Waiheke Local Board 27 October 2021 9 Public Forum 9.1 Public Forum - Dr. Julie Chambers – Public Health Order restrictions Resolution number WHK/2021/113 MOVED by Chairperson C Handley, seconded by Member R Tucker: That the Waiheke Local Board: a) thank Dr. Julie Chambers for her attendance to speak regarding Public Health Order restrictions. CARRIED 10 Extraordinary Business There was no extraordinary business. 11 Councillor's Update Resolution number WHK/2021/114 MOVED by Chairperson C Handley, seconded by Deputy Chairperson K Matthews: That the Waiheke Local Board: a) receive Waitemata and Gulf Ward Councillor, Pippa Coom’s update. CARRIED 12 Chairperson's report MOVED by Deputy Chairperson K Matthews, seconded by Member B Upchurch: That the Waiheke Local Board: a) receive the Chairperson, Cath Handley’s report. Resolution number WHK/2021/115 MOVED by Chairperson C Handley, seconded by Member R Tucker: That the Waiheke Local Board: b) note that in relation to the Delta variant of Covid-19 it has been communicated by Government that there is a higher risk of potential transmission of the virus indoors and while in closer proximities of persons. c) note that Auckland Transport operators are indicating that close to 90% of their staff and other AT operators are now vaccinated, and the local board: i. request that Government mandate that public facing staff on all public transport services of buses, trains and ferries are required to be fully vaccinated given the higher risk of Covid-19 transmission if unvaccinated, and to give passengers a higher degree of certainty and to encourage patronage on public transport. ii. request that Government give clarity to the requirement of seated physical distancing on public transport services under the upcoming “Traffic light” Covid-19 management framework with clear demarcation of spaced seating arrangements on public transport vehicles as previously required, in order to reduce risks of transmission of covid-19 in enclosed spaces and to encourage patronage on public transport. Waiheke Local Board 27 October 2021 iii. request that Government prohibit the consumption of food and drink by all passengers over 12 years old on all public transport, ferries and airline journeys within New Zealand to discourage the removal of masks. iv. request that this motion be copied to other local boards and the Governing Body to seek their formal endorsement of this motion of the Waiheke Local Board. CARRIED 13 Urgent Decision - lower future Covid lockdown restriction level for Waiheke Island Resolution number WHK/2021/116 MOVED by Deputy Chairperson K Matthews, seconded by Member B Upchurch: That the Waiheke Local Board: a) note the urgent decision made on 1 October 2021 as follows: That the Waiheke Local Board endorse correspondence from the Waiheke Local Board to the Director, Governance & CCO Partnerships requesting consideration of lower future Covid lockdown levels for Waiheke Island. CARRIED 14 Auckland Transport Report - October 2021 A document was tabled for this item. A copy has been placed on the official minutes and is available on the Auckland Council website as a minute attachment. Resolution number WHK/2021/117 MOVED by Member P Walden, seconded by Member B Upchurch: That the Waiheke Local Board: a) receive the Auckland Transport October 2021 update report. b) note Member Walden’s request for the board to respond to the anti-competitive practices memo taking into account the tabled document that will be included in the minutes and delegate to the Chair in consultation with members to respond to Auckland Transport. CARRIED 17 Waiheke Local Parks Management Plan - approval of draft plan for public consultation Resolution number WHK/2021/120 MOVED by Chairperson C Handley, seconded by Deputy Chairperson K Matthews: That the Waiheke Local Board: a) approve the draft Waiheke Local Parks Management Plan for public consultation, including the amendments made to the information and management intentions for Te Huruhi Bay Reserve. b) delegate to the local board chair the power to approve minor amendments to the draft plan, prior to public notification.
