LOCAL EMERGENCY MANAGEMENT COMMITTEE TO BE HELD IN COUNCIL CHAMBERS 953 SOUTH COAST HIGHWAY, DENMARK MONDAY 8th February 2021, COMMENCING AT 4.00PM VISION For the Shire of Denmark’s residents, ratepayers and businesses to be adequately protected, risks are minimised and recovery operations coordinated swiftly and efficiently. TERMS OF REFERENCE To implement the objectives of the Western Australian Emergency Management Arrangements Public Statement number 7, that is; 1. To advise and assist the local government in ensuring that local emergency management arrangements are established for its district; 2. To liaise with public authorities and other persons in the development, review and testing of local emergency management arrangements; and 3. To carry out other emergency management activities as directed by the State Emergency Management Committee (SEMC) or prescribed by the Emergency Management Act or Regulations. 4. Prepare an annual report on Committee activities for submission to the District Emergency Management Committee. 5. The local emergency management arrangements are to set out — a. the local government’s policies for emergency management; b. the roles and responsibilities of public authorities and other persons involved in emergency management in the local government district; c. provisions about the coordination of emergency operations and activities relating to emergency management performed by the persons mentioned in paragraph (b); d. a description of emergencies that are likely to occur in the local government district; e. strategies and priorities for emergency management in the local government district; f. other matters about emergency management in the local government district prescribed by the regulations; and g. other matters about emergency management in the local government district the local government considers appropriate. h. Local emergency management arrangements are to be consistent with the State emergency management policies and State emergency management plans.
i. Local emergency management arrangements are to include a recovery plan and the nomination of a local recovery coordinator. 1. CONFIRMATION OF MINUTES 4.1 MINUTES OF THE LOCAL EMERGENCY MANAGEMENT COMMITTEE OFFICER RECOMMENDATION ITEM 4.1 Moved: Neville Blackburn Seconded: Sgt Matt Hartfield That the minutes of the Local Emergency Management Committee held on the 14th December 2020, be confirmed as a true and correct record of the proceedings. PREPAREDNESS 5.1 Communication / public information 5.2 Business continuity plans / Emergency Planning • Ag College Accommodation- awaiting response • Caravan Park Evacuation Plans – awaiting response 5.3 Identification of vulnerable people 5.4 Community actions to promote resilience 6. IMPACT ASSESSMENT 6.1 Local / Regional Impacts • Denmark and Walpole Police maintained 7 road blocks within the region, which had the potential to delay response times • Thanked the Shire of Denmark with community messaging and education and the supply of equipment 6.2 What is the response to someone fulfilling the case definition (COVID) -Nil 3
After discussion with the committee, it was decided to skip using the COVID 19 template and continue on with agency reports 7. RECOVERY 7.1 Potential for significant, prolonged business disruptions 7.2 Implications for psychosocial impact 8. AGENCY REPORTS RELATING TO: Agency Preparations, Anticipated Impacts, Issues of Concern, Information Requirements 8.1 WA Police- Matt Hartfield reported • Denmark and Walpole sharing resources • During an exercise recently held in Walpole there was identified communication deficiencies between agencies, a solution has been identified • Recently there has been a cluster of burglaries, local police asked all agencies responding to incidents keep an eye open for suspicious activity and report to police if noticed 8.2 Department of Communities - Neville Blackburn reported • State-wide the Dept. of Communities had been busy with Floods, Fire, with over 400 people in evacuation centres and COVID19 Lockdown • Gidgeganup shire are establishing a “one stop shop” for fire affected residents • Are looking to identify vulnerable community members and accessing the needs in the region, this is proving difficult, due to the sensitivities associated 8.3 Department of Fire and Emergency Services (DFES)- Nil Report 8.4 Department of Biodiversity, Conservation and Attractions (DBCA) Nikki Rouse reported- • 4 Bushfires in the region, 2 x unattended campfires, 2 x Lighting strikes 1 x escaped P&W burn • All bushfires were small in area and managed effectively and efficiently with no further flare ups • DCBA staff have deployed around the state 8.5 Department of Primary Industries and Regional Development (DPIRD) Belinda Dufall reported • DPIRD have been supporting floods and fire around the state 8.6 Denmark Health Service -Ken Jones reported • Emergency Management and response plans are undergoing review 8.7 Denmark State Emergency Service- James Anderson reported • 5 local responses to incidents • Debrief with CESM, SES and St Johns re: Bib track search with St Johns, CESM to arrange 8.8 Denmark Surf Lifesaving – Renee Wiggins Shire of Denmark reported • Shire paid Life guards have finished for the season • It was a busy season with high numbers and sustained public safety messaging and education 4
• Question was raised re: no life savers at Greens Pool, • Renee to follow up with DCBA 8.9 St John Ambulance (Denmark & Walpole) – David Rae reported • Both Walpole and Denmark Sub-stations are experiencing a low number of volunteers at the moment due to a number of contributing factors however they are managing 8.10 Silverchain Walpole - Myrna Belgove reported • Walpole chemist was closed on Monday the 1st February, however Silver chain had sufficient PPE to assist • All back to normal now and working well with other agencies 8.11 Chief Bushfire Control Officer- Lez Baines reported • Structural Fire Mount Shadforth Road. I requested VFRS be turned out plus there were 3 Appliances from Bush Fire Brigades to assist. • The control of this incident was handed over to VFRS as Primary Agent. • Grass/paddock Fire on Greaterex Road, Kenton. Property owners managed to use their personal Fire Unit to halt the Fire progress before our arrival. Fire caused by a tractor moving stock. • 000 call for a car on Fire 25k towards Mt Barker on Mt Barker Road. VFRS was requested plus 2 BFB heavies turned out. DBCA were informed. No incident was found and the DBCA spotter plane verified that there was no Fire within our district. • Fire investigation on Ocean Beach Road was found to be an owner BBQ smoking the snaggers !. No food was offered. • Strike Team put together to go to Perth in January, stood down before travelling 200k. Returned home. • Strike team requested for Perth Fire Feb. 2021. • Last Tuesday DFES ROC in Albany phoned to see if Denmark could assist with providing some crew and Appliances for a 5-day deployment. • Considering that I received the call around 9am our crews responded very quickly and 2 Heavies and 6 volunteers were on the road by midday. That day! • Fire 3 (Nigel) was the Denmark Crew Leader. • Regarding Covid precautions I supplied the crew with masks and nitrile gloves and I was assured that DFES would have additional PPE. I was informed that the Great Southern Strike Team would be working together as an independent group. All accommodation would be cleaned to Covid standards and that the volunteers would not be required to quarantine upon their arrival home. • One minor injury was sustained with foreign objects in a volunteer’s eye. This member was taken to ED where his eye was flushed and dyed and then was checked over by a doctor. Chris was told that the cornea looked as though it had been scratched. The volunteer has been instructed to consult with a doctor after several days to confirm all is ok. • Of the 6 crew on the 2 trucks 1 crew member was placed a scribe in a Great Southern CESM’s vehicle leaving the truck crews a little light whilst working in hard country. I have had a chat with Mr Jones a District Officer from Albany who was the Strike Team Leader regarding this. • Mr Jones apologised and said that next time a request for assistance was made should a scribe be required then I will be informed thus leaving full experienced crew on the Appliances at all times. • DFES Perth spent several days investigating our communications problem and managed to eliminate the problem. I understand that there were a few issues, earthing points not strong enough and an issue probably created by a past lightning strike to the tower. • Fire 2, Bryce Edwards has accepted a seasonal position with DBCA in Pemberton for a period of 2 months. • As you are aware Denmark does have two Deputies and Fire 3, Nigel now has the Fire 2 phone in his possession. This may be extended depending on conditions. Call signs are unchanged. 5
8.12 Volunteer Fire & Rescue- Lee Shelly reported • One structure fire with all agencies working well operationally 8.13 Volunteer Marine Rescue- Brian Vigus Peaceful Bay reported • Very few vessels launching from Peaceful Bay are logging on with Marine Rescue, 32 trailers on the beach with only 6 logons Request more community education and awareness • Sgt Dave Murphy stated, DoT are conducting roving inspections with an emphasis on logging on and vessel safety • Many metropolitan vessels only carry 27 MHZ radios which are not supported on the south coast 8.14 Shire of Denmark -Renee Wiggins reported • Busy tourist season with some illegal camping • Shire has capacity to support local police where required Bushfire Risk Planning Coordinator - Mel Haymont reported Mitigation Activity Funding works are progressing well 9. OTHER BUSINESS 9.1 Julia Scriven - Red Cross in Recovery • Red Cross assist in preparedness, response and recovery • Activated by Dept. o Communities • Aids in psycho social health and first aid 9.2 Recovery exercise for next LEMC 12th April Commencing at 3pm 10.
