KU Hygiene Concept Last updated: October 01, 2020 0. Preliminary remark Against the background of the continuing corona pandemic, this Hygiene Concept shall regulate University op- erations at the Catholic University of Eichstätt-Ingolstadt under consideration of hygiene aspects. This Hygiene Concept is based on the Framework Hygiene Concept of the Bavarian Universities1, that is also fully applicable at the KU. The aim of the Hygiene Concept is to normalize the teaching practice and administrative operations at the KU as far as possible in compliance with state provisions and by ensuring best possible protection of employees and students. The following hygiene measures and provisions for virus infection prevention must be adhered to on KU premises. 1. Measures for infection prevention Wherever possible, please keep at least 1.5 meters minimum distance between persons at all times. Where a minimum distance cannot be adhered to, please wear a face mask covering mouth and nose (obligation to wear a face mask), this applies in particular in all corridors, staircases and other frequented areas where people meet within the university buildings. Generally, it is recommended to wear a face mask on the entire University premises. Please observe strict hand hygiene rules. These include washing your hands regularly and thoroughly with water and soap and avoid handshakes or touching your face with your hands. Please observe the sneezing and coughing etiquette (sneeze and couch into the bend of your elbow, not into your hand). When using seminar rooms and lecture halls, seating arrangements shall be planned in such a way that a minimum distance of 1.5 meters is maintained between the participants. If seats are marked for use, only these seats may be occupied. Due to the required minimum distances, each seminar room and lecture hall has a maximum number of persons who may be present at the same time. Used University rooms must be ventilated by the users for five minutes every 45 minutes. This applies to all KU premises, including seminar and lecture rooms, meeting rooms and offices that are used by more than one person or rooms that are accessed by the public. Sick persons with symptoms typical of a COVID-19 infection2, persons with a confirmed COVID-19 infec- tion as well as persons who have knowingly had contact with a person infected with COVID-19 in the last 14 days are not allowed to stay on University premises.3 The same applies to persons who have been quarantined due to their stay in a corona risk area. Persons with an increased risk for a severe course of COVID-19 infection (at-risk groups) are recommended to take appropriate measures for self-protection. This may include wearing respiratory protection at the required protection level. All members of the University are additionally recommended to use the corona warning app of the Robert- Koch-Institute (RKI) when staying on University premises. 2. General administrative operations Until further notice, KU buildings may only be accessed by KU members. As an exception, access is granted to those persons who attend an agreed appointment within KU buildings (e.g. job interview, service provision, participation in a meeting, participation as a guest in a KU event). The stay on the entire University premises shall be limited to participation in events, visiting the University Library and the canteen as well as general administra- tive operations. Private meetings are not permitted. In the event that University buildings or facilities are used by third parties on the basis of a special permit granted by the University Management, KU hygiene regulations must be observed in addition to the applicable state infection control regulations. The responsibility with regard to compliance with the infection protection regulations is borne by the responsible third-party user. If possible, work attendance is to be organized in such a way that the minimum distance can be maintained, for example by alternating telework and making use of the full scope of permitted working hours between 7 a.m. to 8 p.m. (in order to be able to share an office with a colleague without being present at the same time). In deviation from the Agreement on Telework at the KU, it is also possible to perform more than 50 percent of the working time from home in agreement with the direct supervisor until further notice, if a correspondingly high proportion of the work can be carried out in telework. This applies in particular in cases where office space would otherwise have to be used by several employees and the minimum distance cannot be observed. If minimum distance cannot be ensured, please wear a face mask or take other protective measures (e.g. transparent hy- giene barriers in areas that are frequented by the public). 3. Teaching and research, examinations, events The winter semester will be designed as a hybrid semester, which means that courses and examinations can be held on-campus within available spatial capacity, but can also be supplemented or replaced by online offers. If there is not enough available space for courses, lecturers must use online formats. The provisions set out in Annex B. shall apply for holding examinations. Research projects and studies may be carried out under the conditions specified in the Hygiene Concept. Here, too, in particular the minimum distances must be observed. Until further notice, no events of external organizers are held at the KU. The University Management may grant exceptions.4 Where possible, conferences, conventions and similar events shall be implemented in an online format. If events are held on-campus at the KU, the organizers have to ensure that the Hygiene Concept is adhered to. As regards room allocation, research, teaching and administrative operations of the University have priority. In this context, the following events are given priority: a) Examinations b) Courses and introductory events for first-semester students c) Courses for students who will complete their studies in the near future and d) Practical courses that require special working conditions that are dependent on KU rooms. For all courses and other events, the possibility to trace contact persons must be ensured: - For all on-campus teaching, orientation events, tutorials and examinations, this is done via the campus management system KU.Campus. All participants must register for the courses and events they attend. Based on the lists of participants provided by KU.Campus, lecturers are obliged to ensure through checks that only registered persons participate in the respective event or course. 4 Informal applications shall be submitted to the head of Department III: Facility Management. - In case of other events (conferences, etc.), for which registration is not implemented via KU.Campus, the contact data of the participants must be entered either via forms for data collection, if the data is not collected anyway in the course of event organization. - Further details are regulated in the Description of the procedure for contact person tracing at the KU.5 Before field trips are carried out, the responsible lecturer must notify the University Management of such field trip using a form provided. In doing so, the organizers confirm that the hygiene rules mentioned in the registration form6 are being observed. When conducting artistic and musical courses, such as rehearsals or performances, the specifications of the hygiene concept for cultural events and rehearsals issued by the Bavarian State Ministries for Heath and Care and for Science and the Arts must be observed.7 4. Administrative operations at KU facilities Due to the hybrid semester, University Library stocks can still be used with extended loan periods. Media from the reference collection (reading rooms) can be borrowed for a period of up to two weeks. The usual lending conditions apply to media obtained from the magazine or via interlibrary loan. Details can be found on the Uni- versity Library website: www.ku.de/bibliothek In the foyers of the Library, in the reading rooms and at scanning and printing terminals, the minimum distance of 1.5 meters and the obligation to wear a face mask must be adhered to. However, library users are allowed to take their face mask off at their desks. The reading rooms of the University Library offer extended opening hours again (see overview). However, all reading rooms are closed for one hour during the day for ventilation and cleaning; during this time, all users must leave the reading room. The number of users who may be in the reading rooms at the same time is strictly limited depending on the size of the reading room. Upon presentation of the KU.Card or user ID, library users receive an admission card at the entrance; the date and time of entering and leaving the reading room are stored for a period of four weeks together with the contact data in case contact tracing should become necessary. Using the PC pools is only possible after prior registration at the ServiceDesk. When registering or de-registering for PC pool use, your name and user ID as well as the date and time will be recorded electronically; your contact data will be deleted after four weeks. Users are obliged to clean their keyboard and mouse before and after use with disinfectant wipes issued at the Ser- viceDesk. The University Sports Center conducts its courses and general university sports in and on the University's own sports facilities and open-air sports grounds on the basis of the "Sports Hygiene Plan", which is approved by the University Management and is kept up to date on a regular basis.8 In the case of sports facilities that are rented for the purpose of teaching and University sports, the University hygiene rules (e.g. regarding the maxi- mum number of participants) must be observed in addition to the relevant applicable regulations on use and hygiene for the respective facility. The use of University sports facilities (sports halls and outdoor facilities) by third parties at Seidlkreuz and on campus is only possible upon application and with the approval of the University Management. Further details are regulated by the Sports Hygiene Plan of the KU University Sports Center. The canteen in Eichstätt and the canteen in Ingolstadt offer lunch. You must reserve a seat online before visiting the canteen in Eichstätt (www.werkswelt.de). Guests may only use the marked seats. When walking around the dining halls, guests must wear a face mask. The regulations regarding minimum distance and hygiene rules must also be observed in the canteen and cafeteria. When visiting the cafeteria, guests must give their name and phone number to enable the cafeteria management to identify possible contact persons in case of an infection. The KU printing service has limited opening hours, but is fully available also for printing final theses, if required. Students can also use the printing station in the foyer of the Main Library (Universitätsallee) and on the ground floor of Main Building KG-A. These printing stations can be used as usual with the KU-Card. The KU-Card can be topped up in the foyer of the canteen. Cleaning intervals of the rooms (especially toilets and seminar rooms/lecture halls) are adapted to the frequency of use and increased overall. A regular disinfection of tables and chairs is not planned as this is not recommended by the health authorities.9 5. ANNEX A: Implementation provisions for on-campus examinations Version dated September 15, 2020 1. Written on-campus examinations 1. After expiry of the registration period, it can be calculated how many how many and which exami- nees10 will take part in an examination by analyzing student registrations for the respective examina- tion entries in KU.Campus. Based on the calculated number of persons, a room shall be allocated for the examination in which it can be ensured that - the minimum distance of 1.5 meters is adhered to and - the seats that can be used are sufficiently and clearly marked, in cases where the room has a fixed installed seating. 2. After having registered for an examination, the participants receive an e-mail outlining the rules that have to be observed for the specific examination (e.g. that they required to bring a face mask and wear it on University premises). 3. Examinees who belong to a risk group can apply for adjustments to compensate for disabilities/im- pairments in accordance with Section 24 General Examination Regulations (APO)11 to apply for a needs-based design of their examination conditions. The application must be submitted in due time before the relevant examination. 4. Examination participants will be informed about the implementation of the examination and all regu- lations regarding participation and hygiene measures that have to be adhered to (see Annex) in due time before the examination day (at the latest one week before the examination). 5. Examination participants and supervisors must wear a face mask during the entire waiting time and when entering and leaving the examination room. 6. Examinees shall enter the examination room as follows: - The examinees enter the room individually and go to the place where their registration and identity is checked. In the context of identity confirmation, the examination participants must take the face mask off for a short period of time.12 - Afterwards, the examinee shall go to their assigned seat and the next examinee can enter the room. 7. Please wear a face mask when walking around the examination room or for going to the toilet. 8. After the control measures have been completed and before the start of the examination, the room will be ventilated for five minutes. 9. During the examination, the examination supervisor shall ensure that the room is ventilated in regular intervals of 45 minutes for at least 5 minutes respectively. 10. Access to sanitary facilities during the examination is ensured. In this context, it is ensured that - the doors leading to the sanitary facilities bear information signs saying that a maximum number of two persons can be in the sanitary facility at a time and that they have to wear a face mask in the sanitary facility as well and - that the sanitary facility is equipped with sufficient soap and disposable towels. 10 With registration, also no. 5 b of the Directive for the implementation of the Bavarian regulation on infection prevention and control measures at Bavarian universities issued by Uni Bayern e.V. is taken into account, if chains of infection have to be traced and persons must be contacted. 11 Section 5 RaPO shall apply for students of FH degree programs. 12 In this case, please ensure that the required distance is kept; if possible a transparent protective hygiene barrier shall be installed in the examination room for this purpose. 11. Supervisors: - Lecturers who belong to a risk group due to a pre-existing health condition shall not be allocated the task of examination supervision. Persons who are older than 60 years can act as examination supervisors on a voluntary basis. - The supervisors shall receive information on the examination implementation and hygiene provi- sions in due time before the examination date. - The examination supervisors will be provided with face masks by the University. 12. If several examinations are held at the same time, examination participants shall enter the premises in a way that different examination groups do not meet, where possible. Period between examinations 13. There must be a period of at least 30 minutes between two written examinations that are held in the same examination room. 14. The examination rooms are ventilated thoroughly at least 15 minutes before examination participants for the next examinations enter the room. 15. Tables in the examination rooms are cleaned daily. 16. Sanitary facilities are checked in regular intervals to ensure that there is sufficient cleaning products, soap and disposable towels available at all times. If necessary, these will be refilled. 17. On examination days, sanitary facilities are cleaned thoroughly twice a day. 2. Oral examinations In deviation and in addition to the provisions on implementation of written on-campus examinations, the following shall apply: 18. There must be 30-minute period between two examinations that are held in the same examination room. 19. In case of oral examinations, all participants (examiners, keeper of the minutes, students) must keep a minimum distance of 1.5 meters. In addition, it is obligatory that all participants wear a face mask. If applicable, other protective devices (transparent hygiene barriers) might compensate for the need to wear a face mask. 20. The regulations shall apply for oral examinations that are implemented as a video conference in KU premises when there are two or more persons in the room of a KU building (e.g. examiner and keeper of the minutes). ANNEX B: Description of the procedure for contact person tracing The procedure described below shall ensure that after an infection has been reported, all persons who may potentially have become infected can be reported to the health authorities for follow-up measures by the Catholic University of Eichstätt-Ingolstadt. The KU Health Management Department is the contact for the public health authorities. Following a justified request by the Health Office to transfer data of contact persons of infected persons, the Health Management Department will request the documents necessary for contact tracing from the respective competent internal offices of the KU and make them available to the Health Office. The documents required for contact tracing must be stored in accordance with data protection regulations and transmitted via a secure transmission path. Regulations for on-campus courses At the KU, the collection of contact data (name, KU user ID, e-mail address) for on-campus courses is carried out via the already established campus management system KU.Campus/Evento. This makes it possible to use the existing contact data also in the context of infection protection and to make it available at short notice through electronic evaluation, if required. 1. On-campus courses in the context of the teaching practice (including tutorials, orientation events, etc.) can only take place if an entry has been created in KU.Campus for them by the responsible persons in advance. 2. For the duration of on-campus teaching units, the rooms used for these units may only be entered by per- sons who are registered as participants or lecturers for the corresponding course in KU.Campus. This obli- gation to register applies to all persons involved in the course, including assistants or guests, if applicable. 3. In individual cases, lecturers may allow participants to register for the course within the first few minutes of attendance via KU.Campus, provided that this does not exceed the maximum number of persons who are allowed to stay in the room. 4. Lecturers are obligated to ensure compliance with paragraph 2 above by checking the participant lists issued by KU.Campus. At the beginning of each appointment of a course, the identities of those present must be checked against the participant list and must be documented (e.g. by presenting the KU.Card and ticking it off in the printout of the participant list). 5. Lecturers shall have the domiciliary right in lecture halls, seminar rooms and laboratories as regards the observance of minimum distance and hygiene regulations, the observance of the obligation to wear a face mask and participation in the procedure for contact person tracing. All participants of a course are obliged to cooperate fully in the procedure described herein and will otherwise be excluded from attendance in the course. 6. The documentation lists will be deleted or destroyed four weeks after the course. Regulations for using the reading rooms 1. Users of the reading rooms will receive an admission card upon presentation of their KU.Card / user ID at the desk in the entrance area, which must be returned when leaving the reading room. 2. Issuance of admission cards ensures that the maximum number of persons that are allowed in the reading rooms at the same time in accordance with the hygiene regulations is not exceeded. 3. When an admission card is issued, the date and time of entering or leaving the reading room together with the user's contact details will be stored in the library user account for a period of two weeks in case contact tracing is necessary. Regulations for other on-campus events (conferences etc.) 1. If an event is not registered in the KU.Campus campus management system (no course; participation of persons who are not KU members), the organizers are required to collect the names and contact data of the participants via a form for data collection provided by the KU, if the data is not collected anyway in the course of the event organization. 2. The organizers are obliged to store the contact data of the participants in accordance with data protection laws. 3. The contact data must be deleted or destroyed four weeks after the event. Procedure in case of reported cases of infection If and as soon as contact details of the participants of on-campus courses are needed to trace potential infection chains, they shall be provided as follows: 1. In the event that a confirmed COVID-19 infection is reported at the KU due to an infected lecturer or student (e.g. by the public Health Office or by the person(s) concerned), this notification with all required data for contract tracing must be forwarded to Department III/5 Environmental Management, Occupational Safety and Health Management immediately: gesundheit@ku.de; Phone +49 8421 93-23145 or+49 8421 93-21096. 2. The Health Management Department then contacts the public Health Office, clarifies the further procedure and also informs the University Management about the case of infection. 3. In addition, the Health Management Department informs Department IV Study Organization of the name and the KU user ID of the (presumably) infected student or lecturer (by e-mail to risiko-begegnung@ku.de) 4. Based on the data stored in KU.Campus, Department IV immediately informs the Health Management De- partment about which courses the presumably infected person has attended at what time during the past days. In addition, the registration data stored in KU.Campus is used to create participant lists of the courses mentioned above. 5. The Health Management Department contacts the lecturers of the courses concerned and compares the lists of participants to determine which persons have attended the course in the period in question. 6. Upon request of the public Health Office, the KU Health Management Department contacts the University Library, the University Computer Center and the Sports Center if the infected person has used these facilities during the period in question, and has lists drawn up of those persons who have used the relevant facilities at the same time. The Health Management Department prepares lists of possible contact persons. The prepared list is then made available to the public Health Office. ANNEX C: Sports Hygiene Plan at the KU Version dated September 21, 2020 All regulations of the Free State of Bavaria for practicing sports in times of the corona pandemic shall apply in the latest and respectively most current version, in particular: § Sixth Bavarian regulation on infection prevention and control measures (6. BayInfSMV) dated June 19, 2020, (BayMBl. No. 348), BayRS 2126-1-10-G § Corona pandemic: Framework hygiene concept for sports; Joint announcement of the Bavarian State Ministries of the Interior, of Sports and Integration and of Health and Care dated September 18, 2020, file no. H1-5910-1-28 and G46b-G8000-2020/122-612 § Framework Hygiene Concept for Universities issued by Universität Bayern in the respectively applicable version § The Corona Pandemic Framework Hygiene Plan for Implementation of the Protection and Hygiene Concept for Schools in accordance with the current regulation on infection prevention and control measures dated 09/02/2020 (valid from the 2020/2021 school year) and § the recommendations for action issued by the Bavarian State Sports Association and its umbrella as- sociations (https://www.blsv.de/fileadmin/user_upload/pdf/Corona/Handlungsempfehlungen.pdf) are taken into account in the location-specific corona measures as far as possible and in a way that is sensible for the specific use In addition, the following infection protection regulations and hygiene measures apply to sports operations at the KU: § Persons, who - are infected with the coronavirus or show corresponding symptoms, - have contact with an infected person or who have had contact with an infected person within less than 14 days, or - are subject to any other quarantine measure, are not allowed to enter the sports facilities (sports buildings and outdoor sports facilities). § The general hygiene rules (e.g. washing hands regularly, keeping sufficient distance, adhering to the coughing and sneezing etiquette, avoiding physical contact as far as possible, etc.) must be observed. § The University rules for the use of face masks apply. Wearing a face mask during sports activities is not necessary. § The maximum group sizes specified by the University Sports Center (sports hall14 and gymnastics room 6 plus the responsible coach/lecturer, fitness room 5, toilets 2 persons) must be observed. The respective coach/lecturer is responsible for adhering to the maximum number of permitted participant. The group sizes specified by the sports associations apply to the outdoor sports facilities. § The groups should remain as constant as possible during the semester. Mixing of the participants should be avoided. In the training courses, small groups of up to 5 participants should be differentiated as far as possible. § The participants must be documented (name, address or telephone number). Further details will be arranged in agreement with the responsible KU offices. § If an infection is detected, the management of the KU Sports Center must be informed immediately so that they can initiate appropriate measures (informing the University Management, Health Department, contact persons). § A maximum of two events may take place simultaneously in the sports building on campus. § Changing rooms and showers will remain closed until further notice. § The sports facilities should not be entered until shortly before the start of the respective event. § Before entering the sports halls on campus, hands must be disinfected at the provided hygiene sta- tions. § As far as possible, sports operations will take place without direct physical contact. However, assis- tance (especially during apparatus gymnastics) is permitted. Contact sports can be approved by the head of the Sports Center on the basis of the recommendations of the state sports association and under consideration of the local conditions. Championships and competitions are not permitted until further notice. § A regular surface disinfection of sports equipment is not planned. Participants should, where possible, bring their own sports equipment (e.g. aerobic mats). The lecturers/training supervisors shall try – as far as practically possible – to ensure the highest possible level of hygiene when sports equipment is being used (e.g. by using corona-suitable aids such as chalky cream instead of magnesia powder). Additionally, disinfectants (sprays and disinfection wipes) are provided. § The courses take place in a fixed temporal schedule: The training courses take place between 08:00 a.m. and 04:00 p.m. They start c.t. (cum tempore) respectively, thus at 08:15 a.m., 10:15 a.m., 12:15 p.m., 02:15 p.m. and end after 90 minutes at 09:45 a.m., 11:45 a.m., 01:45 p.m., 03:45 p.m. respectively. The lecturers provide for appropriate breaks and ventilation of the rooms. The University Sports Center will determine appropriate time slots for the use of the sports facilities for University sports and by third parties from 04:15 p.m. External persons (i.e. persons who do not belong to the group of KU students, teaching staff or employees) are excluded from participating in University sports. § In the sports building, ventilation of the sports facilities must be ensured between courses. § After the end of the course, the sports building must be left by the shortest route (while wearing a face mask). § The University Administration ensures regular and thorough cleaning of the sports facilities and ancillary rooms (changing rooms, toilets, corridors) on campus as well as the so-called outdoor toilets at the Seidlkreuz. § For sports facilities that are rented and used for teaching and University sports, these regulations apply analogously – in addition to the respective terms of use of the facility. § The use of University sports facilities (sports rooms and outdoor facilities) by third parties can only take place on the basis of corresponding applications for use submitted to the University Sports Center and subject to approval by the University Management. The state infection regulations (especially for sport- ing events) and the University’s Hygiene Plan must be observed. The responsibility for compliance with the regulations lies with the respective user or applicant. § The University Sports Center informs the users of the sports facilities about the valid hygiene regulations by means of notices and posters. ANNEX D: Framework Hygiene Concept of the Bavarian Universities version dated September 17, 2020 1. Preamble In accordance with the decision of the Bavarian State Government of July 28, 2020, the universities will be permitted to resume face-to-face services for the 2020/2021 winter semester. This means that, in the 2020/2021 winter semester, face-to-face courses will, in principle, be possible up to a maximum number of 200 persons, as far as the incidence of infection permits. In coordination with general measures for infection prevention and the incidence of infection, digital teaching and examination for- mats will continue to be implemented within a framework and scope to be defined by the universities in order to enable students to fully achieve their desired qualifications. The universities are to prioritize the following groups of students in particular, when conducting face-to-face courses: a) First-year students b) Students in the final stage of their degree program c) Students required to attend a large number of face-to-face classes, e.g. laboratory sessions, project work, or courses with large practical sports or artistic/musical components. The basis for the implementation of on-campus operations and on-campus teaching at the universities is the observance of the general regulations on infection protection and the present framework, devel- oped by Universität Bayern e.V. together with the Bavarian State Ministries of Science and the Arts, Health and Nursing Care. The measures described below aim to break the chain of infection and thereby protect university mem- bers, preserve the health of students and staff during on-campus operations and contribute to the containment of the pandemic. This framework concept shall apply without prejudice to more stringent and higher-ranking regulations. It sets out a minimum standard to be implemented independently by the universities in accordance with the specific requirements of the faculties and other academic and non-academic institutions, in- cluding further measures where appropriate. 2. General measures for protection against infection a) Required minimum distance and obligation to wear a face mask A minimum distance of 1.5 meters must be adhered to wherever possible. Wherever the minimum distance cannot be reliably maintained – for example in frequented areas where people meet within the university buildings – a mask covering mouth and nose must always be worn (obligation to wear a face mask). Where it is not possible to maintain the minimum distance (e.g. through work organization measures), alternative protective measures should be taken, e.g. transparent screens (e.g. made of perspex) for points of public access (e.g. at information and lending desks) and, if possible, also to separate workplaces not allowing for the required minimum distance. b) Hygiene All individuals are requested to wash their hands regularly and observe coughing and sneezing etiquette (coughing and sneezing only into the crook of the arm) to reduce the risk of infection. The University will ensure that there are sufficient opportunities for hand washing or hand disinfec- tion in performing face-to-face services, depending on the room conditions and the expected num- ber of people. In sanitary areas and laboratories, cleaning material and disposable towels must be provided in sufficient quantities. Tools and work equipment must only be used by one particular person wherever possible. Where this is not possible, regular cleaning must be carried out, in particular before handing tools and work equipment to other persons. Otherwise, suitable protective clothing such as gloves must be worne during use. The University shall ensure that rooms and work equipment are regularly cleaned, at least once a day. This applies in particular to workplaces used for examinations and face-to-face classes used by several participants in quick succession. Protection and hygiene concepts for face-to-face clas- ses are to address the type and extent of cleaning. c) Ventilation Each university shall draw up a ventilation protocol that takes account of local conditions. In order to ensure regular air exchange, the frequency of airing must be adapted to the size of the room and its use. The scope and duration of this can be found in the currently valid SARS-CoV-2 occu- pational safety regulations of the Federal Ministry of Labor and Social Affairs. If ventilation systems are installed, it must be ensured that no pathogens are transmitted, e.g. by reducing the amount of recirculating air and installing or frequently changing filters. Cross-ventilation is preferred for window ventilation. Ventilation systems are to be operated with the largest possible proportion of fresh air. Provision should be made for an increased number of breaks for ventilation. Preference should be given to the use of large rooms (especially rehearsal rooms) depending on the planned activity, especially in case of increased aerosol formation. d) Infected individuals and suspected cases Persons are not permitted to enter the University if they 1. have knowingly had contact with a confirmed COVID-19 patient within the last 14 days, or 2. have symptoms that may indicate COVID-19 disease, such as respiratory symptoms of any severity, non-specific general symptoms, or an impaired sense of taste or smell, 3. are obliged to undergo home quarantine for 14 days in accordance with the entry quarantine regulation (EQV) currently applying (https://www.gesetze-bayern.de/Content/Docu- ment/BayEQV/true). Exceptions in case no. 2 and no. 3 are persons who have a medical certificate issued in German or English confirming that there are no indications of infection with the coronavirus SARS-CoV-2, and who present this certificate to the University. The medical certificate must be based on a molecular biological test for the presence of infection with the SARS-CoV-2 coronavirus, carried out in a member state of the European Union or another state that the Robert Koch Institute (RKI) has included in its list of states with sufficiently high quality standards for this purpose, and which was carried out no more than 48 hours before presentation to the University. Please note that a so-called "antibody test" will not suffice. e) At-risk groups People with a higher risk of developing severe illness (at-risk groups according to the Robert Koch Institute) are recommended to take sufficient measures to protect themselves. This may include wearing respiratory protection at the required protection level. The University must, wherever pos- sible, offer appropriate advice to staff through the occupational medical service. Members of at- risk groups in the teaching sector may offer courses without physical attendance as pure online courses, provided that the qualification objectives of the course can be achieved by this. The same applies to persons who are exempt from wearing a face mask for health reasons. f) Competences All members of the University and thus all professors, academic staff, public servants, employees, and students are responsible for ensuring that the framework concept is adhered to in the area for which they are responsible. This applies in particular to managers, committee leaders, examiners and teaching staff. This also includes the responsibility to inform the relevant persons within their own area (e.g. participants in examinations and face-to-face courses) in an appropriate manner about regulations on infection prevention. The University must monitor compliance with infection prevention regulations through random checks. Lecturers shall have domiciliary right in lecture halls and rooms for teaching regarding the ob- servance of the minimum distance and hygiene regulations, as well as the observance of the obli- gation to wear face masks and to participate in the process of contact person tracing. Detailed procedures for the implementation of this framework concept shall be set out by the Uni- versity Management. The University Management may, at their own discretion, impose stricter reg- ulations. 3. Implementing face-to-face courses In the case of face-to-face courses, a maximum of 200 people may be present in one room. The seating arrangement or arrangement of the participants must be determined in such a way that a minimum distance of 1.5 m is maintained. In the frequented areas of University buildings where a large number of people meet, and when entering and leaving the course rooms, a face mask must be worn (obligation to wear a face mask). If participants of face-to-face courses move about in the room, or if unavoidable physical interaction during the class means that the minimum distance of 1.5 m cannot be maintained with any certainty, a face mask must be worn during the face-to-face course. The University shall be notified of face-to-face classes in its teaching program which are to take place outside University premises (e.g. field trips). Further details shall be regulated by the University Man- agement. 4. Music, artistic and musical events, cultural events and rehearsals For music, artistic and musical events, cultural events, and rehearsals, the relevant infection protection regulations and the requirements of the hygiene protocol for cultural events and rehearsals apply (https://www.verkuendung-bayern.de/baymbl/2020-386/ ), while for artistic and musical on-campus courses, the general regulations for classroom teaching apply in addition. When rooms are allocated, priority is always given to the research, teaching, and administrative operations of the University. 5. Concept for contact data collection In order to trace chains of infection, the data of all participants in each on-campus course and each study session in the library must be documented. Each university shall provide a description of the procedure for collection of contact data that meets the requirements of data protection, information security, and infection protection. In order to ensure that contact data is available as quickly and se- curely as possible, universities are urged to choose a procedure based on electronic recording and evaluation of contacts. Participation in the recording of contact data is mandatory for all involved, and a prerequisite for participation in face-to-face courses. All members of the University are additionally recommended to use the corona warning app of the Robert-Koch-Institute (RKI) when staying on University premises. 6. Public access and University services Public access which is not essential for the University's on-campus operations (research, teaching, and administrative operations), is to be minimized as far as possible. If possible, public access should be replaced by telephone, postal or electronic communication (for example e-mail). This applies in partic- ular to consultation hours, enrollment, applications and the submission of papers etc. For services offered by the University which require personal contact, organizational measures should be taken to avoid crowds of people. For example, appointments should be scheduled in such a way as to avoid waiting times or crowds of people in waiting areas. 7. Work organization Work on the University premises must be organized in such a way that multiple occupancy of rooms is avoided or sufficient minimum distance or alternative protective measures are maintained (for example by using all available spaces). The University offers assistance in possible situations of hardship which may arise, e.g. due to a lack of childcare facilities, and provides support in developing individual solutions. 8. Libraries, archives University libraries and archives are permitted to provide their services in compliance with the rules of minimum distance and hygiene, provided that they implement contact data recording, and the respec- tive applicable infection control regulations are observed. 9. Public spaces on the University premises The relevant infection protection regulations in public areas also apply to public areas on the University premises. 10. Prohibition of events, meetings and gatherings The relevant infection protection regulations for events, meetings, and gatherings also apply to the public areas and buildings on the University campus. When rooms are allocated, priority is always given to the research, teaching, and administrative operations of the University. 11. Religious services, gatherings of religious communities The relevant infection control regulations for religious services and meetings of religious communities also apply to facilities on the University campus designed for this purpose. 12. Sports The relevant regulations under infection control law and the specifications of the hygiene framework for sports (https://www.verkuendung-bayern.de/baymbl/2020-363/ ) shall apply for sports activities, while the general regulations for face-to-face teaching apply to practical courses in addition. In reserving sports facilities, priority is always given to the research, teaching, and administrative operations of the University. 13. Food and catering services In addition to the general infection control regulations, the relevant infection control regulations in the hygiene protocol for gastronomy apply to food and catering services (https://www.verkuendung-bay- ern.de/baymbl/2020-270/ ). When rooms are allocated, priority is always given to the research, teach- ing, and administrative operations of the University. 14. Conferences and conventions Where possible, conferences, conventions and similar events shall be implemented in an online format. If they require participation in person for scientific, professional, or official purposes, these are permis- sible subject to the applicable provisions of the law on protection against infection. The organizer shall obtain permission from the University, and shall draw up a protection and hygiene concept, and a protocol for contact data recording, and submit these to the University and, upon request, to the district administrative authority. Further details shall be regulated by the University Man- agement. When rooms are allocated, priority is always given to the research, teaching, and administrative oper- ations of the University. 15. Cultural sites of universities (museums, exhibitions, memorials, zoological and botanical gardens) The relevant infection control regulations for cultural sites shall also apply to university cultural sites, and cultural sites on properties managed by the universities. When rooms are allocated, priority is always given to the research, teaching, and administrative operations of the University. 16. Entry into force This framework concept enters into force with effect from September 17, 2020. At the same time, the directives of June 22, 2020 will cease to be in force. This framework concept was agreed between the twelve member universities of Universität Bayern e.V. and coordi- nated with the Bavarian State Ministries of Health and Care and of Science and the Arts. The University Management urgently asks all students, employees and guests at the Catholic University of Eichstätt-Ingolstadt to observe the following hygiene measures: § Please observe the recommended hand hygiene, in particular before enter- ing offices or seminar rooms. § Please ensure that you keep a minimum distance of 1.5 meters to other per- sons at all times. § Please wear a face mask in University buildings; this face mask may only be taken off at your desk. § Please ensure that all rooms are sufficiently ventilated in regular intervals. We explicitly point out the necessity to ventilate rooms during longer events and examinations every 45 minutes for at least five minutes. § A maximum number of two persons is allowed at the same time in all sani- tary facilities.
