Learning Management System Proposal - May 21, 2020 - Allan Wamsley, Interim CAO Anastasia Luettecke, Senior Instructional Designer - BoardDocs
What Urged This Action?
• Jefferson College has used Blackboard since 2010, after Blackboard
acquired WebCT, our previous solution, requiring we switch.

• Blackboard was privately purchased in 2011 by an investment firm.

• Concerns were expressed through shared governance that students and
faculty would benefit from changing to a different system.

• Market share for learning management systems (LMS) has changed
significantly over the last few years.

• Competitive RFP process will reduce yearly license cost for the College.

Cost Analysis
Currently renewing with Yearly costs for other vendors
Blackboard on a year-by-year basis: requires incorporating two
                                              additional components:
FY 2019 - $113,300 • API connector to link to Student
    FY 2020 - $116,398 Information System
    FY 2021 - $116,398 • Plagiarism checker license

Proposals were requested for 3- and 5-year terms.

After careful review, concern with the recent Canvas private sale
led the Online Student Success subcommittee
                             to prefer the 3-year term.
