McDonalds Cronulla Management Strategy for Litter Control - November, 2009 1. McDonald’s Corporate Strategy McDonald’s have long recognised the importance of litter management within our restaurants. Now with over 680 restaurants throughout Australia, McDonald’s recognises the need to maintain its reputation as a “Family Restaurant”. Being pro-active about litter is a way we maintain our reputation in the communities we serve. To address the areas of litter, staff training strategies are implemented for the benefit of staff, customers and the neighbours of McDonald’s restaurants The staff and crew who work in each of our restaurants also live in the local communities. Like you, they care about the cleanliness of the environment in which they live and work. Our Operations and Training Manuals cover cleaning and maintenance of: − Equipment; − Inside the building; and, − Outside the building. Outside the building includes walkways, patios, parking lots (where applicable) and “litter patrol”. “Litter Patrol” conducted by our restaurant staff collects litter, that originates from the restaurant, within a 100 metre radius of the site, that is, staff carry out regular walks around the surrounding streets within a 100 metre radius of our stores. They are equipped with rubber gloves, rubbish pick-up tool and a wheelie bin. Their job is to collect irresponsibly discarded McDonald’s wrappers, cups and food packaging. The Occupational Health and Safety needs of our staff undertaking litter patrols are: − That off site patrols are carried out during daylight hours only; − That patrols do not cross busy streets; − That litter pick-up does not extend onto a street beyond the line of the gutter; and − That patrols do not occur in excessively inclement weather. McDonald’s pro-actively manages litter beyond the confines of its store and remains a community leader in this regard. Our sponsorship of “Clean Up Australia Day” reflects these principles. However, we are not responsible for the minority in the community who choose not to dispose of their purchases in a responsible manner. Nor will we take away the responsibility for garbage management from the Council. The patrol strategy proposed for the Cronulla store reflects the variability of trading patterns associated with a beach location, in particular, the Cronulla Plaza which is significantly affected by changes in season as well as events regularly held in the Cronulla Bicentennial Plaza. The standard 100 metre patrol has been extended in anticipation of changes in pedestrian routes with increased patrol frequency during peak trading periods. 2

Normal Trading Weeks Normal trading weeks are defined as those throughout the year with the exception of: − Summer months, being September to April; − School holiday periods; and − Public Holidays. During “Normal Trading Weeks”, daily litter patrols will occur at 11am and 4pm and will cover the following: − North along the eastern side of Croydon Street to the Kingsway; − East along the southern side of the Kingsway to Elouera Road; − Both sides of the Kingsway east of Elouera Road extending to the foreshore reserve; and − Along the eastern side of Elouera Road and the south and eastern side of Prince Street, between the gutter and copper log fence, to the junction with Mitchell Street. On weekends the afternoon patrol will cover the same route as mentioned above with the exception of the patrol along Prince Street, which will be substituted by a patrol south along Cronulla Plaza to Ocean Grove Avenue. In order to reduce litter along the Plaza, McDonald’s and Sutherland Shire Council will co-ordinate resources regarding McDonald’s litter patrols. A copy of the Council’s Cleansing Services Schedule is shown under Appendix A. 3. Summer, School Holidays and Public Holidays. During summer, defined as the months September to April, school holidays and public holidays, McDonald’s will increase the number of litter patrols to the following: − Daily at 11am, 2pm and 4pm; and − During daylight saving hours the 4pm patrol will be replaced by a patrol between 5pm – 6pm. The area covered will remain as listed for “Normal Trading Weeks” with the exception that the afternoon patrol along Prince Street, which will be substituted by an extended patrol south along Cronulla Plaza to the station. The Litter Patrol Locality Plan is shown in Appendix B. 4. Flexibility It is important that flexibility is incorporated into any litter patrol plan to accommodate the emergence of litter “hot spots” and changes in pedestrian patterns. Given these circumstances, the store management will need the capacity to respond on an “as needs” basis. Therefore, on any given day, there may be the need to vary the area covered by a patrol. The patrol may be varied by the inclusion of a street in lieu of the time spent on a street outlined in the route as mentioned. However, the 3
McDonalds Cronulla Management Strategy for Litter Control - November, 2009 overall resources allocated to the patrol will not be reduced. 5. Expectation The litter patrol strategy will manage the occurrence of street based litter in the patrol area. It will not eliminate the presence of the litter completely, as this remains an individual’s responsibility. It is not reasonable to expect that to be the outcome. However, this management strategy does represent a model for other take away food businesses to adopt for the betterment of the community. 6. Plaza Bins As at 2006 Cronulla Beach CBD bins are locked. Consequently, McDonalds staff are responsible only for the bins located at or near its doorways. Council Cleansing will manage its own bins that are locked. 7. Litter Disposal All litter collected from the patrols and the rubbish bins will be disposed by the store within the framework of its refuse disposal arrangements. 8. Review A review of the litter patrol strategy was conducted with representatives from the Cronulla Chamber of Commerce, McDonald’s, Cronulla Beach CBD and Council. The Litter Management Strategy is reviewed annually by stakeholder representatives and endorsed annually by Council. 9. Summary The Litter Patrol Strategy for McDonald’s at Cronulla will: − Manage the occurrence of street based litter in the patrol area; − Extend the recommended patrol area to reflect the stores beachside mall location; − Retain flexibility to allow a store based response to variations in the presence of litter; − Increase the recommended frequency to reflect the stores’ anticipated trading patterns; − Adopt corporate Occupation Health and Safety principles for the patrol staff; − Present a model for other takeaway food businesses in Cronulla; and − Acknowledge the co-operation between Sutherland Shire Council and McDonald’s in addressing litter control issues within Cronulla. 4
