1. Context The Government Roadmap for Reopening Society & Business was published on the 1st May 2020 and envisages a gradual lifting of restrictions imposed in March this year over 5 phases, commencing on May 18th running through to August 10th and beyond. Galway City Council continues to work with and support An Garda Síochána, the body charged with enforcement of measures introduced to manage Covid-19, in ensuring the social distancing requirements associated with the restrictions are implemented in Galway City. This was of particular importance in the early stages of the restrictions when in the interests of public health and safety, the Government imposed a “Stay at Home Order” under the Health Act 1947 (Section 31A –Temporary Restrictions) (Covid-19) Regulations 2020 under which persons could only leave their residence under very specific conditions. A slight easing of restrictions took place from the 5th May which allowed people travel up to 5km from their home to exercise and persons over 70 years of age who were self-quarantining could leave their home for exercise so long as they avoided contact with other people. The approach set out in the Roadmap is guided by a number of over-riding principles: Safe: Informed and guided by a public health assessment of risk Rational: Consideration of the social and economic benefits and impacts of any modifications of restrictions and their feasibility Evidence-informed: Uses all of the data and research available to guide thinking Fair: Ethical and respects human dignity, autonomy and supports equality Open and transparent: Decisions are clear, well communicated and subject to the necessary checks and balances Whole of Society: Based on the concept of solidarity and supporting cohesion as we exit over time Despite the restrictions in place since March 2020, the Council has managed to maintain a scaled down core service within the Government Covid-19 & HSE guidelines for the workplace through its essential front line teams supported by staff working remotely over an extended working week. The Council also fully embraced new roles such as the establishment of the Community Support Help Teams as well as providing assistance 3
and support to our frontline colleagues in the HSE and An Garda Síochána. Many services, deemed essential, continued to operate as normal or as close to normal including Water Services. City Hall was closed to the public from late March. Community Wardens were deployed on a daily basis to have a monitoring presence in areas of concern, in support of the Gardaí and will continue to monitor reports and issues raised. Some difficult decisions had however to be taken by the City Council many on the advice of An Garda Síochána with regards to the closure or curtailment of key amenities throughout the city where social distancing requirements could not be met. For example, swimming at the Blackrock diving tower, the walking route at the back of the golf club, parks, playgrounds, graveyards and community centres. Parking at beaches and along the prom at Salthill was closed off. The City Council had to close a range of recreation, amenity and cultural facilities such as the Museum, Town Hall and Black Box Theatres and Leisureland. Environmental services such as the Civic Amenity Centre in Liosbaun were closed, a limited litter management service was in operation and grass cutting and estate maintenance was suspended. Housing maintenance has being operating at reduced levels to address urgent repairs only since the introduction of the restrictions. A Business Continuity Plan for Galway City Council associated with the Covid-19 Pandemic was prepared on the 11th March 2020, setting out the framework under which the Council would operate over the period of the pandemic, in line with national guidance from Government, HSE and a range of other stakeholders. A Senior Response Team comprising senior staff across Galway City Council was established from the initial onset of the pandemic and has held over 30 meetings to date to plan, agree and implement measures and in line with national guidance and the plan will remain evolving and dynamic on foot of this. 4
2. City Mobility Team A Transport led City Mobility Team (CMT) has been established in Galway City Council. The role of the team is to consider and agree short/medium term practical mobility interventions in the city having listened to and proactively consulted with all stakeholders that will support the city with its phased reopening for society and business, over the coming months. The CMT will consider and respond to all stakeholder requests for the allocation/re-allocation of road and other public spaces to facilitate social distancing requirements associated with Covid-19 restrictions. The team will remain in place until at least September 2020. The requirement for the team to continue to operate beyond this timeframe will be examined in light of prevailing advice from the Government and Department of Health. This inter-departmental team, comprising representatives from the City Council’s Transport, Recreation and Amenity, Economic Development, Community & Culture, Planning and Environment services, will liaise closely with An Garda Síochána and the National Transport Authority in particular. The scope of the CMT will be to consider measures and supports required due to COVID-19, to support our businesses and residents and to get the maximum use out of public road space and other public places. The CMT will not cover the City Council’s normal operational functions. 3. Supporting the Vulnerable Since 5th May the guidance around exercise and opportunities to get outdoors for older and vulnerable people have been relaxed. It is vital that the public adhere to the guidelines in place to ensure that exercise can be carried out safely across Galway City and that’ cocooners’ feel safe and welcome outside their homes. The best way for the public to support ‘cocooners’ is by following the national guidance in place; keep at a distance, allow everyone space for walking, avoid physical contact and don’t offer to drive someone who is cocooning. It is essential that all persons availing of the amenities of the city keep at least 2 metres (6 feet) away from other people while outside, when out for a walk, avoid physical contact with people, don’t touch surfaces with their hands and wash their hands when they return home. Exercise can still be carried out and be just as enjoyable indoors also. Healthy Galway City and County, in partnership with Galway Sports Partnership, have created an exercise leaflet to help older adults stay active while cocooning. 4. National Return to Work Safely Protocol The National Return to Work Safely Protocol was published on the 8th May 2020 by the Department of Business, Enterprise and Innovation and the Department of Health and it outlines the measures required to support a safe return to the workplace for organisations. It is the result of a collaborative effort by the Health and Safety Authority (HSA), the Health Services Executive (HSE) and the Department of Health. The Protocol provides guidance for all industry sectors and a framework to facilitate and plan a return to work throughout the five phases outlined in the Chart on Page 4. Its design allows for the introduction of further sector, industry, or organisational specific measures, as long as they are over and above the measures set out in the Protocol. The Protocol includes: Measures by Employers and Workers to Prevent the Spread of COVID-19 in the Workplace; Employer-Worker Engagement, Communication and Training and Getting Back to Work – Steps for Employers and Workers to Reduce Risk of Exposure to COVID-19 in the Workplace. The Local Authority Sector is collectively working together through the Local Government Management Agency to produce a more detailed high level Health and Safety sectoral protocol under which each individual Local Authority will in turn develop its own local responses based on its specific needs and circumstances. 7
5. High Level Local Authority COVID-19 Work Safely Health & Safety Guidance High Level Local Authority Covid-19 Work Safely Health and Safety Guidance A High Level Local Authority, Covid-19 Work Safely, Health and Safety Guidance document was prepared by a Health and Safety Operational Committee under the auspices of the Local Government Management Agency. This reflects best practice as well as offering comprehensive advice on the information issued in the Government Covid-19 Return to Work Safely Protocol together with supplementary advice issued by the HSA and NSAI. This document also reflects the over-arching Government approach that Covid-19 should follow Health and Safety principles. In addition to the high level document there will also be a suite of Standard Operational Procedures guidance documents structured to reflect the operational activities of local authorities which will form part of the High Level Local Authority, Covid-19 Work Safely, Health and Safety Guidance. These guidelines are being developed on a timeline basis with the first set being prepared to reflect the resumption of activities on the 18th of May. Further operational guidelines will be developed on an ongoing basis as further services resume. Back to work safety training identifying all new protocols must be carried out with staff in advance of their return to work so it may take some time before services actually commence on the ground 8
General Principles to be applied during Covid-19 in the workplace Reduce the number of persons in any work area to comply with the 2-metre physical distancing guideline recommended by the HSE. Review work practices, mindful of close working arrangements. Supervise monitor compliance to ensure physical distancing, hygiene rules and COVID –19 control measures are being adhered to and maintained in order to reduce the risk of the spread of COVID-19. 9

Appendix 1 Recreation & Amenity Services Parks, Pitches and Beaches, Grass Cutting, Sports facilities Below are the list of facilities and amenities that will be opened up to the public on a phased basis following grass cutting commencing during Phase 1 18th May. Social Distancing signage will be upgraded on all of these facilities and current (max groups of 4) signage will be added at each location. The Plots (Woodquay) Woodquay / Westside Amenity Park Note: Some of the parks listed above have remained open throughout the recent lockdown period however certain parts of these areas have been restricted, Signage will be renewed and updated on all of the above locations prior to full opening which will commence on the 18 th May. Barriers and bollards will be removed following consultation with An Garda Síochána at the above locations and replaced with up to date signage. Grass Cutting The following is the planned schedule of work for grass cutting following the lifting of the current restrictions. The Council will prioritise city centre parks and recreational green spaces and working our way out through the city, taking in grass margins and verges on city access roads and progressing through the standard lists of housing estates. Sports pitches and play areas will be last on the list as gatherings for the playing of sport will not be permitted until later phases. The Council will endeavour to progress through the list as quickly as possible however will be unable to predict planned timelines for individual areas as this will depend on many factors such as staff briefings, return to work training, weather, resources, key staff being able to attend work etc. It should also be noted that during the initial phase of cutting the decks on all equipment will be raised to the maximum level to enable the team to get areas under control and also to promote biodiversity. Housing Estates Crews will commence work in all three wards simultaneously and work their way through all the individual estates in the same order as previous years. This cycle of cutting will continue for the remainder of the growing season. Landscaping & Planters Crews will commence work on landscaping and planters in all Public areas on a phased basis commencing on the 18th May. Landscaping maintenance on the roundabouts has been contracted out and this will also commence at the same time. Tennis Courts, MUGA etc. In accordance with the Roadmap for Reopening Society & Business document, the recommendations by NPHET for the phased reduction of restrictions commencing with Phase 1 will include the allowance of small groups to meet outdoors. This specifically mentions outdoor meetings up to four people not of the same household while maintaining strict social distancing. Below is the proposal for the opening of outdoor facilities to accommodate these specified outdoor meetings for Phase 1 proposed to commence on the 18th May 2020.
