Shire of Coolgardie Message from the Shire President November 2018 The Shire received some welcomed news last week during a site visit from St John Management representatives to Kambalda, where they announced they have come up with a model that will provide the best solution with regards to the provision of a raft of medical services to the Kambalda community. This service will include a full-time doctor, provision for relieving doctors, staffing of the Kambalda Medical Centre to work with the current WACHS staff, introducing volunteer driver services and in time a range of other medical services that will be developed for the benefit of the community. As well as partnering with the mining companies in our region St John’s have indicated the service will commence mid-November with a public opening day to celebrate this important occasion. This will be the very first venture into primary health in regional WA by St John’s. The Shire of Coolgardie is fortunate that when facing the situation of the withdrawal of the former medical practice in Kambalda, that St John’s saw an opportunity to work with the Shire to this end. I would like to sincerely thank Bridget McKenzie, the project manager from St John's for the time and effort she has put into this project and l am sure we will enjoy a long and fruitful partnership with this venture. At the September council meeting, a resolution was passed requesting the CEO to develop a tourism strategy for the Shire. As a result of this, the CEO has engaged our current consultant Mia Hicks to work on formulating a draft strategy to be presented at the November briefing forum for discussion with councillors, and then put out into the community for comments and submissions from the wider community members. I would encourage anyone in our community that may have suggestions for future development and growth of tourism, as well as improvement of our many historic and cultural attractions, that you contact your councillors, or alternately bring your ideas along to the community consultation sessions that will be held in the coming weeks. Coolgardie residents will notice that there are roadworks occurring at the intersections on each end of Bayley Street once again. Unfortunately, this has arisen from part of the original work done during the project being substandard with sections of the pavement lifting following the rainfall the region experienced over the past weeks. The contractors will be working to complete this remedial work over the next two weeks. The new residential rubbish bin service will commence in November. This is a result of the Shire of Coolgardie and the City of Kalgoorlie/Boulder going to tender jointly for waste services last year which has reduced the cost of our bin collection services to the Shire. The new service will see the introduction of brand new bins with red tops, which were purchased by the Shire and will have serial ID numbers and allocated to each property. With the introduction of the new service residents will only be allowed to put out the number of bins they have paid for with their property rates. Should any residents require additional bins, they will have to make a request to our Shire staff at either Coolgardie or Kambalda offices. One other change will be the hours of the Friday services, with Kambalda commencing in the morning, followed by Coolgardie around midday. This is to allow for the disposal of the domestic waste from the truck at the Coolgardie tip facility. Over time these practices will result in further savings to the Shire due to efficiencies of the whole of waste, and facility services. Meetings and forums attended this period: • Meeting with Department of Communities (child protection), police and Coolgardie Primary School principal on September 21 regarding the behaviour of suspended and unsupervised children both at school and out in the wider community. • Myself and CEO met with Mincor and MRWA managers in Kalgoorlie to discuss progress of the Widgiemooltha-Cave Hill Road realignment on September 24. • CEO, Laura Dwyer and l met with Amana Living managers regarding the provision of aged care services in the Shire. • The CEO ,Laura Dwyer and l met with Mia Hicks on September 28 to discuss funding opportunities for tourism related projects. • Attended a joint workshop with Shires of Dundas and Coolgardie at the Kambalda Recreation Centre on October 3 Continued P3 Issue 79 November 2018 Page 2 rambler@coolgardie.wa.gov.au
From P2 to develop an Emergency Risk Management template. The workshop was conducted in conjunction with OEM and FESA representatives. • Attended the RRG Technical meeting in Kalgoorlie on October 9, with Keith Dickerson and Peter Miller. The purpose of the meeting was the allocation of State Government funding for regional road projects next year. • Myself, Cr Winter and VC co-ordinator Meghan Kent met with Donna Malec, Art Gold and GEMS in Coolgardie on October 10 to discuss a future arts and culture trail that is being developed for the Goldfields-Esperance region. • Travelled to Perth to attend the WALGA State Roads and Transport Forum on October 15-16. Malcolm Cullen Shire President Shire of Coolgardie From the desk of the CEO November 2018 Hope you are all well and here we are at November 2018 already! Our Shire team has had another busy month in October. On Wednesday, October 24, we had a meeting with Honourable Rita Saffioti MLA, Minister for Transport, in Coolgardie at the Truck Stop Site at the Minister’s request. It was great to meet with her onsite and discuss possible options and designs that need to be further refined to present to the community. Following the onsite visit, the Shire met in the Coolgardie Administration Office to discuss land tenure, road transport and planning issues. The Minister was also very interested in a conversation around the State Lithium Strategy and the significance of the Shire’s road network and in particular Bayley Street. Currently it is estimated in excess of 20 trucks a day transport lithium from the Mt Marion Mine to Kwinana. Later that evening we attended a community information session at the Coolgardie Community Recreation Centre with the team from Northern Star Resources and Rangecon Construction. They delivered a presentation and an open question and answer time for the attendees regarding the new 289-room Ford-Bayley Workers Accommodation Village currently being constructed in Coolgardie. The Shire and Councillors are excited about the opportunities and community benefits that this project will bring to the Coolgardie Shire. Last weekend Kambalda Community Recreation Facility hosted the CME Mines Rescue dinner that catered for approximately 300 people on Friday night, and 400 people on Sunday night for the gala dinner. It was great to catch up with the attendees especially after their intensive training and competition. Well done to the organisers, it was a great weekend and the attendees enjoyed the Kambalda hospitality. On Wednesday, October 3, we hosted and attended a hazard scenario workshop run in conjunction with the Shire of Dundas and the State Emergency Management Committee. All of the rescue services attended and we planned and covered strategies focusing on our hazard situations should it occur in our shire. These workshops are very important and we need to be prepared for all hazard scenarios in both of our communities. Thank you to everyone who came along that day from Coolgardie and Kambalda. Amana Living Kalgoorlie delivered a community information session and lunch at both Coolgardie and Kambalda to discuss the services they can offer to our two communities. The Shire is exploring the possibility to partner with Amana Living to deliver more services to the Shire of Coolgardie. The Shire is extremely excited about current grant funding opportunities that are being explored. These grant funds, if successful in obtaining, will assist in the funding of the Kambalda Swimming Pool and the Post Office Building in Coolgardie. Shire of Coolgardie Coolgardie Community Recreation Centre Creativity unleashed at holiday activities Under the sea arts and crafts On Tuesday, September 25, our recreation centre staff held the first school holiday program for the term three holidays, with a theme of 'under the sea'. The children made scary sharks out of newspaper, coloured card and googly eyes, as well as jellyfish by painting paper bowls with bright paints and decorating them with colourful ribbon and googly eyes. They also made sparkly seahorses out of paper plates, and multi-coloured turtles from paper bowls. Once that was all done, they decorated cupcakes with icing coloured blue like the ocean, and used sour worms to jelly cubes to make octopuses sitting on the cupcakes. After that was all done and the kids had eaten, we all went down to the basketball were all very well behaved. Simple steps to increase Indue card spending limit When it comes to paying rates, the Cashless Debit Card team would like to remind participants that their Indue card has a $1000 daily spending limit when using the card at an EFTPOS machine. When using the Indue card to pay for rates in full (if over $1000), at the recreation centre EFTPOS machine, the daily spending limit will need to be raised. This limit can simply be increased through the Indue web portal (online account). Alternatively, give the friendly Cashless Debit Card Hotline team a call on 1800 252 604. Online payments and transfers (such as payments using BPAY, direct debits, card numbers) have a maximum spending limit of $10,000. This can also be adjusted to suit the participant’s preference. Shire of Coolgardie Kambalda Community Recreation Centre KINDY GYM The Kambalda Community Recreation Facility was a buzz with lots of little people this month with the introduction of our kindy gym. We had a great turn out with roughly 22 children. There was lots of squeals of delight as they enjoyed all the activities that were available, from balance beams, trampolines and lots of equipment to tumble and play with. At the end of the session we introduced the giant colorful parachute and with it we all sang songs and danced it was a HUGE hit. The program runs every Friday, from 11.30am‑12.15pm, for children aged three to five; cost is $5 per session. If you are interested in enrolling your child, please contact the Kambalda Recreation Facility on 9080 2111 to fill out a registration form. 5KM SPRING FUN RUN/ WALK What a great month October has been. During the month we had our 5km Spring Fun Run/Walk from Kambalda East to Kambalda West. There was a great turnout of more than 42 participants who enjoyed the exercise and sunshine. After the event everyone enjoyed a delicious sausage sizzle and refreshments that were kindly donated by the Kambalda CRC. Awards were handed out to the fastest three participants: first place was awarded to Mikey Wanoa-Katene; second place to Stevie Wanoa-Katene; and third to Reece Stevenson. A top effort boys. A big thankyou to the Kambalda Police that came to our rescue and became traffic controllers on the day for our participants to cross the main road. Thanks everyone for making it a great day. Wellness expo energises community The Shire of Coolgardie held the annual Community Wellness Expo, previously known as the Women’s Wellness Expo, on Sunday, September 30, 2018. The event was a great success and had a great community atmosphere. Throughout the day there were performances from Pure Gold Bootscooters and Veils of Gold Belly Dancers. The performances were great and enjoyed by attendees. Our very own Bernadette put on two demonstrations of her Metafit class, which is a high intensity interval workout. It was certainly a hit on the day for the younger attendees! Kambalda St Johns gave a presentation about snake bites and asthma. With the warmer weather approaching it was great to have this information passed on to the community and the junior attendees very much enjoyed the presentation. A big thankyou to our local Quirky Quilters group, which donated some beautiful quilts for display during the day. They looked great hanging around the stadium and were viewed in awe. This year we wanted to create the feeling of community togetherness, and the feedback from attendees indicates that this was achieved. “Awesome day, with a real community feel. I really enjoyed the atmosphere,” one participant said. Stall holders also commented that this year they felt as though they were able to dedicate more one on one time to customers. Dr Adeyemi has already established a rapport with many patients and is well versed in their medical history too, after starting work in Kambalda in January 2016. “Kambalda is a small but friendly community and my family and I have enjoy living here,” Dr Adeyemi said. “Joining St John is very exciting as it gives me a chance to work on a range of broad health issues affecting country WA.” Dr Adeyemi, whose interests are in women’s health, children’s health, chronic diseases and skin cancer, said she was keen to stay in the community because she could see there was a genuine need for a GP in the town. The volunteers will tutor selected students across Years 1 to 6 and be their mentor for one week. To students, this exciting week is also known as TLG Week, where students can learn about a variety of career opportunities and also engage in fun STEAM (Science, Technology, Engineering, Art, Maths), art, drama and reading activities with their tutor one-on-one. The goal of TLG Week and these learning experiences is to encourage students’ involvement and attendance at school, as well as widen their future aspirations so that all students can reach their educational potential. Teach Learn Grow also provides another program called eMentor, which aims to provide selected upper primary school students with a role model and increase their student resilience, improve personal and social capabilities, and enhance their emotional intelligence. BUSH FIRES ACT NOTICE FOR OWNERS AND OCCUPIERS Pursuant to the powers contained in Section 33 of the Bush Fires Act 1954, you are hereby required on or before the first day of November 2018 or within fourteen days of your becoming owner or occupier of land should this be after this day to clear all firebreaks and remove flammable materials from the land owned or occupied by you as specified hereunder and to have the specified land and firebreaks clear of all flammable materials from the first day of November 2018 up to the thirty first day of March 2019. 1. Land Outside Town Sites 1.1 All buildings on land which are outside town sites shall be surrounded by two firebreaks not less than two (2) meters wide cleared of all flammable material, the inner firebreak to be not more than twenty (20) meters from the perimeter of the building or group of buildings and the outer firebreak not less than 200 meters from the inner firebreak. 1.2 The removal of flammable material from the whole of the land between the firebreaks required in paragraph 1.1 above. 2. Land In Town Sites 2.1. Where the area of land is 2000 square meters (approximately ½ acre) or less, all flammable material shall be removed from the whole of the land. 2.2. Where the area of land exceeds 2000 square meters, firebreaks at least three (3) meters in width shall be cleared of all flammable material immediately inside and along the boundaries of land. Where there are buildings on the land additional firebreaks three (3) meters in width shall be cleared immediately surrounding each building. If it is considered for any reason to be impractical to clear firebreaks or remove flammable material as required by this notice, you may apply to the Council not later than the first day of November 2018 for permission to provide firebreaks in alternative positions or take alternative action to remove or abate fire hazards. If permission is not granted by Council or its’ duly Authorized Officer, you shall comply with the requirements of this notice. “Flammable material” does not include green growing trees or green growing plants in gardens. It also does not include plants native to the region that are fire resistant, for example; saltbush shrubs. If the requirements of this notice are carried out by burning, such burning shall comply with the relevant provisions of the Bush Fire Act 1954. The penalty for failing to comply with this notice is a fine of $5000 and a person in default is also liable, whether prosecuted or not, to pay cost of performing the work directed in this notice, if it is not carried out by the owner or occupier by the date required by this notice. THE PROHIBITED BURNING PERIOD WILL BE FROM 1 NOVEMBER 2018 TO 31 MARCH 2019 AND SHALL APPLY THROUGHOUT THE WHOLE SHIRE. It is the season and there is a very informative DFES media campaign at the moment with its strong message of “You can’t outrun it or outlast it - so take five minutes to outsmart it”. In a bushfire every five minutes counts, so take the time now to spend five minutes having a discussion with your family and friends on what you will do in such an event. Kerbside Waste Collection REFUSE COLLECTION Hard refuse should be placed neatly on the verge as close as possible to the kerb and your driveway. The following items will be collected from your verge; • WHITE GOODS - Stoves, refrigerators (doors to be Shire of Coolgardie removed), washing machines etc. • TRAMPOLINES/SWING SETS must be dismantled • SCRAP METAL • OLD FURNITURE • GENERAL RUBBISH The white goods and scrap metal should be placed on the verge in a pile separate to the other hard refuse as this will be collected separately and recycled. All items of hard refuse will be collected by hand. A maximum weight will apply and as a general rule, two (2) people should be able to lift the item easily to shoulder height with the item being no longer than 4 metres. Please note this service is available in townsites only. It is important that residents pay close attention to the requirements of the roadside collections. All waste is to be placed in a pile neatly on the verge no earlier than one (1) week prior to the advertised collection week. All waste must be placed on the verge by 6.00am on the advertised starting date as the truck will only travel down your street once.
