PANORAMED GOVERNANCE PLATFORM WP10 – INNOVATION Innovative good practice: Big Torrent September 2019
Panoramed governance platform. WP10 - Innovation Innovative good practice: Big Torrent 1. GENERAL INFORMATION Project or strategy in which the good practice is included Project name BigTorrent Institution Region Sud Provence-Alpes-Côte d’Azur Description In less than a century, European rivers such as the Rhône have been intensely shaped and converted according to our needs. The rivers' ecosystems have become a cultural landscape of its own, with which cohabitation is regularly redefined. Human management can go far, but domestication remains very limited as rivers will always be powerful factors capable of flooding entire territories. BigTorrent exhibition, designed by Bipolar agency invites visitors to an artistic experience and a sensitive approach to flooding. Several artists are invited to imagine immersive creations, offering a new understanding of the river by using digital technologies too. Objectives Big Torrent is a contemporary creation, as a way to experience the river. Both an artistic project and an action to raise awareness of flood risk, BigTorrent is based on a sensitive approach to the river, to be lived through plastic installations and immersive VR experiences. Profit from the creativity and the critical thinking of artists to reflect on novel uses of technology and allow technology to be more seamlessly integrated into society. Strategy Big Torrent contributes to the regional smart specialisation strategy of Region Provence Alpes Côte d'Azur (in the cultural and creative industries priority sector). 2

Relation with the blue bioeconomy Big Torrent project, which has been implemented in (Avignon, Chalon sur Saone and Arles (France) in 2019, is an innovative good practice directly related to the blue bioeconomy and it has the potential to contribute to the blue bioeconomy and the sustainability of vital ecosystems or aquatic biomass. The underwater world is still rather unexplored. The sea, torrents and coasts are drivers of the blue bio Economy. This project raise awareness among a large public: Policy makers, private sector and general public, and develop joint actions to safeguard unique martine environment for the future generation. Stakeholders’ collaboration Collaboration of diverse stakeholders is very important as a key element for the success of Big Torrent project and the creation of shared value. The initiative involves the following stakeholders: national, regional and local governments, research centres, labs, SME and individual citizens. The collaboration and implication of individual citizen is essential to emphasize the environmental impact and shared value. 2.2. New shared value and scaling-up 2.2.1. Environmental value and relation to the blue bioeconomy The most relevant natural resources related to the Big Torrent project are by-products or wastes from other socio-economic activities. The bio technology sector is expected to emerge as a niche market for health, cosmetic and industrial bio materials (bio fuel). Big Torrent, and especially the Orbital River Station installation, is also a floating laboratory made for observing the water and the level of pollution. The aim is to show the importance of safeguarding the natural qualities of marine environment. The waste identified is related to the regeneration of natural systems. 2.2.2. Social value Big Torrent project can create social value. Cultural impact of the good practice can be measured by number of visitors in the installation. First result in Avignon reveals 200 people per day, visiting the installation. 2.2.3. Economic value Big Torrent project can generate economic value. An event of sponsorship has been organised on the site of the installation, to collect funds. Lack of demand because of stakeholders’ attitudes could be a factor that prevent the economic viability of the good practice. 4

Use of technologies and R&I infrastructure Most relevant technology used in Big Torrent project is ICTs. Its use can generate opportunities for environmental value. For example, sensors have been used to monitoring the level of pollution. Social value generated is related to a scenographer that has transformed the measures of the sensors in a mapping easy to read by a large audience. By other hand, the results of the measures can be valuable for companies, which can develop applications or prove the quality of their products. Technology readiness level of the solution implemented by the project is TRL7 and 9, and its social readiness level is SRL 4. No special R&I infrastructures are needed for this good practice. 5
