Lifesaving South Africa recognises that the economic benefits that clubs enjoy only occur when the club is active. Activity in the community comes with the risks identified by the WHO and NICD for the continued spread of the pandemic. To mitigate the risk the South African Government has created a mitigation strategy listing the acceptable levels of activity in the Country. Lifesaving South Africa has adopted a similar framework in returning to the various activities within the federation. Level Descriptor Means that drastic measures are required to contain the spread of the virus to save 5 lives. Means that some activities can be allowed to resume subject to extreme precautions 4 required to limit community transmission and outbreaks. Involves the easing of some restrictions, including on work and social activities, to 3 address a high risk of transmission. Involves the further easing of restrictions, but the maintenance of physical distancing 2 and restrictions on some leisure and social activities to prevent a resurgence of the virus Means that most normal activity can resume, with precautions and health guidelines 1 followed at all times. 0 All Activities can return to normal Information provided should help clubs understand how to help prevent the transmission of COVID-19 within club membership and facilities. It also aims to help clubs react quickly should a case be identified. The guidance includes considerations to help administrators plan for the continuity of duties and learning if there is a need to quarantine members or staff within clubs or close clubs because of the spread of COVID-19. THE OPENING OF THE CLUB TO VARIOUS ACTIVITIES: Clubs may define for themselves the period in which they wish to resume activities and open their clubs within this plan. Clubs may have essential service or contractual requirements that may impact on their preferred timeframes for opening. Essential Services will resume activity prior to lifeguard training and sport. Clubs will be required to operate according to the plan of action set out. Social activities may not open until such time as the National Risk Mitigation Levels Gazetted allows. LIFESAVING SOUTH AFRICA www.lifesaving.co.za Clubs with restaurants and alcohol sales must abide by the National Regulations regarding this aspect of their business. Access to the club is to be for registered members only, and with screening protocols in place. Compliance Officers All clubs, districts and provinces are to appoint a minimum of one compliance officer for the relevant entity. Each compliance officer must be a registered member of the club in good standing of Lifesaving SA. The role of the compliance officer: 1. To monitor and track compliance for the facility according to this guideline and any Directions from Government. 2. To gather and correlate information relating to access and cleaning of the clubs. 3. To report back to their District, Province or National Compliance officers. 4. Annexure 1. Compliance officer declaration Clubs that do not appoint a compliance officer will not be allowed to open for any activity, until such time as one is appointed and submitted to LSA head office. All club that complies with the requirement to open will be issued with a certificate of compliance. Should any club be found to have started activities without compliance they will be suspended with immediate effect. Lifesaving SA Compliance Officer. Every member wishing to access the club must sign an access register and be screened prior to entering. Clubs without club houses must ensure the safe access of their members to the facilities being used. Clubs with club houses must ensure there are separate monitored entrances and exits; where clubs have a single entrance and exit point sufficient distancing protocols must be put in place to have a minimum of 2m between individuals entering and exiting. This may require a staggered access and exit protocol. Access to Municipal Facilities will be with compliance to all Municipal Guidelines. Members and staff are to be encouraged to monitor their own health and to not attempt to access the club if they feel ill. Should the club have guests these should be by appointment only and will need to be willing to subject themselves to the same restrictions and screening. Sport Coaching for Masters, Open, Youth and U13 and U14 Athletes in groups where a min of 2m 2 social distancing can be enforced and no equipment can be shared. Shower and Changeroom facilities to be sanitized daily before use and frequently throughout the day. Number of persons allowed in the changerooms will be determined by the space available at the venue, subject to social distancing. Restaurants and Alcohol Sales to operate as per National Guidelines. Parents or spectators allowed with restricted access and social distancing. Duty Squads, Administration, Award Instruction with equipment limitations. Sport Coaching for Masters, Open, Youth and Nippers. 1 Shower and Changeroom facilities to be sanitized daily before use and frequently throughout the day. Number of persons allowed in the changerooms will be determined by the space available at the venue, subject to social distancing. Restaurants and Alcohol Sales to operate as per National Guidelines. Parents and spectators allowed with restricted access. Duty Squads, Administration, Award Instruction, Sport Coaching for Masters, Open, Youth, Nippers 0 and Micro Nippers. Parents and spectators allowed. Members who are 60 years or older and those who may have comorbidities may have access to the venues subject to government rulings and the submission of a declaration of health. This includes administrators, instructors, coaches, technical officials, candidates, or Lifeguards. Clubs are to maintain a register of all members who are over 60years of age and those that have comorbidities who attend club activities such as training and competition events. LIFESAVING SOUTH AFRICA www.lifesaving.co.za Daily Screenings Clubs are required to maintain a register of all members who have access to their venues. Each member must complete the screening questionnaire for themselves. These can be completed on paper, or online but must be available for review prior to access to the club. Clubs are advised to select a method for control purposes and are to advise Lifesaving SA head office of which method will be used in their operational plan. Clubs are required to keep a register of all members, their residential address and contact details as well as those of their next of kin in the same household. These details must be maintained for a minimum period of 6 months. These details are to be captured into the Lifesaving SA, Lifeline Data base for record keeping. Screening registers must be submitted to the compliance officer for record keeping. Online records must be accessible by the compliance officer for contact and recording purposes. An example of the screening registers a full form is attached as Annexure 2 and 3 Where any member reflects a yes under the Medical Conditions or a temperature of higher than 38°C, they should not be given access to the club and be sent home immediately to isolate themselves or seek medical attention. Where any member has been in contact with a confirmed Covid-19 patient for a period of 15 minutes or more, they should not be granted access to the club and is to be advised to monitor their health and isolate themselves for a period of 14 days before returning to club activities. Where a member has been infected by the Covid-19 Virus and has recovered they will need to submit a Medical Letter of Clearance to resume their activities. What Is The Role Of Clubs In Responding To Covid-19? Decisions about appropriate Health interventions should always be made in discussion with compliance officers or club, district or provincial officials who have access to all the relevant information. These decisions include: 1. Whether members should remain home from the club for a period of time; and 2. Whether members in sections of the club or the whole club should be closed for a period. LIFESAVING SOUTH AFRICA www.lifesaving.co.za Clubs can take additional steps to help stop or slow the spread of respiratory infectious diseases, including COVID- 19 with the following: ❖ Make sure that everyone in the club has up to date information on how to prevent the spread of COVID-19 (link to NICD, www.nicd.ac.za, guidance on handwashing etc.) ❖ Display information at all access points and at the club houses with the relevant information. ❖ Monitor and plan for absenteeism. Review attendance and sick leave policies. Encourage members and staff to stay home when sick. Use flexibility, when possible, to allow staff to stay home to care for sick family members. Discourage the use of perfect attendance awards and incentives as these may encourage people to come to club sick. Identify critical job functions and positions, and plan for alternative coverage by cross-training staff. Determine what level of absenteeism will disrupt continuity of duties and instruction. ❖ Establish procedures for members and staff who are sick at club. Establish procedures to follow when members and staff become sick at club or arrive at club sick, as they should be sent home as soon as possible. Keep sick members and staff separate from well members and staff until they can leave. Remember that clubs are not expected to screen members or staff to identify cases of COVID-19. Most respiratory illnesses are not COVID-19. If a club has cases of COVID-19, local health officials will help identify those individuals and will follow up on next steps. Share resources with the club community to help families understand when to keep members at home. ❖ Create communication plans for use with the club community. Include strategies for sharing information with staff, members, and their families. Include information about steps being taken by the club or training facility to prepare, and how additional information will be shared. Members who plan to travel, or have recently travelled, to areas with community spread of COVID-19. The South African Government may implement specific travel restrictions. Where these restrictions apply, members who travell across the provincial or national borders within 14 days from accessing the club must declare so. There is no need to isolate the member beyond the national guideline timeframe should anyone cross the borders into high-risk areas and not show signs and symptoms. Members who may have been exposed to a suspected case of COVID-19. Exposure to a case is defined as being in direct contact with a confirmed Covid-19 case for a period of 15 minutes or more. If anyone has been in contact with a suspected case in a club, no restrictions or special control measures for the club are required while laboratory test results for COVID-19 are awaited. There is no need to close the club or send other members or staff home. Members who may have been exposed to a confirmed case of COVID-19. All close contacts of a confirmed COVID-19 case are required to self-quarantine at home for 10 to 14 days while being monitored for symptoms. They may not attend club. Members who are not contacts of a confirmed case should not be prevented from attending club. Family and friends who have not had close contact with the original confirmed case do not need to take any precautions or make any changes to their own activities such as attending training or work, unless they become unwell. All case contacts who become symptomatic will be immediately screened for COVID-19 and if found to be a case, active contact tracing and self-quarantine of all contacts is to be implemented. LIFESAVING SOUTH AFRICA www.lifesaving.co.za Action to be taken when a case of COVID-19 (Member or staff) is confirmed in your club The club will be contacted by the relevant Health officials to discuss the case, identify people who have been in contact with them and advise on any actions or precautions that should be taken. If you are not contacted please contact the public hotline 0800 029 999 who will refer you to the relevant contact. An assessment of each club will be undertaken by the Health officials with relevant staff. Advice on the management of members and staff will be based on this assessment. If there is a confirmed case, a risk assessment will be undertaken by the club and district with advice from the Health officials. In most cases, closure of the facility or club may be unnecessary. This decision will be facility or club specific, based on various factors such as size and members mixing. How To Clean Clubs Club and training facilities which have been completely closed for the full period of lockdown do not require deep cleaning. It is acceptable that these clubs be thoroughly cleaned with household cleaning agents prior to any access is granted. Clubs that have social or shared equipment must deep clean all communal storage areas and equipment prior to access. All equipment and especially those that may be used by 2 or more persons must be cleaned thoroughly before and after use with household cleaning agents. Rinsing with water is insufficient to contain the virus. Where club equipment is used it is advised that each item be logged out and in, maintaining a register of who uses it. Clubs that have had administration or duty members using the venue must be sanitized completely prior to any general member accessing the facility. Routine cleaning of all facilities must be carried out daily prior to the opening and then throughout the day, with additional attention to the high usage areas, toilets, tables, chairs, door handles. Emergency / First Aid treatment room surface areas and non-disposable equipment must be cleaned and sanitized with a cleaning product containing at least 70% alcohol, daily upon arrival and after each first aid case treated in the room. Where clubs have a suspected or confirmed case of COVID-19 within their members at the club cleaning should include: all surfaces and objects which are visibly contaminated with body fluids; and all potentially contaminated high-contact areas such as toilets, door handles, telephones, etc. Public areas where a symptomatic individual has passed through and spent minimal time in (such as corridors) but which are not visibly contaminated with body fluids do not need to be specially cleaned and disinfected. If a person becomes ill in a shared space, these should be cleaned as detailed above. What to do with rubbish in the club, including tissues, if members, staff or others become unwell with suspected COVID-19 All waste that has been in contact with the individual, including used tissues, and masks if used, should be put in a clearly identified Bio-Hazzard plastic rubbish bag and tied when full. The plastic bag should then be placed in a second bin bag and tied. It can then be put in the normal waste. THE RE-OPENING OF LIFESAVING CLUBS DURING THE COVID-19 MITIGATED RISK LOCKDOWN Page | 10
LIFESAVING SOUTH AFRICA www.lifesaving.co.za DUTY SQUADS – Essential Services Lifeguards and Lifeguarding is classified as an essential service (Gazette 41621 Notice 237of 2018), whether paid or voluntary. Many clubs are contractually obligated to assist with municipal duties. The risk mitigation for duty squads includes the limiting of the size of the squads and the provision of PPE designed for aquatic environments and first aid cases. The guidelines for the Duty Squads during the Covid-19 pandemic can be accessed off the LSA website: www.lifesaving.co.za and can be read in conjunction with this. The PPE to be used by the duty squads are as follows: 2 x sets of duty / patrol clothing. 1 x Long sleeved rash vest 1 x Full body wetsuit of 1mm or more thickness - optional but recommended for additional protection. 1 x pair of aquatic gloves – optional but recommended for additional protection. 1 x full-face snorkelling aquatic mask, or full eye covering swimming goggles. 2 x cloth face masks 2 x full face shields Latex / Nitrile gloves Bag Valve Masks for CPR. Disposable Surgical Face masks Disposable gown or apron (optional.) Sanitizing Materials The wearing of face masks with or without face shields is mandatory for all duty officers at all times except when performing a rescue in deep water. Rescue Equipment used must not be shared between lifeguards and if used in a rescue must be sanitized before returning to the duty arena. Duty Squads are to operate with the minimal number of duty officers. This may be determined by the needs of the venue and the numbers of patrons. The following are guidelines regarding the duty squad sizes during the Covid-19 pandemic: Level Duty Squad Sizes Essential Services only at the request of the controlling body or Municipality. Max 4 in Surf 5 and 2 at Pools Essential Services only at the request of the controlling body or Municipality. Max 4 in Surf 4 and 2 at Pools Essential Services only, duty squads in the surf or open water to consist of 4 members; duty 3 squads in the pool to consist of 2 members. Duty squads can be increased to a maximum of 8 in the surf and open water and 4 at a pool. 2 Event management for aquatic events may require additional personnel. Applications to provide this must be made prior to the event and will be based on event participation numbers. Duty squads can be increased to maximum available strength with the minimum number 1 being 4 for surf and open water and 2 for pools. LIFESAVING SOUTH AFRICA www.lifesaving.co.za As per LSA standards: Surf and Open water squads must consist of 4 LA Award holding Members, 1 of which must be a senior member, i.e. over 18 Pool squads must consist of a minimum of 2 LA Award holding Members; 1 of which must be a senior member, i.e. over 18. Members holding Qualifying Certificates may be included in the duty squads from level 2 but may not form part of the required minimum. Guidelines for the symptom monitoring and management of Essential Service Workers. These apply to Lifeguards Performing Duties and not to any Instruction or Athletes Sport Training or Events. 1. Lifeguards should be screened for COVID-19 related symptoms and report such symptoms to a designated person prior to entry into the workplace or work area for a decision to be made as to their continued attendance on duty. 2. Should the Lifeguard report any of the following symptoms: cough, sore throat, shortness of breath or fever/chills (or ≥ 38°C measured temperature), s/he should immediately be provided with a surgical mask and referred to the designated club official and be referred to their Medical Doctor or Service Provider for further clinical evaluation. 3. On receiving their results, the Lifeguard should notify the club so that the Lifeguard is managed accordingly. The club should proactively take steps to obtain this information to avoid any delays in reporting. 4. The Lifeguard should be managed according to either scenario 1 or 2 in the Table outlined below. 5. A positive COVID-19 test in a Lifeguard will require all potential contacts in the club to be assessed using scenarios 3 or 4 in the table below. 6. All Lifeguards on returning to the club after isolation or quarantine period, should: • provide a Medical Letter confirming that they are fit for duty • wear a surgical masks at all times while on duty, if within a period of 21 days from the initial test • implement social distancing measures as appropriate • adhere to hand hygiene, respiratory hygiene, and cough etiquette • continue to self-monitor for symptoms, and seek medical re-evaluation if respiratory symptoms recur or worsen Scenario 1: Lifeguard The Lifeguard is to self-isolate for 14 days after symptom onset (mild cases) and 14 days with a confirmed after clinical stability (severe cases). Medical Certificate is required prior returning to positive COVID-19 test duty. Scenario 2: Lifeguard Any Lifeguard with direct COVID-19 contact who develops an acute respiratory infection with current flu-like (e.g. cough, shortness of breath, sore throat) with or without fever (≥38°C) or history of symptoms fever (e.g. night sweats, chills) is a suspected COVID-19 case. They are to be requested to undergo a Medical evaluation and to monitor their symptoms for a period of 14 days. Scenario 3: High risk exposure: close contact within 1 metre of a COVID-19 confirmed case High risk, confirmed for >15 minutes without PPE (no face cover/eye cover) or with failure of PPE and/or COVID-19 exposure, direct contact with respiratory secretions of confirmed COVID-19 case The asymptomatic Lifeguard is to contact their General Practitioner for possible testing and is to perform daily symptom self-checks and complete symptom monitoring form for 14 days since last COVID-19 exposure. If asymptomatic through day 7, consider for return to duty on day 8 Scenario 4: Low risk exposure: >1 metre away from a COVID-19 confirmed case for
LIFESAVING SOUTH AFRICA www.lifesaving.co.za INSTRUCTION OF LIFEGUARDS AND LIFESAVING Lifeguard Award Instruction is the ground of all lifesaving activities. The following is guidance on behaviours that Prevent the Spread of Covid -19. Access to training venue will be granted following the screening process. Anyone displaying the signs or symptoms of the Covid-19 Virus or having a temperature of over 38°C is not to have access to the venue. The preferred method of instruction at this time will be on-line learning with virtual classrooms. Where physical contact is needed it is advised this is between members of the same household. Face to Face training may take place where learners can be accommodated at separate desks place a minimum of 2m apart or where each learner can be separated from another by a clear plastic or similar screen. Candidate Lifeguards are to be encouraged to shower and change at home as access to the facility ablutions and changing areas are restricted according to the risk levels. Where swimming pools are accessed for training the pool is to be prepared for Lane / Lap training with a maximum of 8 persons per 2 lanes in a 25m pool. See Annexure 4. Where Oceans or Open water venues are accessed for training the club must drop buoys offshore at 5m distances for swim training, creating virtual lanes. A maximum of 10 persons per lane in the 120m lane set off 5m apart. Instructors to wear face masks or face shields at all times. Instructors are to limit the amount of physical contact to the absolute minimum and to encourage sanitation with soap and water or alcohol-based hand sanitizer after each contact. CPR protocols to be as per the Resuscitation Council of SA’s guidelines where CPR Mannequins cannot be shared, must be cleaned and lungs replaced after each class. Where clubs do not have the resources to replace the lungs, the lungs are to be removed from the mannequin during training. Only Bag Valve Masks use with compressions or hands only CPR is to be demonstrated. The use of face masks is mandatory for all training, except when in the water. Disposable Gloves, either Latex or Nitrile, are mandatory for any contact training. These are to be disposed of after each class. All chairs, tables, screens, and any equipment items must be sanitized before and after each class. Clubs will need to sign a declaration of agreement covering the club access protocols, training layouts, equipment registers, and facility and equipment sanitation. Clubs need to log all equipment to be used in a class and by whom the equipment is used. Please see Annexure 5 for an example. LIFESAVING SOUTH AFRICA www.lifesaving.co.za RETURN TO SPORT Where Lifeguarding is the muscle of Lifesaving, Sport is the lifeblood of Lifesaving; it forms a tool whereby all Lifeguards can display their fitness and competence to perform rescues in an environment of intense competition and skill to the highest level and all Nippers can enjoy a healthy lifestyle. Members participate in the Sport at varying levels beginning from grass roots through to World Championships and World Games Level. Lifesaving is currently on the list of Sports to enter the Olympics. Lifesaving Sport includes the following disciplines for both individuals and teams: Surf and Openwater Swimming, Surf and Openwater Malibu and Body Board, Surf and Openwater Rescue, Surf Ski, Surf and Openwater Oceanman M, Iron Man, Surf Boat Rowing, Beach Running, Pool Speed Rescues, Pool Obstacle Swimming, Pool Simulated Body Retrievals, Lifesaving South Africa consistently places in the top 5 countries worldwide at the World Championships and has medalled at each World Games they have qualified for. Lifesaving South Africa currently has 6 World Champions. The Open High-Performance Squads currently has athletes who are required to qualify in 2020 and 2021 to attend the World Games to be hosted in Birmingham (USA), from 7th to 17th July 2022. These qualifications are normally realised at the Lifesaving World Championships which were due to be hosted in September 2020 in Riccione, Italy. These have been postponed to September 2022. The Junior High Performance currently has athletes who are required to qualify in 2020 and 2021 for participation at Lifesaving Junior World Championships 2022 and events leading into the LWC. HP Squads Listed in Annexure 6 Both groups have maintained their fitness via running, walking and cycling during Level 5, 4 and 3 according to the National Regulations. Lifesaving Sport Training to Resume where venues are available Athlete Screening and Testing. High Performance Athletes wishing to return to training for possible inclusion into Interprovincial or National Teams, during Level 3, are to Monitor their health for a period of a minimum of 14 days prior to resuming training. All athletes showing signs and symptoms during this time are to be tested for the Covid-19 Virus according to their local municipal health protocols. Sport Coaching And Club Training While training in swimming pools, dams, rivers or oceans it is not possible to wear face masks, however athletes are required to wear face masks while not in the water. Where possible, squad groups (and coach/s) will remain the same throughout the pandemic to ensure less risk and ease of contact tracing if required. 2. A daily register must be kept. 3. Athletes will be allowed 10minutes to arrive for training and 5 minutes to depart. There will be no congregation of athletes before, during or after training. If face masks are to be removed for training purposes, they must be placed in a clearly marked zip-lock bag and safely stored. They are not to be left lying around. 4. Ensure members bring their own water bottles, towel and equipment for personal use. These are not to be shared. 5. Shared bathroom facilities are to be used as minimally as possible. 6. No shower facilities are to be open or used with the exception of emergencies. 7. Comply with the limitations of Lifesaving SA’s COVID-19 Levels in accordance to the Level applicable to their Province, District and Local Municipality. 8. Clubs to allocate specific areas for kit bags which must have 2m distancing between each bag. Only the owner of the kit bag or a member of the same household may access the kit bag. 9. Parents are not allowed to stay for the training sessions or have access to the club facilities until these activities are allowed within the risk mitigation plan. 10. Parents dropping athletes off for their training sessions may not depart from the drop-off zone until their child has cleared the screening process. 11. If an athlete fails the symptom check/Temperature check, the health and safety officer will send the athlete back to the car, and the parent/guardian is then responsible, to remove the athlete from the club, and seek medical assistance or self-isolate for 14 days. 12. Any athletes that breaks any of the health and safety procedures, or is deemed by the coaches to be acting in a manner which does not promote social distancing will be removed from the training area and be asked to self-isolate for 14 days (No training). 13. Parents/guardians should ensure their child and immediate household members are free from illness before coming to the club. 14. Remind your child about not sharing items, keeping physical distance and hand washing. 15. Please refrain from gathering in groups while picking up or dropping off. Stay in your vehicle. 16. Please ensure all new policies are followed as above. 17. Should you need to speak to the coach, where possible call/WhatsApp/email them. Membership per club is listed as Annexure 8. Sporting events contribute to the general wellbeing of the athletes and most are at a low risk of being infected or have comorbidities. Competitive Athletes are generally in good health. Lifesaving South Africa local events have between 50 and 300 participants at each carnival hosted within the District. Inter-district events attract between 100 and 300 participants at each carnival hosted within the Province. Inter Provincial events attract between 150 and 400 participants and are championship events. Athletes will be required to cross borders to attend these events. South African Championships attract between 1400 and 1500 participants and about 3000 spectators. This event is currently designated to take place in Port Elizabeth.
