PART I: INTRODUCTION The FIM (Federation Internationale de Motocyclisme) founded in 1904, is the global governing body for motorcycle sport and the global advocate for motorcycling. The FIM is an independent association formed by 111 National Federations (FMNs) throughout the world. It is recognised as the sole competent authority in motorcycle sport by the International Olympic Committee (IOC). Among its 50 FIM World Championships the main events are MotoGP, Superbike, Endurance, Motocross, Supercross, Trial, Enduro, Cross-Country Rallies and Speedway. Furthermore, the FIM is also active and involved in the following areas: public affairs, road safety, touring and protection of the environment. The FIM was the Wirst international sports federation to impose an Environmental Code in 1994. Kenya Motor Sports Foundation (KMS-F or Foundation) is the ofWicial FMN for FIM in Kenya and holds the sporting authority to govern all motorcycling sports and accepts the code of conduct, objects and jurisdiction as prescribed in the constitution of FIM body. The Foundation created the Motorcycle Sports Federation of Kenya (MSFK or Federation) and has assigned this Federation the authority to govern all motorcycling sports in Kenya, to exercise the powers granted unto it in a fair and equitable manner, to promote and facilitate good sportsmanship and competition, and to grow motorcycling sports in Kenya. PART II: GENERAL UNDERTAKINGS The rules of competition are intended only as a guide for the conduct of the sport pursuant to uniform rules. Rules related to safety are made to make everyone concerned with safety. However, the MSFK neither warrants safety if the rules are followed nor compliance with the enforcement of the rules. Moreover, each participant in competition has the responsibility to assess the safety aspects of facilities and conditions, and must assume the risk of competition. Members/Clubs/organisations of MSFK must submit any temporary or locally appropriate supplemental regulations for approval by the MSFK SuperBike Commission. Supplemental regulations may not be in conWlict with National/General Competition Rules. In the event of a protest or appeal, the judgment will be based on information contained in these Regulations. These Regulations derogate and supersede all and any other previous regulations in place before the date of publication of these regulations. Any references to the male gender in these documents are made solely for the purposes of simplicity, and refer also to the female gender except when the context requires otherwise. All riders, team personnel, ofWicials, promoters/organisers and all the persons involved in any capacity whatsoever participating in the MSFK National SuperBike and SuperSport Championships (hereinafter collectively referred to as the “Championships”) undertake, on behalf of themselves, their employees, and agents, to observe all the provisions of these Regulations as supplemented and amended from time to time (hereinafter collectively referred to as the “Regulations”). These include: 1. SPORTING REGULATIONS 2. TECHNICAL REGULATIONS 3. DISCIPLINARY AND ARBITRATION CODE 4. MEDICAL CODE 5. ANTI-DOPING AND ALCOHOL TESTS CODE 6. ENVIRONMENTAL CODE 7. CODE OF ETHICS All the persons mentioned above may be penalised in accordance with the provisions of the Regulations. It is the responsibility of the team/rider/guardian (in case of a minor) to ensure that all persons concerned with its entry observe all the requirements of the Regulations. The responsibility of the rider, or any other person having charge of an entered machine during any part of the Event with respect to observance of the Regulations is joint and several with that of the team. All persons concerned in any way with an entered machine or present in any capacity whatsoever in the Paddock, Pits, Pit lane or Track, must wear an appropriate pass at all times during the Event. In the event of a deWiciency in these Regulations, MSFK will use the “FIM WORLD CHAMPIONSHIP GRAND PRIX REGULATIONS” and “FIM SUPERBIKE, SUPERSPORT & SUPERSPORT 300 WORLD CHAMPIONSHIPS REGULATIONS” as a guide. Revisions or clari-ications will be added in these regulations on the online electronic version of the MSFK GCRs/NCRs when necessary. PART III: ADMINISTRATION 1. Authority and Obligations 1.1. These regulations are guided by the FIM World Championship Grand Prix Regulations and in consultation with FIM Africa. 1.2. MSFK shall be empowered to decide upon any questions raised within its territory concerning the interpretation of these rules, subject to the right of appeal (if any) under GCR 68. 1.3. The MSFK, through the Superbike National Commission shall be entitled in its sole and absolute discretion to add to, amend, repeal or substitute any GCR, NCR or SR. 1.4. Any addition to, amendment, repeal or substitution of GCR, NCR or SR shall become of force and effect at the time and on the day that such addition to, amendment, repeal or substitution is posted on any notice board designated by MSFK as an ofWicial notice board or bulletin. 1.5. Any subsequent changes that take place after the date indicated on the Cover Page of this document will be made electronically and the on-line version(s) will be the prevailing versions. 1.6. In the event of a deWiciency in the GCRs, NCRs and SRs, the Event Jury will use the FIM World Championship Grand Prix Regulations as a guide. 1.7. Interpretations are contained in Appendix One. 1.8. Conformity: All National and Regional competitions must be organised in conformity with the relevant Codes and their Appendices, as well as the Regulations pertaining to the individual competitions. A competition must be held on a homologated closed circuit and no permits shall be granted by MSFK for a competition unless the promoters have Wirst obtained such ofWicial permission as may be necessary from the competent and/or local authorities. 2. Superbike National Commission (SNC) 2.1. Commission formation The KMS Foundation will constitute the Superbike Commission to govern, monitory and oversee this sport. This Commission will consist of: - One Representative appointed by the MSFK - One Representative appointed by each member club - One Representative appointed by teams/riders - One Medical Representative - The Chairman of the Commission will be elected by the Commission Members. All Commission members (including the Chairman) may only serve a maximum of two 4 (four) year terms of ofWice. In this Article any period less than a four-year term shall be regarded as a full term. The minimum composition of Commission members is 4 and the maximum number of members is 9. 2.2. Terms of Reference: Details of the Composition, Duties, Responsibilities and Authority of the Commissions and/or Working Groups of the Superbike National Commission will be set out in the Terms of Reference. 2.3. Voting: Any resolution voted by the Superbike Commission shall require the simple majority and the Chairman will have the casting vote in case of a tie. 2.4. Resolutions: The resolutions of the SNC shall be effective subject to the approval / ratiWication of the MSFK Council/Board. MSFK SB SS GCRs 2021 (Amended 9/12/2020) Page 6 | 66
2.5. Meetings: The SNC should meet at least once every quarter and as provided in its terms of reference. The parties shall procure that the meetings of the Superbike National Commission (SNC) take place no later than fourteen (14) days following the request of any Representative for that meeting. 3. Promoters Any person, club or body (other than an organising committee) proposing to hold, holding or organise a meeting and being Winancially responsible for the competition. Promoters may delegate their powers and duties to an organising committee. Such delegations shall, however, not affect the ultimate responsibility of the promoters. 4. Organisers The club or body responsible for complying with the MSFK code and regulations in respect of a competition. 5. Organising Committee A committee of at least three persons approved by MSFK/SNC and where applicable authorised by the promoters to organise a meeting and to enforce the SRs on their behalf. Where an organising committee is appointed to act on behalf of promoters, such organising committee shall take the place of the promoters for the purpose of these rules, provided that the promoters shall be responsible for the acts and omissions of such organising committee as if such acts and omissions were their own. 6. Event Permit Application for the event permit must be lodged with MSFK at least three months before the date of the proposed competition and must state: i) Name and address of applicant; ii) The body on whose behalf the application is made and the ofWicial position held by the applicant; iii) The nature of the competition; iv) The proposed date and venue of competition. 7. Insurance i) The Organiser / Promoter shall arrange public liability insurance cover on behalf of promoters/ organisers in respect of all competitions or events for which permits are issued within its territory or for competitions or events held outside of its territory run under permit issued by MSFK / KMS Foundation, or for events for which a waiver of permit has been granted. ii) The Organiser / Promoter may, at its sole discretion, arrange personal accident cover for all licensed ofWicials. 8. Commercial Rights (Including Advertising Rights) i) All commercial rights pertaining to any MSFK Championship, Challenge, Trophy, Cup, Series or event shall be vested in MSFK. These rights shall include but not be limited to naming rights, the right to sell sponsorships, television, radio, electronic and/or other media rights, and royalties. ii) Without written consent from MSFK, none of the rights referred to in i) above may be commercially exploited by the sale or barter thereof, or in any manner whatsoever, by anyone. iii) Where MSFK has entered into an agreement in respect of the commercial rights to an event or series of events, the affected individual event promoters/organisers may not display or publish any advertising material that conWlicts with the interests of the party with whom MSFK has entered into the aforementioned commercial rights agreement. The organisers must avoid any potential conWlict by ascertaining from MSFK (in writing) at least 7 working days before the event, whether any potential conWlict may arise as a result of an organiser/sponsor involvement. 9. General Undertakings and Conditions 9.1. All riders, team personnel, ofWicials, promoters/organisers and all the persons involved in any capacity whatsoever participating in SuperBike and SuperSport Circuit racing and championship undertake, on behalf of themselves, their employees, and agents, to observe all the provisions of these Regulations and any supplementary regulations and amendments (hereinafter collectively referred to as the “Regulations”). 9.2. All the persons mentioned above may be penalised in accordance with the provisions of the Regulations. 9.3. It is the responsibility of the teams to ensure that all persons concerned with its entry observe all the requirements of the Regulations. The responsibility of the rider, or any other person having charge of an entered machine during any part of the Event with respect to observance of the Regulations is joint and several with that of the team. 9.4. All persons concerned in any way with an entered machine or present in any capacity whatsoever in the Paddock, Pits, Pit lane or Track, must wear an appropriate pass at all times during the Event. 10.Undertaking: All event Organisers, Commissions, Panels, Regional Committees and Of`icials must respect the provisions of these Regulations. PART IV: EVENT ADMINISTRATION / MANAGEMENT 11.Title And General These rules shall govern The MSFK National Superbike Championship (NSC). 11.1. This is a series of motorcycle races counting toward The MSFK National Superbike Championship for Riders (Seniors and Juniors) and Teams. 11.2. The events will be held during the year as Kenya Motor Sports Foundation events and the event administration of the series will be delegated to an approved body, subject to approval and issue of the Event Licence. 11.3. These events are organised according to the rules of the FIM Sporting Code, Chapter 30, FIM Championship and Prize Events and FIM World Championship Grand Prix Regulations and these GCR’s. 11.4. When applicable, Riders and Teams will also compete for Trophies. 11.5. The Event Organiser is responsible for providing the organisation, facilities, sponsorships and personnel to ensure the smooth and efWicient running of the event. 11.6. The Organiser will arrange third party liability insurance including cover for all participants, teams, sponsors, service companies, ofWicials, spectators, etc. 11.7. The Organiser shall reference such liability insurance cover in the SRs and a copy of this insurance cover will be attached to the MSFK Event Permit. 11.8. The validity of the insurance must start at 06:00 hrs, on the Saturday (or Friday in the case of Saturday races) before the race and Winish at 24:00 hrs on the Monday (or Sunday in the case of Saturday races) after the race. 11.9. At least 30 days prior to the Event, the Organisers of the event must issue the SNC approved Supplementary Regulations (SRs) to the riders/teams, ofWicials and other participants. The SRs should contain: a) ConWirmation of the name and address of the Promoters/Organisers, including email, mobile and fax numbers for correspondence. b) The date and place of the Event. c) A detailed plan of the circuit, its direction, clockwise or anticlockwise, and length d) Event permit number e) List of Event OfWicials and their ofWicials licence number when applicable f) Medical Protocol and Plan including the name, address and telephone number of the hospitals designated for the event. g) Rider entry forms, Medical forms, and any other relevant information 12.Aim of the Championship To declare the National Champion in each class mentioned in Art. 11 subject to there being at least 3 starters in the relevant class or as amended in the Supplementary Regulations for the event. The National Superbike Championship (NSC) is a series of four events held over the year and open to competitors/ members of MSFK AfWiliated Clubs. The National Champion is the competitor who has scored a cumulative best result in his/her class over the series. All competitors of any national competition must hold a MSFK competition licence (see Art. 20). 13.Champion Series / Events a. The Motorsport Calendar is available from MSFK and gives details of the championship events as published at the beginning of the year. b. The only practice permitted will be as detailed in the SRs for each event. The insurance must be in effect at the start of ofWicial practice as listed in the SR’s for the championship round in question. c. Where applicable, it shall be compulsory for all competing motorcycles to carry series sponsors’ decals. MSFK SB SS GCRs 2021 (Amended 9/12/2020) Page 9 | 66
d. Competition numbers will be issued by MSFK. Numbers 1, 2 & 3 will be reserved for the rider who Winished in these positions in the Superbike and Supersport class during the previous year’s national championship series. Such numbers that are not taken up will not be re-allocated. All other numbers shall be issued on a ‘Wirst come Wirst served’ basis with consideration of riders number use history, following receipt of a written application to MSFK and followed by a written conWirmation of the number allocated by SNC. All numbers not taken up 7 (seven) days prior to the start of the Wirst round of the championship will be released for use by SNC. e. Permitted podium attire will consist of the competitor’s race leathers, worn zipped up and race boots. Crash helmet and gloves are optional. Sunglasses may be worn but not allowed to cover any series cap branding. Team attire is not permitted. Podium attendees will be required to wear series sponsors accessories, such as caps, as directed by the promoter. An exception will be made for Championship winners on the podium of the race in which they achieve this accolade. f. The Event shall be deemed to commence at the scheduled time for Technical and Sporting Checks and Winish after all the races at the expiry of the deadline for the lodging of a protest and the time at which technical or sporting veriWications have been concluded, whichever is the latest. g. The race control must remain operative with all equipment in place until the end of the period provided for the lodging of a protest, and all ofWicials and marshals must remain at the circuit available to the Race Direction and MSFK Stewards during that period. h. Events must be staged on race circuits that have been homologated by the SNC for the Championship. i. Events must not include any other races except for support races approved by SNC. j. Any activity involving 4 wheels racing vehicular use of the track during the event, including “demonstrations”, displays or such like activity must receive prior approval of the Event organiser. 14.The Paddock a. The Paddock / Pit Area and all other facilities must be available on the Saturday or Sunday race. b. Access must be available for teams arriving to set up between the hours of 06:00 and 18:00. c. At all times that the Paddock is occupied there must be 24-hour attendance at the gates providing vehicular access to the circuit and paddock. d. When the Paddock is occupied there must be an adequate medical and Wire Wighting service available to all riders, teams, manufacturers, sponsors, service companies, ofWicials, etc. e. At minimum the services must be available from 08.00 – 18.00 hours on the day after race day. f. Full security must be supplied to the Paddock/Pit area on the day of the race. 15.Of`icials All ofWicials, with the exception of the Race Director and MSFK Steward, are to be appointed by the Organising Club. Such ofWicials may in turn appoint their assistants. The direction and control of meetings, as well as the disciplinary procedure, are the responsibility of the OfWicials (see Art 17.1 below). All the following OfWicials must be present and available at the time necessary to ensure smooth and efWicient running of the Event: 15.1. The following ofWicials will be appointed to perform supervisory and executive roles. Except in cases of illness or Force Majeure the ofWicials will be expected to be present at each event. 15.2. Race Direction: (i) Race Director / Jury President - Responsible for ensuring proper observance of the Regulations and efWicient running of the practice and races. The Race Director plays an oversight and support role to the CoC and exercises control during the meeting in respect of the application of the rules as well as the adjudication of penalties except when otherwise provided for in the regulations. (ii) The Clerk of the Course (CoC) shall work in permanent consultation with the Race Director. The Race Director shall have overriding authority in the following matters and the Clerk of the Course may give orders in respect of them only with his/her express agreement: a) The control of practice and the race, adherence to the timetable and, if he deems it necessary, the making of any proposal to the Race Direction to modify the timetable in accordance with the Sporting Regulations. b) The stopping of practice or the race in accordance with the Sporting Regulations if s/he deems it unsafe to continue and ensuring that the correct restart procedure is carried out. c) The starting procedure. d) The CoC has the right to combine classes for practice where the number’s are lacking to save time. e) The use of medical cars/fast interventions vehicles. (iii) Technical Director - Responsible for ensuring that technical Regulations are correctly enforced and supervising scrutineering and protests of a technical nature. (iv) Medical Director - Responsible for ensuring compliance with the Medical Code. (v) Safety Director - Responsible for the supervision of all aspects of safety and security, including spectators safety, Parc Fermé, Paddock, Secretariat and OfWicials tent, Sponsor’s / VIP area and other designated areas determined by the organiser. (vi) Starter/Time keeper - Responsible for the start procedure. In charge of lap recording, checking transponders and the issue of results for the approval of the Race Director and CoC. (vii)Secretaries - Responsible for: During the event effecting communications between the various ofWicials. Providing secretarial support for the Event Management Committee, the Race Direction and the Stewards. 15.3. Other OfWicials: This includes Marshals, Technical Scrutineers, Security Personnel, Medical personnel etc., as required for the efWicient running of the event. All communications between the individual Event OfWicials must be made via the Race Direction. 15.4. Terms of Reference of the Clerk of the Course: a) Ensuring that the circuit is suitably prepared for and maintained during the Event and that all legal requirements applicable for the running of the event have been complied with. b) Ensuring that all ofWicials and services are in place. The stationing of all track personnel and equipment (i.e. marshals, Wire-Wighting services, Moto-Taxi, recovery and intervention vehicles, Wlags, etc.) alongside the Circuit no later than 30 minutes prior to the beginning of all practice sessions and warm-ups. Once the morning medical inspection is Winished, Medical personnel should stand 5 metres behind the Track Marshals or leave. Only sportive personnel should stay on the edge of the track for the “sporting” track inspection. The Race Director, Safety Director, the Clerk of the Course and the Medical Director will make the Winal inspection of the Circuit to ensure this regulation is complied with, 30 minutes prior to the beginning of the day’s Wirst practice sessions and/or warm up. During the Winal inspection lap, the yellow Wlag must be waved at each Wlag marshal post together with the display of other Wlags and equipment requested by the Safety Director. c) Conduct Rider’s brieWing before Practice/Qualifying Round and at any other time deemed necessary. d) Taking decisions to ensure the smooth and efWicient running of the event. e) Ensuring that the event is run within the Regulations. f) NotiWication of protests to the Jury Panel. g) Immediate approval and signature with time of provisional results (practices, warm-ups, starting grids and races) and presentation of reports to the Event Management Committee. 16.The Race Direction The Race Direction will comprise of: • The Race Director – who will chair the meetings • Clerk of Course • Medical Director • Technical Director • Safety Director • MSFK Steward • Club Steward - a Representative of the organising club 16.1. The Race Direction will meet at any time required during the event. 16.2. The quorum for a meeting of the Race Direction is three persons. 16.3. Each member has one vote. Decisions are based on a simple majority. 16.4. The duties of the Race Direction are: a) To take decisions as provided in the Regulations. b) To oversee operational matters to ensure the safe, efWicient, and timely running of the event according to the Regulations. c) To make changes in the conduct and/or format of a race and/or a practice session based on safety considerations, provided that such decision is absolutely necessary to resolve a situation not foreseen in the Regulations. In such exceptional cases, such decision may prevail over speciWic provisions of these Regulations and the FIM World Championship Grand Prix Regulations. d) Provided that it is absolutely necessary to resolve a situation not foreseen in the Regulations, the Race Direction may issue pre-race instructions or clariWications and in speciWic cases even create pre-race regulations (e.g. to take into account the local conditions at a particular circuit). However, such actions may only be taken within the limits set out by these Regulations. e) To receive reports from the various OfWicials concerning scrutineering, practice and races. f) To make recommendations to the organiser/Event Management Committee to improve the smooth and efWicient running of the event. 16.5. The Race Direction will meet at any time required during the event, but at least: a) Prior to the Wirst practice session. b) At the end of practice session/day. c) At the end of the event. 16.6. End Of Meeting a) A meeting is not considered Winished until the time limits for protests and appeals have elapsed and all protests and appeals have been settled. b) If an appeal is lodged, the results cannot be considered as deWinitive until a Winal decision has been taken. c) The riders placed Wirst, second and third will be asked to attend the ofWicial prize-giving ceremony, if any. d) The race control must remain operative with all equipment in place until the end of the period for lodging a protest. e) All ofWicials and marshals must remain at the circuit and be available to the Race Direction Stewards. 16.7. 17.Organiser/Event Management Responsible for sponsor engagement, track owner engagements and ensuring the commercial objectives of the Event are pursed. 17.1. Management Team The management of the event will be carried out by the Event Management Committee, which will comprise the following delegates: (i) Event organiser - who will chair the meetings (ii) Race Director (not obligatory) (iii) Technical Director (iv) The Medical Director (v) The Clerk of the Course (vi) The Safety Director (vii) OfWicial Time Keeper (viii) MSFK Steward (ix) Representatives of participating clubs – Club Steward (x) Media/PR (xi) Announcer 17.2. The duties of the Event Management Committee: a) To ensure the smooth and efWicient running of the event. b) To make recommendations to the Race Direction concerning any matter that is in contradiction to/ may affect the Regulations. c) To report to the Race Direction any infringements of the Regulations. d) To implement recommendations of the Race Direction. 17.3. The role of Stewards a) Stewards shall be appointed by the Race Director. b) No Steward can carry out his duties in a satisfactory manner unless s/he has at the very least, a working knowledge of the NCRs and allied Regulations. c) Any person before acting as a Steward should be in possession of the following publications: i. National Competition Regulations (NCRs); ii. International Sporting Codes (CSIs) (where applicable); iii. Supplementary Regulations (SRs) and Winal instructions issued by the Promoters/Organisers for the meeting. d) The function of the Steward is to constitute an impartial judicial body and, in so doing, to see that the organisers deal fairly with the competitors and that the competitors respect the organisers. e) The Steward is in charge of enforcing the regulations during a Competition. The Steward has supreme authority over the competition, as well as authority for the enforcement of the NCRs, SRs and OfWicial Programmes. They may settle any matter that might arise during an event, subject to the right of appeal provided for in the NCRs. f) The Stewards may attend the meetings of the Event Management Committee at the invitation of the Event Organiser. NOTE: Stewards are often prevailed upon to give advice to competitors who are annoyed or aggrieved by the actions of the Promoters/Organisers. They should -irmly but tactfully avoid giving such advice, which often arises from a question that is a concealed protest. Once having given solicited or unsolicited advice to competitors or organisers, the Stewards have automatically debarred themselves from dealing with any protest which may subsequently arise on the matter: Stewards who thus compromise their positions cannot carry out their judicial duties, and powers, and this gives rise to unnecessary appeals. Competitors are deemed to know the NCRs and it is not the function of the Stewards (Race Director, Clerk of Course, Event Secretary or any other of>icial) to assist or give advice to competitors regarding the manner and method in which protests should be lodged. 17.4. Pre-event Meeting A meeting will be held between the organisers and the Race Direction before the event at a time stipulated in the Supplementary Regulations, and after the circuit control in all classes. This meeting can involve the following persons:- Members of the Organising Committee and the Race Direction Committee. It may also include the Secretary of the Meeting, the Chief Timekeeper and the Chief Scrutineer, the Paddock and the Flag Marshal responsible, the Medical OfWicer, representatives of the Industry and riders, etc. If the Chief Medical OfWicer is not present, the organiser must be able to discuss the medical installations and evacuation plan for the event. PART V: SPORTING REGULATIONS 18.The Calendar 18.1. The calendar of races counting for the Championships will be, in principle, published by no later than 30th November of the preceding year. 18.2. The season is deWined as starting on the day after the Winal race of the year, and Winishing on the day of the Winal race of the following year. 19.Classes (AMENDED 1st August 2020 and 9th December 2020) Classes will be for the following categories and are subject to change as the sport develops and at the discretion of the SNC Commission: Categorisation is by Engine conWigurations and displacement capacities. The displacement capacity bore and stroke must remain at the homologated size. Modifying the bore and stroke to reach class limits is not allowed. Superbike (No Change) Over 749cc up to 1,000cc – 4 stroke – 3 and 4 cylinders Over 850cc up to 1,299cc – 4 stroke – 2 cylinders A special dispensation shall be granted to superbikes with an engine capacity of up to 1,500cc inline 4 cylinder provided the race does not involve a drag race. Supersport (Amended 01.08.2020) Over 400cc up to 636cc – 4 stroke – 4 cylinders Over 500cc up to 675cc – 4 stroke – 3 cylinders Over 599cc up to 750cc – 4 stroke – 2 cylinders Supersport 300 (Amended 09.12.2020) For 2020 the following will be legal (this list can be amended at any time by SNC): 1. Juniormoto (New - under development) Over 50cc up to 125cc Motocross Bikes Mini bike – up to 50cc – Not a championship category, but is recommended to encourage new riders To constitute a class and earn championship points, there must be at least 3 eligible qualiWied riders at registration for the event. Amalgamation of classes may take place but amalgamation does not upgrade a competitor to a higher class and does not serve to help meet the minimum number of starters for any class for the purpose of eligibility for championship points. Amalgamation must be acceptable by all riders. 20.Eligibility of Competitors All National Championship riders shall be in possession of a National Competition Licence valid for motorcycle circuit racing and issued by MSFK. (See Appendix 2 MSFK Licence Application Form). The MSFK shall grant or withhold approval based on the rider’s previous racing experience. Licences can, in certain circumstances, be for a single event, annual or for the series. Riders must be a member of a MSFK AfWiliated Club. 21.Minimum & Maximum age (Amended) Licences for riders are issued only when the minimum age has been attained as below: CLASS MINIMUM AGE MAXIMUM AGE Juniormoto: 6 years 13 years Sport 100: 13 years* 50 years Sport 200: 18 years 50 years Supermoto: 18 years 50 years Supersport 300: 18 years 50 years Supersport: 18 years 50 years Superbike: 18 years 50 years * The minimum age 13 years applies to bikes below 125cc, bikes over 125 cc is 18 years The limit for the minimum age starts on the date of the rider’s birthday. The limit for the maximum age Winishes at the end of the year in which the rider reaches the age limit deWined above. Riders over 50 years and riders who have recovered from a recent injury, require specialised medical clearance. (See Special Examination Form in Appendix 2 folder). 22.Entries 22.1. Riders must submit their entry forms and entry fee to the Organiser Event Secretariat by the deadline indicated in the SRs. 22.2. Team application (where applicable) must indicate the riders designated and the class in which they will participate. Every team accepted for participation must complete an entry form for each rider 30 days before the season starts. 22.3. Provisional : The Superbike Commission will select the riders accepted for participation in the season, which commences on the day after the last event of the preceding season. 22.4. In an effort to encourage commitment and courtesy from riders, competitors must give one week notice before cancelling their participation in a scheduled race. Failure to which Wive (5) points shall be deducted from their championship points. Extenuating circumstances such as emergencies will be allowed after the scheduled race – on a case-by-case basis. 22.5. The Event Organiser shall not refund monies paid in registration for races if the competitor does not participate in a race. Under the extenuating circumstances the money may be carried forward to the next race. 22.6. Every rider accepted for participation must comply with the requirements to participate in certain promotional activities as deWined in the Participation Agreement with MSFK or the Organiser: a) Riders must, if requested, attend any pre-event press conference prior to the Event subject to reasonable prior notice from the Organiser. b) Riders must comply in full with the podium procedures as designated in the MSFK GCRs and NCRs. c) Riders must make themselves available for such promotional activities as may reasonably be designated. d) All of the riders must be aware of the utmost importance of full compliance with the designated procedures for promotional activities, press conferences, podium ceremonies and prize giving ceremonies. 22.7. A rider shall be deemed to have taken part in the event when he participates in, at least, one practice session. 22.8. A rider shall be deemed to have started a race when he participates in, at least, the Wirst lap of the race. 23.Public Pronouncements by Riders / Teams Teams and Riders must avoid any public declaration or press release, which could damage or negatively affect the MSFK and Superbike Sport in Kenya. Accordingly, it is an obligation for all Riders, Teams and Team directors and/ or personnel and/or representative thereof, to refrain from releasing any public pronouncement which may irresponsibly harm the lawful interests of the MSFK Members or which may be contrary to the integrity of MSFK or the sport. 24.Racing Numbers 24.1. Each rider accepted for the Championship will be allocated a speciWic racing number, which will be valid for the whole Championship. 24.2. Numbers 1, 2 and 3 can only be allocated to the winner of the respective Class in the preceding year if that rider is still riding in the same class he won in the current year. 24.3. Riders shall maintain their respective racing number even after winning their class. 24.4. Any conWlict in racing numbers will be resolved by the SNC. A speciWic number can only be used by one rider in the speciWic class/race. 24.5. The SNC shall utilise a “use it or lose it” policy. Riders who have not participated for two (2) years in the National Championship lose their numbers. Exemptions shall be made by SNC to retain or retire certain numbers for accomplished riders or in honour of departed riders. 24.6. The above schedule and race order is set by the Organiser and can only be varied as follows: i) Prior to the event by the Organiser; ii) During the event by the Race Direction. 25.3. Punctuality is mandatory and lateness will be penalised at the discretion of the Race Direction and as deWined in Art. 63. 25.4. The Wirst Race/Jury Meeting will take place before the First Rider BrieWing. The second Jury meeting will take place before second riders meeting. The Race Direction will determine the schedule of Jury Meetings as and when the need arises. 25.5. The schedule may include an allotted time for riders and teams to make track laps by bicycle or on foot. 25.6. All trafWic at this time must be in the circuit direction. 25.7. Technical Control and Medical Control: i) Riders/Teams in the Superbike, Supersport, Supermoto, Supersport 300, Sport 250 and Minimoto classes may present a maximum of two motorcycles per rider for Technical Control, which will be carried out according the published schedule, prior to the Wirst practice. ii) Riders/Teams who do not comply with the schedule for technical or medical controls will not be allowed to take part in the event, unless the Race Direction grants a waiver. 25.8. (Provisional) Eligibility to participate in a race may be subject to quali-ication. MSFK SB SS GCRs 2021 (Amended 9/12/2020) Page 18 | 66
26.Rider etiquette – Rules of conduct and Racing conduct i) Competitors must not resort to derogatory language or action that may disgrace the reputation of the Organiser, sponsors or any other ofWicials of the event, unfair or dangerous conduct. Breach of this regulation may render the guilty party liable to exclusion. ii) Competitors are forbidden under pain of disqualiWication to behave in an unsporting manner. iii) All competitors must behave in an open-minded and impartial manner, mind their language and always act in the spirit of sportsmanship. iv) All competitors must follow the instructions of race ofWicials throughout the event. v) Competitors must take responsibility for their own riders, pit crews, support staff as well as their guests action. vi) Teams must ensure that fuels are properly managed while in storage at their own responsibility. 27.Practice Sessions (including Warm Up) a. Riders will commence practice from the pit lane when the green light/Wlag is displayed at the exit of the pit lane. b. The duration of practice will commence from the illumination of the green light. A countdown will be shown on the ofWicial Timekeeping monitors to indicate the minutes of practice remaining. c. The end of practice will be indicated by the waving of a chequered Wlag at which time the pit exit will be closed. A rider’s time will continue to be recorded until he passes the Winish line, after the allotted time has elapsed. After the chequered Wlag, riders complete one additional lap and exit the track through the pit entry lane to return to the pits. d. If practice is interrupted due to an incident or any other reason, then a red Wlag will be waved at the start line and at all marshals posts. All riders must return slowly to the pit lane. When practice is restarted, the time remaining will be that shown on the monitors of the ofWicial timekeepers at the moment the red Wlags were waved. e. After practice has started, it is not permitted for any person to alter the condition of the racing surface of the circuit. This includes Track Marshals and other OfWicials, who cannot clean the track surface without prior instructions and/or authorisation from the Race Director and/or the Safety Director. 28.Qualifying Times (Provisional clause for future) 29.Lap time (Provisional) a. All laps of the riders will be timed. b. A rider can only establish a new lap record for a circuit during a race. c. For both practice and race, the lap time is the subtraction of the time between two consecutive crossings of the plane of the Winish line indicated by the line painted on the track. 30.Grid Positions a. The pole position, allocated to the fastest rider, will be determined during the homologation of the circuit. b. For all classes, the Grid will be arranged in the “in echelon” 3-3-3-3 conWiguration. c. Each line will be offset. d. There will be a distance of 9 metres between each row. e. A rider who misses the qualifying session will start the race from the back of the grid. In the event the riders number more than one, a qualifying session will be held for them. The best times will be used to allocate the starting positions at the back of the grid; this is irrespective of whether the times set are faster than those of the other riders in the ofWicial qualifying session. f. Where qualifying times have not been recorded for whatever reason, grid positions will be at the discretion of the Race Director & CoC. The Race Direction may use championship points standing to date or run a qualifying round per class for best position. 31.Races (Amended) a. The Race Direction must determine the length of races after publication of the calendar. b. Only the Race Direction may vary the length of a race. c. The Race distance for each class is as follows: i. Sport 100 - 20 kms ii. Sport 200 - 20 kms iii. Supersport 300 - 25 kms iv. Supermoto - 28 kms v. Supersport - 28 kms vi. Superbike - 35 kms d. A visible countdown board will be shown at the Winish line to indicate the number of remaining laps in the race. e. In the event of amalgamation of classes, the race length will be that of the lower class. 32.Flags and Lights Marshals and other ofWicials display Wlags or lights to provide information and/or convey instructions to the riders. All Wlags are presented waved. (Refer to Appendix IV). 32.1. Flags and Lights Used to Provide Information: Green Flag • The track is clear • This Wlag must be waved at each Wlag marshal post for the Wirst lap of each practice session and of the warm up, for the sighting lap and for the warm up lap. • This Wlag must be shown waved at the Wlag marshal post immediately after the incident that necessitated the use of one or more yellow Wlags. • This Wlag may be waved at pit exit, in conjunction with the ofWicial signal of the green light, as an extra signal that pit lane exit is open. Yellow and Red Striped Flag • The adhesion on this section of the track could be affected by any reason other than rain. • This Wlag must be shown waved at the Wlag marshal post. White Flag with diagonal red cross • Drops of rain on this section of the track. • This Wlag must be waved at the Wlag marshal post. White Flag with diagonal red cross + Yellow and Red Striped Flag • Rain on this section of the track. • These Wlags must be waved together at the Wlag marshal post. Blue Flag • Waved at the Wlag marshal post, this Wlag indicates to a rider that he is about to be overtaken. • During the practice sessions, the rider concerned must keep his line and slow down gradually to allow the faster rider to pass him. • During the race, the rider that is about to be lapped must allow the rider(s) who are lapping him to pass him at the earliest opportunity, and passing within a group of lapped riders is forbidden under the blue Wlag. • When the Blue Wlag is waved at a marshal post after the pit lane exit, this Wlag indicates to a rider exiting pit lane that riders are approaching on track. The rider exiting pit lane must do so safely and without disturbing riders on track. Chequered Black/White Flag • This Wlag will be waved at the Winish line to indicate the Winish of race or practice session. Chequered Black/White Flag and Blue Flag • The chequered black/white Wlag will be waved together with the blue Wlag at the Winish line when a rider(s) precedes closely the leader during the Winal lap before the Winish line (see Art. 35.1). Green Light • This light must be switched on at the pit lane exit to signal the start of each practice session and of the warm up, the start of the sighting lap(s) and the start of the warm up lap. Flashing Blue Lights • Will be switched on at the pit lane exit at all time during practices and races. 32.2. Flags Which Convey Information and Instructions: Yellow Flag • Waved at each row of the starting grid, this Wlag indicates that the start of the race is delayed. Waved at one row (or more) of the starting grid, this Wlag indicates that a rider on that row is having difWiculties. • A single yellow Wlag waved at the Wlag marshal post indicates that there is a danger ahead beside the track. • Two yellow Wlags waved together at the Wlag marshal post indicate that there is a hazard wholly or partly blocking the track. • The waving of a single or a double yellow Wlag does not signify a degree of danger, but only the location of the incident. • The riders must slow down and be prepared to stop. Overtaking is forbidden up until the point where the green Wlag is waved. • Any infringement of this rule during a practice session will result in the cancellation of the time of the lap during which the infraction occurred. • An infringement of this rule during the race will result in a penalty. • If a change of position penalty is imposed, boards will be displayed for the rider on the Winish line during a maximum of 5 laps, indicating the number of positions the rider must go back. If the rider does not go back after the board has been presented 5 times, he will be penalized by a ride through. • In both cases, further penalties may also be imposed. • If immediately after having overtaken, the rider realises that he committed an infraction, he must raise his hand and let pass the rider(s) that he has overtaken. In this case, no penalty will be imposed. • During the Winal inspection lap, this Wlag must be waved at the exact place where the Wlag marshal will be positioned during the practices, the warm ups and races. White Flag • Waved at the Wlag marshal post during the race, this Wlag indicates that the riders are allowed to change machine. • Only the Race Direction can take this decision. Red Flag and Red Lights • When the race or practice is being interrupted, the red Wlag will be waved at each Wlag marshal post and the red lights around the track will be switched on. Riders must return slowly to the pits. • When the pit-lane exit is closed, the light will be switched on, and the red Wlag may be used in conjunction with the ofWicial red light signal. • Riders are not allowed to exit the pit lane. • The red Wlag will be shown motionless on the starting grid at the end of the warm up lap. • The red Wlag may also be used to close the track. • The red lights will be switched on at the start line for between 2 and 5 seconds to start each race. Black Flag • This Wlag is used to convey instructions to one rider only and is waved at each Wlag marshal post together with the rider’s number. The rider must stop at the pits at the end of the current lap and cannot restart, when/if this Wlag results from a penalty. • This Wlag can also be presented to a rider for a reason other than a penalty (eg. to rectify a non-dangerous technical problem such as a transponder problem). Black Flag with orange disk • This Wlag is used to convey instructions to one rider only and is waved at each Wlag marshal post together with the rider’s number. This Wlag informs the rider that his motorcycle has mechanical problems likely to endanger himself or others, and that he must immediately leave the track. 32.3. Flag Dimension The Wlag dimension should be 80 cms in the vertical and 100 cms in the horizontal. The Wlag dimension will be checked the day preceding the day of the Wirst practice session. 32.4. Flag Colour The Pantones for the colours are as follows: • Orange: Pantone 151 C • Black: Pantone Black C • Blue: Pantone 298 C • Red: Pantone 186 C • Yellow: Pantone Yellow 186 C • Green: Pantone 348 C The Wlag colours will be checked the day preceding the day of the Wirst practice session. 32.5. Rider’s number Board Black board (70 cm horizontal x 50 cm vertical) which enables the race number of a rider to be attached with a set of numbers in white, whose stroke width is minimum 4 cm and height minimum 30 cm. This board must be available at each Wlag marshal post. 32.6. Flags Marshals posts The location will be Wixed during the circuit homologation. 32.7. Marshals Uniforms It is strongly recommended the marshal’s uniforms to be in white, orange or green (Ref. Pantone: 151 C) and the raincoat to be transparent. 33.Medical cars The medical cars must be equipped with yellow Wlashing lights. The words “MEDICAL or AMBULANCE” should be clearly indicated on the back and the sides of the car. MSFK SB SS GCRs 2021 (Amended 9/12/2020) Page 22 | 66
34.Behaviour During Practice And Race 34.1. Riders Must Obey The Flag Signals, The Light Signals, And The Boards Which Convey Instructions 1. Riders must ride in a responsible manner that does not cause danger to other competitors or participants, either on the track or in the pit-lane. Any infringement of this rule will be penalised with one of the following penalties: Wine, time penalty, disqualiWication, withdrawal of Championship points, or suspension. 2. Riders should use only the track and the pit-lane. However, if a rider accidentally leaves the track then he may rejoin it at the place indicated by the marshals or at a place which does not provide an advantage to him. Any infringement of this rule during the practices or warm up will be penalised by the cancellation of the lap time concerned and during the race, by a time penalty. Further penalties (such as Wine, disqualiWication, or withdrawal of Championship points) may also be imposed. 3. Any repairs or adjustments along the racetrack must be made by the rider working alone with absolutely no outside assistance. The marshals may assist the rider to the extent of helping him to lift the machine and holding it whilst any repairs or adjustments are made. The marshal may then assist him to re-start the machine. 4. If a rider intends to retire, then he must park his motorcycle in a safe area as indicated by the marshals. 5. If a rider encounters a problem with the machine which will result in his retirement from the practice or the race, then he should not attempt to tour at reduced speed to the pits but should pull off the track and park his machine in a safe place as indicated by the marshals. 6. Riders are not permitted to return slowly to the pits for any reason during practice or racing. 7. Riders may enter the pits during the race, but taking the motorcycle inside the pit box is not permitted. Any infringement of this rule will be penalised with a disqualiWication. 8. Riders who stop their engines in the pits may be assisted to re-start their motorcycle by the mechanics. 9. Riders are not allowed to transport another person on their machine or to be transported by another rider on his machine. 10. Riders must adopt a position with their feet on the footrests. 11. Riders who fall from their machine during practise must be cleared by the CMO in the same event. If cleared, the bike must be re-inspected by Technical Control before race. Riders falling during Race 1 may resume the current race at the discretion of the CoC/RD and must be cleared to participate in Race 2 by the CMO and their bike re-inspected. A rider falling more than once in the same race (posing a danger to himself or other racers) may be black Wlagged at the discretion of the CoC/RD. 12. Riders must not ride or push their motorcycles in the opposite direction of the circuit, either on the track or in the pit lane, unless doing so under the direction of an OfWicial. 13. No signal of any kind may pass between a moving motorcycle and anyone connected with the motorcycle’s entrant or rider, save for the signal from the time keeping transponder, or legible messages on a pit board or body movements by the rider. 14. Automatic timing devices, provided they do not disrupt ofWicial timekeeping methods, are not considered as telemetry. 15. The carrying of on-board cameras is only permitted with the prior approval, in writing to the Clerk of Course. The installation of the camera is only permitted on the motorcycle and must be approved by the Chief Technical OfWicer. On-board cameras are not permitted on the helmet or any part of the body of the rider. 16. A speed limit may be imposed in the Pit Lane. (i) Any rider found to have exceeded the limit during the practice will be subject to a penalty as described in the Supplementary Regulations. (ii) Any rider who exceeds the pit lane speed limit during a race will be penalised with a time penalty as described in the Supplementary Regulations. (iii) The Clerk of the Course must communicate the offence of the pit to the rider. 17. In the interest of safety, a rider may not stop his machine on the racing surface during the slow down lap when returning to the pits after the chequered Wlag. (Exception see Art 34.1(19)).
