WESTERN ATHLETIC CONFERENCE • BASKETBALL TOURNAMENT • 2021 MANUAL Policy Revisions/Reminders Please note the following important championship policies for the 2021 tournament. Refer to the appropriate section in this manual for additional information on these policies. Testing. Teams will be tested upon arrival by PCR and must quarantine in their room until results are returned in approximately 12 hours depending on time of test. Each tested individual will receive a red wristband which they must wear until testing is returned. If cleared, they will then utilize the TIER ONE credential. Please have this credential with you AT ALL TIMES as it will be your only means of access to the Are- na and Hotel. Following the initial PCR, all TIER ONE individuals will be tested daily prior to involvement in practice, shootarounds or games utilizing their respective school’s antigen devices. All test results must be completed by 10:00 a.m. Benches. Team benches will be assigned on a per game basis with the location determined by the WAC. A maximum of 15 student-athletes will be permitted to dress for any game, and there will be 25 socially distanced chairs set at each team bench. Only the 15 student-athletes in uniform and the 10 individuals (or more if there are fewer than 15 student-athletes in uniform) and team physicians wearing a TIER ONE CREDENTIAL will be permitted in the team bench area. Chairs shall be pre-assigned, and individuals MUST us the same chair throughout the contest and these chairs shall not be moved for any reason. Team List. Each team should identify 25 individuals on their TIER ONE list to serve as the official party, including student-athletes, coaches, managers, etc. Please note that the Athletic Trainer should be included in the list of 25; however, Team Physicians are considered exempt TIER ONE individuals and should not be included on the official party list. There shall be no other individuals allowed in the team bench area. In addition, due the NCAA’s allowable pass list number of 34 for the Basketball Championship, it will be necessary for an additional 9 individuals to have met the seven-day testing regimen required for the 34 to attend the NCAA Tournament. These additional 9 will be considered TIER ONE and must meet the same testing requirements as the 25 Tier One Team List individuals, but are not required to be included in the “bubble.” Separate seating will be provided for the additional 9. Laundry. The laundry area is in the designated TIER ONE area, so any individual in charge of team laundry must be Tier ONE. Each team is responsible for its own laundry and may use the available washing machines located in the Orleans Arena laundry room beginning on Wednesday. There is absolutely no access to the Arena for any reason on Monday or Tuesday. A sign-up sheet will be posted on the door along with instructions of how to use the machines. Detergent will be provided and late-night access to the area will be available if requested. Questions should be directed to either John Gronowski (702-217-9360) with the Orleans Arena staff. Locker Rooms. Due to social distancing requirements, Arena locker room pairs 1&2 and 3&4 have been combined to make two larger rooms. The other two rooms utilized this year for locker rooms will be the Home Team room (resident hockey team’s room) and the Press Room. Please be advised that the Press Room does not have restrooms; however, there are restrooms available directly across the hall, and are in the restricted TIER ONE area. Dressed to Play/No Showers. Teams should arrive at the Arena dressed to play and return to the hotel for post-game showers. Shower- ing at the Arena will not be allowed. Access for Games. To limit crossover exposure, teams may access their assigned locker room no earlier than 90 minutes prior to their scheduled game time. No Meeting or Locker Room Access for Shootarounds. There will be no meeting room available prior to shootarounds and we ask that teams not show up early for their assigned time. Take all items to the court area; do not leave items in the hall or foyer. Teams must immediately leave the arena at the conclusion of their shootaround. Outside Food. Outside food is not permitted inside the arena. Shootaround Cancellation. If a team elects NOT to use a scheduled shootaround time it must notify the Conference no later than 11 p.m. the previous night. Failure to do so will result in a $500 fine for each infraction. Notification of a canceled practice must be made to Dave Chaffin via text (720-988-6610) or email (dchaffin@wac.org). All games will be held in the Orleans Arena (4500 West Tropicana Ave., Las Vegas, NV 89103). Section 1–3 Game Officials The Conference Coordinators of Officials are responsible for selecting and assigning officials for the men’s and women’s tourna- ment. One alternate official will be assigned to each tournament game and shall be seated at a location separate from the scorers and DVSport area. Officials will be tested the morning of any assigned game. Section 1–4 Game Personnel All game management personnel will be selected and assigned by the WAC including an official scorer, timer(s), shot clock opera- tor, instant replay, scoreboard operator, stat crew and PA announcer. Section 1–5 Participants All Conference members that are eligible for post-season play or are in year three of the transitioning process shall participate in the men’s and women’s tournaments. The winner of the women’s tournament shall represent the WAC in the NCAA Division I Women’s Basketball Championship and the winner of the men’s tournament shall represent the WAC in the NCAA Division I Men’s Basketball Championship, unless a transitioning institution is the tournament champion. In such case, the WAC representative shall be the regular season champion unless that too was a transitioning institution; then it will be the second-place regular season finisher. Each participant in the WAC Basketball Tournament must be eligible under the rules of its own institution, the Conference and the NCAA. The NCAA rules governing the eligibility of the individual student-athlete for participation in the NCAA Championships will be applied to each participant. Section 1–6 Tournament Cancellation In the event the Conference Tournament has not begun and cannot be played, the automatic qualification berth shall be award- ed to the regular season champion, unless it is a transitioning institution. Section 4–2 Bracket Adjustments Should a team be forced to withdraw from the tournament after the bracket has been set, the tournament will be reseeded as long as it is prior to 24 hours before the first game (1:00 p.m. Wed. for women, 4:30 p.m. Thursday for men). If a cancellation occurs within 24 hours of the first game or during the tournament, the opponent of the withdrawing team will advance in the bracket. Section 4–3 Tie-Breaking Procedures Following the application of the WAC’s Tie-Breaking Principle, the following tie-breaking procedures shall be used in basketball. 4.3.1 Two-Way Tie. [i] The winner of the head-to-head competition is the higher seed. [ii] If the tie is for first place, compare the tied teams’ records against the next highest finishing team and continue through the standings. The team with the best record/winning percentage against the next highest finishing team(s) or group of tied teams that the tied teams have played the same amount of times shall receive the higher seed. If the tie is for any position other than first place, the comparison shall begin at the top of the standings. [iii] If a tie still remains, the institution with the highest NET at the conclusion of the WAC’s regular season shall receive the higher seed. 4.3.2 Three or More-Way Tie. Once a tie has been reduced to two teams, the two-team tie-breaker is implemented. [i] Compare the records of the tied teams against each other. The team(s) with the best record(s) versus the other tied teams receives the higher seed or advances to the next tie-breaker; the team with the next best record versus the other tied teams receives the next highest seed or advances to the next tie breaker, etc. [ii] If the tie is for first place, compare the tied teams’ records against the next highest finishing team and continue through the standings. The team with the best record against the next highest finishing team(s) or group of tied teams that all the tied teams have played the same amount of times shall receive the higher seed or advance to the next level of tie-breaker. If the tie is for any position other than first place the comparison shall begin at the top of the standings. Women’s and men’s semifinal games will be played on Friday, March 12 and the championship games on Saturday, March 13. Section 5–2 Athletic Training and Medical Further athletic training and medical information may be found in Section 11. 5.2.1 Athletic Training. An athletic trainer will be on hand for all games and shootarounds to assist with team health care needs. Teams also will have access to the Orleans Arena athletic training room both during the tournament and after hours (open one hour before the first practice or shootaround of the day). See Section 11 for contact information. 5.2.2 Medical. A tournament physician and ambulance will be on site for all games. The contact for the tournament physician is Dr. Michael Miao (702-499-3008). The nearest hospital to the Orleans Hotel and Arena is: Spring Valley Hospital Medical Center 5400 S. Rainbow Blvd. Las Vegas, NV 89118 (702) 853-3000 5.2.3 Stationary Bikes. The Orleans will provide two stationary bikes which will near the team benches. Bikes may only be utilized by the two teams participating in the current game. Cleaning stations will be adjacent to the bikes and it is important that the bikes are wiped down before and after each use. They will also be cleaned between games. Section 5–3 Basketballs Wilson is the official ball of the WAC Tournament and will be used for all men’s and women’s games (WTB0700-Men; WTB0701-Women). Twenty-four (24) basketballs for game day shootarounds and twelve (12) for each team’s pregame warm-up will be available at the tournament site. The game officials will select the ball to be used for each contest. Balls shall be cleaned as prescribed between games and any time they should leave the playing area. WESTERN ATHLETIC CONFERENCE • BASKETBALL TOURNAMENT • 2021 MANUAL Section 5–5 Halftime Halftime will be 15 minutes in length. Section 5–6 Locker Rooms 5.6.1 Assignments. To accommodate prescribed social distancing measures, there will be four (4) team locker rooms uti- lized this year in the Orleans Arena. Rooms 1 & 2 will be combined into one locker room, rooms 3 & 4 into a second, the third room will be the Home Locker room of the resident hockey team, while the fourth room will be the Press Room. (Please note that the Press Room is a meeting room only, therefore there are no restrooms or showers. There are restrooms located in the southeast tunnel of the arena.) The teams in rooms 1-2 and 3- 4 will turn right to enter the court, while teams in hockey room and press room will enter at other corner to prevent any crossover. There are no alternative routes to the court and assigned locker rooms will not be changed without WAC approval. Team locker rooms will be assigned for each game on a daily basis, and directional signs will be posted to assist teams in locating their assigned room. 5.6.2 Access. Teams may access their assigned locker room no earlier than 90 minutes prior to their scheduled game time. Section 5–7 Lodging All hotel expenses incurred are the teams’ responsibility and must be settled with the hotel at the time of departure. The WAC’s headquarter hotel is the Orleans Hotel and Casino located at 4500 West Tropicana Avenue in Las Vegas, NV 89103. Section 5–8 Meals Each participating team is responsible for the cost of meals or other expenses for its official travel party. Outside food is not per- mitted in the arena. It is highly recommended that a team representative contact the hotel two weeks in advance for team meal arrangement. The Orleans contact is Chaz Morton 702-691-5167 or chazmorton@boydgaming.com. Section 5–9 Media Timeouts The following NCAA procedures shall govern media timeouts for all games unless modified by a national or regional television network. 5.9.1 Men’s Basketball 1. The electronic media agreement determines the number, length and media marks for electronic media timeouts. 2. The electronic media timeouts will occur at the first dead ball at or after any of the above minute marks when the game clock is stopped. 3. The first timeout requested (charged) by either team in the second half (regardless of the time on the clock) shall become the length of a timeout called for under the electronic media timeout. 4. When a timeout is granted and creates a dead ball with 30 seconds or less before any of the media marks, or creates the first dead ball after one of the media marks, that timeout will become the scheduled electronic media timeout. (Exception: See #3 above.) 5. In addition to carrying over any unused timeouts into any overtime period, each team shall receive one additional 30-second timeout for each overtime period but not until the period begins. 5.9.2 Women’s Basketball 1. The length of a media timeout is determined by the host institution/conference or the electronic media agreement between the host institution/conference and their media partner. 2. There is one electronic-media timeout in each period that occurs at the first dead ball at or below the 5-minute mark. 3. When a team calls a timeout before the electronic-media timeout mark for that period, or calls a timeout which creates the first stop- page in play at or below the mark, the timeout shall be charged to the team and it will become that period’s electronic-media timeout. 4. The first team-called timeout of the second half will become an electronic-media timeout. This timeout does not replace the 5-minute media timeout in the period in which it is called. 5. The first team called timeout in any extra period(s) shall become an electronic-media timeout. Section 5–10 Merchandise There will be no Tournament merchandise available. 8 WACsports.com • @WACsports • #WACvegas
WESTERN ATHLETIC CONFERENCE • BASKETBALL TOURNAMENT • 2021 MANUAL Section 5–11 Parking All parking is on a first-come, first-served basis and is free in the lots adjacent to the Orleans Arena. Section 5–12 Participant Gifts The WAC, in conjunction with Your Image Works, will communicate directly with participating institutions’ gift coordinators re- garding the ordering and delivery process of championship participation awards. Each team will receive 25 gift codes. Section 5–13 Practice Due to COVID-19 and for 2021 only, the WAC has secured an off-site practice facility at the Westgate Convention Center with two separate practice areas, and will coordinate access. The facility will be available Tuesday, Wednesday, Thursday (and Friday if re- quested). Reservations will be managed by Denise Bullard from the WAC office. Teams should contact Denise at 720.301.1898 to reserve a time. Practice slots will be 1.5 hours long. Basketballs and the facility will be cleaned after each practice, so be advised there will be absolutely no early entry. The Orleans Arena will only be available for 40-minute team practices on Championship Saturday, and times will be assigned by the Conference office. Section 5–14 Pregame Format The scoreboard clock will start 60 minutes before player introductions of each game on Wednesday, Thursday and Saturday. It will start 30 minutes before player introductions for all Friday games. 5.14.1 National Anthem. The national anthem shall be played before the first game of the day with 12 minutes on the score- board clock. Teams may remain on the court and line up at their respective free throw lines extended if they wish. Please see Appendix 6 for the National Anthem Protocol. 5.14.2 Player Introductions. Introductions of starting lineups will begin with 0:00 on the scoreboard clock. The lineups shall be introduced by team beginning with the lowest seed. Following introductions, head coaches will be introduced but are not allowed to meet to shake hands. Further, players and staff shall have absolutely no physical interaction with the officiating crew, even fist or elbow bumps. Section 5–15 Scouting Seats There will be no available live scouting seats this year. Section 5–16 Shootarounds 5.16.1 Game Day Shootarounds. There will be no game day shootarounds at the Orleans Arena on Wednesday due to court installation. The teams with byes into the semifinals will have the opportunity for a 30-minute shootaround on Friday morn- ing. Teams that reach the men’s and women’s finals will have 30 minutes on Saturday. Shootarounds are optional and are closed. 5.16.2 Locker Room Access. There will be no meeting room available prior to shootarounds and teams should not show up early for their assigned time. Take all items to the court area; do not leave items in the hall or foyer. Teams must immediately leave the arena at the conclusion of their shootaround. There are restrooms located in the southeast tunnel of the arena. 5.16.3 Shootaround Cancellation. If a team elects NOT to use a scheduled shootaround time it must notify the Conference no later than 11 p.m. the previous night. Failure to do so will result in a $500 fine for each infraction. Notification of a canceled shootaround must be made to Dave Chaffin via text (720-988-6610) or email (dchaffin@wac.org). 5.16.4 Shootaround Schedule. Each participant or the athletic trainer is responsible for retrieving a towel if needed, water in a cup and Gatorade from the coolers. No other product, cups, coolers or water bottles may be used. Section 5–18 Team List Each team should identify 25 individuals on their TIER ONE List to serve as the official team travel party, including student-athletes, coaches, managers, etc. TIER ONE Credentials must be worn at all times while inside the arena and in the hotel. The student-athletes’ team uniform will serve as their credential courtside. Institutions shall also provide the list of the “Plus 9” individuals, and designate if any will be included in the TIER ONE BUBBLE (they ALL must be TIER ONE level testing). 5.18.1 Due Date. Each team’s list is due no later than Monday, Mar. 1 (see Section 2). 5.18.2 Insurance. Each institution is responsible for all insurance claims including but not limited to travel, accident, death, dismemberment and liability for individuals included on its Team List. Section 5–19 Squad Size All participating teams may have a maximum squad size of 15 student-athletes. These 15 student-athletes must be eligible to sit on the team’s bench and play in the game. The number of student-athletes in uniform shall not exceed 15 at the start of the contest. Institutions may change eligible student-athletes in uniform from game to game, although the number of eligible student-ath- letes in uniform for any one game shall not exceed 15, and those 15 student-athletes who are eligible to play in that game should be identified on the bench pass gate list when the team enters the arena for its game. Some teams may have more than 15 student-athletes. Please note those players are allowed to participate in a team’s closed shootaround session(s). However, teams may have only 15 student-athletes in uniform on the bench during games. If you want additional student-athletes other than the 15 in uniform to be seated on your bench, they MUST be on the TIER ONE pass list. Section 5–20 Travel All participating teams shall make their own arrangements to and from Las Vegas for the official travel party. Each team is respon- sible for arranging and paying for its own ground transportation when in Las Vegas. Section 5–21 Uniforms All participating teams should travel with both light and dark jerseys to the tournament site. For each tournament game the higher seeded team in a game will wear light uniforms, and the lower seeded team will wear dark uniforms for each game of the tourna- ment. All uniforms and equipment must comply with the rules specified in the NCAA Men’s and Women’s Basketball Rule Books. 5.21.1 Laundry Service. Each team is responsible for its own laundry and may use the available washing machines located in the Orleans Arena laundry room beginning on Wednesday. A sign-up sheet will be posted on the door along with instruc- tions of how to use the machines. Detergent will be provided, and late-night access to the area will be available if requested. The Orleans Arena video services department will record all tournament games in a .mp4 file format. Each team will be provided with one (1) USB flash drive for use through- out the tournament at no charge. As teams advance in the tournament, they will need to return the flash drive to Dave Chaffin (720-988-6610) so that subsequent games may be copied to the flash drive. Teams will receive the video file of any game in which it participates and any game in which its next opponent participates. Video files of the tourna- ment games will also be uploaded to the WAC’s video exchange service, Synergy. 5.22.1 Direct Feed. Teams have the option to record the live coaches’ camera feed of their game and their next opponent’s game from a BNC connector. There are two stations located in the locker room hallway and an additional two stations outside of the arena’s video room. Teams must provide their own equipment to convert the HD-SDI signal to the desired format to be able to save to their recording device. Section 5–23 Warm-Up Teams will warm-up on the opposite end of the court from their respective bench areas prior to the tip-off of the first half. Teams will warm-up at the end of the court on the side of their respective bench areas prior to the start of the second half. 5.23.1 Court Availability. Teams may begin warming up no earlier than one hour before their game. Section 6 – Credentials Section 6–1 Types & Access 6.1.1 TIER ONE. The ‘TIER ONE’ credential will be issued to the 25 TIER ONE individuals, game officials, team physicians and the “Plus 9” individuals ONLY. This credential allows full access to TIER ONE areas within the Orleans Arena and Orleans Hotel. 6.1.2 TIER TWO. The ‘TIER TWO’ credential will be issued to individuals working in an official capacity at the tournament (e.g., scorer’s table, stats, runners, etc.), any media including photographers, and any additional institutional personnel not included in the TIER ONE group. This credential allows working access to TIER TWO areas, including the media table, within the Orleans Arena. 6.1.3 TIER THREE. The ‘TIER THREE’ credential will be issued to ESPN and the WAC Digital Network’s production crew as well as any Orleans arena staff members. This credential allows absolutely no access to the arena floor; only the north production lot and designated filming areas away from the court. Participant seating (official TIER ONE List only) for a game in which a team is not playing will be located in the upper box area by utilizing the elevator by the locker rooms. 7.1.2 General Public. There will be absolutely no tickets available to the general public. 7.1.3 Physically-Disabled Spectators. Elderly and physically disabled spectator seating is available. All requests of this na- ture should be brought to the attention of the Orleans Arena Ticket Office. 7.1.4 Re-entry. There will be no re-entry at the Orleans Arena. Guests will not be allowed to leave and re-enter the venue. Section 8 – Media Operations Section 8–1 Awards and All-Tournament Team The Media Director will utilize an online ballot among credentialed media representatives covering the tournament to determine a five-person All-Tournament Team including the Most Valuable Player. The selections will be announced immediately after the completion of the championship game and those selected will receive an award. It is recommended that both teams that partici- pate in the respective championship games remain on the court for the presentation of the awards. The presentation of the All-Tournament Team and the Most Valuable Player award will take place on the playing floor as soon as possible following the championship game. The tournament championship trophy will be presented last. Section 8–2 Credentials The WAC will coordinate all requests for TIER TWO credentials. Media personnel must present a credential for admission to the arena or to any media-related area within the arena. Section 8–3 Media Directors Chris Thompson will serve as the Media Director for the tournament and is responsible for all media arrangements. Section 8–4 Hospitality There will be limited hospitality during the tournament consisting of beverages only. Section 8–5 Hotel Hotel rooms for the media have been reserved at the Orleans Hotel and Casino. Information may be obtained through Chris Thompson. Section 8–6 Media Work Room There will be no media work room available. All work shall take place at the in-game location. After each game, a box score and play-by-play will be available. Conference notes and stats, team notes and stats and tournament records will be provided. Updat- ed brackets and complete press conferences are posted on the WAC website. Section 8–7 Parking Parking is on a first-come, first-served basis and is free in the lots adjacent to the Orleans Arena. Section 8–8 Postgame Locker Room Policy Team locker rooms are closed to the media at all times and there is absolutely no entrance allowed to the TIER ONE area. Section 8–9 Postgame Press Conferences The WAC Media Directors will poll the media in attendance and select 2-3 student-athletes from each team who are required to be available for the ZOOM press conferences following a maximum 10-minute cooling off period after each game. The men’s and women’s quarterfinals and semifinals will be available on ESPN+. The women’s championship will be available on either ESPN+ or ESPN3. The men’s championship will be carried by ESPNU. 8.13.2 Radio. The rights to the broadcast of all tournament games are held by the Western Athletic Conference. Each team’s official station shall be provided broadcast rights at no charge. No other origination by an institution shall be permitted without approval from the WAC and may incur additional expenses which will be the responsibility of the institution or broadcasting organization. Section 9 – Hospitality/Entertainment Functions Section 9–1 Friends & Family Events The Orleans Hotel features approximately 40,000 square feet of banquet and meeting space, a number of restaurants and three specialty bars that may be utilized for special events. Section 9–2 Tournament Hospitality Rooms There will be no Hospitality during the 2021 Tournament other than an upper-level suite for staff and administrators. Section 10 – Athletic Training/Medical Section 10–1 Athletic Training Athletic training services for the WAC Basketball Tournament will be provided by GameTime Sports Medicine. They will provide access to Athletic Training supplies and equipment including treatment/massage tables, stationary bikes, electric stim device, portable heat packs, mobility devices (foam rollers, etc) and recovery boots (NormaTec) for all participating teams/athletes. There will be water, ice, Gatorade and towels available on team benches during all shootarounds and games. There will also be access to emergency equip- ment including an AED, splints and crutches in case of traumatic injury. Championship hosted by the WAC (neutral site): Traveling institutions shall follow their concussion management plan while participating in WAC championships. If a participating team lacks appropriate medical staff to activate its concussion management plan, the championship physician/trainer will examine the student-athlete and will determine medical clearance. Championship hosted by an institution: Traveling institutions shall follow their concussion management plan while participating in WAC championships. If a participating team lacks appropriate medical staff to activate its concussion management plan, the host institution’s concussion management plan will be activated. The NCAA legislation notes, in part, that a student-athlete who exhibits signs, symptoms or behaviors consistent with a concussion shall be removed from athletics activities (e.g., competition, practice, conditioning sessions) and evaluated by a medical staff member (e.g., sports medicine staff, team physician) with experience in the evaluation and management of concussions; a student-athlete diagnosed with a concussion is precluded from returning to athletics activity for at least the remainder of that calendar day; and medical clearance for return to athletics activity shall be determined by the team physician or the physician’s designee from the student-athlete’s institution. In the absence of a team physician or their designee, the WAC tournament physician or their designee will examine the student-athlete and will determine medical clearance. Within the rules of the sport and policies established for the championship, medical staff should have access to the injured student-athlete without interference (e.g., coach). A concussion is a brain injury that may be caused by a blow to the head, face, neck or elsewhere on the body with an “impulsive” force transmitted to the head. Concussions can occur without loss of consciousness or other obvious signs. A repeat concussion that occurs before the brain recovers from the previous one (hours, days or weeks) can slow recovery or increase the likelihood of having more severe and/or long-term problems.
