ENROLMENTFOR 2019 1. Thank you for your application. 2. Enrolments for 2019 open on 1 February 2018 and applications must reach us before 24 March 2018. 3. Applications received after 24 March 2018 will be entered on a register. 4. All applications must be delivered by hand (only fully completed applications of parents who are relocating from other provinces, will be accepted by email). 5. All copies must be certified. 6. Single parents must provide an unabridged birth certificate. 7. If not a RSA citizen, a certified residential permit/ study permit must accompany the application. 8. Only certified municipal accounts, signed leases or purchase contracts of estate agents will be accepted. If you reside privately, you must furnish the owner’s certified proof of address, ID document and an affidavit confirming your tenancy. 9. Admission to the school can be refused if documents are false and/or information was either submitted erroneously or withheld. 10. Please note that it is the responsibility of the applicant to ensure that he/she has read and understood all the policies and that the application is fully completed. No correspondence will be entered into regarding incomplete applications. You will be notified in writing before/on 3 May 2018 whether your application was successful. IMPORTANT : Aftercare application forms will be available at the AFTERCARE OFFICE from 1 August 2018 for parents whose applications for enrolment to the Brackenfell P/S were successful.

POLICY: ADMISSION AND TUITION The Brackenfell Primary School endorses the admission policy of the WCED and the education act as stated in Law 84 of 1996. The school will make provision for Afrikaans and English speaking learners. Tuition will therefore take place in Afrikaans and English. A learner with any other language as vernacular, will have to choose after having written an aptitude test in Afrikaans and English. The WCED has approved the following service area: North: Langeberg Ridge; Uitsig; Langeberg Heights South: Brackenfell station and railway line East: Okovango Road West: R300 and surrounds Admission to the Brackenfell Primary School can only be obtained if the learner has applied for admission on the prescribed application form and the parents make themselves available for an interview with the admission committee. The headmaster can enrol a learner after having ascertained the following: * That a certified copy of the birth certificate has been provided. Learners must be 6a old to be enrolled into Gr R and 7a old in Gr 1. * That a certified copy of the clinic card was handed in. * The Brackenfell P/S is physically the nearest suitable school (lease or ownership). * The school has the space, apparatus and desk available to accommodate the learner. * The number of learners in the class will not exceed 36. * Learners from outide the feeder area can be admitted if historical connections exist and/or if the learner’s parent is a teacher at this school. * Learners with special learning needs (Multigrade Class) can be admitted if there are vacancies. Only 14 learners are allowed in that group. * The age of learners who are admitted will not differ by more than two years from the average age of the grade group. * With the exception of Gr R and 1, learners must furnish a transfer form and an official academic report of their previous school. * The parents of new enrolments can be requested to make the first payment upon admission. Learners are assigned to a group by the school principal. Therefore no parent has the right to request where and with whom the child must be placed. The school reserves the right to subject the learner to a language aptitude test. General : The school is an established primary school that meets the required teacher:pupil ratio as determined by the WCED. Bible Education : A high premium is placed on Bible education. No dogma is expounded, however, and the religious norms of the parent body is deferred. 2/8
Language medium : The school is a declared parallel medium school. (Afrikaans/English). Academics : The syllabi of the WCED are used as basic guidelines and are regarded as the minimum educational content that a learner should be exposed to. Differentiated tuition remains an essential facet of tuition and teaching is adapted accordingly to provide for the wants of individual learners. The latter resulted in specialized teaching for those learners with learning barriers as well as enrichment for advanced pupils. Pass requirements : The directives of the WCED are adhered to. Standard : Standard of tuition - very high standards are maintained. : Academic standard - Learners are exposed to what has been prescribed by the WCED and opportunities are created for learners to be more advanced academically than others. CODE OF CONDUCT The code of conduct was compiled according to Art. 21 (d) of the South African Schools Act no. 84 of 1996. AIM, FUNCTION AND EDUCATIONAL APPROACH The code of conduct was compiled to effectuate the mission and vision of the school .... to afford opportunities to learners to develop maximally in order to be in good standing in the community and fulfil their roles. The code of conduct assists in the creation of a stabile, functional and productive learning environment where pupils will have equal opportunities to receive and experience uninterrupted tuition of the highest standard. Although every learner will be approached and treated as an individual, the learner must be allowed to receive tuition in an orderly and disciplined milieu, without any negative influences. 3/8
The objectives of the code of conduct therefore aim to .... Provide good discipline according to clearly defined rules that will always be fair and be implemented consistently and irrespective of persons. Prevent that learners develop negative characteristics. Ensure that the educational norms and standards upheld at home and in the community will be confirmed and elaborated at school. Identify learners displaying deviant behaviour in order to reorientate them, or to expel learners according to the ordinance to limit or eliminate their negative influence in the school community. Interested parties Teachers : The creators of the code of conduct and the main agents for enforcing the code and its further development. Parent/ guardian : The responsible adult who condones and underwrites the code of conduct and who lays claim to the execution of the code of conduct to effectuate a disciplined, constructive, positive and productive learning environment. The above-mentioned includes: Regular school attendance. Following school rules i.r.o. uniform, sportswear, personal hygiene, cleanliness, etc. Educational support of the code. Personal acceptance of the code by each learner. Learners: New learners must study the code of conduct in order to adhere to the disciplinary measures and norms of the Brackenfell Primary School. Rules: Rules as prescribed in the policies of the Headmaster and Governing Body (refer to the Prospectus as well): Appearance Conduct and attitude Academic demeanour and classroom conduct Sport participation - Rules of the class educators. - Rules of the monitors. 4/8
Rewards, punishment and serious misconduct: Learners who purposely strive to maintain the code of conduct must be rewarded to such an extent that it will be an honour for him and the school. The most important reward lies in the self-realization and awareness of the individual of his self-worth and him actually living out that which he believes in. Minor transgressions: The headmaster, School Management Team and/or educators will have an input. Punishment metered out by monitors must be approved by a head of department and the headmaster must have prior knowledge thereof for approval. Punishment for general misdemeanours will be finalized by the headmaster. All punitive measures will be educational, accountable and corrective. The type of punishment will be determined by the type of misconduct. Serious misconduct: It will be dealt with according to the stipulations of the law and ordinances: Convicted by a court of a crime. Use or distribution of intoxicating substances of any kind. Guilty of theft, assault or an immoral act; racism; bullying; vandalism; disrespecting authority. Repeated absence without permission (a medical certificate may be required or parents must explain the learners’ whereabouts). Behaviour which the Governing Body deemed contrary to the norms and standards of the school and/or community and was not condusive to positive and progressive tuition. The school’s policy in respect of the above is as follows: Learners who ignore the authority and self-disciplining measures of the school after repeated warnings, will be regarded as learners who do not behave according to the norms and standards of the school. They may be requested to stay at home for a period of up to 5 consecutive days for rehabilitation. If the latter has no effect, the parents will be requested to appear before the Governing Body to be informed of possible expulsion procedures. Drugs, alcohol and tobacco: Learners in a primary school is usually under 16 years of age and very susceptible to intoxicating products. Statistics confirm that fact. The Brackenfell Primary School considers the use of these substances as unlawful and not in line with the norms and standards of the community. 5/8
Distribution, purchasing, selling and/or consumption of any drug, alcohol or tobacco can lead to an investigation of the Governing Body, which may lead to expulsion. Computer room rules: The computer room is an enormous capital expense. Specific rules to protect the facility: 1. No food, cooldrinks, sweets may be brought into the room or eaten in the room. 2. Learners are seated and may not leave their seats without permission. 3. No playing with the apparatus is allowed. 4. Own devices may not be used without prior permission of the person in charge. 5. No running around will be allowed. 6. The utilization of programs and apparatus will only take place under the supervision of the person in charge. 7. No apparatus or parts of it may be removed from the computer room without the written permission of the supervisor. NB: If a learner damages an apparatus or parts of it, it may be expected that the apparatus should be repaired or replaced. Disciplinary procedure: Teacher: Punishes according to transgression. Records punishment and/or warnings. Refers it to HOD if necessary. Records complaints i.r.o. learners from other teachers, prefects or coaches. Arranges detention and completes forms. Refers to headmaster if necessary. Contacts parents verbally and/or in writing. Head of Department: Ascertains level of misconduct, determines appropriate punishment or refers it to the vice-principal. Contacts headmaster and parents, when deemed necessary. Vice-principal/Headmaster: Commences with expulsion procedures. Punishment/detention according to level of transgression. Headmaster: Meters out punishment according to the level of misconduct. After repeated transgressions: requests parents to enrol learner in another school of their choice. Governing Body: Meets parents. Follows procedures for expulsion. 6/8

The first instalment is due on the seventh day of February of the year in which the learner attends the school and the fees are due, and thereafter by the 7th of each subsequent month, with the last instalment due on the 7th day of November of that year. According to family law, both biological parents are jointly held liable for the payment of tuition fees, regardless of their marital status. If the school fees are not paid, both biological parents will be sued, regardless of any maintenance agreements and court orders between the parents. In terms of Sections 40 and 41 of the South African Schools Act, the school can enforce payment of the compulsory tuition fees. If the school is compelled to take legal action, the biological parents undertake to pay all legal costs, including attorney/client fees and the recovery fees payable by the school. Parents who cannot afford to pay tuition fees may apply for exemption and/or partial exemption. Both biological parents must complete the appropriate documentation. 6/8
The school may store any personal information regarding parents’ liability for the payment of school fees on the school computer system, or any other system and may disclose the information of both parents to the school’s debt collectors, should the parents be handed over. Please notify the financial office in writing if your records and our records reflect different amounts. The School Governing Body is entitled to change e.g. the terms of payment, provided that the person liable for payment is informed thereof in writing.
