Proposed K111 Road from Nellmapius Drive to Future PWV5 Gauteng Province Background Information Document 1 PROJECT BACKGROUND SMEC South Africa (Pty) Ltd was appointed by the Applicant, the Gauteng Province Department of Roads and Transport (GPDRT), for the planning and design of the proposed K111 road from Nellmapius Drive to the future PWV5 in the City of Tshwane (CoT) and Ekurhuleni Metropolitan Municipalities (EMM). Nemai Consulting has been appointed as the independent Environmental Assessment Practitioner (EAP) to conduct the Environmental Authorisation (EA) and Water Use Licence Application (WULA) processes for the proposed K111 Road, situated in the Gauteng Province. Notice is hereby given, in terms of the Environmental Impact Assessment (EIA) Regulations (Government Notice (GN) No. R. 982 of 4 December 2014), as amended, promulgated in terms of the National Environmental Management Act (NEMA) (Act No. 107 of 1998), of the intent to carry out a Basic Assessment (BA) Process; and in terms of the National Water Act, 1998 (Act No. 36 of 1998) (NWA), of the intent to lodge a Water Use Licence Application (WULA). 2 PURPOSE OF THE BACKGROUND INFORMATION DOCUMENT The key objective of the Background Information Document (BID) revolves around conveying relevant and key information regarding the proposed project to all those parties who are likely to be affected by the proposed K111, thereby also fostering public involvement. The BID provides an overview of the following: The various aspects of the environmental processes that is required for the implementation of the proposed project; An understanding of the proposed project; and A locality map indicating the position of the development. Furthermore, the BID also provides stakeholders with the opportunity to register as Interested and Affected Parties (IAPs) and to raise their issues and concerns with regards to the proposed K111 road. Please see the end of this document for details as to how to register as an IAP and submit comments. February 2021 Page 1
Proposed K111 Road from Nellmapius Drive to Future PWV5 Gauteng Province Background Information Document 3 PROJECT DESCRIPTION The Proposed K111 Road is located in the Gauteng Province between Centurion and Tembisa within both the CoT and EMM (Figures 1 and 2). The K111 is planned as an urban dual carriageway road approximately 10.36 km in length within a 48.4m road reserve. The proposal of K111 originated in 1976 as part of the PWV Roads Network Study, where it was envisioned to be a much longer route connecting K56 to the south and the N1/21 freeway to the north. Sections of K111 have since undergone revisions in 1994 and 2002. K111 was planned to serve as an important link between the business centres of Centurion and Midrand and to possibly reduce the high traffic volumes on the N1 and K101 (Also known as “Old Johannesburg road” or R101). K111 will most likely also improve the prospects of future development of surrounding areas and will form an important link in the secondary road network. The proposed K111 road will intersect, from north to south, with the following main planned and existing roads: • D780 / Nellmapius Drive (existing); • Karee Street (existing); • John Vorster Drive (existing); • K54 (planned); • Midstream Ridge Drive (existing); • K220 (planned); • K27 (Olifantsfontein Road) (existing); and • PWV5 (planned). Proposed K111 Road from Nellmapius Drive to Future PWV5 Gauteng Province Background Information Document 4 REGULATORY FRAMEWORK The proposed K111 road development falls within the ambit of the NEMA and NWA. 4.1 Basic Assessment (BA) Process: In terms of GN No. R.983 and R.985, as amended 07 April 2017, of the NEMA (Act No. 107 of 1998), a specific list of activities was identified which could have a detrimental impact on the receiving environment. These listed activities require Environmental Authorisation from the Competent Authority, i.e. the Gauteng Department of Agriculture and Rural Development (GDARD). (i) except where such clearance of indigenous vegetation is required for (ii) maintenance purposes undertaken in accordance with a maintenance management plan. (c) In Gauteng: (i) Within any critically endangered or endangered ecosystem listed in terms of section 52 of the NEMBA or prior to the publication of such a list, within an area that has been identified as critically endangered in the National Spatial Biodiversity Assessment 2004; (ii) Within critical biodiversity areas or Ecological Support Areas identified in the Gauteng Conservation Plan or bioregional plans. The development of – GN 985 14 (ii) infrastructure or structures with a physical footprint of 10 square meters or (ii)(a)(c) more; c. (iv) where such development occurs – (a) within a watercourse, (c) if no development setback has been adopted, within 32 metres of a watercourse, measured from the edge of a watercourse. c. In Gauteng: (iv) Sites identified as Critical Biodiversity Areas (CBAs) and Ecological Support Areas (ESAs) in the Gauteng Conservation Plan or in bioregional plans. February 2021 Page 5
Proposed K111 Road from Nellmapius Drive to Future PWV5 Gauteng Province Background Information Document Accordingly, the proposed project requires environmental authorisation from GDARD via the BA process outlined in GN No. R. 982, as amended 07 April 2017. The Basic Assessment Report (BAR) will contain the details of the assessment conducted and include all comments from IAPs, specialist investigations, project design and impacts that have been identified and proposed mitigation measures to counter potential impacts. A copy of the Draft BAR will be made available for public review, prior to finalisation and submission of the BAR to GDARD. Only registered IAPs will continue to be notified of the BA process. Please see the end of this document for details as to how to register as an IAP. 4.2 Water Use Licence Application (WULA) Further notice is hereby given in terms of the NWA (No. 36 of 1998) to lodge a WULA as the proposed K111 road crosses two wetlands and two rivers, namely the Olifantspruit and a Hennops River tributary. In addition, the proposed K111 road falls within 500m of delineated wetlands. Consequently, the following water uses in terms of the NWA require authorisation: • Section 21 (c) – Impeding of diverting the flow of water in a water course; and • Section 21 (i) – Altering the bed, banks, course or characteristics of a watercourse. A WULA is thus required. A copy of the Draft WULA Technical Report will be made available for public review, prior to finalisation and submission to the Department of Water and Sanitation (DWS). Only registered IAPs will continue to be notified of the WULA process. Please see the end of this document for details as to how to register as an IAP. 5 PUBLIC PARTICIPATION A Public Participation Process will be conducted in terms of Chapter 6 of GN No. 326 of 07 April 2017, of the NEMA. The Public Participation Process will involve the following: 1. Notification: a. Site notices will be erected at prominent points on and around the study area. b. BIDs will be distributed to the landowners, neighbouring properties and companies/ developments that may be affected by the proposed development. c. Nemai Consulting will engage with the Ward Councillors in the area and identify measures to ensure the communities are informed about the project. February 2021 Page 6

BIDs will be emailed to all relevant stakeholders (including authorities and state departments). e. An advertisement will be placed in local newspapers. f. Focus group engagements will be arranged with various parties. 2. Document Review: a. An advertisement will be placed in local newspapers. b. Emails and SMSs will be sent to Registered IAPs. c. Provision will be made for virtual public meetings if requested. d. All comments received will be incorporated into the Comments and Response Report (CRR) and Final BAR and WULA for submission to Authorities. 3. Notification of Decision a. Once a decision is received from the Authority, Registered IAPs will be informed of the decision in writing. IAPs are encouraged to participate in the process in order for concerns to be addressed and included in the BAR and WULA. This notice serves to notify all IAPs of the proposed development. Only registered IAPs will continue to be notified of the process as it unfolds such as dates of public meetings and review periods of the BA and WULA Reports. All issues and concerns will be incorporated into a CRR which will be included in the Final BAR to be submitted to GDARD. Please register as an IAP by 29 March 2021.
