Māngere-Ōtāhuhu Local Board OPEN MINUTES Minutes of a meeting of the Māngere-Ōtāhuhu Local Board held in the Māngere-Ōtāhuhu Local Board Office, Shop 17B, 93 Bader Drive, Māngere on Wednesday, 16 June 2021 at 5.00pm. Note: Cr Efeso Collins tabled his apology for absence. 3 Declaration of Interest Member Toleafoa declared an interest in Item 14 - Māngere-Ōtāhuhu Local Board Quick Response Grant Round One 2020/2021 grant allocations - QR2109 – 101 Pacific Island Law Students Association. 4 Confirmation of Minutes Resolution number MO/2021/72 MOVED by Deputy Chairperson N Bakulich, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) confirm the ordinary minutes of its meeting, held on Wednesday, 19 May 2021, as true and correct. CARRIED 5 Leave of Absence There were no leaves of absence. 6 Acknowledgements • Condolences and warm regards to the bereaved family of Albert Joseph Webster, long time community leader of Fiji descent from Māngere, who passed away during Covid 19 2021 Thank you to the family for his Unveiling recently. • Hon MP Aupito W Sio, MP for Māngere and Minister of Pasifika Peoples for the Gagana Samoa Samoan Language Week and the many Community Events facilitated by our local community theme: ‘Poupou le lotoifale. Ola manuia le anofale’ which means ‘strengthen the posts of your house, for all to thrive.’ • Samoa Language Senior Students Speech Competition funded by Māngere- Ōtāhuhu Local Board Fale Samoa Māngere. • Members NZ Order of Merit: Mr Posenai Samoa Mavaega for services to Pacific performing arts, Ms Tanya Soliali'i Mavaega (Tanya Muagututi’a) for services to Pacific performing arts; Ms Tere Veronica Rapley for services to music and television. Matua Ted Ngataki for being awarded a New Zealand Order of Merit for Services to Māori and the community. Matua Ted is a Tohunga Whakairo – Master Carver of more than 45 years. • Queens Service Medal: Reverend Victor Siaosi Pouesi for services to the Samoan community. • Manukau Live Steams 40th Birthday commemorations held recently at their location Māngere Centre Park, well attended events. • Reopening of the Moana-Nui-a- Kiwa Recreational centre indoor Pools. Māngere-Ōtāhuhu Local Board 16 June 2021 • Time to Thrive Mr Teau and team for their recent Community Event at the Māngere Cosmopolitan Club. • Te Rina o te Matua Vaine Cook Island Creative Mamas Exhibition now opened for 6 weeks. • EID El Ftr South Auckland Muslim Association for their community event for political leaders both central Government and Local Government. The Chair attended with Hon Jenny Salesa MP for Panmure-Otahuhu, Helen White MP, Cr Fa’anana Efeso Collins, Member Otara-Papatoetoe Local Board Ashraf Choudhary whilst apologies from Mayor Goff and community leaders. • Acknowledging the PM Hon Jacinda Ardern and Hon Aupito Sio for the Government apology of the Dawn Raids that impacted many Pasifika families throughout Auckland from 1973-1975. • Congratulations to the Polynesian Panthers 50th Anniversary today. • Thanks to Deputy Chair Tauanu’u Nick Bakulich and Māngere-Ōtāhuhu Local Board Members maintaining Local Board duties at the helm whilst I was away. • Passing of Shane Dowsett, played for the Otahuhu Rugby League Club for 25+ years, 13 of those years in the Premier team. Māngere-Ōtāhuhu Local Board 16 June 2021 b) approve in principle the 2022/2023 and 2023/2024 Infrastructure and Environmental Services work programmes provided as Attachment A c) note that the indicative programmes and budgets for 2022/2023 and 2023/2024 are subject to change, and will be confirmed on an annual basis through the approval of the respective work programmes. CARRIED 17 Approval of the Plans and Places work programme 2021/2022 Resolution number MO/2021/81 MOVED by Chairperson L Sosene, seconded by Deputy Chairperson N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) approve the Plans and Places work programme 2021/2022 for the Māngere- Ōtāhuhu Local Board in Attachment A. CARRIED 18 Approval of the 2021/2022 Māngere-Ōtāhuhu Local Board Customer and Community Services work programme A revised copy of the 2021/2022 Customer and Community Services work programme and associated budget was tabled at the meeting - Attachment A has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment. Note: The figure of ID297 in the agenda Attachment A FY22/23 was for $373,000 and the updated revised budget figure in Attachment A attached to the minutes it is FY22/23 $164,982. This is due to revised budget figures provided at the meeting and the Māngere- Ōtāhuhu Local Board not supporting the 6% fees and charges increase for Community Places and allocating funding from LDI to subsidise this cost. Resolution number MO/2021/82 MOVED by Chairperson L Sosene, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) approve the 2021/2022 Customer and Community Services work programme and associated budget and approve, in principle, the 2022/2023 and 2023/2024 work programmes as provided in the updated Attachment A tabled at the meeting b) approve the Risk Adjusted Programme projects identified in the 2021/2022 Customer and Community Services work programme in the updated Attachment A tabled at the meeting c) note that funding for the Coastal Renewals, Landslide Prevention, Local Parks and Sports Field Development and the Natural Environment Targeted Rate budgets are subject to approval by the relevant Governing Body committee d) endorse the following feedback for consideration by the relevant Governing Body committee on projects funded from the Coastal Renewals, Landslide Prevention, Local Parks and Sports Field Development in Attachment D i. support the projects in attachment D ii. request the Governing Body committees to fully fund Otahuhu Portage trail as this site is of national significance in terms of history and culture e) notes that the board has the following amounts underspent from its 2020/21 work programme available for re-allocation Minutes Page 9

CARRIED Member M Kolo left the meeting at 7.07pm. 20 Economic Development Action Plan: Draft for feedback A copy of Economic Development Action Plan feedback tabled at the meeting has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment. Resolution number MO/2021/84 MOVED by Chairperson L Sosene, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) receive the draft Economic Development Action Plan: Council’s role in Auckland’s recovery 2021-24 b) endorse the feedback for consideration in the final draft Economic Development Action Plan: Council’s role in Auckland’s recovery 2021-24, tabled at the meeting. c) authorise Chairperson Lemauga Lydia Sosene and Deputy Chair Tauanu’u Nanai Nick Bakulich to speak to the Parks, Arts, Community and Events Committee on 8 July 2021. Māngere-Ōtāhuhu Local Board 16 June 2021 22 Local Board Views on Plan Change 60 - Open Space (2020) and Other Rezoning Matters Resolution number MO/2021/86 MOVED by Chairperson L Sosene, seconded by Member M Kolo: That the Māngere-Ōtāhuhu Local Board: a) provide local board views on Plan Change 60 - Open Space (2020) and Other Rezoning Matters as follows: i. support the Plan Change 60 – Open Space (2020) and Other Rezoning Matters ii. that Kainga Ora seek meaningful engagement with the local community, local board including mana whenua to enhance its planned development designs, to reflect local culture and needs, like car parking and access to open spaces iii. the local area has the least tree canopy in the Auckland region. The local board seek more trees to be planted by Kainga Ora in and around their developments. It is suggested that KO lead engagement with Auckland Transport, Auckland Council and local community groups to work together and consider the locations these trees can be planted and enhance the local area b) appoint Chairperson Lemauga Lydia Sosene to speak to the local board views at a hearing on Plan Change 60 c) delegate authority to the chairperson of the Māngere-Ōtāhuhu Local Board to make a replacement appointment in the event the local board member appointed in resolution b) is unable to attend the plan change hearing. CARRIED 23 Feedback on Equity of Service Levels and Funding Proposals - Draft Report A copy of Equity of Service Levels and Funding Proposals feedback tabled at the meeting has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment. Resolution number MO/2021/87 MOVED by Member C O'Brien, seconded by Member W Togiamua: That the Māngere-Ōtāhuhu Local Board: a) endorse the feedback to the Joint Governance Working Party on the funding and decision-making proposals set out in the Equity of Service Levels and Funding Proposals – Draft Report, tabled at the meeting b) authorise the Chairperson Lemauga Lydia Sosene and Deputy Chairperson Tauanu’u Nanai Nick Bakulich to present the board’s feedback on the funding and decision-making proposals set out in the Equity of Service Levels and Funding Proposals-Draft Report to the Governing Body. Māngere-Ōtāhuhu Local Board 16 June 2021 24 Adoption of the Māngere-Ōtāhuhu Local Board Agreement 2021/2022 A copy of the Māngere-Ōtāhuhu Local Board Agreement 2021/2022 (Attachment A placeholder on the agenda) tabled at the meeting has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment. Resolution number MO/2021/88 MOVED by Chairperson L Sosene, seconded by Member M Kolo: That the Māngere-Ōtāhuhu Local Board: a) adopt the local content for the 10-year Budget, which includes the Māngere- Ōtāhuhu Local Board Agreement 2021/22, the message from the chair, and local board advocacy (Attachment A - tabled at the business meeting) b) adopt a local fees and charges schedule for 2021/2022 provided in Attachment B c) delegate authority to the Chair to make any final changes to the local content for the 10-year Budget 2021-2031 (the Māngere-Ōtāhuhu Local Board Agreement 2021/22, message from the chair, and local board advocacy) d) note that the resolutions of this meeting will be reported back to the Governing Body when it meets to adopt the 10-year Budget 2021-2031, including each Local Board Agreement, on 29 June 2021 e) note that the Māngere-Ōtāhuhu Local Board does not support the 6% fees and charges increase for Community Places and has allocated funding from LDI to subsidise this cost.
