February 8, 2021

Dear L&A OSC Families and Members,

As British Columbia public health authorities develop guidelines to lift some restrictions on gathering in a responsible way,
Langley and Abbotsford Olympians Swim Club has been working with Swim BC to understand the recommendations our Chief
Provincial Health Officer and how they best apply within our sport and club environment.

The attached “Return to Swimming Plan” has been developed for our club in order to ensure that:
   • health and safety of all individuals is a priority;
   • activities are in alignment with provincial health recommendations;
   • modifications to activities are in place in order to reduce the risks to each or our swimmers;
   • our sport is united and aligned on a plan to reopen throughout the province.
While we do hope things will return to normal in the not too distant future, currently this “Return to Swimming Plan” will be
the new normal until we are advised otherwise by public health authorities. We have not received opening dates for some of our
facilities and when we do, we will fully cooperate and work with our facility to ensure a safe return to sport. These guidelines
may be updated as facility opening commence.

If you choose to participate, you must follow these rules:
    • If you don’t feel well or are displaying symptoms of COVID-19, you must stay home;
    • If you have traveled outside of Canada, you are not permitted at a practice until you have self- isolated for a minimum of
        14 days;
    • If you live in a household with someone who has COVID-19 or is showing symptoms of COVID- 19, you must stay
        home;
    • Wear your suit to practice (no changing at the pool);
    • Wash your hands before participating;
    • Bring your own equipment, water bottle and hand sanitizer – strictly NO sharing of equipment allowed;
    • Comply with 3 metres physical distancing measures at all time;
    • Avoid physical contact with others, including shaking hands, high fives, etc.;
    • Arrive and depart the facility as per facilities’ guidelines.
    • Leave the facility as quickly as possible after you finish.
    • Abide by the facility rules pertaining to mask use
                   • Township of Langley requires that all users, age 2 years old and above, wear a mask when in TOL indoor
                        and outdoor facilities
                   • City of Abbotsford requires users aged 13 years and above wear a mask in City of Abbotsford indoor
                        facilities

Our “Return to Swimming Plan” is based on current public health guidance. While we are all doing our best to minimize the
risk of exposure to COVID-19, while the virus circulates in our communities it is impossible to completely eliminate the risk.
Each participant must make their own decision as to whether it is in their best interest to resume participation at this time. You
must consider your own circumstances and make the decision that is right for you.

Should you choose to join us, we require your full cooperation with our “Return to Swimming Plan”.

Sincerely,

Brian Metcalfe
L&A OSC CEO and Head Coach

COVID-19 Background
According to the BC CDC1, COVID-19 is a coronavirus which can cause various symptoms like fever, chills, cough, shortness of breath,
sore throat, among others. The symptoms can range from mild to severe. Some people who are infected may also be asymptomatic.

Experts believe that COVID-19 is spread via liquid droplet contact (like coughing and sneezing). This transmission requires that a person
is in close contact. However, should the liquid droplet be transmitted in the environment (such as a surface), it could potentially lead to a
person getting infected should they touch their eyes, nose, mouth or face.

Prior to Coming to Practice
1. Come to first practice back with your COVID-19 Participant Agreement and Waiver (see Appendix B) done at registration.
2. Answer the Following Questions Everyday:
          Are you physically and mentally healthy, no symptoms (cough, shortness of breath, chest pain, difficult breathing, fever, chills,
          repeated shaking with chills, abnormal muscle pain, headache, sore throat, painful swallowing, runny nose, new loss of taste,
          gastrointestinal illness) of COVID-19
          Have I (or my family members) been present locally and not travelled internationally within the last 14 days?
          I have not been in contact or cared for anyone who has been exposed to COVID-19?
           If these 3 Questions are All Yes, You May Attend Workout. If not, do NOT attend workout and advise your coach.
3. Advise coach via email should you have an underlying medical condition (consistent with COVID-19 symptoms) or compromised
     immune system
4. Bring your own water bottle (extra if needed), towel, extra shirt, and equipment. We will not allow equipment sharing
5. Make sure that you are wearing the appropriate attire for practice (swim suit, sweats, dryland shirt, etc.). There will be limited or no
     access to the change room and washrooms.
6. Wash your hands with soap and water regularly
7. Bring disinfectant should you wish

Arriving at Practice
1. Follow the facilities’ guidelines regarding entrance flow
2. Ensure that swimmers are maintaining 3 meters social distancing protocols as they arrive
3. Parents will NOT be allowed in the facility or field during practice. Athlete to walk independently (safely) to the venue
4. Follow the facility rules pertaining to mask use:
          - Township of Langley requires all users 2 years and above to wear a mask at their facilities (WGCC, ACUCC, and WCB).
          - City of Abbotsford requires a mask inside their indoor pools for participants 13 years and above.
5. Follow the facility guideline pertaining to changeroom use
6. Township of Langley Specific Information:
       a. At ACUCC, the maximum number of athletes in one area for activating and stretching is 12 in a safe and responsible manner.
             This will be done either on the pool deck space provided or south end of the parking lot (we will place cones for safety)
             should it be available. We will keep 3 metres apart to do exercises. This is for injury prevention and strength and conditioning.
             Exercises for older and more advanced swimmers would be INDIVIDUAL EXERCISES (Skipping, Medicine Balls, Body
             Weight Exercises/Calisthenics, Stretch Cords). Younger/Less Skilled Swimmer will be doing Stretching, Activation, and
             Body Weight Exercises. This will be monitored by a coach. We feel that this is normal protocol for competitive swimming
             and organized sport.
       b. At WCB, the maximum number of athletes in one area for activating and stretching is 8 in a safe and responsible manner.
             This will involve calisthenics and basic body stretching for novice and recreational swimmers. We will keep 3 metres apart
             to do exercises. There will NOT be strenuous physical exercises like medicine ball exercises and skipping. This will be done
             at the deep end deck of the pool. We will minimize close physical proximity as much as possible. Close proximities will be
             done within a cohort context. This is for injury prevention.
       c. At WGCC, the maximum number of athletes in one area for activating and stretching is 15 in a safe and responsible manner.
             This will be done either on the pool deck space provided or outside patio (by parking lot) should it be available. We will keep
             3 metres apart to do exercises. The exercises are for injury prevention and strength and conditioning. Some of the exercises
             for older and more advanced swimmers would be INDIVIDUAL EXERCISES (Skipping, Medicine Balls, Body Weight
             Exercises/Calisthenics, Stretch Cords). Younger/Less Skilled Swimmer will be doing Stretching, Activation, and Body
             Weight Exercises. This will be monitored by a coach. We feel that this is normal protocol for competitive swimming and
             organized sport.

During Practice
1. As the BC Provincial Health Officer moved organized sports back to Phase 2, we will be suspending the cohort model with our
    swimmers. Swimmers are expected to maintain 3 meters physical distancing in and out of the pool.
2. Shower appropriately prior to getting into the pool.

First Aid
Outside of the swimming pool environment and where lifeguarding and first aid attendants are not present (dryland training), all
persons attending to the injured individual must first put on a mask and gloves. Coaches are advised to have this level of PPE
available to them when conducting outdoor land-based training.

Should an emergency occur during dryland activities, the coach will respond to the emergency by remaining with the injured athlete
while awaiting for First Responder. Coaches are to wear PPE should this occur. In the situation where swimmers and/or coaches
would need to be attended to by first aid AND the location is where lifeguards are present, the protocols upheld by the Lifesaving
Society and corresponding Aquatic Facility’s procedure shall precede.

WorkSafeBC’s protocols for occupational first aid attendants on safely treating individuals may prove to be a valuable resource.
Red Cross Canada’s protocols for an unresponsive person during COVID-19 provides additional resources.

A coach must stay with the athlete while being treated and assist with contacting parents if needed

Outbreak Plan
    1. In the event of an COVID-19 positive result, the club member must contact and send an email to the CEO, Brian Metcalfe
        at laoscadmin@telus.net.
    2. Brian Metcalfe will notify facility administration and Swim BC if any swimmer or coaching staff member report they are
        confirmed to have COVID-19. This will only be done when the person present is infectious during a practice as deemed
        by public health authorities.
    3. Brian Metcalfe and the staff will decide whether the club will modify, restrict, postpone, or cancel activities.
    4. The Illness Policy (see Appendix A) will be implemented and we advise individuals to:
        • Self-isolate;
        • Monitor symptoms daily, report respiratory illness and not return to activity for at least 10 days following the onset
              of COVID-19 symptoms;
        • Use the COVID-19 self-assessment tool (BC COVID-19 Self-Assessment Tool) to determine if further assessment or
              testing is needed.
    5. In the event of an outbreak of influenza-like-illness, discuss the suspected outbreak with the Medical Health Officer (or
        delegate) at your local health authority. Implement illness Policy and enhanced measures.
    6. Should a medical health officer contact your L&A OSC, we will fully cooperate in the contact tracing.

Township of Langley Specific Spectator Strategy
   1. Parents and/or guardians are not to be allowed in the pool deck during practice times. Parents/Guardians are to pick up
        their child/ren after practice.
   2. After the corresponding practice time, the parent/guardian would be responsible for the child as coaches will be coaching
        the next group of swimmers or ending their shifts.
