which will be carried out at Stagecoach Area and Lidl Store Area. SITE MONITORING The arboriculturalist will undertake the following site monitoring STAGE COACH AREA. Briefing meeting with Principal Contractor and Tree Surgeon – confirm the fence location Confirm the tree works and trees where tree roots are to be cut. LIDL AREA Briefing meeting with Principal Contractor and Tree Surgeon – confirm the fence location Confirm the tree works and trees where tree roots are to be cut. BEFORE WORKS COMMENCE ON SITE Site meeting with Principal Contractor to confirm Protective fencelines to be erected before building demolition works occur. Fencelines to be checked by Arboriculturalist and confirm that they are correctly located. The fence can only be altered/or removed only with Local Planning Authority agreement until construction is complete. DURING CONSTRUCTION STAGECOACH AND LIDL AREA ROOTS TO BE CUT. The excavations into the RPA are to be minimised. All excavations are to be carried out by hand. The roots extending into the excavation are to neatly hand cut and neatly cut back 50-75mm from the face of the excavation. The excavation face to be covered with damp hessian until the carpark or other adjacent construction is undertaken. STAGECOACH NO DIG CONSTRUCTION Three Parking spaces on the western side of the site require a ‘No Dig’ solution. The area was previously a scrub area and is therefore a topsoiled area. The area should not be tarmaced. Considering the general site levels and the likely proposed levels the simplest solution would be use Gopla grid system with a gravel infill using the Golpla Quick Lay System with Everedge metal edging to contain the grids. If any excavation is required limit it to 50mm. Refer to the Gopla Appendix 4.1 PROTECTIVE FENCE LINE The installation of the protective fencing shall be located as shown on Drawing No 2018-107 Tree Protection Plan and Overlay before the commencement of any works on site, for protection against damage to trees to Prepared by CA and DR January 2019 4a
ARB METHOD STATEMENT Cwmbran be in accordance with BS 5837: 2012 – Trees in relation to Construction. The extent of the construction exclusion zone and line of the protective fence will be marked out on site to ensure all site operatives are aware of the areas which are to be protected and excavation avoided and compaction minimised in these areas. A tree protection barrier shall be erected prior to any site activity starting and the construction exclusion maintained until the end of the construction period when the soft landscape works are undertaken. The tree protection shall be in accordance with BS 5837 2012 – a temporary fence of Heras weldmesh fencing with anchored feet and a scaffold poles driven into the ground to provide a static barrier. Refer to the diagram extracts from BS 5837: 2012. Additional precautions to avoid damage to trees will apply to the working site outside the construction exclusion zone as defined in BS 5837 : 2012. Signage will be attached to the fencing ‘Construction Exclusion Zone Keep Out’ Particular care will be taken to avoid any damage to tree branches during the operation of construction machinery and the transportation of tall loads. Other than works detailed within this method statement or approved in writing by the Local Planning Authority (LPA) no works (including any vehicular movements, storage or dumping materials, stripping soil) will take place within the exclusion zones defined by the protective fencing. Works within the Exclusion Zone are restricted as follows: No vehicle movements. No fires to be lit. No storage of construction materials or spoil No soil levels to be altered. No site huts to be placed within the zone unless of ‘jack-leg’ construction. No excavations or installation of below ground services to take place within the zone unless agreed as part of the planning permission. Any permitted excavations within this area will be hand-dig only or using trenchless excavation techniques. If roots are exposed during excavations, those below 2.5cm diameter can be trimmed back to the edge of the trench with secateurs. Roots with a diameter greater than 2.5cm should be covered with hessian to prevent dessication and the trench backfilled as soon as practicable. No site notices/ lighting/ signage etc to be attached to trees to be retained No mixing of cement or discharge of contaminants i.e. fuel within the zone The ground should be protected from pedestrian movement if required by using boards or geotextile membranes. 4.2 SERVICE INSTALLATION STAGECOACH AND LIDL Proposed incoming services are to be located to away from the RPAs of retained trees. Refer to NJUG Guidelines for Planning, Installation and Maintenance of Apparatus inn Proximity of Trees (Volume 4) 2007 CONSTRUCTION ACTIVITY The storage and preparation of construction materials is prohibited within the construction exclusion zone and trafficking will be kept to an absolute minimum necessary to construct the development. All tree protection to remain in place until construction is complete. 4.3 STAGECOACH ‘NO DIG’ SOLUTION Three Parking spaces on the western side of the side require a ‘No Dig’ solution.
