FY 2022 Design Assistance Application Agency: Apache Junction Application: APJ-22-DA-001, Multi Use Path - US 60/USBR-90 Apache Junction - S. Superstition Mountain Drive to Goldfield Road Project Details Project Details Vicinity Map Project Location Map Funding Amount Requested $75,000.00 Description of the Project A multi-use path along the north side of U.S. 60 which is also U.S. Bike Route 90 for 2.68 miles within the city of Apache Junction. The project connects the area of unincorporated Gold Canyon from S. Superstition Mountain Drive/U.S. 60 to Goldfield Road/U.S. 60 within the existing ADOT right-of-way. This facility would assist and extend the regional connection to the Tepee/Adobe/8th Street Regional Conduit identified in the MAG Active Transportation Plan. US 60 is a heavily traveled multi-lane highway for vehicles but also for area residents travelling and recreating to destinations in the city of Apache Junction such as Silly Mountain Park and its hiking and biking trails. This will offer a safer and more direct route for US Bike Route 90 users along US 60 and Old West Highway (Old US 60) by eliminating the portion of USBR 90 adjacent to the US 60 Freeway. Residents of Gold Canyon will be able to connect to the city trail system and city residents can more easily get to destinations in Gold Canyon and the Superstition Wilderness trail heads such as the Lost Goldmine Trail and Peralta Trail Head. The project will also serve, in part, as a parallel path adjacent to US 60 for the Lost Dutchman Marathon. Superstition Mountain Drive to Goldfield Road Project Details Features and Amenities Project Purpose and Importance Purpose of Project and Needs that are Bicyclist and pedestrian safety is the main purpose for this project. Traffic Being Addressed speeds on US Highway 60 exceed 65-70 miles per hour. There is no safe connection for B and C type cyclists in this corridor. While US 60 has a wide shoulder for some bicyclists it is undesirable for most user groups. The proposed facility would be separated from the edge of pavement by 10- 20 feet and offers a protected buffer for bicyclists, pedestrians and equestrians along this corridor. Project Importance to Local Jurisdiction This proposed multi-use facility connects to the city's bicycle and pedestrian and Connection to Other Local network along Old West Highway and its multi-use hiking and biking trails at Facilities (if present) Silly Mountain Park as well as the city's 12 linear miles of trails on BLM and State Trust Land on the east and north edges of the city. This facility will be a key connection for residents to conduct local trips to worship, shopping, medical, and employment. Project Importance to the Region, Gaps Apache Junction has become a refuge for cyclists in Mesa where they can filled in the Regional System, and Other find quiet local roads with low traffic volumes. Having a better connective Jurisdictions Involved regional system will provide an opportunity for East Valley cyclists (road or mountain) to travel east to quiet roads in both the city and in Gold Canyon and for residents (hindered by lack of facilities) to travel west into AJ and East Mesa. Superstition Mountain Drive to Goldfield Road Project Details Project Impact How the Project will Improve Access to The city has installed bike lanes on Old West Highway (Old US 60) and is the Neighborhoods and/or adjacent installing sidewalks on both sides of Old West Highway this year. Existing land uses neighborhoods north and south of US 60 and Old West Highway will be afforded access to the city's Silly Mountain Park, the BLM/State Land multi purpose trail system as well as Gold Canyon area. The city has many adjacent manufactured home communities with a large winter seasonal population and many of those communities are forming bicycling groups. This facility will improve connectivity and provide a safer environment for this older demographic. The advent of Covid-19 has also increased the numbers of cyclists in the city. A new 178 lot subdivision is currently being built at Old West Highway/Goldfield Road and several infill projects totaling over 1,000 units are in the review process for downtown AJ and along Old West Highway. All of this residential development will be benefited by this facility. How the Project will Improve Access to Unfortunately there is no regional transit this far east in the Valley. Transit How the Project will address This project will improve safety of cyclists and pedestrians using this facility bicycle/pedestrian/vehicle conflicts (any instead of biking and walking along US 60. Crossing conflicts will be combination) improved at the following intersections along the corridor at S. Superstition Mountain Road and US 60; at US 60 and Silly Mountain Road, Mountain View Road, and US 60/Apache Junction Exit westbound to Goldfield Road/Old West Highway; as well as at the intersection of Goldfield Road/Southern Ave./Old West Highway intersection. The path itself will have two-way traffic to accommodate bicyclists and pedestrians. Possible conflict between equestrians and other trails users will be minimized by providing a 4' wide equestrian facility on one side of the multi-use path. Superstition Mountain Drive to Goldfield Road Project Details Demographics Percent of Households with No Vehicle 4% Available How the Project will Serve the As noted earlier, the city has a high percentage of the population that is Demographics over 65 years old and this facility will positively impact these populations both in the immediate vicinity of the project as well as throughout the city. This facility will also assist those households without vehicles and because there is no transit at all in the city, this facility will provide an additional mobility choice. The eastern part of the city has a large equestrian user demographic and the city's trail system is designed for this user group (which includes riders of all ages and abilities). How the Project will Benefit School There are no schools within 1/4 mile of this project, however the school age Children (ages 5 - 19) and any Schools population for those attending both AJ High School and Central Arizona Within 1/4 Mile of the Project College (CAC) which is located at Old West Highway and Winchester will be afforded a new mode choice for access to school as well as after school recreational opportunities at Silly Mountain Park and the city's BLM/State Land multi purpose trail system. City of Apache Junction 300 East Superstition Boulevard Apache Junction, Arizona 85119 www.ajcity.net July 29, 2021 Active Transportation Committee: I am writing in support of the City of Apache Junction’s Design Assistance Grant Application for the multi-use path project adjacent to the US60 highway from Superstition Mountain Rd. to Goldfield Rd. The proposed multi-use path would update the current ADOT service road that runs parallel to the highway and allow for greater accessibility for active transportation options for the residents and visitors to and from the Gold Canyon community and the City of Apache Junction. In the spring of 2019, our staff met with Arizona Department of Transportation representatives as well as representatives of Lost Dutchman Marathon Inc. to find solutions for the route utilized by runners in their annual, signature event. Historically, this event closes down a lane of the highway so that runners may run safely on the shoulder of the road. Though not ideal, it is the only option for this 21 year event to gain the mileage necessary for a marathon race. At our meeting, we brainstormed alternatives and the ADOT staff recommended that the City look at opportunities to utilize the adjacent service road for the race. We also felt it would be an excellent year- round amenity to get walkers, cyclists, equestrians, runners, etc off the shoulder of the highway. Not only would this project be a great active transportation option, but it would further expand our outdoor recreation opportunities and provide connectivity to our 12 mile mulit-use trail system, Silly Mountain Park, and other regional state and national parks in the Superstition Mountain wilderness. We offer our support in the design efforts to make this active transportation option a reality. We will commit the Parks and Recreation department staff and resources to ongoing maintenance of this facility.
