The JMC is the brain child of the National Police Commissioner, General Khehla Sitole, that he initiated when he was Divisional Commissioner for Protective Security Services (PSS). He introduced the participative management concept in this Division in order to involve junior members in decision making. He also wanted junior members to give input and be afforded the opportunity to influence the strategic direction within the Division.
