Rules and Regulations Lawn Maintenance City ordinance requires homeowners to keep grass trimmed around buildings, driveways and sidewalks. The maximum height for grass and weeds is seven (7) inches. Grass clippings should be raked and placed in biodegradable paper bags, unwaxed cardboard boxes or other approved containers. The clippings should then be placed at the curb along with other waste containers on our scheduled pickup day. Never rake clippings into the street where they can clog sewers. Sign Regulations Richmond Heights City Ordinance prohibits posting signs, posters, handbills, or any other form of announcement on utility poles, posts, trees, buildings, fences, building walls or billboards located on public property, including rights-of-ways. For details, please call 314.646.7658. Garage Sale Permits A garage sale permit is required and may be obtained from the City website. There is a four-day limit for sales. A multiple- day sale is limited to consecutive days only. Only two sales per household is allowed in each 12-month period. The fee for the garage sale permit is $3 per day. For more information, please call City Hall at 314.645.0404. Pets Residents and businesses may keep no more than three (3) pets. Only two animals may be of the same species. The City requires pets to be kept on a leash if they leave their owner’s yard. Owners must immediately clean up after their pet if it defecates on personal or private property. For more information about pet ordinances, please call the Richmond Heights Police Department at 314.655.3622. Building Permits Residents who wish to do construction or demolition work on their homes must obtain permits before work begins. Generally, this includes any kind of structural work, such as adding to or removing from the outside of the residence. To obtain the appropriate permit, a plan that includes dimensions and materials to be used must be submitted to the Building Department for review and approval. The fee for a building permit is $70 for the first $5,000 worth of work and $7 per $1,000 worth of work thereafter. Fence permit fee is $20. Important Information from Police & Fire Please pull over and stop for all emergency vehicles. The RHFD distributes free smoke detectors as well as de- tector battery replacements for Richmond Heights resi- dents. They can also install them for resi- dents who are unable to do so themselves.
