Use Tax Notice The recently passed Wayfair legislation (SB 153 & 97) requires municipalities that have already have a use tax to notify the public that the Wayfair provision will be going into effect. The League has prepared a sample notice. The following provisions apply to the notice requirement: This notice must be placed in the newspaper with the greatest circulation in the municipality. Notice must be posted no later than the first week of November 2021. Notice must be printed in newspaper at least once per week for two consecutive weeks. Municipalities and counties may coordinate and collaborate in notice efforts to maximize cost savings to taxpayers. New Use Tax Ordinance MML’s attorney has drafted a new sample ordinance for member cities seeking to impose a use tax. The new ordinance incorporates the ballot language changes from SB 153 was signed by Gov. Parson June 30, 2021. The new ordinance is linked here as a pdf or word doc. As with any ballot issue, MML cautions officials regarding against the use of public funds for advocating. MML, in conjunction with the Municipal League of Metro St. Louis, is working on a campaign toolkit to aid member cities in conducting a use tax campaign. MML Board Member Nominations If you would like to be considered for the MML Board of Directors, please send a letter of interest to Chairperson of the MML Nominating Committee at League headquarters: Missouri Municipal League, 1727 Southridge Dr., Jefferson City, MO, 65109. The Nominating Committee will meet in open session at the MML Annual Conference Sept. 26, 2021, to hear from interested candidates. Prior experience serving on MML policy committees and other involvement with MML may be considered. The Committee will propose a slate of candidates to be voted on by MML members at the MML Annual Business Meeting on Sept. 28, 2021. Why Does MML Need Your Individual Email Address? If you are a city official/employee of a member municipality, you also are a member of the League. Each city official/employee has an individual profile, as well as a username and password to access the “members only” areas of the League’s website. Without an individual email address, we are unable to share your login information with you. Please note that the League does not share any personal mail or email information. All personal information is kept confidential. If you are not receiving these important resources, send an email to info@mocities.com with your name and individual email address; we will make sure you are signed up to receive them. American Rescue Plan: Resources and Updates The MML COVID-19 Resource Page and American Rescue Plan Act Page offers many more resources for your city regarding the coronavirus and keeping your community safe. ARPA Update Applications for the American Rescue Plan Act funds are due Sept. 1, 2021, although it is expected that this deadline will be extended to Sept. 30, 2021. Application forms are available on the Missouri Treasurer’s website. All Missouri municipalities should complete the application. Those municipalities not wishing to accept the funds should decline so that funds can be re-allocated to the cities that wish to accept the monies. ARPA Application Process Webinar (Recorded) Presented by Stacy Neil, director of accounting, Missouri Office of Administration and Brandon Alexander, chief of staff, Missouri State Treasurer's Office In this recorded MML webinar, officials with the Missouri Treasurer’s Office and the Missouri Office of Administration review the forms and steps municipal officials need to take complete the American Rescue Plan Act’s registration process. This webinar is intended to assist those officials charged with completing the American Rescue Plan Act’s application. The webinar focuses solely on the application process and does not address issues such as ARPA fund usage or reporting. View Webinar. Emergency Rental Assistance Updates The U.S. Treasury has updated the FAQs regarding emergency rental assistance. Seven additional policies were added to encourage state and local governments to accelerate the spending of emergency rental assistance. Increased demand for rental assistance could be likely due to the U.S. Supreme Court's decision to halt the Center for Disease Control and Preventon's (CDC) eviction moratorium. What to Know About the Ending of the CDC Eviction Moratorium (National League of Cities) Statewide and Member News 2020 Census Statistics Highlight Local Population Changes and Nation’s Racial and Ethnic Diversity The U.S. Census Bureau recently released additional 2020 Census results showing an increase in the population of U.S. metro areas compared to a decade ago. Also available: Population figures by city Census Data: Important Dates U.S. Census Bureau – Recorded Webinar: Making the Most of Mapping on data.census.gov Sunday Liquor Sales SB 126 went in effect Aug. 28, 2021. This legislation extends Sunday liquor sale hours. A sample code amendment, from the city of Warrensburg, complying with the new legislation is on the MML website. New Missouri Law for Victims of Domestic and Sexual Violence Effective Aug. 28, 2021, Missouri’s new Victims Economic Safety and Security Act (VESSA) requires Missouri employers with at least 20 employees to provide leave and reasonable safety accommodations to employees who experience domestic or sexual violence. The new statute also includes notice obligations that employers should start preparing to satisfy. Missouri joins 34 other states that have enacted similar protections for employees in recent years. GFOA-Mo 2021 Officers At the recently held Government Finance Officers of Missouri Annual Conference, it was announced that the 2020-2021 officers would remain in place through 2022 due to issues surrounding the pandemic. Excellence In Government Award At the recently held Government Finance Officers Association of Missouri Annual Conference Tracy Hansen, finance director for the city of Des Peres, was presented with GFOA-Mo’s top award – the Excellence in Government Award. The GFOA-Mo created the Excellence in Government Award in 2012. The award is presented to the government finance professional in the state of Missouri who displays the high standard of leadership, professionalism, ethics and integrity promoted by the Missouri Government Finance Officers Association. New Filing Period for Municipal Office HB 271 changes the opening and closing dates for filing for municipal office. For the April 5, 2022, election filing will open at 8 a.m. Dec. 7, 2021, and close at 5 p.m. Dec. 28, 2021. As of today, the Secretary of State’s website election calendar for 2022 still listed the old filing period. Missouri Mainstreet Connection Grants Application Deadlline: Ongoing Missouri Main Street Connection is offering three matching grant programs that will fund up to 75 percent of applicant costs. The available grants include the Affiliate, People Energizing Places and Strategic Teams Engaging Places grants. The purpose of these grant programs is to facilitate the revitalization of downtown areas in Missouri communities. More information is available online. The application deadline is ongoing.
