May 3, 2021 Chief R. Donald Maracle Mohawks of the Bay of Quinte 24 Meadow Drive TYENDINAGA MOHAWK TERRITORY ON K0K 1X0 Dear Chief Maracle: Thank you for your correspondence of February 26, 2021, regarding your concerns with school eligibility requirements for the Federal Indian Day Schools Settlement Agreement. Following the receipt of your correspondence, the Department undertook additional research into the issues that you raised, and I can confirm that a Federal Day School known as Deseronto was in operation at Tyendinaga as of September 1, 1955. This school was then renamed Quinte Mohawk, and was included on the List of Eligible Schools (Schedule K) as of September 1, 1960. Counsel for Gowling is correct that the List of Eligible Schools (Schedule K) is closed. The Parties agreed to close Schedule K to ensure that individuals who were impacted by the Settlement Agreement would be aware of their legal rights and options should they choose not to participate in the settlement. Individuals that attended a school not listed on Schedule K have not lost any legal rights to proceed with a claim against Canada for any harms suffered at a federally- operated day school. That said, the terms of the Settlement Agreement allow the Exceptions Committee to refer claims deemed ineligible for compensation by reason of the named school not appearing on Schedule K, and/or claims that appear to involve a day school during a time outside of the dates listed on Schedule K to the parties for determination and resolution, if appropriate and in a manner consistent with the Federal Indian Day Schools Settlement Agreement. Canada has made the parties aware of this omission and raised this issue with the Exceptions Committee. Canada is committed to ensuring that former students of Federal Indian Day Schools receive the compensation for the harms that they suffered as a result of their attendance at that they are owed as soon as possible. I have asked Ms. Krista Robertson, Acting Director, Childhood Claims Litigation, to follow up with you as soon as the Exceptions Committee makes a determination. Regarding students that were sent from the Tyendinaga Territory to provincially-operated schools off-reserve, the Federal Indian Day Schools Settlement Agreement is a settlement of a certified class action on behalf of all persons, and their families, who attended an Indian Day School that was established, controlled, and managed by Canada from January 1, 1920, until the date of closure or transfer. Tyendinaga Public School is not located on the list of eligible schools because it was a provincial school for which the federal government reimbursed the local school board for First Nations students in attendance. Mission schools, joint schools, provincial schools and Band-operated schools are not considered Federal Indian Day Schools under the terms of this class action, as Canada was not responsible for the administration of these schools. As such, former students from these schools are not eligible for compensation under the Federal Indian Day Schools Settlement Agreement. I would like to thank you for bringing these issues to our attention. Please be assured that Canada remains committed to advancing reconciliation, and supporting the healing and commemoration of those affected by the harmful policies of the past. Sincerely, The Honourable Carolyn Bennett, M.D., P.C., M.P

NEWS RELEASE Protect Yourself from Tick Bites and Lyme Disease Learn How to Reduce Your Risk of Tick-Borne Illnesses During Warmer Seasons May 21, 2021 Ministry of Health TORONTO As the weather is getting warmer, the Government of Ontario is reminding everyone to take the necessary precautions when spending time outdoors to prevent tick bites and reduce the risk of Lyme disease. Lyme disease is a potentially serious infection that comes from being bitten by an infected blacklegged tick. Infected ticks can be found almost anywhere in Ontario, particularly in wooded areas or areas with tall grasses and bushes, including city gardens and parks. e, we want to ensure Ontarians know how to protect themselves from Lyme disease and other tick- result, more Ontarians are at a greater risk of getting a tick bite. By taking simple precautions, you When spending time outdoors, you can protect yourself from tick bites by: Wearing light-c Wearing long-sleeved shirts, long pants tucked into your socks, and closed-toed shoes. Using an insect repellent with DEET or icaridin in it, which is effective and safe when applied as directed on the label. Staying on marked trails. Checking yourself, your children, and your pets after being outdoors and removing any ticks promptly, and washing your clothes after an outdoor activity. the spring and summer months, they can also be found during the fall when temperatures are still above freezing. I encourage everyone to follow these simple steps year-round to protect yourself Blacklegged ticks are small and hard to see. If you find ticks on your body, remove them immediately with tweezers and clean the area with soap and water. If you have any symptoms or health concerns after a tick bite, consult a health care provider as soon as possible. If caught early, most cases of Lyme disease can be treated successfully with antibiotics. While outdoor activities can help improve physical fitness and mental wellness, they are not risk- free and COVID-19 transmission can occur as a result of outdoor gatherings. It remains critical that Ontarians continue following public health measures to reduce transmission of the virus, protect hospital and public health capacity, and save lives.
Quick Facts Infected blacklegged ticks can be found almost anywhere in the province, and there have been over 2,000 cases of Lyme disease in Ontario since 2019. Early symptoms may include fever, headache, muscle and joint pain, fatigue and an expanding rash. If left untreated, Lyme disease can make you feel tired and weak. In severe cases, it can affect your heart, nerves, liver and joints, and, in very rare cases, cause death. While ticks are most active in spring and summer, they can be found during any time of the year when the temperature is above freezing. In consultation with the Chief Medical Officer of Health, the Ontario government has extended the Stay-at-Home Order until at least June 2, 2021. Effective May 22, 2021 at 12:01 a.m. the province will reopen outdoor recreational amenities with restrictions in place, such as maintaining physical distancing. Outdoor limits for social gatherings and organized public events will be expanded to five people, including with members of different households.
