4 AUSTRIAN PRESIDENCY @EU2018AT /EU2018AT PROGRAMME OF THE AUSTRIAN PRESIDENCY OUR MOTTO: A EUROPE THAT PROTECTS During Austria’s six months at the helm of the Council of the European Union, we focus on topics where the Union must demonstrate that it can deliver. Developments in recent years had a negative impact on the trust in the Union’s ability to act and to guarantee peace and security. The Austrian Presidency works to improve trust on all levels – citizens’ trust in the EU’s capacity to act, mutual trust among the Member States, and trust in the EU as a reliable and stabilising force in the world. We believe that these are goals that allow us to find common ground between Member States, but also between EU institutions. As Council Presidency, Austria acts as an honest broker and will strive to find durable compromises on key proposals that are important to European citizens. Therefore, the EU’s ability to provide effective security is the focus of the Austrian Presidency, based on three pillars: security and migration; prosperity and competitiveness through digitalisation; and stability in the European neighbourhood. OUR APPROACH: SUBSIDIARITY Austria’s approach in all these efforts is based on the reinforcement of the principle of subsidiarity. This principle has not always been coherently and effectively applied. Austria believes that the EU has to focus on essential issues and challenges, where common solutions are necessary. At the same time, the Union has to take a step back on smaller issues, leaving room for regional and national solutions – and, by doing so, live up to its own motto “United in Diversity”. On the basis of the recommendations of the “Task Force on subsidiarity, proportionality and doing less more efficiently” Austria will lead a debate on how to better implement the principle. OUR PRIORITIES: 1. Security and the fight against illegal migration Finding sustainable solutions to the challenges of security and migration remains a major challenge for the EU and its Member States. It is of utmost importance that the EU is able and capable to act. Significant progress has already been achieved but further efforts regarding the protection of external borders, fighting terrorism and preventing radicalisation are necessary. These challenges can only be successfully met if we work together on the European level, and improve our cooperation with partner countries. 2. Securing prosperity and competitiveness through digitalisation The EU is still one of the leading trading powers as well as the biggest single market in the world. The digital transformation is a powerful development, which has to be used to secure our prosperity and competitiveness, as well as the sustainability of our economy. It requires the right conditions for European businesses to thrive and innovate. We need to ensure a level playing field, which includes a European response to the dominant position of global internet corporations. 3. Stability in the European neighbourhood – EU perspective of the Western Balkans/South Eastern Europe The EU will only be able to guarantee security if our neighbourhood is stable and prosperous. Austria therefore advocates for a concrete EU perspective for all Western Balkan states based on clear criteria relating to their individual performance. This is and will remain a priority for Austria. We will build on progress achieved in recent months and support all efforts for a continued integration of the region in the European structures. www.eu2018.at

7 #EuropeMatters is a 12 month project bringing together business leaders, policymakers, civil society representatives and citizens to co-design a Europe that still matters in 2030. This exercise takes place at a crucial moment. 2019 will see the election of a new European Parliament and the arrival of a new college of Commissioners. #EuropeMatters will put forward a set of concrete recommendations for the incoming EU leadership. We will set out different scenarios for Europe in 2030, based on policy choices that Europe faces today. The scenarios rely on input from a vast network of experts and key influencers from diverse fields. Citizens are consulted through our Debating Europe citizens’ platform with over 3.5 million unique users and a dedicated survey, the results of which will be disclosed at the State of Europe high-level roundtable on October 11. Hard data and figures are provided by the McKinsey Global Institute. This combined set of data, expertise and statistics is used to set up scenarios designed to spark a discussion on Europe’s future. The scenarios will focus on a set of key issues: ageing population; disruptive technologies, notably digitization and AI; the rise of emerging markets and their impact on the competitiveness of EU businesses; migration and urban concentration; resource depletion and climate change; and the return of geopolitics – trade wars and tax competition. The scenarios will guide our discussions at the State of Europe roundtable where we will co-produce policy recommendations for the incoming European leadership. We will launch a report containing our recommendations in January 2019 and engage with Europe’s key political actors throughout the run up to the European Parliament elections, as well as with the incoming College of Commissioners. Our objective is simple – to mobilise a coalition of the willing united by their belief that #EuropeMatters and to together ensure that Europe is better prepared to take strategic action to align the future we face with the future we want.
