LECLAIRE BOW HUNTING GUIDE 2020-2021
The purpose of this program is to Safely manage the deer population within the City of LeClaire No person shall pursue, hunt, kill, snare, net, search for, shoot, stalk, or lie in wait for any game, animal, or bird with an air gun, BB gun, firearm, bow and arrow, or any other thrown or propelled device within the city limits except as provided below. Licensed bow hunters meeting the requirements established by the state department of natural resources (DNR) may ONLY hunt deer within the areas designated as the "LeClaire In City Hunt Deer Management Zones" on public or private property, under all the following conditions: Each hunter must possess a State of Iowa hunting license and a City of LeClaire Deer Hunting Permit. In order for the permit to be issued, the hunter must agree to abide by the following rules and regulations. Noncompliance with these rules is a violation of LeClaire City Code. Hunters must pass an authorized archery proficiency test each year with the bow they will use to hunt with in the city. The test will consist of 5 total shots at 20 yards. The hunter must score at least an 80% within an eight inch (5”) circle. Tests must be administered by a member of the LeClaire Police Department or a qualified individual designated by the Chief of Police. The test will be administered at B&B Shooting Supplies, 2152 State Street or R&R Sports, 3250 Fields Drive, both in Bettendorf, Iowa. This is the same test used by Davenport and Bettendorf. If you also hunt in either of those cities you will only need to qualify one time. It is your responsibility to make the B&B staff, or the R&R staff aware of which city, or cities you plan to hunt in and obtain from them the appropriate documentation from them. Prior to being administered the test each hunter must show a valid hunting license, hunter safety certificate (per state requirement), and a signed letter of permission from the landowner listing the name of the hunter and location of property to be hunted. After completion of the proficiency test and safety course, hunters will be issued a Special Use Permit from the LeClaire Police Chief or designee’s office located at 325 Wisconsin Street. Please bring all required documentation with you to LeClaire City Hall! E.g., ( Hunting License, Hunter Safety Card, Proficiency Card from B&B or R&R Sports, Written Permission from Land Owner and your Driver’s License, if applicable). Hunting may occur only on dates designated by the State of Iowa, as bow hunting season, Hunters shall be persons who are at Least 16 years of age. Persons under 16 meeting all necessary requirements listed in this document may hunt if accompanied by a properly licensed adult who also possess a LeClaire Hunting Permit. The adult must be in direct control of the minor at all times during the hunt.
While participating in any and all activities associated with hunting within the city limits hunters must carry on his or her person a Valid hunting License, photo ID, LeClaire Hunting Permit, a written permission form, and the portion of the special deer management zone map which verifies that the property is within the zone; and be ready to display such documents at the request of any Peace Officer, Land Owner , or City Official. Hunters must comply with the City of LeClaire Hunting ordinance as well as Department of Natural Resources (DNR) rules and regulations for the State of Iowa. Safety is our foremost concern. Hunters must insure that all shots are made carefully and safely. All shots must be made from a safe position away from maintained roads, trails and structures. If hunting from a stand with a platform less than 10 feet in height or from a ground blind you must maintain a minimum distance of 50 yards from any property line not zoned for hunting. Only portable stands may be used unless permission is granted by the land owner. No baiting, driving, or stalking of deer is allowed. Field dressing inside the city limits is not allowed without permission of the property owner and if permitted all remains must be discreetly placed so as not to be visible from any roadway or common area used by the general public. . Hunters must make a reasonable effort to cover harvested deer or have them enclosed so they are not visible when transporting. Legal Hunting areas shall be designated by the LeClaire City Council. Land Owners may submit a written request to the council to have their property considered for inclusion. This request shall be made to the City Administrator between January 2nd and May 1st of each calendar year. Written request received after May 1st may be considered by the Council. Those not considered will be held for discussion the following year. Violation of city specific hunting regulations will result in loss of hunting privileges for one year for the first offense, two years for the second offense, and lifetime for third and subsequent offenses. A violation of a City specific hunting regulation will be considered a violation of City Code section 55.20. All other Violations will carry scheduled fine amounts set forth by the State of Iowa. The Chief of Police may at any time Suspend / Revoke / or Reinstate an individual’s” In City” Hunting Privileges. Hunters must check in all deer harvested within the City Limits. Check in will be at the Police Department within 24 hours of recovering the animal. If an Officer is not available hunters are to leave a recorded message to include their name, phone number, sex of animal, number of points if antlered and property where the animal was harvested.
RESOLUTION #12-145 (AS AMENDED) A RESOLUTION ALLOWING LIMITED BOW & ARROW ONLY DEER HUNTING WITHIN THE CORPORATE CITY LIMITS DURING THE 2018-2019 HUNTING SEASON WHEREAS, After having consulted with Iowa Department of Natural Resources (IDNR) representatives, and after having initially conducted a public hearing and receiving public input on said matter on Monday, May 8, 2000, and after additional, careful review, consideration, and thought on said matter; and, WHEREAS, Section 55.20 of the LeClaire Municipal Code specifically provides for the avenue to consider such matter and the specific bow & arrow provisions of Section 41.09 of the LeClaire Municipal Code notwithstanding; now, NOW, THEREFORE, Be it Resolved by the City Council of the City of LeClaire, Iowa, that: 1. Bow & arrow only deer hunting shall be allowed during the 2018-2019 hunting season within those areas of the City of LeClaire, as specifically delineated on the attached City map, marked “Exhibit A”. 2. Any and all hunting will be conducted in accordance with the rules and regulations established by the Iowa Department of Natural Resources (IDNR). 3.
