Municipal Corporation of Greater Mumbai Public Health Department HO/1387/COVID dated 27.10.2020 Dear Sir / Madam Municipal Corporation of Greater Mumbai invites eligible Bidders to submit Expressions of Interest in participating in the subsequent EOI exercise for Procurement of Rapid Antigen Testing kits for COVID- 19, standard Q COVID 19 antigen kit approved by ICMR to be used in MCGM facilities a) Background Real time RT-PCR is the gold standard frontline test for diagnosis of COVID19. Various open and closed RT-PCR platforms (Open systems RT-PCR machines, True Nat and CBNAAT) are currently being used for COVID19 diagnosis in India. All these platforms require specialized laboratory facilities in-terms of equipment, biosafety & biosecurity. Minimum time taken for the test varies between different systems with a minimum of 2-5 hours including the time taken for sample transportation. This specification limits the widespread use of the RT-PCR test and also impedes quick augmentation of testing capacity in various containment zones and hospital settings. In view of this, a reliable point-of-care rapid antigen detection test with good sensitivity and specificity will pay a vital role in early detection of the COVID19. Rapid test for diagnosis will be of great help in proper implementation of the Govt. strategy to Trace, test, track and treat. This test will also help in allaying the anxiety and fear of healthcare workers and aid in better clinical management of the patients. Considering the number of cases that require to be tested, ramping up testing capacity is the need of the hour. Any test with minimal hands on, ease of testing and rapid turnaround time would be useful. Public health department of Municipal Corporation Of Greater Mumbai has procured standard Q COVID 19 antigen kit develop by SD-Biosensor, which is a rapid, point of care antigen detection test for COVID 19 approved by ICMR (14.06.2020). The test has very high specificity and therefore confirmation with RTPCR is not required the results are available as visual readings in 30 min.
The objective of the EOI is to conduct 2,00,000 Rapid Antigen for COVID- 19 by any Rapid antigen kit approved by ICMR as a point of care antigen detection test for Covid-19 at various MCGM facilities by the staff of the facility. The aim of this Expression of Interest is to identify potential bidders with capacity to provide suitable ICMR approved testing kits in shortest possible time. Expression of Interest shall include the following documents: 1. Completed EOI Form – as per annexure-1. 2. Copies of all relevant certificates as mentioned in EOI. 3. Comments on the specifications under EOI, what is required to be clarified, explained in detail, modified in the specifications. 4. Expected no. of days to deliver the kits. 5. Cost of per kit (all inclusive). 6. Terms, condition and mode of payment –As per MCGM terms & condition. This Expression of Interest does not entail any commitment of the part of MCGM and does not constitute a solicitation. MCGM reserves the right to change or cancel this EOI without assigning any reasons, to accept or reject any or all expressions of interest without incurring any obligation to inform the affected Applicant/s of the grounds. Any costs associated with the submission of the EOI will have to be borne by the Applicant and any such associated costs will not be reimbursed by MCGM.
Who can submit EOI: A. Any registered manufacturer or authorized dealer or supplier having experience of supplying lab materials/ diagnostic kits to Govt. / MCGM. B. Documents to be submitted by Indian Bidders:- 1. The 'PAN' documents and photographs of the individuals, owners, Karta of Hindu Undivided Family, firms, Private Limited Companies, Registered Co- operative Societies, Partners of Partnership firm and at least two directors, if number of directors are more than two in case of Private Ltd. Companies as the case may be. However PAN Documents will not be insisted in case of Public Limited Companies, Semi Government undertaking, Government undertaking. 2. Firm/Company/Sanstha Registration Certificate 3. Turnover: The average annual turnover of the bidder during preceding three financial years shall be minimum Rs.5,00,000/- Evidence in the form of certificate issued by Auditor of firm/ Chartered Accountant shall be submitted during the submission of the EOI (PACKET-‘A’ Administrative). 4. Experience: The bidder/manufacturer shall have adequate experience of providing diagnostic material / lab consumables preferably any government organization/govt hospital/private hospital during last two years before due date of the EOI. Experience Certificate shall be uploaded during the submission of the EOI 5. Technical offer with scope of services. 6. Copy of all valid certificates as asked in specifications. Cost For contract period: All the rates quoted by the bidder should be inclusive of all taxes, i.e. G.S.T. and other state levies/cess which are not subsumed under GST. The bidder shall quote the rates inclusive of all taxes clearly & understood that MCGM will not bear any additional liability towards payments of any Taxes & duties. The Bidder shall have to quote only one rate which will remain constant throughout the contract period for 6 months, will change if Government changes the rate.
Acceptance of EOI:- The decision of the Municipal Commissioner shall be final and binding and Municipal Commissioner does not pledge himself to accept the lowest or any EOI. The Municipal Commissioner reserves the right to split the quantity amongst the eligible bidders and to relax/stringent any of the conditions of the tender without assigning any reasons. The Municipal Commissioner Reserves right to reject any or all offers without assigning any reasons. Duration of services :- MCGM proposes to conduct 200,000 rapid antigen tests to be used in MCGM facilities as per schedule from the date of placing of purchase order. Purchase orders will be issued in phase wise manner and commitment to purchase Antigen kits is minimum 50000 tests. The bidder should submit the schedule of the delivery of kits within 7 days from the receipt of LOA/PO. That is number of days require to deliver kit after placement of Purchase order. Penalty of 1 % of the cost of purchase order will be deducted for the per day delay of the delivery of the order. The bidders shall also mention the number of tests that can be conducted with antigen test kit they are supplying. For example 25 antigen test per kit or else. Execution of contract In the event of the EOI being accepted, the full amount of the contract deposit must be paid and the contract must be signed. Bidder shall pay contract deposit, legal stationery charges, stamp duty etc and submit contract documents from the date of receipt of EOI acceptance letter. Contract deposit: Successful tenderer shall have to pay a contract deposit @ 1% of the total Final EOI cost in the form of Bankers’ Guarantee from the Bankers approved by the Municipal Corporation of Greater Mumbai & same will be retain up to completion of Contract period.

If so, furnish photo copy of Certificate of Registration. b. In case of Limited Companies furnish a copy of the memorandum of Arti- cles of Association. c. In case of Proprietorship / Partnership firms, name of proprietors / Direc- tors with address. (Two in order of % of shares). d. Ownership status of the Firm. (Maharashtra Govt./ Other state Govt./ Cen- tral Govt./ Joint Sector / Co-Operative / B.S.I. / Private / Foreign Company). 9. Name and post of the Officer / Address, Phone Number who should be con- tacted by this office in case of emergency.
10. Bank Details: Bank details of Bidder as applicable.
