The aggregate maximum obligation assumed hereunder for these contracts in Fiscal Year 2021 shall not exceed three hundred fifty thousand dollars ($350,000.00). VOTE (2): For the reasons set forth in the attached memorandum dated January 15, 2021, the Executive Director is authorized to extend the Massachusetts State Lottery Commission’s contract for custodial services with: Facilities Management & Maintenance, Inc. 25 Beach St 3R Dorchester, MA 02324 This original award was made pursuant to statewide contract FAC81 – Custodial Services through a competitive bid process (BID #17-30). The maximum obligation for these services during the one-year period of March 1, 2021 through February 28, 2022 shall not exceed one million, two hundred five thousand, nine hundred forty- nine dollars, forty-three cents ($1,205,949.43). VOTE (3): For the reasons set forth in the attached memorandum dated January 19, 2021, the Executive Director is authorized to enter into contracts for moving and storage services with: Wakefield Moving and Storage Inc. One Second Street Peabody, MA 01960 Diamond Relocation Inc. 13 Branch Street Methuen, MA 01844 This award is made pursuant to statewide contract FAC96 through a competitive bid process (RFQ LOT # 2106). The maximum obligation for these services from February 1, 2021 through January 31, 2023 shall not exceed four hundred fifty thousand dollars ($450,000.00). VOTE (4): For the reasons set forth in the attached memorandum dated January 11, 2021, the Executive Director is authorized to exercise the second one (1) year contract extension option for network communications services with: Verizon Enterprise Solutions 125 High Street Boston, MA 02110 This original award was made pursuant to a competitive bid process (RFR LOT # 1502). The maximum obligation for these services during the period of May 1, 2021 through April 30, 2022 will not exceed eight million, two hundred thousand dollars ($8,200,000.00).

Massachusetts State Lottery Commission Draft/Unofficial Meeting Minutes for 12/29/2020 Meeting Jennifer Wankling, Senior Manager, Pollard Banknote Marlene Warner, Executive Director, Massachusetts Council on Gaming and Health I. Opening of Meeting Treasurer Deborah Goldberg opened the Commission meeting at 10:31 a.m. Treasurer Goldberg stated: Pursuant to the Massachusetts Open Meeting Law, Massachusetts General Laws, Chapter 30A, section 20, all of the Commissioners will be participating remotely for this meeting because physical attendance is unreasonably difficult. Normally, the Commissioners are able to participate remotely only when a quorum of the members are physically present at the meeting location, however, the Commission is relying on Governor Baker’s March 12th Executive Order that allows remote participation by all members of a public body and suspends the requirement that a quorum of the body and the chair be physically present at the specified meeting location. Commissioners, we are all participating by a conference call. Commissioners, please let us know if you have any sort of technical difficulty. The Commissioners may participate in any votes scheduled to take place at today’s meeting. All votes must be taken by roll call. Treasurer Goldberg then made the following statement: Pursuant to the Commonwealth’s Open Meeting Law, Massachusetts General Laws, Chapter 30A, Section 20, as the Chair of the Massachusetts State Lottery Commission, I would like to advise that any person may make a video or audio recording of this open meeting. However, I am obligated to inform attendees of any recording at the beginning of the meeting, so I ask that those who are doing so identify themselves. Judy Moore, Senior Executive Assistant, Lottery, identified herself as making a recording to assist in the preparation of the meeting minutes. II. Approval of the Minutes from November 24, 2020 Treasurer Goldberg asked the Commission to accept the minutes from the Massachusetts State Lottery Commission (“Commission”) meeting held on November 24, 2020. Commissioner William McNamara made a motion to accept the minutes of the meeting and Commissioner Anthony Salvidio seconded the motion. Treasurer Goldberg, recognizing there was no further discussion, moved the motion to a roll- call vote. Commissioner Meghan Liddy: yes; Special Counsel Spencer Lord: yes; Commissioner Anthony Salvidio: yes; Commissioner William McNamara: yes; and Treasurer Goldberg: yes. The Motion carried. Massachusetts State Lottery Commission Draft/Unofficial Meeting Minutes for 12/29/2020 Meeting III. Executive Director’s Report a. Sales Update b. Marketing Update Lottery Sales Update-November Executive Director Sweeney reported that overall unadjusted sales for November of 2020 were down $6.9 million from November 2019. The estimated November 2020 net profit and prize payout figures do not include accruals for prizes won that have not yet been paid. The estimated net profit for November 2020 was $87.3 million as compared to $108.2 million in November 2019. After adding a 7 day average net profit figure of $21.8 million, due to a shift in the calendar that resulted in 7 fewer days being included in the net profit figure for November 2020, the adjusted change for November 2020 versus November 2019 is an estimated $0.9 million increase in net profit. The estimated prize payout for November 2020 was 71.89 percent, as compared to 72.86 percent in November 2019. Executive Director Sweeney reported on the estimated FY21 year-to-date net profit and prize payout figures, which include accruals for prizes won that have not yet been paid. The estimated year-to-date net profit for the first five months of FY21 is $445.9 million as compared to $422.4 million for the first five months of FY20. The adjusted year-over-year change for the first five months of FY21 versus the first five months of FY20 is an estimated $29.4 million increase in net profit. The estimated year-to-date prize payout for the first five months of FY21 is 73.31 percent, as compared to 73.93 percent for the first five months of FY20. Executive Director Sweeney provided a breakdown on the November 2020 sales. The Numbers Game sales were up $2.8 million, Instant Ticket sales were up $1.3 million, Powerball sales were up $1.2 million (high jackpot of $216.1 million as compared to $150 million in November 2019), and Mass Cash sales were up $103,135. Due to the impact of the pandemic and related closings, Keno sales were down $10.8 million, Mega Millions sales were down $1.3 million as compared to $243 million in November 2019, and Megabucks Doubler sales were down $175,645. Five Year Comparison Chart Executive Director Sweeney provided a visual representation of a five-year comparison chart showing the highest payout as a percentage of the Lottery’s sales from the last five years. He announced that the prize payout was at 73.3 percent, which is slightly lower from 73.9 percent last November 2019. Gross Sales Results – November Sales Executive Director Sweeney discussed the Gross Sales Results of November FY21 versus the November FY20 Unadjusted Non-Fiscal Year, as well as the year-to-date results for FY21versus FY20. Taking into consideration the challenges of FY21, Executive Director Sweeney announced that sales are reasonable. As previously anticipated, instant tickets sales have begun to slowdown and sales were just .4 percent higher as compared to last November. The main concern is Keno, which is the second highest driver of Lottery sales, is down 12.8 percent, which is almost $11 million as 3

Executive Director Sweeney warned that colder weather and the restrictions due to the pandemic will continue to have a harsh impact on Keno. Overall, for the month, total sales were down $1.6 percent. Reporting on the figures for FY21 sales through November, Executive Director Sweeney stated that despite the obstacles, sales for FY21 started out fairly strong. Instant ticket sales were up 7.6 percent and overall total sales were up 3.2 percent. He cautioned that he expected these numbers to decrease in December and January. Keno sales were down over 11 percent, which is a $54 million loss in revenue sales as compared to this same time last year. Holiday Season Sales Update (from October 18, 2020 to Present) Executive Director Sweeney provided an update on the sales from the holiday season. He described the sales as decent, particularly with instant tickets as compared to last year. He stated that in the November time period, sales began to decrease. Week 9 experienced a significant drop in sales which was due to a snowstorm and followed by dire public health warnings as the holidays approached. The majority of the public carried out their shopping online and this lessened the opportunities for individuals to stop into convenience stores or restaurants, which voided opportunities to make Lottery purchases because the Massachusetts State Lottery is not allowed to sell online. Current Lottery Operations Executive Director Sweeney announced that due to the increased cases of COVID-19 throughout Massachusetts and surrounding states, the current status of Lottery operations remains similar to last month. The Lottery took a comparable approach to the holiday season as during Thanksgiving. The Lottery is making adjustments to protect both its team members as well as the general public. With consideration given to the surge in COVID-19 cases reported after Thanksgiving as well as an anticipated surge after Christmas and New Year’s, the Lottery made the decision to close the customer based prize claim offices for business on Wednesday and Thursday, December 30 and 31, and also Wednesday and Thursday, January 6 and 7. Executive Director Sweeney added that this is an attempt to protect against potential exposures both internally and externally. The Lottery will continue to process mail-in claims. He added that essential personnel will be on-site at all times. He complimented the Drawing Team on doing a phenomenal job throughout the pandemic and noted that approximately twelve Lottery team members were trained to run the drawings in the event that a member from the drawing team is unable to perform their duties due to COVID-19. He expressed his appreciation to Christian Teja, Lottery Assistant Executive Director of Communications, who led the effort as well as the team members who volunteered to step up and receive that additional training. The Lottery is continuing to work split shifts Monday through Friday as well as telecommuting for all employees who are able to work from home. Executive Director Sweeney believes that these new policies have served the Lottery well. Lottery employees have experienced all of the same issues as everyone else in dealing with the pandemic and have done a good job in following the public health guidelines. 4
Massachusetts State Lottery Commission Draft/Unofficial Meeting Minutes for 12/29/2020 Meeting Social Media Executive Director Sweeney shared the creative ways in which the Lottery utilizes social media to engage, educate, and entertain customers and communities during the Coronavirus outbreak. He reported on the successful responses received with the Massachusetts Lottery Dough Bakeoff promotion, which asked Facebook followers to post photos of their homemade Lottery inspired baked items. This endeavor was put together by the Marketing Team and Edward Farley, Lottery Chief Marketing Officer, added that this effort generated a lot of positive responses while keeping relevant with the current times. Due to the COVID-19 pandemic, more people are staying at home, cooking at home, and this engaged those in a fun and creative way while promoting the Lottery brand. Executive Director Sweeney reminded the Commission of the Lottery’s vital partnership with the Department of Public Health. He highlighted that the Lottery utilized social media to share some of the announcements from the Department of Public Health to raise awareness of responsible gift giving and that Lottery gifts are not appropriate for those under eighteen. Executive Director Sweeney reported on this year’s abbreviated, but successful holiday toy drive. Lottery employees, as well as members of the public, have always shown a lot of generosity during this effort and the Lottery has been inspired by similar efforts put forth by the Treasury. Despite the limitations related to the pandemic, the team at the Lottery put together a strong effort with regard to this undertaking. After thanking Executive Director Sweeney for his update, Treasurer Goldberg asked if he could report on any preliminary numbers for the month of December. Executive Director Sweeney reported that the unofficial numbers from this point through December, unfortunately, show a continuation of the trend that has occurred over the last couple of months. The decline in Keno sales accelerated during December, which given the status of the pandemic, is a logical outcome. There has also been a pullback with instant ticket sales and while they remain in a relative positive territory, they are not performing as strong as usual. People are limiting their in-person activity as much as possible, which impacts Lottery sales. There has been an increase in Powerball sales, because of the growing jackpot and also with Mega Millions, which has a jackpot over $300 million. In general, products have pulled back a little bit further throughout the month of December. IV. Update Regarding North Shore Operations Center and Retail Claims Center – 160 Winthrop Ave, Lawrence, MA 01843 Executive Director Sweeney provided an update on the progress in finalizing the lease negotiations for the North Shore Operations Center and Retail Claims Center located at 160 Winthrop Avenue in Lawrence. The lease was signed by Executive Director Sweeney under the guidance of the Division of Capital Asset Management and Maintenance (DCAMM). The process of configuring and building out the Operations Center and Retail Center will begin in earnest for occupancy in June or July 2021. Executive Director Sweeney will be providing the Commission with updates throughout the next quarter. 5

Matters Requiring Approval of the Massachusetts State Lottery Commission VOTE (1): For the reasons set forth in the attached memorandum dated December 17, 2020, the Executive Director is hereby authorized to encumber and expend two hundred fifty thousand dollars ($250,000.00) to extend the Senior Program Engagement Management services for the ongoing modernization efforts at the Massachusetts State Lottery for the period of January 1, 2021 through June 30, 2021 of Fiscal Year 2021 with the OSD ITS63StaffAugCat2 vendor: Overture Partners, LLC 57 Wells Avenue Newton, MA 02459 The aggregate total maximum obligation assumed hereunder for these services for Fiscal Year 2021 shall not exceed five hundred thousand dollars ($500,000.00). Any future encumbrance or expenditure pursuant to this vote is contingent upon appropriate availability of funding for the Lottery. Commissioner William McNamara made a motion for the Executive Director to encumber the funds and Special Counsel Spencer Lord seconded the motion. Executive Director Sweeney explained that this is a familiar item in which the Lottery comes before the Commission in a similar manner every three to six months. This contract is for the Project Manager who oversees the Lottery’s IT modernization efforts. The contract runs through the end of this month and an approval on this vote will allow the extension of that contract through to the end of the current fiscal year. Treasurer Goldberg, recognizing there was no further discussion, moved the motion to a roll- call vote. Commissioner McNamara: yes; Special Counsel Lord: yes; Commissioner Liddy: yes; and Treasurer Goldberg: yes. The Motion carried. Commissioner Salvidio was not audible at this time. VOTE (2): The Executive Director is authorized to continue to work with the Commonwealth’s Division of Capital Asset Management and Maintenance (DCAMM) and to include the following municipalities in the search area of the Request for Proposals for the Lottery’s Central Massachusetts Operations Center: Auburn, Millbury, Shrewsbury, West Boylston, and Worcester. Commissioner William McNamara made a motion for the Executive Director to continue to work with the Commonwealth’s Division of Capital Asset Management and Maintenance (DCAMM) and Commissioner Meghan Liddy seconded the motion. Executive Director Sweeney stated that Walter Jenkins, Senior Project Manager from DCAMM was in attendance to answer any questions and provide additional information. He added that DCAMM has been a good partner with the Lottery. Executive Director Sweeney stated that over the last four years, the Lottery has worked with DCAMM on various RFP processes as leases have come to an end. Worcester has fallen into that category and the Lottery, working with DCAMM, is proposing a search area that includes Worcester, Auburn, Millbury, Shrewsbury, and West Boylston. The Lottery is seeking the Commission’s approval to move forward with the RFP for 6

With approval, the RFP will go out as soon as January or February at the latest. Commissioner Salvidio re-connected to the meeting and was audible. He stated that he was able to hear the meeting discussion when he was inaudible. Treasurer Goldberg, recognizing there was no further discussion, moved the motion to a roll- call vote. Commissioner Salvidio: yes; Commissioner Liddy: yes; Special Counsel Lord: yes; Commissioner McNamara: yes; and Treasurer Goldberg: yes. The Motion carried. Commissioner Salvidio stated that he believed that the majority of the people who will be utilizing the Lottery from this region would be from Worcester Center. He requested that there be good access to the new location from that area. Treasurer Goldberg validated Commissioner Salvidio’s concerns and added that the team was aware of this matter. She added that great consideration will be given to remain in Worcester. VI. Other Business – Reserved for matters the Chair did not reasonably anticipate at the time of posting Treasurer Goldberg wished everyone a happy, safe, and healthy New Year. After asking if there was any other business to discuss, Treasurer Goldberg sought a motion to adjourn the meeting. Commissioner William McNamara moved to adjourn and Special Counsel Spencer Lord seconded the motion. Treasurer Goldberg moved the motion to a roll-call vote. MEMORANDUM To: Michael Sweeney Executive Director From: Matthew DiFrancesco Assistant Executive Director of Operations CC: Gregory Polin – AED Legal Counsel Date: January 15, 2021 Ref: RFR 1706 Lottery Bet Slips – Option Year 1 On March 31, 2017, the Massachusetts State Lottery (“Lottery”) issued RFR 1706 to purchase bet slips for use with its betting terminals as part of its wagering system. The RFR identified the nine (9) types of bet slips used in the Lottery’s on-line terminals. Those bet slips include: Numbers Game 1&2; Numbers Game 3&4; 7 Day Mass Cash; Keno; Mega Millions with Megaplier; Megabucks Doubler; Lucky for Life; All or Nothing; and Power Ball. The Lottery received two bids in response to this RFR. Both bids met all the mandatory requirements. In June 2017, the Massachusetts State Lottery Commission authorized the Lottery’s Executive Director to enter into three (3) year contracts, with two (2) one (1) year extension options, to purchase bet slips with the following firms: Total Business Systems, Inc. d/b/a Deluxe Data Printers 30800 Montpelier Madison Heights, MI 48071 RMF Printing Technologies, Inc. 50 Pearl Street Lancaster, NY 14086 It is recommended that the Lottery exercise the first option year for both of these contracts as this will allow the Lottery to purchase bet slips for the remainder of Fiscal Year 2021. The purpose of this BID was to procure custodial services for MSLC locations. The BID includes daily and periodic janitorial services at each location. The work will include the entire area at each location including but not limited to, offices, lounges, lunch areas, halls, closets, entries, exits, lavatories, warehouse space, stairways, top to bottom wall surfaces, hanging objects, all internal glass and windows and all external glass windows. Additional cleaning services in accordance with CDC and Massachusetts Department of Health guidelines will be followed to combat the COVID 19 virus. After the Procurement Management Team’s review and recommendation, the MSLC voted to award the contract to Facilities Management and Maintenance, Inc. (“FM&M”) on March 1, 2017. Initially, the length of the contract was for one (1) year with up to three (3) one (1) year options to renew. The current contract is set to expire on February 28, 2021. This vote is to authorize the Executive Director to extend these services with FM&M through the period March 1, 2021 through February 28, 2022 in accordance with the updated terms of FAC81. Pricing includes the following: • Adding the new West Springfield location. • Prevailing wage increases for FY 2021 for standard cleaning services. • Emergency clean up contingency fund. • Up to $700,000.00 for COVID 19 cleaning and disinfecting services. These services include but are not limited to 24/7/365 coverage at our Data Center, cleaning after both shifts at our Distribution Center, enhanced cleaning at all Regional Offices for customer and employee areas, and deep cleaning services where required when COVID 19 exposure has been identified. Breakdown of costs: • $490,949.43 for cleaning services/supplies/wage increases. • $15,000.00 for emergency fund. • $700,000.00 for COVID 19 requirements.
Therefore, it is recommended that the Executive Director be authorized to extend the MSLC’s contract with FM&M for the provision of custodial services, including COVID 19 cleaning protocols, for the MSLC locations pursuant to BID #17-30 and FAC81. This bid fulfills the Lottery’s need to move, safely, its heavier and bulkier sales machines, including Player Activated Terminals and ITVM machines, from its locations and agents. The services also include the temporary storage of these machines as well as moving and storing any palletized inventory, and other miscellaneous moves. The goal was to contract with two vendors to fulfill required services over the next two years. The RFQ LOT # 2106 was posted in November and the following four bidders provided responses: 1. ABC Moving & Storage Co. LLC 2. Diamond Relocation Inc. 3. Sterling Corporation 4. Wakefield Moving and Storage Inc. The evaluation of the bidders was broken down as follows: 65% based on cost and 35% based on technical response. Wakefield Moving and Storage Inc. scored highest with a total of 86.66 points out of 100 points. Diamond Relocation Inc. scored second with 72.67 points out of 100 points. It is recommended that the Massachusetts State Lottery Commission authorize the Executive Director to enter into contracts with the following FAC96 vendors: Wakefield Moving and Storage Inc. This contract manages network flow of traffic for all of the retail agent locations, primary and secondary IT data centers, as well as all MSLC Headquarters and Regional offices. The performance of this network is critical to the success of the MSLC’s ability to raise revenue for Massachusetts cities and towns. Over the past 5.5 years, Verizon Enterprise Solutions has proven to be a valuable partner in the success of the MSLC and has provided numerous software and hardware enhancements requested by the Lottery, including most recently the upgrade to the new betting terminals, new betting host upgrade, upgrade to the Norwell IT data center and relocation of the secondary IT host center to Chelsea, MA. It is the intent of the Lottery to exercise the second one (1) year option year of this contract. The original vote in March 2015 authorized the Executive Director to enter into a five (5) year contract, with five (5) options to renew for one (1) year each, with Verizon Enterprise Solutions. The maximum obligation for the five (5) year contract was not to exceed $40,006,348.00. In December 2019, the MSLC authorized the Executive Director to exercise the first one (1) year contract extension option for these services and that extension expires on April 30, 2021. The Lottery is seeking to exercise its second one (1) year contract extension at this time with all current costs remaining the same level with the previous option year. Level funding of eight million, two hundred thousand dollars ($8,200,000.00) will cover all monthly recurring costs, any anticipated software or hardware upgrades requested by the Lottery, as well any increase in bandwidth that maybe required. This option year will cover the time period May 1, 2021 through April 30, 2022.

MEMORANDUM TO: Michael Sweeney, Executive Director, Massachusetts State Lottery Commission FROM: Joshua Fredette, MSLC Senior Program Engagement Manager RE: Massachusetts State Lottery Commission Technology Modernization Program DATE: January 15, 2021 It is requested that the Massachusetts State Lottery Commission (MSLC) increase the maximum obligation that it set at its meeting on June 23, 2020 from five million dollars ($5,000,000.00) to nine million, two hundred forty-three thousand dollars ($9,243,000.00) for continued lottery technology modernization projects to be encumbered and expended in Fiscal year 2021 or thereafter. Any future encumbrance or expenditure pursuant to this vote is contingent upon appropriate availability of funding for the Lottery. The following modernization phases will allow the MSLC to continue to innovate the Massachusetts State Lottery consumer facing applications to meet rapidly changing technology and cyber security landscapes along with retailer and player needs. Funding requests are being looked at on a monthly basis to ensure that vendors are providing phased approaches across the Modernization Projects to help mitigate any potential risks. The Executive IT Team also continues to monitor progress on a weekly basis to mitigate risks by using an Agile approach and launching smaller, phased projects to reduce the risk to the Massachusetts Lottery, retailers and the players. In addition, progress on each project is reviewed with the Executive Office of Technology Services and Security (EOTSS) for continued feedback and funding approvals. This vote will cover the following modernization efforts and Subject Matter Expert Consultants that are managing or developing: • Cobol Mainframe Re-platforming: The legacy COBOL mainframe serves as a home- grown ERP system and presents a high operational risk to MSLC due to minimal internal and industry resources to support the obsolete technology. The Senior Program Manager is recommending that MSLC leverage the investment made in the Remote Ticket Cashing infrastructure to move the following from the legacy Cobol mainframe: o Season Tickets o Annuities o Check Writing o Backoffice Financial and Security Functionality • Remote Ticket Cashing, Phase 2 (pushing claims via ACH) o Allowing lottery players to remotely cash claims from $601.00 to $5000.00 in a safe and secure manner, without the inconvenience and environmental impacts as a result of driving to Lottery claims centers. Phase 1 has been deployed with
success and to date over 50,000 successful ticket checking scans have been made by players using the new Lottery mobile apps. The apps are built using an Agile approach to reduce overall risk to the Lottery, Commonwealth and Players. The core IT Team also consults with EOTSS to ensure that best practice cyber security and fraud management practices are being executed. • Complete the modernization of consumer facing application projects, including: o A more secure web/mobile player interface via Customer Management System (CMS). o Developing the infrastructure to support mobile ticket scanning. o Developing an integrated strategy and solutions for all digital assets (e.g., web, mobile, email, social media, etc.) including data analysis. o Modernizing the infrastructure for a modernized eCommerce portal. These deliverables will enable MSLC to better respond to players needs and continue to find innovative ways to retain current players and capture new potential players/demographics. Provide retailers with innovative ways to improve the player experience. • Planning and developing cloud strategies. • Any required Data Center prep, design for any potential required moves. • Player/consumer facing services (help desks, service desks, etc.). • Providing independent consulting for State and MUSL audits. • Project management for all phases of the Player Activated Terminal projects. • Continued Data Analytics projects to cultivate a data driven organization. • Providing ongoing technical program and vendor management subject matter expertise. The SME Consultants work closely with the MSLC staff during critical technology and business transformation projects, proactively managing project tasks in addition to identifying and mitigating project risks. It is important to note that these SME Consultants have been delivering ongoing management, consulting, weekly technical and project risk assessments that have been critical to keeping the overall MSLC Modernization Program on track including the new host system, data center moves and modernization projects, all of which have been delivered on time and under budget. The SME Consultants arose out of the initial August 2017 Commission Vote. The MSLC is utilizing ITS63 – IT Staff Augmentation Lower Overhead Statewide Contract to contract with the ITS63 approved vendor McInnis Consulting Services Inc., located at 100 Prospect Street, Norwell, MA 02061, for the services of SME Consultants with the below three firms to provide information technology expertise: • Rolta Advizex Technologies LLC, located at 3 Burlington Woods Drive Suite 206, Burlington, MA 01803 • NTT Data Services, located at 100 City Square Boston, MA 02129 • Gartner Consulting located at 125 Summer St # 4, Boston, MA 02110 The consulting services will help the MSLC continue the critical modernization efforts along with preparing to pivot to a more robust web and mobile presence.
These expenditures will allow the MSLC to continue to modernize the existing Lottery technology and help reduce the overall risk to the Treasury, Lottery, and Commonwealth of Massachusetts. This vote will enable the Lottery to meet the constant competitive pressures and maintain the revenue that the Commonwealth Cities and Towns rely on.
