Iroquois Campground Operations Plan EXECUTIVE SUMMARY The Campground Operation plan covers all operating components of the Iroquois Municipal Campground. Through the development and identification of a marketing strategy, target market, staffing structure, development plan, immediate improvements, and a proposed budget, the municipality demonstrates preparedness to actively improve the Iroquois Municipal Campground. The Municipality of South Dundas is committed to offering an enjoyable camping experience to all campers who stay at the Iroquois Municipal Campground. This commitment is demonstrated through the construction of a new building, the organization and presentation improvements to sites, as well as a 1, 3, and 5-year plan for growth and development within the campground. As the campground is one of many recreational facilities located in South Dundas, the municipality recognizes the opportunity to market various local attractions to taxpayers, tourists, and future residents. With tourism being at an all-time high in 2020, the City of Ottawa expanding South, and a new housing development being constructed in South Dundas, 2021 presents an excellent opportunity for the municipality to improve their parks and recreation to aid in attracting young families, businesses, and health professionals. This outlined plan will begin a process of improvements which will increase tourism and promote healthy living within the community. 3
Iroquois Campground Operations Plan INTRODUCTION The South Dundas Iroquois Campground located in Iroquois Ontario is situated along the scenic St. Lawrence River. The Campground, a hub of camping and recreational activity along the South Dundas Waterfront, has a rich history and is within walking distance to many local amenities such as grocery stores, restaurants, and recreational facilities. The Campground is operated by the Municipality of South Dundas and offers the following amenities: • Electricity- 30 AMP Services • Water • Septage Dumping • Family Showers and Restrooms • Accessible Showers and Restrooms • A Community Hall • A Community Kitchen • Laundry • Picnic Area The Campground offers seasonal, transient, monthly, and daily sites. Currently the Municipality of South Dundas offers 66- 30 AMP sites and 4-15 AMP sites. With the most popular sites being located along the North East border of the Campground. 4
Iroquois Campground Operations Plan History The Iroquois Campground offers a welcoming communal atmosphere with a scenic view of the St. Lawrence River. Originally the campground, built in the 1980’s was a part of the St. Lawrence Seaway constructed in 1950. The construction lead to major impacts to villages and towns adjacent to the shores, with many relocating a few kilometers north of the seaway to avoid anticipated flooding. The Village of Iroquois was completely submerged, the majority of the properties were ‘relocated’, 2 km north of their original site, leaving the shores of the current St. Lawrence Seaway vacant in case of flooding. The Iroquois Campground is located on what was originally King Street, a busy bustling street part of the original village of Iroquois. The Campground is located next to Carman House, a staple historical monument to Iroquois’ rich history with the British Loyalists. Having a campground located on such an active historical and scenic site allows campers to enjoy a variety of recreational opportunities such as visiting the local museum, utilizing the waterfront bike and walking path, and ship watching at the Iroquois Lock system. 5
Iroquois Campground Operations Plan The Future The Iroquois Campground is a key feature in the Iroquois Waterfront Development Plan. The Campground has the opportunity to serve as a key attraction with a strong connection to the park. The Campground offers scenic views and complements features in the Iroquois Waterfront Park. Future additions to the Campground based on the Development Plan include: • Relocating campground sites along Carman Road’s “scenic parkway” • Expanding the campground area including the 35 relocated spaces from Carman Road with water, hydro, and sewer connections • New campground layout to organize site use and better define the camping area while screening views from the outside with new plantings • Improvement/Replacement of the existing campground building • Improving and enhancing existing site servicing • Promoting the Campground through advertising online and in tourism magazines for Eastern Ontario • Enhancing existing online information regarding the campground and linking it to local businesses and events in South Dundas and SD&G 6
Iroquois Campground Operations Plan Planning for the Future The Municipality of South Dundas has developed the following plan for utilization in upcoming budget seasons. The plan outlines a 1, 3 and 5- year capital outline while also connecting itself to the Iroquois Waterfront Development plan. The significance of developing an Operations Plan for the Campground is that it highlights the Municipality’s goal for enhancing residents and tourists experience at the Campground, while also promoting South Dundas as a great place to live. The Plan considers the following items: • Future marketing and advertising opportunities • Staffing Structure and Staff Grant Opportunities • Organizational Structure (Booking, mapping, etc.) • Identification of Target Markets • Financials • Improvements for Implementation • Current Amenity Status • Development Plan (1, 3, and 5-year plans) 7
Iroquois Campground Operations Plan MARKETING AND ADVERTISING The municipality recognizes that marketing and advertising are critical to any successful operation within the parks and recreation department. The marketing and advertising strategy presented in the operations plan outlines and focuses on the current and future goals of the municipal campground, parks and recreation department, and the municipality of South Dundas as a whole. The utilization of current social media pages and websites owned and operated by the municipality will serve as the focal point for marketing the Iroquois Municipal Campground. The marketing and advertising strategy for the campground with consist of promoting the campground as well as the surrounding area. Within a 2 kilometer radius of the campground, the area also offers recreational attractions such as; the Galop Canal Marina, Boat Launch, Iroquois Golf Course, Iroquois Beach, Seaway Locks, Point Recreational Area(s), Lawn Bowling club, Tennis Courts, The Mall, and a new Gas Station/ Tim Hortons. The marketing strategy is to utilize the existing online media platforms operated by the municipality to promote the campground and surrounding area. The purpose of promoting the surrounding area is to demonstrate to campers that there are plenty of activities and facilities for them to enjoy while camping at Iroquois. The marketing of various local attractions will not only be attractive to campers, but also be attractive to tourists and people who are considering re locating to South Dundas. The municipality has a goal of attracting young families, businesses, and health professionals to the area, it is important that up to date platforms are used to promote a wide variety of recreational activities South Dundas has to offer, as well as promote active living within the community. 8
Iroquois Campground Operations Plan STAFFING STRUCTURE & OPPORTUNITIES The Iroquois Campground is open Monday- Sunday 9:00 am until 5:00 pm. Based on 2019 and 2020 data collected on usership and required day to day work. It is recommended that the hours of the Campground moving forward be: Monday-Sunday 10:00 am until 6:00 pm. Currently the Campground is staffed utilizing a Campground Supervisor, and a Campground Student. In 2019 and 2020 based on usership and required day to day work it is recommended that the Campground Supervisor position be removed and an additional student be hired in their place, with the students reporting to the Community Program Coordinator. The new recommended reporting structure is listed below: Supervisor Parks and Recreation Community Program Coordinator Marina/Campground Marina/Campground Marina/Campground Student Student Student Staff feel that by applying for further student positions the marina can receive more grants to help offset operating costs related to labor, while also allowing local students to learn about municipal operations and tourism in South Dundas. 10
Iroquois Campground Operations Plan With the new recommended structure provided above, the following would be the job descriptions for the students that would be advertised beginning in March for hire in May of each year. GALOP CANAL MARINA/CAMPGROUND STUDENT The Municipality of South Dundas is seeking a student interested in joining the Galop Canal Marina and Iroquois Campground for the summer. Reporting to the Supervisor of Parks and Recreation, the Student would be responsible for day to day operations of the Galop Canal Marina as well as the Campground, all while being a brand ambassador for South Dundas Tourism. The Candidate shall be an individual who excels at working independently and also works well as part of a team. Having a pleasure craft operators card would be an asset but is not mandatory. General Responsibilities: • Customer Service • Site Booking • Receiving Payment • Landscaping • Cleaning of Facilities Hours: Monday-Sunday 10 am- 6 pm Rate of Pay: Student Minimum Wage $13.40 per hour/35 hours a week 11
Iroquois Campground Operations Plan ORGANIZATIONAL SOFTWARE Currently the Municipality can only book sites over the phone, in person or through email. It is believed that this may limit last minute bookings, and also does not allow local tourism events to link to the Campsite to promote it as an accommodation. In order to run a professional campground site, it is recommended that an online booking system for site selection and payment should be created. This would be housed on the Municipality’s existing website and provide easy access to all for site selection as well as any information related to the stay (service requirements, fees, planned activities, etc.). Staff would utilize the online booking platform along with the already existing forms of booking to keep site bookings organized and provide users with information. The software would also help gather important information such as which sites are selected the most often, which services are the most requested, and what times of year are the most popular. This will help staff determine appropriate fees, site development, service development, and programming. Having online booking software will allow the municipality to also advertise the campground on surrounding platforms such as tourism events in SD&G . 12
Iroquois Campground Operations Plan TARGET MARKET Upon observation from the 2019 and 2020 camping seasons, the municipality recognizes the target market for the Iroquois Municipal Campground to be seasonal and group campers. Seasonal Campers Seasonal campers offer a wide variety or positives to the campground and the municipality as they commit to spending a large majority of their summer months at the campground. Seasonal camping brings guaranteed site usage and payment to the municipality for the full operational season while also reducing the need to staff the campground for excessive hours. Group Camping With a designated transient camping area within the campground, the municipality is able to dedicate and promote set sites to group campers. Group camping brings an abundance of positive upside to the campground as they offer a friendly atmosphere and promote all of their stops during the camping season. By promoting their stop at the Iroquois Municipal Campground, the municipality receives free advertising for other seasonal, group, and transient campers as well as an excessive number of transient sites booked for an average of 5 days at a time. 13

Iroquois Campground Operations Plan IMMEDIATE IMPROVEMENTS FOR IMPLEMENTATION In addition to outlining a development plan for the next 1, 3, and 5 years, the municipality also considers a number of immediate improvements that are required to improve the campsite for the beginning of the 2021 camping season. Immediate improvements include the overall organization and presentation of the campsite as well as the addition of a small recreation lending library. Organization of the Iroquois Municipal Campground includes a booking system, an information board, the installation of WIFI, and the installation of a Landline. These items will allow staff to professionally book and organize sites as well as offer the campers up to date services and keep them informed of community events. The financial implications with these items are as follows; Booking System: An Excel Spreadsheet developed by staff to allow mobile access- $0.00 An online booking platform with direct payment- $1,500.00 Information Board: To be installed on the West side of the campground building- $500 WIFI: Installed and serviced- $1,800 per year Landline: Trenching a cable from the existing service line to the conduit for the building- $600 Presentation of the Iroquois Municipal Campground includes grading of the roads and site landings as there has been an issue with potholes and flooding during the 2020 camping season. In addition to grading, a flower bed and sign for the building will improve the appearance of the campground. The financial implications with these items are as follows; • Grading-$5,000 • Flower Bed: Installation and maintenance- $500 • Signage: $350 20
Iroquois Campground Operations Plan Along with the organization and presentation improvements of the municipal campground, The municipality will also begin a sample size lending library at the newly constructed campground building. The lending library will consist of 2 Kayaks, a Canoe, 2 Paddleboards, life jackets, and proper paddles for each item. These items will correlate with the marketing strategy of promoting the surrounding recreational areas and active living within the community. The financial implications for the lending library are as follows; • Kayaks- $2,400 • Canoe- $1,800 • Paddle Boards- $1000 • Paddles- utilization of excess paddles currently stored at the Morrisburg arena. • Life Jackets-utilization of excess life jackets currently stored at the Morrisburg arena. As there is a need for upgraded kayaks and canoes at the Morrisburg lending library, The municipality considers using the replaced vessels within the sample size lending library at the Iroquois Municipal Campground. 21
Iroquois Campground Operations Plan CURRENT AMMENITY STATUS Current Amenities at the Iroquois Campground include: • 66 sites with 30 AMP Service • 4 sites with 15 AMP Service • Water Services • Septage Dumping • Laundry • Public Restrooms • Accessible Washrooms • Public Showers • Accessible Showers • Recreational Room • Recreational Programming • Lending Library (for equipment) • Kitchen The Campground also has a covered performance area, communal fire pit, picnic area, and a walking path that all members of the public and tourists are permitted to enjoy. The (insert square footage) campground building was constructed in 2020 and includes a Campground Office, Recreational Area, Accessible Washrooms and showers, Family Washrooms, laundry room, and a communal kitchen. The Campground building is serviced by Municipal Water and Sewer. The sewer system and dump station were also replaced in 2020. The Campground is serviced electrically from Carman Road by Rideau St. Lawrence. The Campground has 70 pedestal electrical services, 4 are 15 amp and 66 are 30 amp. The Campground also has two tennis courts and a lawn bowling facility. Current assets at the Campground total an estimated $1,000,000.00. The Municipality uses the fees from the campers to maintain the property, servicing, and buildings on site. 22
Iroquois Campground Operations Plan DEVELOPMENT PLAN The Iroquois Campgrounds Operation’s plan also includes a development plan that considers the facilities potential over the next year, 3 years, and 5 years. The purpose of the development plan is to help forecast the needs of the facility over the next 5 years. With a plan in place, capital budgeting and reserve funds will be designated to specific projects utilizing revenues earned through slip fees. Year 1 - Open the new campground building - Improve the organization and minor presentation of the campground - Replace Forward house shed, with a storage building for firewood, lawn mower, picnic tables, and other maintenance equipment Year 3 - Expand the campsite to include 3-5 premium sites with 50 amps - Add sewer service to the North end of the Campsite (along the lawn bowling area and tennis courts) Year 5 - Begin upgrading older sites electrical and water services, completing small sections at a time until all 3 sections are complete 23
