Whau Local Board OPEN MINUTES Minutes of a meeting of the Whau Local Board held on Wednesday, 27 October 2021, at 6.00pm. This meeting proceeded via Skype for Business. Either a recording or written summary will be uploaded on the Auckland Council website. Whau Local Board 27 October 2021 1 Welcome Chairperson K Thomas opened the meeting, welcomed those present online and led the meeting in a karakia. 2 Apologies Resolution number WH/2021/106 MOVED by Chairperson K Thomas, seconded by Member T Matafai: That the Whau Local Board: a) accept the apology from Deputy Chair F Amosa for absence. CARRIED 3 Declaration of Interest There were no declarations of interest. 4 Confirmation of Minutes Resolution number WH/2021/107 MOVED by Chairperson K Thomas, seconded by Member C Farmer: That the Whau Local Board: a) confirm the ordinary minutes of its meeting, held on Wednesday, 22 September 2021, as true and correct. CARRIED 5 Leave of Absence There were no leaves of absence. 6 Acknowledgements There were no acknowledgements. 7 Petitions There were no petitions. 8 Deputations There were no deputations. 9 Public Forum 9.1 Avondale Community Action and Avondale Business Association – Request to explore the activation of the Avondale Community Centre Avondale Community Action and Avondale Business Association have had discussions with Kāinga Ora around potential options to activate the Avondale Community Centre and make it available for community use. Whau Local Board 27 October 2021 Resolution number WH/2021/108 MOVED by Chairperson K Thomas, seconded by Member J Rose: That the Whau Local Board: a) receive the presentation on potential options for utilization of the Avondale Community Centre, and thank Cynthia Crosse and Jaclyn Bonnici for their attendance. CARRIED 10 Extraordinary Business There was no extraordinary business. 11 Whau Ward Councillor's update Resolution number WH/2021/109 MOVED by Chairperson K Thomas, seconded by Member W Piper: That the Whau Local Board: a) receive the report from Whau Ward Councillor, Tracy Mulholland. CARRIED 12 Avondale library and community hub: reserve revocation of part of Avondale Central Reserve Resolution number WH/2021/110 MOVED by Chairperson K Thomas, seconded by Member J Rose: That the Whau Local Board: a) approve the submission of a request to the Minister of Conversation to revoke the reserve status of an area of approximately 1800m2 of the recreation reserve at 1951-1955 Great North Road, Avondale (Avondale Central Reserve) under section 24(1) of the Reserves Act 1977. b) note that the revocation of the reserve status of the respective area of Avondale Central Reserve is to enable the development of the new Avondale library and community facility and town square/public realm improvements. c) note that the respective area of land will continue to be held in Auckland Council ownership under the Local Government Act 2002. d) note that the Whau Local Board is approving this revocation of reserve status in the spirit of enabling community access and opportunities, with the explicit intention that the land remain in public ownership and control for the benefit of local current and future local residents for recreational use. e) thank Gary Jackson, Principal Property Advisor, Eke Panuku, for his attendance to speak to the item. CARRIED 16 New lease to Avondale Community Action, 33-37 Eastdale Road, Avondale Resolution number WH/2021/114 MOVED by Chairperson K Thomas, seconded by Member W Piper: That the Whau Local Board: a) grant a new community lease to Avondale Community Action for the council owned clubrooms and garage space being 82m² (more or less) on land legally described as Lot 1 on Deposited Plan 33238 and contained in NA906/63 of Eastdale Reserve on part of Eastdale Reserve, 33-37 Eastdale Road, Avondale (Attachment A to the agenda report) subject to the following terms and conditions: i) term: five years commencing 1 October 2021 with one five-year right of renewal ii) rent: $1.00 plus GST per annum if requested iii) maintenance fee: $500 plus GST per annum iv) approve the Avondale Community Action Community Outcomes Plan (Attachment B to the agenda report), that will be attached to the lease document v) six-month notice of early termination of the lease if Auckland Council requires the lease area for the purposes of redeveloping Eastdale Reserve. CARRIED 17 New lease to Royal New Zealand Plunket Trust, 582 Blockhouse Bay Road, Blockhouse Bay Resolution number WH/2021/115 MOVED by Chairperson K Thomas, seconded by Member C Farmer: That the Whau Local Board: a) grant a new community lease to Royal New Zealand Plunket Trust for the council-owned building being 280m² (more or less) on land legally described as Lot 1 DP 110548 contained in NA62A/1069 of Gittos Domain, 582 Blockhouse Bay Road, Blockhouse Bay (Attachment A to the agenda report) subject to the following terms and conditions: i) term: five years commencing 12 July 2021 with one five-year right of renewal. ii) rent: $1.00 plus GST per annum. iii) maintenance fee: $250.00 plus GST per annum. iv) approve the Royal New Zealand Plunket Trust Community Outcomes Plan (Attachment B to the agenda report) that will be attached to the lease document. v) all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines July 2012. b) thank Donna Cooper, Community Lease Specialist, for her attendance to speak to the item.
