Introduction
This regulation is adopted pursuant to authority reserved to the Quinault Business
Committee under Title 51, Section 51.03.030(g), and provides Quinault hunters with specific
information important to the 2020-2021 hunting season.
The general Off-Reservation Hunting regulations, included herein, provide Quinault hunt-
ers with specific information regarding open hunting areas, hunter’s responsibilities, bag limits
and season lengths for the 2020-21 hunting season. The Business Committee is in the process
of negotiating a hunting co-management agreement with WDFW, with the intent to require
all off-reservation state hunting citations issued to Quinault tribal members be referred to the
Quinault Tribal Court for prosecution. Rayonier in the Copalis unit 642 and Weyerhaeuser and
Green Diamond in the Wynoochee unit 648 (specifically the Satsop area) now require fee permits
to hunt on their lands. Until the agreement with WDFW is completed, Quinault hunters should
take notice that they will be hunting these areas at their own risk and there is no guarantee that
Quinault hunters will not be prosecuted in state court.
In addition to these annual regulations, the Quinault’s Title 51 (Fishing/Hunting/Gather-
ing) contains requirements pertaining to: eligible hunters, permits, firearms restrictions, enforce-
ment, violations and criminal offenses.
NOTE:
The State of Washington requires a Discover Pass for parking at or use of state parks and prop-
erties. Tribal members lawfully exercising their treaty rights ARE NOT subject to state
law. Until such time as the Quinault Nation works out an acceptable system for Quinault tribal
members to access state lands without harassment, please report any violation notices or tick-
ets issued for failure to have a Discover Pass to the Quinault Office of the Attorney General at
360.276.8215 ext. 1400 and QDNR Resource Protection. Quinault attorneys will assist you in
resolving notices/tickets.

Animal remains, carcasses, gut piles, hides and leavings shall not be left in any public place within 500 yards
from any inhabited site, dweling or public areas including Point Grenville, the cemetery, and community housing
areas.

Baiting of bears off-reservation is prohibited. The use of dogs to hunt bears is not au-
thorized as stated in Title 51.
The QDNR Wildlife Section requests that hunters submit the first pre-molar of each
bear harvested to the Fish & Game Office. The Wildlife Section ages black bears through
cementum analysis of submitted tooth samples and can provide the results to hunters
who submit teeth.
Cougar

Other Restrictions:
The use of dogs to hunt cougars is not authorized as stated in Title 51, except by special
regulations allowing for scientific research or depredation issues.
Successful hunters may present the pelt or skull of the harvested cougar to the QDNR
Wildlife Section for examination of age and sex.

the Fish & Game Office.
Mountain Goats

Fur-Bearing Small Game Trapping
Trapping
Type of Hunt: Trapping for Fur-bearing Small Game

Unlimited for Beaver, Bobcat, Coyote, Skunk, Mountain Beaver, Porcupine,
Muskrat, Raccoon, River Otter, and Weasel Family (Long-tailed weasel,
Short-tailed weasel, & Mink)
Open Hunting Area: Quinault Indian Reservation
Open Season: October 1st, 2020 through February 19th, 2021
Additional Restrictions:
No trapping of marten and fisher. No trapping of marine mammals (includes sea ot-
ters). No trapping of big game animals.
Trap Restrictions:
1. Location of trap-line must be registered with the Fish & Game Office.
2. All traps and snares must be legibly marked with the owner’s Quinault enrollment
number.
3. It is unlawful and forbidden for any person to trap for furbearers using:
a. A steel foothold trap with a jaw spread greater than seven and a half (7.5) inches.
b. A No. 3 or larger foothold trap or any foothold trap with an inside jaw spread
at dog greater than six inches (6”) not having a jaw spacing of at least 3/16 of one inch
when the trap is sprung (measurement excludes pads on padded jaw traps) and when the
set is not capable of drowning the trapped animal.
c. Any toothed trap or trap with a protuberance of the facing edge of the jaws that
is intended to hold the animal, except pads on padded jaw traps.
4. Conibear traps larger than 7x7 inches must be submerged in water.
5. All snares used for furbearing animals must be equipped with a break-away device
(i.e., shear pin, J hook, S hook, cable ferrule, etc.) located at the junction of the snare
lock and the terminal end of the cable and shall release at two-hundred and ninety-five
(295) pounds of pressure or less; and the loop size shall not exceed twelve (12) inches in
diameter measured from side to side.
6. All leg-hold traps must be checked by the owner at least once during each 24-hour
period.
7. All snares and quick-kill body-grip traps must be checked by the owner not less
than once within a 72-hour period.
*Please note that while there is no limit to trapping beavers, beaver dams are an important component of salmon habitat on
the QIR. The Wildlife Section requests your assistance in protecting this important resource and promoting improved salm-
on rearing habitat.

Designated Hunting
Roosevelt Elk

Must have a DESIGNATED HUNTER TAG from a Tribal elder or approved individual
that meets the requirements for needing a designated hunter. Designated hunters must
have tag present while hunting. Designated hunters must have no title 51 hunting viola-
tions within the past 3 years. Elders will select designated hunters and must supply Fish
and Game Office with Designated Hunter’s name when tag is issued.
Must possess a Designated Hunting Tag. Designated hunters can carry a personal tag
and a designated hunting tag at the same time for a total of 2 tags. Designated Hunters
may not have more than one designating hunting tag at any given time.
All of the meat harvested through the Senior Program must be reported to the Fish &
Game Office. Meat will be transported immediately to approved locations assigned from
the Fish and Game office. Designated hunters for the senior program must be approved
by the Senior Program and must have no title 51 violations within the past 3 years.

Black-Tailed Deer

1. Enrolled Quinault Tribal Members must apply for and receive a game tag from the FISH AND GAME
Office in Taholah or Queets Office prior to hunting big game. You must present a Quinault Tribal Enrollment
Card in order to receive a hunting tag. Regular working hours are from 8:00 a.m. to 4:00 p.m. Monday – Friday,
excluding holidays.
2. All big game killed under these regulations must have a 2020-21 game tag tied to the animal and appro-
priately punched (notches must be completely cut and removed from tag to make valid) when being transported.
The tag must remain with the majority of the animal until the animal is butchered.
• The person who needs a DH must contact the FISH AND GAME Office with a justifiable reason why
they are unable to hunt for themselves. Persons who do not comply with this process may be cited for Aiding and
Abetting.
• A Designated Huter Permit is issued to the person qualified to have a Designated Hunter hunt for them.
Conditions qualifying a person to request meat through the Designated Hunting Program:
a. Quinault Elder;
b. Suffered a serious injury that wouldn’t allow that person to provide for their family;
c. Single parent families
d. Person with a disability means:
1) A person who has a permanent disability and is not ambulatory over natural terrain
without a lower extremity prosthesis or must permanently use a medically prescribed assistive device for mobility,
including, but not limited to, a wheelchair, crutch, cane, walker, or oxygen bottle; or
2) A person who has a permanent disability and is physically incapable of holding and
safely operating a firearm or other legal hunting device.
3) This definition includes, but is not limited to, persons with a permanent upper or lower
extremity impairment who have lost the use of one or both upper or lower extremities, or who have a diagnosed
permanent disease or disorder which substantially impairs or severely interferes with mobility or the use of one
or both upper or lower extremities for holding and safely operating a firearm or other legal device; or
4) A person who is blind or visually impaired.
3. ENROLLED TRIBAL MEMBERS PROHIBITED FROM CARRYING FIREARMS ARE STRICT-
LY PROHIBITED FROM HUNTING WITH A FIREARM. SUCH PERSONS MAY APPOINT A
DESIGNATED HUNTER TO HUNT FOR THEM, PROVIDED THAT THE DESIGNATED HUNTER
OBTAINS WRITTEN AUTHORIZATION FROM THE FISH AND GAME OFFICE. NO TAG ISSUED
TO AN INDIVIDUAL WHO IS PROHITITED FROM CARRY FIREARMS IS VALID, UNLESS THE IN-
DIVIDUAL IS HUNTING WITH A BOW, OR WHEN USED BY THE DESIGNATED.
4. It is unlawful to shoot at wildlife with a firearm from a vehicle or across or along the maintained portion of a
public highway. 51.16.010(d) Firearms carried in vehicles, motor boats or on motorcycles shall not be loaded with
live ammunition except for firearms carried by regular law enforcement officers.
5. Hunting is not allowed within city limits.
6. Hunting is not allowed within 100 yards of an inhabited dwelling.

7. The Fish & Game Office may issue ceremonial permits at any time pursuant to an authorized ceremonial
regulation. Ceremonial hunts shall be conducted according to Title 51 Conservation Ordinance.
8. Minors (between the ages of 13 and 18) must be:
1) accompanied by an adult when hunting, and
2) pass a hunter’s safety class before they can obtain hunting tags.
3) minor must file a copy of their hunter safety card before recieving a tag.
9. HUNTING HOURS – Authorized hunting hours for big game during established Seasons are one-half
hour before sunrise to one-half hour after sunset.
10. NUISANCE ANIMALS: Nuisance animals may be trapped and removed or euthanize year round with
permission of the QDNR Director or QIN Business Committee if conflict cannot be resolved by other means.
11. Trapping of big game animals is unlawful and forbidden, unless authorized as above.
12. Enrolled Quinault Tribal hunters may hunt with non-Tribal members during
non-Tribal hunting seasons under the following circumstances:
1. The Quinault hunter must have a valid permit from the Quinault Indian Nation;
2. The Quinault hunter must be hunting within designated off-Reservation Tribal hunting areas; and
3. The non-Tribal hunter must be hunting the same type of game as the Quinault Tribal hunter and be in
compliance with Washington State Hunting Regulations.
13. PROHIBITED HUNTING METHODS
a) Hunting under the influence of intoxicating liquor or drugs is prohibited.
b) Hunting big game with the aid of an artificial light or spotlight is prohibited.
c) Using aircraft to spot, locate or report the location of wildlife for the purpose of hunting, or hunting
of big game on the same day you are airborne is prohibited.
d) Hunting with dogs is illegal.
e) Hunting animals over bait is illegal.
f) Use of drones or any unmanned aircraft to spot, harass, concentrate, chase or aid in any form of hunt-
ing is prohibited.
NOTE: It is illegal to hunt, kill or possess eagles, osprey, swans, gulls, crows, pelicans and all other non autho-
rized migratory birds.
14. Off Road and Non-Highway Vehicles: No person shall operate a non-highway vehicle or motor boat in
such a way as to run down or harass any wildlife or animal. No person shall carry, transport, or convey any load-
ed weapon in or upon, nor hunt from, any non-highway vehicle except by permit issued by the Quinault Indian
Nation Division of Natural Resources. Any non-highway vehicle may be used to travel to and from a hunting
area and to transport game. VIOLATION OF THIS SECTION IS A GROSS MISDEMEANOR.

HARVEST MANAGEMENT/DATA COLLECTION
14. REPORTING OF BAGGED GAME: All wild game killed must be reported to the FISH AND
GAME Office within 3 business days of the harvest. Reporting can be either through the office drop-box,
in-person, in writing, or by telephone: (360) 276-8215 Ext: 7372. Must provide the following information:
Quinault Tribal enrollment number, game tag number, date game taken, game species, sex of game, and location.
15. REPORTING FOR ALL TAGS: All hunters must report on all tags to the FISH AND GAME Office,
regardless of whether an animal was harvested. Tags resulting in no harvest must be reported within 10 business
days of the close of the season. Reporting can be either through the office drop-box, in-person, in writing, or by
telephone: (360) 276-8215 Ext: 7372. Must provide the following information: Quinault Tribal enrollment num-
ber, game tag number, and if game harvested. Hunters that fail to report on all tags will not be issued tags the
following hunting season.
16. MANAGEMENT & RESEARCH ANIMALS: Hunters must report if animal is harvested with
a VHF/GPS collar or ear tag. The hunter must turn in the collar to the FISH AND GAME Office within 3
business days of the harvest. Ear tags do not need to be turned in but the ear tag number must be included in the
harvest report, which can be either through the office drop-box, in-person, in writing, or by telephone: (360) 276-
8215 Ext: 7372.
17. OPEN AREAS TO HUNT: The area this regulation applies shall be the following designated Game

19. TRANSPORTATION PERMITS: Upon bagging game, the hunter must notch the date on the
Quinault Indian Nation Hunting Permit to make a valid Game Transport Permit for transport from the field to
desired destination.

It is unlawful to shoot at wildlife with a firearm or arrow from a vehicle or from across or along the
maintained portion of a public highway.
GUN CALIBER
Rifles: Big game must be hunted with a minimum of .243 caliber (6mm) center fire rifle. Rimfire rifles
are not legal for big game harvest. The rifle cartridge bullet must weigh more than 85 grains or develops more
than 900 foot pounds of energy at 100 yards. Use of full automatic rifles is prohibited.
Shotguns: Must use a 20 gauge or larger using shells loaded with slugs or buckshot size #1 or larger for big
game hunting. For small game and waterfowl, .410 or .22 shot may be used.
Handguns: Big game may be hunted with handguns with a minimum barrel length of 4” inches per manu-
facturer’s specification and fire a minimum .24 centerfire cartridge. Rimfire handguns are not legal for big game.
Rimfire handguns (.22 and .177) are legal for small game.
Loaded Firearms in a Vehicle: It is illegal to carry, convey, transport, possess or control a loaded shotgun, rifle,
or handgun in any motor vehicle. A rifle, shotgun, or handgun containing shells or cartridges in the chamber is
considered loaded.
BOW AND ARROW REGULATIONS
1. It is unlawful for any person to hunt big game animals with a bow that possess less than 40 pounds of
pull measured at 28 inches or less draw length.
2. It is unlawful to hunt big game animals with any arrows other than those having sharp broadhead blade
or blades at least 7/8 inches wide or mechanical broad heads. The broadhead must be unbarbed and completely
closed at the back end of the blade or blades by a smooth, unbroken surface that starts at the maximum blade
width and forms a smooth line toward the feather end of the shaft; such line shall not angle toward the point.
3. It is lawful for elders and/or handicap persons to hunt big game animals with a cossbow that posses a
minimum draw of 125 lbs and a combined bolt broadhead weight of 350 grain.

MUZZLELOADER REGULATIONS
1. Muzzleloader is a firearm that’s loaded from the muzzle and uses black powder or substitute.
2. It is unlawful to carry, convey, transport, possess or control a loaded muzzleloader in any motor vehicle.
A muzzleloader will be considered loaded if a powder charge and projectile, either shot or single projectile, are in
the bar and the breech or pan is capped or primed.
3. It is unlawful to hunt wildlife using a muzzleloader that does not meet these specifications:
a. Muzzleloader shotgun or rifle used for deer must be .40 caliber or larger to hunt for deer
b. Muzzleloader shotgun or rifle used to hunt all other big game must be .45 caliber or larger.

21 | 2020 - 2021Definitions
1. BAG LIMIT – the maximum number of animals which may be taken, killed or possessed by
any person as specified by regulation for any particular period of time and may include limits
on size, sex or species.
2. BAITING – an act to lure or entice animals with food or other lure used to trap animals.
3. BIG GAME – shall mean bear, cougar, deer, or elk.
4. CLOSED AREA – any place described or designated by regulation wherein it shall be unlaw-
ful to hunt or trap.
5. CLOSED SEASON – any time during the entire year except the “open season,” as specified
by regulation.
6. ELDER – an enrolled Quinault member aged 55 years or older
7. FIELD – the place where a game harvest has occurred.
8. FUR-BEARING ANIMAL – beaver, raccoon, rabbit, bobcat and other small game.
9. HUNTING – to pursue game for food or any effort to possess, kill, injure, capture or disturb
any animal or bird.
10. NUISANCE ANIMAL – an animal that poses an immediate risk to property or public safety.
11. OPEN SEASON – the time specified by regulation when it shall be lawful to hunt or trap
any animal. Each time period specified as an open season shall include the first and last days
thereof.
12. POINT – a projection off any part of the antler measuring at least one inch in length mea-
sured from the longest side. Eye guards are antler points if they are at least one inch long
13. TITLE 51 –the section of the Quinault Tribal Code of Laws that has been adopted by the
Quinault Indian Nation to protect the fish, wildlife and natural resources subject to its juris-
diction and the natural beauty of the Quinault Indian Reservation as amended November,
2003 or later.
