Application Guidelines
MSC Side Events
Each year, the MSC offers the unique opportunity for leading institutions to host an official side event within the framework of
our flagship conference in February. Many renowned think tanks, government institutions, civil society organizations and
partners from the private sector have made use of this platform, enjoying direct access to an exclusive community of decision-
makers and key experts. From traditional defense and security policy topics to energy security, cyber security and technology
as well as human and health security, the MSC is committed to tackling today’s most prominent security challenges. The MSC
welcomes side events as enriching elements of the conference program and actively supports their organisation and
implementation through a dedicated team.
Formats
MSC side event formats provide interactive event settings. Previous events have included roundtable discussions, breakfast,
lunch or dinner meetings, and tabletop exercises. The MSC can also serve as the perfect platform to launch a report within the
scope of an interactive side event. Please find below a list of room setups and selected event formats. The MSC welcomes
proposals for new event formats that are feasible within the standard room setups. The MSC is committed to its founding
principle, the Munich Rule: We aspire to be as interactive as possible, and we encourage our guests to engage with and learn
from each other. As such, we promote innovative events that contribute to the open atmosphere that sets us apart.
Topics
The MSC embraces a comprehensive definition of security, encompassing not only traditional national or military security, but
the economic, environmental, transatlantic and human dimensions of security. MSC side events should reflect the core themes
underlying all MSC activities: Cyber Security and Technology, Defense and Security Policy, Economic and Resource Security,
Human Security, Transnational Security.
This year’s call for applications is dedicated to innovative contributions that help navigate contemporary security challenges in
a time of transition, and set the scene for a responsible global security order. Particular emphasis will be given to side events
related to the following three focus areas: In the field of Managing Change, the MSC is looking for proposals on transition
processes, such as governing disruptive technologies, navigating interdependence or rising powers and multipolarity. The
second thematic area centres around Critical Junctures. From climate change and nuclear arms control to stability and fragility
in Africa, this section covers applications dealing with critical security issues. Looking forward, our third thematic area provides
perspectives on The Way Ahead, for instance on innovating alliances and multilateralism, European sovereignty or global
politics beyond Covid-19. Adding to the core themes, the MSC is always eager to highlight emerging security challenges and
set the scene for discussions on neglected security issues within the category What Are We Missing.
Speakers and Participants
MSC side event speakers and participants are generally chosen from the pool of high-ranking MSC guests. In case of a
successful application, the MSC assists in identifying and approaching relevant speakers. In exceptional circumstances, MSC
side event hosts may suggest additional external speakers. Please note that the number of external speakers is strictly limited,
and they can only receive access for their dedicated event. Participants are also generally chosen from amongst the MSC
attendees and will be able to RSVP via the side event tab in their online registration platform. The MSC reserves the right to
select up to 20 % of participants of a side event as personal invitees of the Chairman of the MSC.
1Event Staff
Up to two representatives of the side event host will be able to access the event venue for the duration of the side event and
up to one hour before and after the side event. Due to limited capacities inside the Hotel Bayerischer Hof, temporary
participation in the main conference program is only possible in exceptional cases on the direct invitation of the Chairman of
the MSC.
Eligibility
MSC side event hosts rank among the leading institutions that drive global discussions on international security policy. Previous
host organisations come from diverse backgrounds, ranging from international organisations and government agencies, to
think tanks, civil society organisations and businesses. While the MSC has transatlantic and European roots, our activities reflect
a globalized world and strive to ensure geographic and thematic diversity.
Application Procedure
Side event applications need to be submitted via the MSC Online Application Form on our website,
until January 31, 2021: https://securityconference.org/en/msc/side-events/2021/application/. To ensure the quality of our
conference program, the number of side events is strictly limited. Please note that each organisation can only apply for
one side event spot per year, allowing for a carefully curated event with tailored support by our MSC side events team.
The standard procedure includes:
• A formal application, submitted via the MSC Online Application Form
• Selection of successful applications and feedback to selected side event hosts
• A Memorandum of Understanding, detailing division of labour, event costs, and mutual expectations
• Identification, selection and approach of speakers
• Identification and selection of participants
• Regular coordination with the MSC team on event planning, invitation management and logistics
The MSC offers the following services:
• Individual support by a designated MSC point of contact in the run-up to and during the event
• Tailored advice on event format, topic and logistics
• Identification, approach, and invitation of participants and speakers
• Identification and booking of a suitable venue within or in close proximity to the security perimeter
• Logistical support, including room set-up, technical equipment, catering and photographer
Please note that side events within the security perimeter can only be booked through the MSC. The MSC reserves the right
to allocate time and room slots, as well as approve the event topic in order to ensure overall cohesion of its program.
Covid-19
Our team is carefully monitoring all developments regarding the ongoing Covid-19 pandemic. We continuously assess the
situation and will, of course, take all necessary precautions to ensure the well-being of our guests. As of now, the MSC
has developed comprehensive health and safety protocols that allow for the conference planning to move forward. Please
note that the number of side events and guests is strictly limited, and that the estimated room capacities indicated below may
be subject to change pending hygiene requirements.
2Costs
The MSC does not charge any fees for the support it provides. Logistical costs, including for catering and technical equipment
apply. Such fees may be charged by third party service providers and will have to be settled with the service providers directly.
In addition to logistical costs, a fee for room rent payable directly to the event venue may apply for selected event locations.
Please note that the final event costs vary depending on format, size and event venue. A list of room setups and selected event
format can be found in the table below. The MSC offers the possibility to host hybrid formats, combining an in-person event
with a ‘virtual’ online component. Due to the high requirements for planning and equipment, the number of such events is
limited, and additional costs apply.

Example: The Arctic is currently undergoing a dramatic transformation in terms of new opportunities for navigation and
natural resource extraction, with potentially far-reaching geopolitical and security implications. In this light, experts have
increasingly questioned the notion of “Arctic exceptionalism” – the view that the region was, in the last decades, largely
shielded from other global developments due to its special characteristics. Ahead of the Ministerial Meeting of the Arctic
Council in May 2019 and with actors in the region increasingly positioning themselves, this Arctic Security Roundtable will
gather stakeholders from policy, military and academia to review current developments and look ahead. The discussion
aims to shed light on the role of great and middle powers in the Arctic in an era of renewed great power competition and
to explore implications for Arctic cooperation formats.
