PSW MISSION PSW VISION Provide a unified voice, resources, and At PSW, we collaborate with health- leadership to advance the pharmacy care teams to improve medication profession and improve the quality of use, health of Wisconsinites, and medication use in Wisconsin transform pharmacy practice. PLAN 2025 – BREAKTHROUGH INITIATIVES • Pharmacists will be recognized as health care providers with Wisconsin provider status, enabling them to practice to the full extent of their education and training. • Wisconsin will have a quality pharmacy technician workforce that is empowered to take on advanced roles. • PSW will support diversity in membership, equity in opportunities, and inclusiveness in the organization; members will address systemic racism and provide culturally competent care to patients. • PSW puts patients first when addressing the impact that financial and supply chain factors have on patients and pharmacy practice. • PSW will foster a sense of belonging, collaboration, and connection between members and practice settings. Pharmacy technicians, student pharmacists, and residents are vital to the profession of pharmacy and the furthering of the PSW strategic plan. Pharmacy technicians’ roles are key to pharmacy practice ad- vancement. Learners will be encouraged to be part of conversations and participate in PSW activities through learning, listening, commenting, and playing supportive roles.
PLAN 2025 INITIATIVES AND OBJECTIVES Pharmacists will be recognized as health care providers with Wisconsin provider status, enabling them to practice to the full extent of their education and training. Plan 2025: Efforts related to the breakthrough initiative will include efforts focused on policy and systems change. • Advance legislative and regulatory policy that creates business models that efficiently leverage the pharmacist’s role on the health care team • Sustain pharmacists’ services through equitable payment for providing patient care services • Collaborate with other organizations and health care professionals to advocate for pharmacists to practice to the full extent of their education and training • Advance legislative and regulatory policy that expands pharmacist’s scope of practice • Leverage the role of the pharmacist as a key member of the public health team (ex. COVID response, point of care testing and antimicrobial stewardship, prescribing contraception, administering non-vaccine injections, mental health, nicotine replacement therapy and smoking cessation, hypertension management, diabetes prevention) • Support the implementation of collaborative practice agreements and statewide standing orders, protocols In 2021, PSW efforts will focus on engaging in grassroots advocacy and communication to advance legislation that will impact the payment for pharmacist-provided services in Wisconsin. • Foster an understanding among members about PSW provider status efforts • Kick off broad grassroots advocacy with legislators through Month of Advocacy activities • Engage members in grassroots advocacy to advance introduced legislation • Identify and implement actionable steps for schools of pharmacy and student pharmacists to support efforts • Determine critical organizational and health care provider partnerships that can be leveraged in supporting “provider status” efforts, identify and address opposition from other groups Wisconsin will have a quality pharmacy technician workforce that is empowered to take on advanced roles. Plan 2025: Efforts related to the breakthrough initiative will focus on organizational policy and strategies, pipeline opportunities, and sustainability of efforts to support and expand a professional technician workforce.
• Develop and execute a comprehensive Wisconsin pharmacy technician recruitment and retention strategy in partnership with the Wisconsin Hospital Association (WHA), and Wisconsin health-systems • Support the implementation of pharmacy technician career ladders and expand the number of pharmacy technicians in Wisconsin that are certified • Identify advanced pharmacy technician role opportunities, remove barriers, and create trainings to support • Define the breadth of advanced roles in PSW technician membership In 2021, there is an acute need for stability in the Wisconsin pharmacy technician workforce. The shortage of pharmacy technicians and the ability to retain technician workforce drastically impacts the ability of pharmacists to practice to the full extent of their education and training. Efforts in 2021 will focus on experimenting with finding solutions to impact this acute workforce issue. • Pursue legislation and regulatory policy to implement pharmacy technician registration in Wisconsin • Foster discussions among members and stakeholders through a technician career ladder (recruitment and retention) podcast and other complementary communication strategies, resources • Analyze WHA and Wisconsin state technician workforce survey data; identify barriers and facilitators for recruitment and retention, and identify advanced roles that can be promoted • Obtain authority and develop trainings for pharmacy technician administered immunizations PSW will support diversity in membership, equity in opportunities, and inclusiveness in the organization; members will address systemic racism and provide culturally competent care to patients. Plan 2025: Efforts related to the breakthrough initiative will focus on implementing and sustaining an organizational culture of diversity, equity, and inclusion that follows association management best practices and uses the PSW Diversity, Equity, and Inclusion Statement as the basis of PSW work. • PSW Diversity, Equity, and Inclusion (DEI) efforts will not be limited to the work of the PSW DEI Team, but will be incorporated into the fabric of all PSW leadership and member engagement activities • Ongoing education on DEI and systemic racism will be provided • PSW will work to implement innovation efforts and collaborations that address social determinants of health • Pharmacists and pharmacy technicians will explore the role of community health workers and expand training of pharmacy technicians to include CHW training
In 2021, the PSW Diversity, Equity, and Inclusion (DEI) Team will lead the development of a PSW action plan for impacting this breakthrough initiative. • Review the results of the PSW-completed ASAE Diversity, Equity, and Inclusion Index assessment and support the DEI Team efforts to develop an action plan that impacts organizational governance gaps • Implement the culturally sensitive collection of member demographics that will help to support the measurement of PSW impact in engagement and inclusiveness of diversity • Resource the development of and provide staff, Board, and committee training on DEI, enhancing awareness and intentionality • Incorporate processes for intentionally supporting the engagement of diversity topics, diverse speakers, and cultural competence into PSW educational program offerings PSW puts patients first when addressing the impact that financial and supply chain factors have on patients and pharmacy practice. Plan 2025: Efforts related to the breakthrough initiative will focus on placing patients at the forefront of all payment and supply chain policy initiatives, working with national partners and discussing state level solutions. • Position pharmacists in key policy conversations to serve as experts in drug pricing and supply chain factors, catalyze action when needed, and leverage national association partnerships • Support patient choice and quality in mail delivery decisions, using a collaborative approach in policy and practice conversations, and consider the impact of “specialty pharmacy” and “specialty medications” on the overall health care of patients and cost of that care • Break down silos related to medication payment policy, educating policy-makers and stakeholders about factors that impact medication and pharmacy service reimbursement • Build understanding between various practice settings regarding factors impacting drug pricing, medication reimbursement, patient and health plan costs, and medication supply chain. Provide education for health-system pharmacists related to factors impacting community practice and education for community pharmacists related to factors impacting health-system pharmacy enterprises. • Leverage the Friends of Pharmacy Fund to build strategic relationships In 2021, PSW will continue to champion efforts to pass patient-centered legislation that will improve provide financial reform and improve the care patients receive. • Engage in continued grassroots advocacy and efforts to support meaningful, commonsense PBM reform legislation • Work collaboratively with the Wisconsin Office of the Commissioner of Insurance (OCI) to provide meaningful recommendations for PBM, insurance, and drug pricing reform that supports the role of the pharmacist and patient choice • Track and provide input on the implementation and next steps from the Governor’s Task Force on Reducing Prescription Drug Prices, including next steps related to the Wisconsin State Budget • Advocate for pharmacists’, pharmacy technicians’, and student pharmacists’ roles in the COVID-19 response, including the provision of therapeutics and vaccines
PSW will foster a sense of belonging, collaboration, and connection between members and practice settings. Plan 2025: Efforts related to the breakthrough initiative will factor in the changing macroenvironment that prompts us to connect in new and innovative ways and underscore the value of personal and professional connections through PSW. • Going forward, members will need and want networking, education, and engagement to be provided in multiple venues (live, in-person, virtual, on- demand). PSW will adapt to meet the needs of members. • In addition to in-person meetings and events, PSW will leverage virtual platforms and technology to evolve as a venue for networking and collaboration, providing members a sense of belonging and connection In 2021, in the context of the COVID-19 pandemic, members want and need more than ever to be connected.
