Student Learning Student Learning Summary The Texas Academic Performance Report (TAPR) for 2019-2020 was reviewed and analyzed in the needs assessment process. Each campus was also given the opportunity to weigh in on strengths and weaknesses not outlined by any of the categories on the most recent TAPR. A challenge to improvements in student achievement can generally be linked to a student’s regular attendance at school. As a district, our attendance rate dropped slightly from 94.9% in 2017-18 to 94.5% in 2018-19. Naturally, we anticipate that the attendance rate due to the pandemic will continue to affect student achievement, so the need to promote in-school attendance to boost student learning will grow as the effects of the nationwide shutdown last spring continue to be felt. STAAR EOC data was analyzed and the high school campus continued in 2019 to lag behind the state average passing rates in all areas but U.S. History. In the 2019 school year, U.S. History EOC passing rate was 93% for the state and for the high school campus as well. For all levels of STAAR, science and social studies passing rates increased between 2018 and 2019. JISD has integrated Capturing Kids Hearts as a program from Few to JHS to acknowledge the need for student achievement to coincide with improved classroom behavior. In their first year as a CKH campus, Few Primary teachers are already seeing positive results. At the campus where the building blocks of our district’s student population’s knowledge and skills are established, the improvement in teacher/student relationships, decreased escalated discipline issues, and more positive student/student relationships is vital. Campus walks are also a routine event performed on every campus to monitor and encourage compliance in classrooms with the learning objectives set by the district. The district’s partnership with DETCCA is a benefit to our high school students in their efforts to prepare for their life after high school, whether it be in post-secondary education or in the workforce. DETCCA is helping to provide our students the opportunity to further their education through academic and career tech-oriented dual credit courses. Student Learning Strengths Students at Few Primary have the opportunity for small group learning. These small groups enable teachers to better identify and target struggling learners with a goal of closing gaps and improving growth. Grade 4 STAAR Writing and Grade 5 STAAR Reading both made significant improvements in passing percentages in 2019. Grade 4 Writing improved from 39% in 2018 to 48% in 2019. Grade 5 Reading increased by 11% from 2018-2019 (64% to 75%). Parnell teachers have received targeted professional development this year in order to address the continued lag in improvements in STAAR Writing & Math scores for 4th graders. Teachers are noting higher confidence levels due to the extensive, focused professional development. 75-80% of Jasper Junior High School teachers are offering before and after school tutorials routinely during the current school year in an effort to bridge the learning gaps so many students faced due to the pandemic shutdown. At Jasper High School, the number of college ready graduates increased from 21.2% to 35.5% between 2018 and 2019. ACT is now being offered at least once a year with plans to increase to twice a year in 2021-22 with the goal to assist students in increasing their college readiness, scholarship marketability, and college entrance exam scores. 100% of JISD students have been given the opportunity to utilize technology in their learning through the disbursement of Chromebooks and iPads to all grade levels. Problem Statements Identifying Student Learning Needs Problem Statement 1: Teachers across the district need more training in adapting to a more virtual, technology-centered classroom. Problem Statement 2: Grade 4 Writing and Math passing percentages are lagging far behind the state average. In 2019, the state average for Grade 4 STAAR Writing was 67%, while Parnell's passing rate was 48%. Additionally, the passing rate at Parnell for 4th grade math was 41% in 2019, which trailed the state's 75% passing rate. Problem Statement 3 (Prioritized): Student and parent apathy have a strong correlation to lower student achievement. In a recent survey sent to parents throughout the district, the response rates were extremely low from parents at all campuses. For example, parents with students at Jasper Junior High School only responded at a rate of 15.41%. Root Cause: JISD did not require teachers to provide classes online prior to the COVID-19 school closures. District Processes & Programs Strengths 100% JISD teachers have access to the TEKS Resource System which is a comprehensive, user friendly curriculum management system that JISD has adopted for vertical alignment and consistency. JISD has established a mentoring program to provide new teachers with additional classroom training and assistance during their first year in JISD. Lessons are aligned to the written curriculum in the core content areas. Two formative assessments or one formative test and one project-based assessment are aligned to the written curriculum and are administered in core content areas each six weeks. Data Analysis is performed by each teacher lead by the department heads and teams leaders for their subject/ grade level to make instructional decisions each six weeks. JISD has implemented Education Galaxy which is aligned with the TEKS and provides data regarding student strengths and weaknesses Teachers accessed and analyzed student data in 19-20 through the DMAC program. All Campuses provide intervention programs to ensure student success on state assessments. The District provides programs to meet colleges, career, and military guidance and counseling including dual credit courses, AP and Pre-AP courses, CTE courses at the high school and college level, career fairs, and other programs. The District provides dual credit and high schools to allow students to achieve their STEM designation upon graduation. JISD has added a position, CCMR counselor, to address the post-secondary needs of JISD students. The District has implemented Capturing Kids Hearts to address the emotional needs of students. Google Classroom and Seesaw have been integrated into the curriculum and technology in the classroom as well as meet the needs of home learners. Perceptions Perceptions Summary Campuses connect with parents and stakeholders in the community to engage them in the education of students. Several events such as Annual Open Houses, online registration events, JISD Spotlight Night, STAAR Nights at sporting events, Title I meetings, Lunch and Learn meetings, Booster clubs, campus social media pages, and AVID Family Night allow opportunities and avenues to support their students in learning. Parents are also sent calendars of events from parent liaisons and principals on each campus. Parents and community members are also members of the Campus Improvement Teams. Local restaurants partner with schools to help reward our students for making the Honor Roll, achieving excellent attendance, and Student of the Week. Parents also volunteer to be a part of the Jasper PRIDE organization which gives them the opportunity to be involved in our schools. Most involvement, however, does not involve student learning. Teachers like to have parents involved, but more often than not, parents do not interact with the school regularly. According to a survey of all district staff, 71% report that parents are not contribute to the education of their child. They also know because very few parents contact them throughout the school year. There are usually only a handful of parents who consistently contact them throughout the year. Many teachers use Skyward, email, phone calls, and the Remind app to communicate information to parents about what is happening in their classrooms. Teacher retention is both a district and state-wide issue; per the Teacher Incentive Program introduced in House Bill 3. The teacher turn-over causes frustration for teachers, students, parents and the district. Communication from the school district to the parents is very effective. The school website is updated regularly with information so that the community is made aware of events that are happening at the schools. Local news outlets report information from the school district to the community at-large in instances where important information needs to be disseminated quickly. Social media websites are also used to promote a positive perception of the district by showing pictures of great things that are happening throughout the district. Evidence can be seen through the community’s response to posts and the number of hits we have to our website. Additionally, according to surveys, parents typically feel (85%) that our schools are effective in communication efforts. Translators and translation software are both employed to help families whose primary language is not English. Site- based planning committees do have parents and community members through the invite of the principal. If a parent does have a question, concern, or an idea, they are invited to bring that information to the campus principal. The most common disciplinary infractions are classroom management issues that result in an office referral. In these instances, students are given smaller consequences such as a warning and a parent contact before being referred to the office. This process is effective in reducing the amount of students who are referred to the office for minor infractions. Disciplinary policies are proactive so that small classroom management issues do not result in referrals to the office unless absolutely necessary. In order to promote safety, the district has a safety officer who conducts inspections to find areas in our schools that are not in compliance with safety codes. These are then reported to the correct department to be addressed. Students feel safe and this can be seen in how they interact with each other and staff. Safety audits reveal that there are issues that need to be addressed and the district is working to make sure that those issues are fixed. Campus activities promote wide-spread student participation and are inclusive of all students. Every student is encouraged to participate in activities and welcomed when they decide to do so.
