2140 Central Avenue Grand Forks British Columbia V0H 1H0 Job Description: Manager, Boundary Food Hub January 2021 Organizational overview: Boundary Community Ventures (BCV) is a new non-profit organization established to develop and manage Boundary wide economic development initiatives. The Boundary Food Hub is the first program under its banner. The Boundary Food Hub will operate as a ‘social enterprise’ insofar as it will operate as a business with social, environmental, and business goals. The Boundary Food Hub is an innovative and collaborative project aimed at strengthening the local food system by encouraging entrepreneurship and working with partners to develop needed infrastructure and systems. The Food Hub will operate a shared-use incubator kitchen in Greenwood, a meat co-packing facility in Rock Creek and a Food Metrics community food safe lab in Greenwood. These facilities provide affordable commercial kitchen space and services for food entrepreneurs. We provide technical assistance and business consulting services with a view to increasing commercial viability of food processors in our area. Boundary Community Ventures sees the opportunity of returning this area to a net producer rather than a net importer of food. Job Purpose: The overall goal of this position is to ensure development of the Food Hub as a social enterprise with the goal of attaining financial self-sufficiency within a timeline established by the Board of Directors of BCV. The Food Hub Manager will be a contractor and will report to the Board of the BCV. S/he will seek input from and provide support to the Boundary Food Hub Advisory Committee. The Food Hub Manager will provide strategic leadership, as well as day- to-day oversight of all aspects of the Food Hub’s core operations, including planning, supervising/ managing kitchen development, engaging entrepreneurs in the program, providing needed support services for food entrepreneurs, and assisting them to meet their business goals. Hub Manager will promote distribution of local value-added products to commercial buyers. In particular, the Food Hub Manager will work with the Board of Directors of the Boundary Community Ventures Assn. • Articulate and manifest the values, vision, mission, and strategy of the Boundary Community Ventures ASSN as instituted by the Board of Directors as it pertains to the Boundary Food Hub. • Provide support to the Board of Directors of the Boundary Community Ventures Assn to ensure that their policies and procedures are implemented and that all legalities are attended to in support of the Boundary Food Hub. • Provide leadership in implementing planning and program activities in support of the Boundary Food Hub with the Board, staff, and Advisors. • Establish and oversee the organization’s administration in support of the Board of Directors of the Boundary Community Ventures Assn as it pertains to the Boundary Food Hub • Acts as an ex officio (non-voting) member of the Board to support Food Hub deliberations except when performance appraisal is being undertaken. Job Description: Additionally, the Food Hub Manager will oversee all food hub development, operations, and evaluation: • Leverage entrepreneurial/business/food processing background to foster relationships with leaders across the food system and regional sectors and identify opportunities for collaboration and growth. • Promote a culture of integration and coordination among board, advisors, staff, contractors, and entrepreneurs. • Work with the Board of BCV to establish business and operational goals for the Boundary Food Hub and provide regular reporting on Key Performance Indicators. • Ensure that all operations are carried out in compliance with local, provincial, and federal regulations and laws governing business operations. • Establish and implement operating policies consistent with food hub Page 2 of 6
best practices. • Co-ordinate plans, procedures, and requirements of the Ministry of Agriculture through participation in the BC Food Hub Program • Oversee development and operation of shared use and co-packing facilities and establish and maintain HACCP certification. • Develop kitchen policies and procedures and provide entrepreneurs with direction and oversight. • Develop and implement shared use contracts and agreements with entrepreneurs. • Oversee relationships with facility owners ensuring compliance with lease agreements. • Develop and implement a staffing plan. Contract and supervise Food Hub contractors and staff ensuring goals are met within critical path timelines. • Ensure that the responsibilities and accountability of all workers are documented, and understood through orientation, supervision, and ongoing training. • Guide and direct management of all aspects of the Food Hub’s daily operations ensuring efficient and effective use of Food Hub resources and optimal service to project partners. • Develop and implement procedures to promote communication and information sharing. • In partnership with Board, staff, and contractors, measure and evaluate the results of Food Hub operations and regularly report these results to the BC Food Hub Program Knowledge, Skills and Experience • Demonstrated experience working with non-profit Board of Directors • Demonstrated leadership for organizational development and Management best practice • Food Business best practice • HACCP training or experience • Co-operative and/or Non-profit best practice • Financial management best practice • Work planning and critical path creation. • Food business development and management best practice • Excellent knowledge of food Industry including small scale start-up businesses • Experience starting up and managing a business or social enterprise related to agriculture and food systems. • Knowledge of Investment strategies and investment management for social enterprise • Contract management • Experience with applying for and managing grants and fund raising. • Human Resources Management Page 3 of 6
• Report writing • Administration Management • Ability to Implement and supervise Information Technology contractors • Experience supporting volunteer Advisory Committee members • Demonstrated experience leading staff and volunteers. • Strong computer skills. • The ability to read, analyze, and interpret documents including financial reports and legal documents. • Self-directed individual with the ability to work independently, with minimal supervision, as well as the ability to collaborate with others in a team setting. • Willingness to work proactively with project partners, including independent evaluators. • Ability to work under pressure, manage competing priorities, and solve problems. • Proactive, entrepreneurial attitude and eagerness to identify new opportunities for Food Hub growth as a self-sufficient social enterprise. • Documented commitment to strengthening local food systems. Qualifications: • Bachelor's Degree or equivalent experience with 6 to 8 years of successful management and supervisory experience in the Food Industry • Training and certification or equivalent working in food processing, aggregation, marketing, distribution, etc. • Proven track record supervising staff and building successful producer and partner relationships. Further Job Duties and requirements of the Role: Main tasks: • To propose and implement a financial development strategy for the Food Hub as a social enterprise. • To update and implement the business plan for the Boundary Food Hub • To carry out activities and tasks and ensure delivery of specific outcomes to support the Boundary Food Hub, monitoring and tracking activities to ensure that they are managed cost effectively. • To ensure that the contract for the Boundary Food Hub through the RDKB from the Ministry of Agriculture is managed in detail. • To establish and oversee administration of the Boundary Food Hub. • To implement and manage the Provincial Food Hub Program’s data system in support of Boundary Food Hub activities to report progress as appropriate. • To recommend needed action and activities to the Board of Directors. • To prepare and present a written report of activities monthly and issues that need attention to each Board meeting. • To submit quarterly reports to the Ministry of Agriculture as required. • To coordinate and provide public communication as directed by the Board of Boundary Community Ventures regarding Food Hub activities. Regular Duties: • To carry out specific tasks as requested by the Board of Directors. • To attend Board meetings providing agenda items to the Secretary in advance • To establish hard and soft filing systems for the Food Hub and ensure they are managed. • To establish and oversee an on-line Board and Advisory Committee communication system. • To research funding sources and present grant applications to the Board for approval. • To support food entrepreneurs by sourcing funding, financing, training, mentorship, business planning resources, market development and promotion of Boundary food and beverage products. • To recruit, on-board, document, and supervise staff positions and contractors according to the Personnel Policy ensuring that the Board of Directors is protected. • To orient Committee members and support the work of the Advisory Committee. • To monitor news and developments pertaining to the food processing sector. Developmental Duties: • To conduct research into potential sources of co-funding and/or investment. • To propose membership in appropriate support organizations, i.e., Small Scale Food Processor Association. Communications: • Support the Board to develop a Communications Plan regarding the Food Hub. • Communicate with Board members, staff, contractors, partners, stakeholders, politicians, and Advisors as needed. • Oversee development and maintenance of a web presence. • Take the role of spokesperson for the Food Hub in collaboration with the President of the Board of Directors. Teamwork: • Work with Board members, Advisors, entrepreneurs, and paid contractors and staff on a team basis • Develop partnerships, participate in networking, and increase community and market contacts. • Participate in Provincial Food Hub networks on behalf of the Boundary Food Hub. Decision-making responsibility and process: • Prepare monthly and yearly critical path and work plans. • Implement agreed upon strategies. • Prepare recommendations for the Board of Directors. • Advise the Board of Directors on best practice as required. • Manage Boundary Food Hub purchasing and operations according to approved budget. • Ensure bookkeeper receives all documentation on a timely basis and that financial reports for the Food Hub are presented to the Treasurer and circulated to the Board of Directors in advance of meetings. Planning and organizing responsibilities: • Plan, organize and deliver events and activities within time allotted and according to direction by the Board of Directors. • Support the Board and Advisory Committee to develop a strategic plan for the Boundary Food Hub • Propose financial sustainability strategies to the Board of Directors. Research responsibilities: • Maintain contact with regional universities to develop research opportunities. • Seek out connections with opportunities for support and training of the food entrepreneurs involved in the project.
