FIREAWAY Manchester LTD 17-May-2021 Planning Permission Officer, Manchester City Council, P O Box 532, Town Hall, Manchester M60 2LA REF: 128714/FO/2020 Dear Robert, As advised on the decision for our planning application, we have now consulted with ventilation and acoustics experts from two different engineering companies who have vast experience of working in Greater Manchester region. Please see below for the responses on the points raised by Environment Health. 1. The information provided did not include an odour risk assessment, so we cannot determine if the abatement proposals will be adequate. Response: a. Odour risk assessment following DEFRA guidelines was completed by Combi-Vent Engineering LTD on 19-April-2021 and concludes: • Impact Risk: Low • Significance Score: 12 Supporting document: DEFRA-RISK-ASSESSMENT-FOR-ODOUR COMBI-VENT-266 Wilmslow Rd Fallowfield b. A second review was also conducted by ventilation engineer from Exoflue on 30-April-2021. Exoflue have been specialising in providing extraction solutions for commercial wood and gas fired pizza ovens for over 10 years. This report concludes that: • Odours – With the high operating temperature of the oven there are no food odours that get into the system, except, on occasion, and depending on how much is used on the base, a slight smell of burning semolo (which is a re-milled semolina used to stop the pizzas sticking to the oven base). • Smell and Smoke – The Pavesi oven will be used with Natural GAS. GAS is a DEFRA approved fuel. As the oven is used at a high temperature there is zero smoke and odours. • Grease – There is zero grease from a pizza oven as there is no cooking of fatty meats. Due to the temperature and speed of how the pizza is cooked, 400 C / 60-90 seconds respectively, any sliced fatty meats do not omit grease into the system. Supporting document: Odour Assessment APPLICATION NO. 128714FO2020 - 266 Wilmslow Road Risk assessment and evaluation carried by 2 independent expert ventilation engineering companies confirm Odour risk assessment as Low so we request this condition to be considered as satisfied on the planning application. 2. It is advised that mixed use schemes shall ensure provision for internal ducting in risers that terminate at roof level. Schemes that are outside the scope of such developments shall ensure that flues terminate at least 1m above the eave level and/or any openable windows/ventilation intakes of nearby properties. Response: a. Having consulted with engineers from Combi-Vent Engineering LTD and Exoflue LTD we can confirm in writing that: • flue extraction to be installed at 266 Wilmslow Road will follow the industry standard practices and terminate at least 1 meter or above the eave level and/or any openable windows ventilation intakes of neighbouring properties. • We also confirm in writing that installation will ensure provision of internal ducting in risers that terminate at roof level. 3. The information provided commentary on other premises in the area, however you to ensure that what you are proposing is in accordance with the EMAQ guidance mentioned above. Therefore, Environmental Health cannot comment on the noise assessment until they are satisfied that the equipment that is being installed is satisfactory. Once we have agreed exactly what is being installed, the applicant will need to ensure that the proposed equipment meets the MCC noise requirements. Response: a. • CVLFD-450 595mm sq 4-Way Diffuser with plenum box to suit. b. An acoustics assessment has been carried out by Sound Advice Acoustics LTD and Exoflue LTD and advises that: • The fan is very small and directly over the oven. As fan is to be installed within a boxed in frame, inside the building, the noise would be contained and not breakout externally • The acoustics design for the premises has been also provided • The selected flue fan has a LP sound Pressure level dB(A) at 10mtrs distance from the fan at half spheric sound distribution is 33. Using acoustics report carried out for same equipment installation at our Rochdale branch as a reference point, we can draw the following assessments: • Fan-assessment: The fan is an Exodraft RSV012-4-1. manufacturer, as copied below. Note that the +/- 3 dB tolerance has been assumed to be +3dB. Also the source was tested within the model to check that the overall dB(A) level given in the table at 10m hemispherical distance was reproduced by placing it on reflective ground out of the influence of barriers or reflectors. Please note that the same flu system has been installed in over 60 locations all over the UK • Internal Noise At the busiest periods, 17:30 to 20:00 at weekends, there could be up to four staff inside. It is important to note that it is not a kitchen as such, with clattering hardware and a frantic atmosphere. There is a prep area to the rear which is very quiet, and the oven is towards the counter. It is expected that the main source of noise will be normal conversational level voices. There will be capacity for eight customers to be seated, but due to change in customers’ behaviour due to COVID the business model is mainly based around delivery and so we do not expect many eat-in customers. • Taking a pragmatic judgement about the immediate vicinity, it would seem extremely likely that noise levels will be dominated by the activities on the from customers visiting the existing businesses, such as neighbouring restaurants and busy traffic junction. All the surrounding premises are mainly restaurants and cafes and the area itself is a busy student area. Fireaway takes pride in being a socially and environment friendly business. Consultation from 2 independent and leading engineering companies have categorised both Odour and Noise as low risk and believe it should satisfy the conditions attached to the planning permission.
